Mohali MMS scandal: Not one but two vulgar clips of hostel girls exist, says lawyer of accused

New Delhi: Chandigarh University MMS scandal took a turn to worse when the lawyer of the accused on Monday revealed that not one but two vulgar videos of girls had come to light.

For the unversed the vice chancellor of the varsity had on Sunday had said that there was only one video which was shot by the accused and sent to her alleged boyfriend.

Advocate Sandeep Sharma said, “All the three have been sent on 7-day police remand. Their mobiles will be sent for forensic probe. Two videos have been found. One is of the accused girl and other is of some other girl.”

The lawyer further said that the boy was blackmailing the girl.

Meanwhile, the police have arrested arrested the accused woman and her alleged boyfriend along with a 31-year-old man from Himachal Pradesh.

Punjab police has on Monday constituted a three-member all-women special investigation team headed by senior IPS officer Gurpreet Kaur Deo to probe the MMS scandal.

“No person involved will be spared,” Director General of Police, Punjab, Gaurav Yadav said.

Massive protests rocked the university campus in Punjab’s Mohali on Saturday night over the issue with some students claiming that the videos recorded by the woman student were even leaked. They also levelled allegations of misbehaviour against a warden.

The university authorities, however, dismissed these allegations as “false and baseless”.

Police had earlier said the student appeared to have shared a video of only herself with a 23-year-old “boyfriend” and no objectionable video of any other student was found.

After being assured of a fair and transparent probe, students of the Chandigarh University ended their protest around 1:30 am on Monday, said Senior Superintendent of Police (SSP), Mohali, Vivek Sheel Soni.

In the first part of an investigation into the online streaming of child sex abuse, we explore the nature of this emerging crime in the Philippines, where thousands of youngsters are seen to be at risk.

MANILA: Victor Lorenzo has spent much of his life chasing down criminals and helping their victims. For a law enforcer with years of experience, much of what he does is now routine.

Yet there is one type of crime which the veteran chief of the Philippines’ cyber investigation unit has difficulty coming to terms with.

“Every case is shocking,” Lorenzo said, in his office at the Cybercrime Division of the National Bureau of Investigation on Taft Avenue. A shiny figurine of Batman gleams amid piles of documents on his desk. Another busy day. Another suspect. More crimes.

“No matter how hard you try to shield yourself from emotions, you just can't. It’s very painful on our part as a human being whenever we see children performing live in front of a camera.”

Lorenzo was referring to the growing number of child cybersex cases, where paedophiles based overseas pay local traffickers to molest children and live-stream the abuse.

Despite numerous crackdowns, the sophistication and lucrativeness of the cybersex industry continues to enable its proliferation in the Philippines. According to the International Justice Mission (IJM), the number of rescue and arrest operations related to the cybersex trade in the Philippines went up from 17 in 2015 to 51 in the first nine months of 2018. At the same time, the age of the victims is going down. Most of them are 12 years old or younger, and one in ten are boys.

“Girls and boys are forced to perform sex acts on themselves or each other, molested by an adult, or are abused in other degrading ways,” said Sam Inocencio, the national director of IJM Philippines. His agency has helped the country fight cybersex trafficking since 2016, enabling police to detain nearly 100 suspects and rescue more than 370 victims.

“The youngest victim IJM has rescued is a three-month-old baby,” he said.

CHILD CYBERSEX TOURISM

Cybersex trafficking is also known as online sexual exploitation of children – a relatively new crime in the digital age.

As the Internet penetrates more parts of the world, sex predators can gain easier access to more children. They no longer have to physically travel to meet a child for sexual exploitation to occur. Advanced cyber technology enables them to recruit local traffickers, select children, view and direct the long-distance abuse in real time from anywhere in the world, while remaining invisible under the cloak of cyber anonymity.

Cybersex trafficking was first reported by American non-profit organisation, the National Center for Missing and Exploited Children in 1998. In the Philippines, it was not detected until 2010 after a tip-off from authorities abroad.

Today, the country is “the epicentre” of the live-stream sexual abuse trade and the “number one global source of child pornography”, according to the United Nations Children’s Fund (UNICEF). Every month, the Philippine Justice Department receives more than 3,000 reports from overseas of possible cybersex trafficking cases.

“The main perpetrators are family members. Many of them use the ‘non-physical contact’ as an excuse, saying the perpetrators don’t touch their child, therefore it’s okay,” said Lotta Sylwander from UNICEF Philippines.

Of course, it’s not correct. It’s not a childlike behaviour to undress in front of an anonymous camera and, on top of that, actually perform sexual activities.

 ABUSE BY PARENTS

Locally known as a ‘show’, child cybersex abuse in the Philippines takes place on various platforms – from social networks to dating sites and chat rooms. IJM estimates that in more than 70 per cent of cases, abuse is carried out by traffickers known to the victims. Half of them are the parents of the children themselves.

As victims are young, sex predators often use people the children trust, such as parents, older siblings, relatives and neighbours, to facilitate the exploitation.

At any given moment, an estimated 750,000 adults are seeking to abuse children in some 40,000 public chat rooms worldwide, reported international children’s rights organisation Terre des Hommes, citing data from the United Nations and US Federal Bureau of Investigation (FBI).

Degrees of abuse vary from posing in front of a camera to having sexual contact with another juvenile – often a sibling – or an adult. As the crime proliferates, the severity of sexual abuse increases.

“We can see a trend where the children get younger and younger and there is more and more torture going on,” Sylwander said.

In the Philippines, child cybersex crime mostly operates as a family business, but there have been incidents showing it can also transform into an organised syndicate.

In 2015, Australian national Peter Scully was arrested in Malaybalay City for trafficking and sexually assaulting Filipino children, with the youngest being an 18-month-old baby girl. Assisted by two Philippine female accomplices, Scully filmed the abuse for his cyber pornography trade catering to an international paedophile ring. He was later sentenced to life imprisonment.

As authorities chase down the criminals, cybersex trafficking migrates. Investigators first noticed its concentration in the central Visayas region before a spread to Mindanao in the south. Recently, incidents have begun to emerge in the north of the country.

On par with its proliferation is the wider use of peer-to-peer (P2P) mobile applications among perpetrators in sharing pornographic content with paedophiles overseas. P2P file sharing allows users to exchange digital resources without going through a central server. As a result, it creates a direct one-to-one connection between local traffickers and sex predators abroad, making the abuse more private and detection more difficult.

“You can directly transmit all those performances with live streaming,” Lorenzo said. “Many P2P applications are commercially available. Some are even free.”

THE DARK WEB AND UGLY SECRETS

Last year, UNICEF stated peer-to-peer file sharing has transformed and expanded the distribution of child pornography on the Internet. The circulation is not only limited to the Surface web – the part of the Internet where the likes of Google, YouTube and Facebook operate – but also on the Deep web, an extensive online territory unindexed by search engines.

Within the Deep web lies the ‘dark web’ – a part of the Internet where criminal activity, child pornography and other illegal content proliferates. This territory is invisible to most users, including law enforcement officers, as access requires special permission or special software.

"It takes some degree of skills to get there and, unfortunately, paedophiles who want to access images of children need to submit a new video or a new picture themselves to show they’re real," said Sylwander.

"Interpol or the police could never do that."

READ: Poverty pushes some kids towards paid sex abuse in the Philippines

One of the most common types of advertisements on the dark web is for live-streaming sexual abuse, according to the Financial Coalition Against Child Pornography and the International Centre for Missing & Exploited Children. Their 2017 report ‘Cryptocurrency and the BlockChain’ revealed that abusers would schedule and market “live sessions” ahead of time. Customers are required to pre-pay for a link or access code in order to watch the abuse.

“The role of ‘director’ is auctioned off or charged at a significant premium, giving one user the right to ‘control the action’,” the report said.

Driving the proliferation of live-streaming child sexual abuse is the increasing use of encrypted payment systems - cryptocurrencies. Bitcoin, for example, is an accepted payment method in the unregulated sphere of the dark web. As of March 2017, the report said it cost 10 bitcoins - then worth about US$10,000 - to direct live abuse and 1 bitcoin to view it.

“Online sexual abuse of children is a huge business,” Sylwander said. “At least half of all crimes on the dark web are in and around child pornography and child sexual abuse.”

EASY ABUSE, EASY MONEY

Offenders convicted of human trafficking face severe punishment in the Philippines. If they are parents, siblings or guardians of the trafficked persons, the sentence is life imprisonment and a fine of no less than 2 million pesos (US$37,000). Still, local perpetrators – mostly from impoverished communities – are attracted to the lucrative industry.

"There is no fixed price. Sometimes they base it on the age of the victim - from 5,000 pesos (US$92) to 15,000 pesos (US$276) per ‘show’. Each can last 3-4 hours," Lorenzo said.

The younger the performer, the higher the going rate.

Payments are often made through remittance companies, which are abundant in the Philippines. Perpetrators can withdraw money from various locations, making it hard for authorities to trace the money trail. Between 2015 and September this year, the country recorded 136 rescue and arrest operations related to online sexual exploitation of children.

Globally, Interpol’s database has identified more than 14,200 children as victims of child pornography. The number does not include data linked to “numerous unidentified victims”, whose cases are yet to be investigated.

MEET 'SWEETIE'

The recorded numbers of cybersex offenders and victims are believed to be just a fraction of the real picture. According to UNICEF, very few perpetrators are convicted and more abuse continues unreported.

“The evidence building can be very difficult, especially in webcam child sex, because the act is often not recorded. As soon as it’s done, it’s over. The only thing you have left is the story the child can tell,” Sylwander said.

To reflect the magnitude of the crime, Amsterdam-based Terre des Hommes developed an Internet avatar in 2013 to identify cybersex predators. Computer engineers created a 10-year-old virtual Filipino girl named Sweetie, who moved and talked like a real human.

tourism course viral 6 girl scandal

As soon as Sweetie joined public chat rooms, she was swarmed by paedophiles. Most of them came from wealthier countries, including Australia, Canada, Germany and Britain. In just two months, Sweetie helped identify 1,000 sex predators from 71 nations. Over the course of ten weeks, 20,172 paedophiles in 19 chat rooms had approached her.

“Sweetie really sounded the alarm. It’s a very big issue and the problem is potentially growing very fast,” said Terre des Hommes’ Asia representative Eric van der Lee.

“People who approached Sweetie is only the tip of the iceberg. There are so many more people out there who are actually looking for online contact with young children.”

In the Philippines alone, tens of thousands of children are exploited in the long-distance abuse online, according to Terre des Hommes. Unlike most Southeast Asian countries, the island nation has several characteristics that drives the growth of cybersex trafficking. Widespread poverty, accessible Internet, ease of receiving money from overseas and fluency in English make it an attractive target for paedophiles.

CHATBOTS, CYBERTIPS, ARRESTS

As sex predators become smarter in avoiding arrest, law enforcement officers are exploring more ways to stop cybercrime. Chatbots are employed to catch paedophiles, and new technologies are being developed to identify perpetrators as well as their victims with sophisticated image analysis.

In the Philippines, cybertips from overseas are one of the most powerful weapons for local investigators to detect suspects of cybersex trafficking. They also work with banks, money remittance firms and Internet service providers in tracking down the sources of child pornography material.

“The Internet is so vast and that’s why public awareness is a very powerful tool to suppress child pornography,” Lorenzo said, knowing the crime is likely to grow even further.

“Every case is painful but at the same time it strengthens us to the point that it gives us determination to address this issue.”

In the second part of this investigation, Channel NewsAsia explores how children fall victim to such crimes, and how the lucky ones are rescued.

SERIES REVIEW: ‘Viral Scandal’ Pilot Succeeded Without Question

rodmagaru

Weeks ago, I have seen trending posts about a viral scandal on twitter and found out that everyone was talking about a trailer of an upcoming series by ABS-CBN. Entitled Viral Scandal, the series stars Dimples Romana, Charlie Dizon, Miko Raval, Joshua Garcia and Jake Cuenca.

Viral Scandal ABSCBN

The story revolves around a loving family of Kakay Sicat (Dimples Romana) who works abroad to provide for her family. Her loving Husband Dan (Miko Raval) takes care of their three (3) children, Ikay (Charlie Dizon) , Bea (Karina Bautista) and Nico (Louise Abuel) . Plot thickens when Ikay became a victim of a viral scandal circulated online about what happened last night when they were celebrating. Clueless as to what really happened to Ikay, her entire family is struggling to survive the scandal.

Let’s watch the trailer first

Tonight I got the chance to watch the pilot week of Viral Scandal courtesy of ABS-CBN. I was literally speechless during the entire screening because its narrative kept me engage. Their portrayals gave their roles much relatable but we already know given that Dimples Romana and Charlie Dizon are truly remarkable actresses. It’s an acting fest made for free TV. It’s legitimate attempt to catch everyone’s attention succeeded without question.

Viral Scandal ABSCBN

Beyond their powerful performance, it is safe to say that it was one of the most explosive pilot episodes I have seen in the past years. Its intense pacing will make you crave for more. If advertisers will be wiser about placement, this is the series they should be proud to be part of.

The key to an effective narrative is when its plot resonates with the current situation in the society where everyone is trying to survive. And did I mention winning the family ties being challenged by outside forces such as being judged by their peers, strangers and even those who didn’t even care? That is what the series is all about. Viral Scandal is the gem of Philippine TV made by a company who lost its franchise. I cannot emphasize enough how powerful that point is.

Viral Scandal ABSCBN

I have known an online friend who suffered tremendous psychological pain from a viral scandal years ago and what it did (being a victim of public perception) to himself was beyond unimaginable that’s why the characters are very relevant to today’s society.

I am only talking about the pilot week and Im sure the upcoming episodes will be more interesting as it unfolds new characters and back story that will enlighten us to what really happened. The series also stars Aljon Mendoza, Markus Patterson, Gian Magdangal and Ria Atayde whom I cannot wait to see nailing her role! It is directed by Dado Lumibao and Froy Allan Leonardo.

I cannot wait to catch it on free TV in the coming days! Viral Scandal Premieres November 15 on Kapamilya Channel, Kapamilya Online Live, Jeepney TV, A2Z Channel 11, and TV5!

Big Joke probes Pattaya sex scandal with high stakes not only for ‘Sin City’ but Thailand itself

High-stakes investigation into DW TV’s exposé sends shockwaves through Pattaya and Thailand. Deputy National Police Chief, ‘Big Joke,’ takes charge as the scandal unravels. Controversial claims of bribery, blocked evidence and a city’s image at risk. The real victim, a young girl, lost in the sensational storm.

Deputy National Police Chief General Surachate Hakparn also known by the public as ‘Big Joke’ is to take over the investigation into an underage sex scandal in Pattaya exposed in a German TV documentary aired in recent days which targeted Pattaya as a haven for sex tourists and those seeking under age sex services. It comes as Prime Minister Srettha Thavisin and local business operators are extremely concerned about the damage being done to Thailand’s image across the world and its known effect within the already struggling foreign tourism industry.

big-joke-probes-pattaya-sex-for-sale-scandal-dw-tv-documentary

It is a news story that is snowballing and taking on a life of its own, Thailand’s top cop, known as ‘Big Joke’ or more formally Deputy National Police Chief Surachate Hakparn has again been called in as government fixer with public outrage growing while business leaders in Pattaya are turning their venom on the sensational claims made by international German TV giant Deutsche Welle .

General Surachate is to take the lead in a high-stakes investigation into the scandalous DW TV documentary exposing Pattaya’s alleged underage sex trade.

The documentary, aired by Deutsche Welle TV , features confidential briefings from a German national charged with underage sex offences in Pattaya, claiming to have bribed his way out of trouble.

DW TV’s Shocking Documentary: German national’s brazen claims supported by a smartphone video clip which has been disturbingly blocked in Thailand

The President of the Pattaya Night Business Operators Association, Mrs Lisa Hamilton, voiced her concerns, asserting that foreign media had sensationalised the news.

She highlighted the detrimental impact on the morale of dedicated police officers in the resort city, one of the world’s most popular and yet notorious tourist destinations, and urged the government to conduct a thorough investigation to safeguard Thailand’s reputation.

The DW TV documentary, based on a criminal case following a crackdown by Pattaya Police in September 2022 into underage sex for sale in the resort dubbed by the British tabloids as ‘Sin City’, has sent shockwaves through Thailand.

It unveils a disturbing narrative of a German suspect arrested and charged with underage sex offences in Pattaya. The accused boldly claims to have paid a hefty ฿1 million bribe, allowing him to escape justice and return to Germany.

The German produced a video clip to support his claims although it appeared this week that the content has been blocked by authorities in Thailand, a move which could be seen as counterproductive for law enforcement efforts.

The video shown by DW TV showed an image of the underage girl in a skimpy bar girl uniform involved in the sex-for-sale transaction as well as the wads of cash in Thai banknotes withdrawn from the bank which the German claimed he paid over to secure his way out of the kingdom.

The revelations on the respected German media outlet were presented as exposing the sale of child prostitution in Thailand, portraying a grim picture of corruption and exploitation within the red-light district of Pattaya.

The documentary raised questions about the effectiveness of law enforcement and the broader issue of child abuse in the country.

Pattaya Night Business Operators Association’s response is to attack the messenger in the story which re-energises Pattaya’s notorious and seedy image

Pattaya Night Business Operators Association President Lisa Hamilton, along with a group of concerned entrepreneurs, embarked on a mission to gather information following the explosive foreign media scoop.

Their findings shed light on the accused German national allegedly paying a lawyer ฿1 million to secure his release from the country.

Hamilton emphasised that Pattaya police had initially arrested the suspects, but they were subsequently released by court order.

The legal proceedings took a twist when the court, considering the accused’s ties to Thailand, granted temporary release on bail. However, the accused failed to uphold his court appointments, fleeing the country and evading further legal action.

Impact on Pattaya’s image: Tourism and law enforcement under the microscope after the TV feature which branded it a city built on ‘sex tourism’

The fallout from the DW TV exposé has been far-reaching. Mrs Hamilton expressed dismay over the broad scope and sweeping allegations made in the documentary, contending that it unfairly tarnished the image of Pattaya City, its business operators, and the hardworking police officers dedicated to upholding the law.

She called for a government-led investigation into the DW TV network, aiming to protect the credibility of government officials and the police.

This move, she argued, would set an example for foreign media and prevent Thailand from being exploited to destroy its international reputation.

Pattaya, in recent years, has been trying to rebrand its image by becoming more family-friendly in a campaign which has seen more daytime tourist attractions, music concert events and most recently, in November, a fireworks extravaganza to portray a more nuanced image of its famous nightlife reputation.

Night Entrepreneurs highlight their ongoing campaign against Human Trafficking to assist law enforcement efforts by police in Pattaya

Mrs Hamilton highlighted her organisation’s ongoing efforts to combat human trafficking and prevent the exploitation of children in establishments.

The Pattaya Night Business Operators Association has been actively involved in information campaigns, disseminating public relations material to instil awareness among entrepreneurs.

These initiatives align with government policies and police programmes aimed at eradicating human trafficking.

It was a police operation targeting underage sex for sale linked to a local beer bar that led to the arrest of the Western nationals when police swooped after an assignation at a local Pattaya hotel.

PM’s intervention with investigation ordered into German suspect’s claims of bribery and corruption

Prime Minister Srettha Thavisin, on Sunday, recognising the severity of the situation, ordered a comprehensive investigation into the claims made by the German suspect, particularly regarding the alleged ฿1 million bribe.

During his visit to Nong Bua Lamphu Province, the Prime Minister stressed the importance of addressing the issue promptly, underscoring its impact on tourism promotion.

Deutsche Welle’s documentary, titled ‘Sex Tourism in Thailand ,’ faced criticism for presenting evidence of paedophilia crimes, despite official statements denying the existence of child prostitution in Pattaya’s sprawling red-light district.

The Prime Minister acknowledged the incident’s occurrence last year but emphasised the duty to rectify such issues.

Top cop ‘Big Joke’ takes charge as a full inquiry begins into the criminal case from September 2022 and a court hearing that led to bail being granted

Deputy National Police Chief, General Surachate Hapkarn, popularly known as ‘Big Joke,’ is spearheading the inquiry into the conduct of the case by Pattaya police.

His role is twofold – to investigate if a crime was committed and to review how the case was handled.

Significantly, it is reported that police objected to bail for the accused men when it came before the court.

The top cop as well as Thai Prime Minister Srettha Thavisin have expressed deep concern about the potential impact on Thailand’s international reputation and the tourism industry.

Business leaders in Pattaya have criticised DW TV’s news reports, denouncing them as inaccurate and prone to exaggeration.

The ongoing investigation, directed by ‘Big Joke,’ extends to allegations of police officers accepting bribes, with a focus on tracing the money pathway.

Banned from leaving as accused men were blacklisted before they sought court approval to exit the country on business, no word yet on extradition plans

Reports indicate that the accused foreign nationals, including either a US or British individual and the German featured on the TV report, had been blacklisted from leaving Thailand by the Immigration Bureau.

Despite facing charges and being granted bail by the court, there are no current efforts to pursue their extradition from Germany or their current places of residence.

This leaves a crucial question lingering as investigators seek to uncover the truth.

Prime Minister Srettha Thavisin expressed concern about the potential damage to Thailand’s image abroad due to global press coverage.

He acknowledged the detrimental impact on an already beleaguered foreign tourism recovery, emphasising the significance of resolving the issue swiftly.

As ‘Big Joke’ delves into the intricacies of the case, the Thai public is both disturbed and angered by what is emerging from the unfolding story.

A lot may be at stake here, more than appears obvious, the story addresses an undercurrent of negative opinions about Thailand that should be tackled

The world’s travel and foreign tourism industry is interconnected and bad public relations like this, particularly given the sensitive nature of the subject, may see Thailand and Pattaya relegated when it comes to bookings and decisions that may be critical to the success or failure of the country’s foreign tourism efforts.

Already, in the last few decades, despite its high ratings in global surveys as a popular choice for international travellers, there are some groups within the travel industry particularly those led by feminist CEOs of top executives who are ‘progressive’ who have pointedly boycotted not only Pattaya but also Thailand.

This sentiment may also be at work impacting Thailand’s diplomatic efforts abroad and its drive to secure foreign tourism investment, there is, in fact, no doubt about this however unfair and uncomfortable that truth may be.

The key to this is transparency and a deep desire to reveal the truth, the only effective response to what Pattaya’s business leaders see as a ‘hit job’ on the city driven by a prevailing Western bias against Thailand because of its overt sex industry.

Notwithstanding this, while the key concern appears to be Thailand’s image, investment and the foreign tourism industry, there is no word as yet about justice for the young girl, the real victim in the case. Her story might help people to understand the reality of what is going on.

Viral TikTok video: Public school teacher may face disciplinary actions, potential admin case

Deped says the incident is currently under investigation.

The Department of Education (DepEd) on Monday, March 18, confirmed that the woman seen scolding students in a viral TikTok video was a public school teacher and that an investigation is underway following the incident.

DepEd CO.jpg

“The regional office has commenced an administrative investigation on the matter and has already issued a show cause order against the concerned teacher,” DepEd Spokesperson and Undersecretary Michael Poa told the Manila Bulletin in a Viber message.

DepEd Deputy Spokesperson and Assistant Secretary Francis Bringas, in a separate message, also confirmed that the woman wearing a teacher’s uniform seen lashing at her students in a viral video is a teacher teaching in a public school under DepEd.

“Nakapag-issue na ang RO [Regional Office] ng show cause order (The Regional Office has already issued a show-cause order),” Bringas said when asked for an update regarding the viral video.

Over the weekend, a video showing a woman in a teacher’s uniform made its rounds online.

The video has since gone viral because of the inappropriate language used by the woman when she was scolding her students for their supposed unruly behavior.

Asked to explain further, Bringas said: “After show cause [order], a fact finding committee may be constituted, if necessary.”

Bringas noted that based on the DepEd Order on administrative cases, the department has yet to determine the “exact offense” of the teacher.

The possible offense, Bringas said, will be determined by the committee --- including the gravity.

“Our sanctions range from reprimand to dismissal if found guilty,” Bringas said.

Following the incident, Bringas maintained that DepEd has “constant reminders” for teachers, particularly the awareness regarding the provisions of DepEd Order No. 49 s. 2022 or the “Promotion of Professionalism in the Implementation and Delivery of Basic Education Programs and Services.”
