Curtain Raiser: Prime Minister’s Visit to China

At the invitation of President Xi Jinping and Premier Li Qiang of the People’s Republic of China, Prime Minister Muhammad Shehbaz Sharif will undertake an official visit to China from 4-8 June 2024.

The visit will have three segments. Besides Beijing, the Prime Minister will visit the cities of Xi’an and Shenzhen.

In Beijing, the Prime Minister will meet President Xi Jinping and hold delegation-level talks with Premier Li Qiang. He will also hold meetings with Chairman, Standing Committee of the National People's Congress Mr. Zhao Leji and heads of key government departments.

An important aspect of the Prime Minister’s visit will be meetings with corporate executives of leading Chinese companies dealing in oil and gas, energy, ICT, and emerging technologies. In Shenzhen, he will address the China- Pakistan Business Forum with leading businesspersons, entrepreneurs, and investors from both countries. He will also visit Economic and Agricultural Zones in China.  

The Prime Minister’s visit is a manifestation of the iron-clad Pakistan-China friendship characterized by frequent high-level exchanges and dialogue.

The two sides will undertake discussions to further strengthen the All-Weather Strategic Cooperative Partnership; upgrade China-Pakistan Economic Corridor; advance trade and investment; enhance cooperation in security and defence, energy, space, science & technology, and education; and promote cultural cooperation and people-to-people contacts, thus setting the future trajectory of Pakistan-China friendship.   Islamabad 31 May 2024

At the invitation of Chinese leadership, Prime Minister Shehbaz Sharif is undertaking a five-day visit to China from the 4th of next month.

Sharing details of the visit at her weekly news briefing in Islamabad today, Foreign Office Spokesperson Mumtaz Zahra Baloch said the Prime Minister will meet President Xi Jinping and hold delegation level talks with Premier Li Qiang in Beijing.

The spokesperson said the two sides will undertake discussions to further strengthen the all-weather strategic cooperative partnership, upgrade CPEC, advance trade and investment, enhance cooperation in security and defense, energy, space, science and technology and education as well as promote cultural cooperation and people to people contacts, thus setting the future trajectory of Pakistan-China friendship.

The Prime Minister will also hold meetings with the Chairman of standing committee of the National Peoples Congress and heads of key government departments.

The spokesperson said an important aspect of the Prime Minister's visit will be meeting with the corporate executives of leading Chinese companies dealing in oil and gas, energy, ICT and emerging technologies.

In the Chinese city Shenzhen, the Prime Minister will address Pakistan-China Business Forum. He will also visit economic and agriculture zones in China.  

Mumtaz Zahra Baloch said the Prime Minister's visit is a manifestation of the Iron clad China-Pakistan friendship characterized by frequent high level exchanges and dialogue.

When asked about the recent talks with Afghanistan, the Spokesperson said Pakistan has shared the findings   into the Bisham attack with Afghan authorities and sought their assistance in apprehending the perpetrators. She said the Afghan side has committed to prevent the use of their soil for any terrorist activity. They have agreed to examine the findings and to work with Pakistan to  take the investigation to its logical conclusion.

Referring to the sacrifices rendered by Pakistan in the war on terrorism, the spokesperson reaffirmed the country's commitment to fighting the terrorist elements.

Responding to a question, Mumtaz Zahra Baloch said the Indian leaders consider the bashing of Pakistan and Muslims a winning formula in their elections. She said we have seen the same during the current elections in India. She said Pakistan rejects the politically motivated and concocted statements on the part of the Indian leaders.

Chinese Vice Prime Minister He Lifeng will visit Pakistan on July 30 to attend the 10th anniversary celebrations of the China-Pakistan Economic Corridor (CPEC), said the foreign ministry spokesperson on Saturday.

A member of the Politburo of the Central Committee of the Communist Party, the vice premier will also call on President Arif Alvi and Prime Minister Shehbaz Sharif during his visit.

Lifeng will be the chief guest at an event celebrating the decade of CPEC during his visit from July 30 to August 1, added the spokesperson.

"The vice prime minister has played a prominent role in China’s international economic relations and implementation of the Belt and Road Initiative, of which CPEC is a flagship project. As the Chairman of the National Development and Reform Commission (2017-23), he was instrumental in the planning and execution of multiple CPEC projects in Pakistan."

"The visit is part of regular high-level exchanges and dialogue between Pakistan and China. It reflects the importance attached by Pakistan and China to further deepen their 'All-Weather Strategic Cooperative Partnership', enhance economic and financial cooperation, advance high-quality development of CPEC, and explore new avenues for strengthening trade and investment ties between the two countries."

China invested close to $30 billion in 10 years mainly focusing on energy and infrastructure projects. The second phase of CPEC envisaging special economic zones could not move ahead primarily because of the PTI government’s policy to slow down the project.

However, CPEC gathered renewed attention since the change of government in April last year.

Chinese Vice Premier He Lifeng on Sunday arrived in Islamabad on a three-day visit during which he will attend a ceremony planned to mark 10 years of the China-Pakistan Economic Corridor (CPEC) project.

Minister for Planning Ahsan Iqbal and Minister for Interior Rana Sanaullah received the visiting dignitary at the airport.

A statement issued by the Foreign Office (FO) earlier on Saturday said that the Chinese vice premier will be in Pakistan from July 30 (today) to August 1 (Tuesday) at the federal government’s invitation to attend a ceremony celebrating a decade of CPEC as the chief guest.

It added that Lifeng would also hold meetings with Prime Minister Shehbaz Sharif and President Dr Arif Alvi during the visit.

The FO had acknowledged Lifeng’s “prominent role” in China’s international economic relations and implementation of the Belt and Road Initiative, of which CPEC is a flagship project.

As the chairman of China’s National Development and Reform Commission from 2017 to 2023, he was “instrumental in the planning and execution of multiple CPEC projects in Pakistan”, the FO had said.

It had added that his visit was a part of regular high-level exchanges and dialogue between Pakistan and China and reflected the importance attached by both countries to further deepen their “all-weather strategic cooperative partnership, enhance economic and financial cooperation, advance high-quality development of CPEC and explore new avenues for strengthening trade and investment ties”.

Meanwhile, a notification issued by the district magistrate of Islamabad said that all public and private schools, universities and colleges, all private companies, all markets and shops, and all commercial banks would remain closed on July 31 (Monday) and August 1 (Tuesday).

What is CPEC?

CPEC is a collection of infrastructure and other projects under construction throughout Pakistan since 2013. The vast initiative is intended to rapidly upgrade Pakistan’s required infrastructure and strengthen its economy by the construction of modern transportation networks, numerous energy projects and special economic zones.

The key agreement for the projects to be listed under CPEC was signed in 2013, and term sheets for them were signed during President Xi Jinping’s visit to Pakistan in 2015.

In November of 2016, CPEC became partly operational when Chinese cargo was transported overland to Gwadar port for onward maritime shipment to Africa and West Asia.

Islamabad has so far received $25.4 billion in direct Chinese investment in various transport, energy, and infrastructure schemes under the flagship connectivity and investment corridor project, under the flagship connectivity and investment corridor project, part of Beijing’s Belt and Road Initiative.

On June 7, 2024, Prime Minister Shehbaz Sharif met with Chinese President Xi Jinping in Beijing to reaffirm their commitment to the high-quality development of the China-Pakistan Economic Corridor (CPEC) and to ensure the timely completion of major ongoing projects. This meeting, held at the historic Great Hall of the People, marked PM Shehbaz’s first visit to China since the February 8 general elections and was a pivotal moment in advancing CPEC into its second phase. During the productive discussions, both leaders underscored the importance of upgrading CPEC and furthering its development. They agreed on the necessity of enhancing regional connectivity and economic growth through this mega project. PM Shehbaz briefed President Xi on Pakistan’s economic policies, focusing on reforms, sustained growth, industrial development, agricultural modernization, and the pivotal role CPEC plays in the country’s development strategy. He emphasized Pakistan’s dedication to fostering synergy between the development strategies of both nations through close coordination.

The meeting, described as reflecting the “traditional warmth and ironclad friendship” between the two countries, was also attended by federal ministers, senior officials, and Chief of Army Staff General Asim Munir. This gathering highlighted the deep strategic ties and mutual trust shared by Pakistan and China. PM Shehbaz expressed gratitude to President Xi for the warm welcome and recalled President Xi’s historic visit to Pakistan in 2015, which had officially operationalized CPEC, marking a significant chapter in their bilateral relationship. Both leaders reiterated their commitment to the “All-Weather Strategic Cooperative Partnership,” resolving to deepen cooperation across various domains, including political, security, economic, trade, and people-to-people exchanges. They also discussed regional and global developments, including the situations in Afghanistan, Palestine, South Asia, and the human rights issues in Indian-occupied Kashmir. The leaders pledged their continued support for each other’s core interests and commended initiatives like the Belt and Road Initiative (BRI) and the Global Development Initiative, highlighting CPEC’s significant contribution to Pakistan’s socio-economic development. PM Shehbaz assured President Xi of Pakistan’s full support for the safety and security of Chinese nationals, projects, and institutions in Pakistan. He emphasized that the government’s agenda for people-centric socio-economic development aligns with China’s concept of “shared prosperity.”

President Xi reiterated China’s steadfast support for Pakistan, emphasizing the broad development prospects of their strategic partnership. He assured PM Shehbaz of China’s assistance in Pakistan’s economic and social development, urging both countries to focus on promoting the joint construction of CPEC. Earlier, PM Shehbaz met with Chinese Premier Li Qiang, where both leaders resolved to protect CPEC from its detractors and adversaries. They expressed their firm commitment to CPEC’s high-quality development and the timely completion of ongoing projects. The Foreign Office spokesperson, Mumtaz Zahra Baloch, highlighted that the Pakistan-China partnership is characterized by mutual trust, shared principles, and strategic convergence. PM Shehbaz reaffirmed Pakistan’s resolve to ensure the safety and security of Chinese personnel and projects in Pakistan.

During this visit, 32 MoUs and agreements were signed to deepen cooperation in areas such as transport infrastructure, industry, energy, agriculture, media, health, water, and socio-economic development. PM Shehbaz also planned to visit Xi’an to meet provincial leaders and business figures in the agricultural and green energy sectors. The trip commenced with PM Shehbaz and the federal cabinet landing in China’s tech hub of Shenzhen, seeking more investments. Emphasizing the need for business-to-business cooperation, the premier assured Chinese investors of facilitation and security. He invited technology giant Huawei to invest in Pakistan’s taxation and e-governance sectors and enhance its presence in various Safe City projects. The nations signed multiple MoUs to promote trade and investment.

PM Shehbaz also met with potential Chinese investors, including the president of China’s Exim Bank, assuring them of Pakistan’s steps to improve governance, expand the tax net, and ensure ease of doing business to attract foreign direct investment. Speaking at the 4th Pakistan-China Friendship and Business Reception in Beijing, he emphasized that following the Chinese development model, focusing on industrial and agricultural growth, could help Pakistan become a “great nation.” The Pakistani delegation included prominent business figures and key ministers, highlighting the comprehensive nature of this visit aimed at strengthening bilateral ties and securing future development and investment opportunities for Pakistan.

ISLAMABAD   -   Chinese Ambassador Jiang Zaidong yesterday said that Prime Minister Shehbaz Sharif’s visit to China was very successful. In a meeting with Khyber Pakhtunkhwa Governor Faisal Karim Kundi at the Chinese Embassy, he said there was a deep relationship between the Pakistan People’s Party (PPP) and the ruling party of China. He praised the PPP leadership for entrusting a young person like Faisal Karim Kundi with the significant constitutional responsibility of governor, despite the Pakistan Tehrik-e-Insaf (PTI) government in the province. He acknowledged the improvement in relations following the successful visit of Pakistan’s Prime Minister to China. The Chinese ambassador noted that China played a significant role in Pakistan’s economic development, particularly in energy projects. Several projects in Khyber Pakhtunkhwa were complete, and a hydropower project was nearing completion with 300 Chinese experts working alongside Pakistani experts on various projects. However, he expressed concerns about security. The ambassador also suggested that the Ministry of Planning should prepare and submit a plan for a new economic zone near the China-Pakistan Economic Corridor (CPEC). Accepting the Governor’s invitation to visit Peshawar, he noted that Peshawar and Urumqi are sister cities. Governor Kundi expressed that the relationship between China and Pakistan is so strong that nothing can break it. He appreciated China’s role in Pakistan’s development, particularly emphasizing the importance of extending the CPEC route from Dera Ismail Khan to Balochistan to achieve the project’s true objectives.

He suggested establishing a new economic zone near the CPEC, which would boost regional trade and attract foreign investors. The first CPEC station from the capital is Dera Ismail Khan, and the proposed new international airport near this station would have long-lasting impacts.

The Governor called for measures to promote the Chinese language in Khyber Pakhtunkhwa to further business and cultural ties. He mentioned that 34 universities in the province are ready to provide services to ensure future growth opportunities for children.

He also highlighted the need for special scholarships for children from Khyber Pakhtunkhwa, especially the merged districts, and for vocational training cooperation.

Chinese Prime Minister Li Qiang on Tuesday (August 20) began his visit to Russia and Belarus.

From the leaders involved to the purpose of his visit to the signal being sent to the West, here are six things to know about Li’s trip: 1. Who are the leaders involved?

The key leaders involved in the visit are Chinese Premier Li Qiang, Russian President Vladimir Putin, Russian Prime Minister Mikhail Mishustin, and Belarusian Prime Minister Roman Golovchenko.

2. What is the purpose of these visits? What will the discussions be about?

The purpose of the visits is to further deepen the comprehensive strategic partnership between China and Russia, as well as to strengthen ties with Belarus.

Discussions will focus on bilateral relations, practical cooperation in various fields such as trade, economy, energy, and emerging sectors like technological innovation and cross-border e-commerce, according to Xinhua.

The leaders will also discuss key geopolitical issues and implement the strategic direction set by Chinese President Xi Jinping and Russian President Vladimir Putin.

3. Why is the visit important in terms of timing?

The visit marks the 75th anniversary of diplomatic ties between China and Russia. But more importantly, it comes on the heels of Ukrainian military incursion into the Russian border region of Kursk. It is  the first high-level Chinese visit to Russia since this incident.

The timing is important in terms of not only showing support to Moscow amid growing pressure, but also for Beijing to discuss implications of Ukraine’s latest offensive.

Belarus, on the other hand, officially became a full member of the Shanghai Cooperation Organisation (SCO) just last month. It marked a transition from the observer state status it held since 2015. China and Belarus also put up a robust display of firepower in drills near the Poland border around the same time the Nato summit was happening.

Significantly, Prime Minister Narendra Modi, the leader of China’s regional rival, India, is visiting Poland and Ukraine around the same time, revealing New Delhi’s influence and ambitions in geopolitical relationship building.

The visit sends a clear signal to the West that China is steadfast in its support for Russia despite Western criticism and the ongoing conflict in Ukraine. PM’s visit boosts Pak-China relations: top Chinese firms

BEIJING: Chinese companies operating in Pakistan expect better opportunities for the second phase of the China-Pakistan Economic Corridor (CPEC) following Prime Minister Shahbaz Sharif recent visit to China.

World leading Chinese engineering and power companies such as CMEC and POWERCHINA Pakistan aimed to enhance investment and undertake new projects across various sectors.

Talking to the Chinese media, Dai Bao, Vice General Manager of China Machinery Engineering Corporation (CMEC) Pakistan has expressed strong interest in collaborating with the Pakistani government during the second phase of the CPEC.

He acknowledged the recent high-level meeting between President Xi and Prime Minister Shahbaz Sharif.

The initial phase of the CPEC laid a robust foundation for Pakistan national destiny and established a pivotal framework for further bilateral cooperation. This progress paves the way for the next steps, and both sides eagerly anticipate the new phase of CPEC. The Prime Minister visit to China signaled the beginning of this transformative stage.

The company senior representative highlighted that both nations aspire to witness fresh achievements and embrace a renewed outlook of the joint corridor. China, drawing from its experience with reform and openness, extends a friendly hand of support to Pakistan. Notably, CMEC became the first Chinese state-owned company to operate in Pakistan since 1981.

“Having closely observed Pakistan progress, we are confident that both countries will reap benefits from this new chapter,” Dai Bao said.

“Our company has diligently prepared for this moment over the past five years, formulating comprehensive plans encompassing industrialization, agricultural modernization, trade, healthcare, education, poverty alleviation, and more.”

“With unwavering support from both governments, we are committed to contributing significantly to this milestone project,” he added.

During his recent meeting with PM Shahbaz Sharif, Ding Yanzhang, Chairman POWERCHINA assured that his company was ready to actively participate in hydro-power, new energy, and other fields in Pakistan, promoting the optimization of local energy structure and green development.

The Power Construction Corporation of China would seek further investment, engineering and construction opportunities in collaboration with relevant international partners, taking full advantage of the rich water, wind, solar, and mine resources in Pakistan.

Previously, it has implemented several major projects, such as Port Qasim 2—660 MW Coal-fired Power Plant, Dawood Wind Power Project, Haveli Bahadur Shah 1,230 MW Combined Cycle Coal-fired Power Project, Tarbela 4th Extension Hydropower Station (Civil Works). While presently constructing several projects, including some solar and wind power projects in Sindh, like the Tarbela 5th Extension Hydropower Project (Civil Works) and the mega project Diamer Basha Dam.

India and Malaysia will seek to expand economic ties and strengthen cooperation on defense and security, the leaders of the two countries said on Tuesday.

This came during Malaysian Prime Minster Anwar Ibrahim 's visit to India, his first since he took office in 2022, where he met with his Indian counterpart Narendra Modi .

Recently, Anwar has sought to move closer to China , with whom New Delhi has been locked in a long-running border dispute. A key part of Modi’s foreign policy has been to deepen trade and ties with other Asian countries, including Malaysia, to push back against growing Chinese influence in the region.

Both heads of state addressed reporters after signing a slew of new agreements, including digital technologies, tourism and traditional medicine. Anwar said the two countries have enjoyed good relations for years, adding that“we realized this must be strengthened in a multitude of areas,” including construction, agriculture and military collaborations to safeguard both nations’ borders.

Modi said the two had discussed cooperation in the defense sector, and that trade and investment between the two countries should grow while they collaborate on new industries like the production of semiconductors. He also stressed how the partnership between the two countries had grown, taking on “new momentum and energy" over the years.

Earlier on Tuesday, the Malaysian prime minister received a ceremonial welcome at India’s presidential palace Rashtrapati Bhavan before paying his respects to Indian independence leader Mahatma Gandhi at the Rajghat memorial site in New Delhi.

Bilateral trade between the two countries is strong at $20 billion. Malaysia is India’s 16th largest trading partner, while India is among the top ten largest trading partners for Malaysia. There are around 70 Malaysian companies operating in India and more than 150 Indian ones in Malaysia, where Indians comprise about 7% of the country's population.

BEIJING, Aug. 18 -- Chinese Premier Li Qiang held talks with Prime Minister of the Republic of Fiji Sitiveni Rabuka on Sunday in Beijing, calling on the two sides to push bilateral cooperation to a higher level.

Noting that Fiji is the first Pacific island country to establish diplomatic ties with China, Li said that China has always regarded Fiji as one of its most important cooperation partners in the South Pacific region.

China always firmly supports the Fijian people in pursuing the development path they have independently chosen, and stands ready to work with Fiji to deliver on the common understandings reached between the leaders of the two countries, Li said.

He added that China will continue to be true friends with Fiji -- friends who trust and support each other -- and strengthen exchanges at all levels, push forward the sound, steady development of the bilateral comprehensive strategic partnership, and bring more benefits to the two peoples.

Li said the two countries should further leverage their complementary advantages and deepen cooperation on infrastructure, agriculture and fisheries, light industry, education, tourism, and poverty reduction under the framework of high-quality Belt and Road cooperation.

China will import more products from Fiji, and supports Chinese enterprises to invest in Fiji, he noted.

Li said China supports Pacific island countries in implementing the 2050 Strategy for the Blue Pacific Continent, and will strengthen communication and cooperation with Fiji and other island countries in actively implementing the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and in jointly championing an equal, orderly multipolar world and universally beneficial, inclusive economic globalization.

Rabuka said that Fiji always regards China as a reliable partner, firmly abides by the one-China principle, supports the Belt and Road Initiative and other important initiatives such as the Global Development Initiative, and is willing to deepen cooperation with China on the economy and trade, infrastructure, agriculture, fisheries, tourism, and connectivity to open up new, broad prospects for bilateral partnership.

After the talks, Li and Rabuka witnessed the signing of a number of cooperation documents on trade and infrastructure construction.
