Top 5 airlines serving from Seoul to the United States

Terrible experience will never fly Delta again. Delayed flight with total disorganization and inept crew who wouldn’t communicate.

Will try never to fly Delta international again. Flight delayed and staff completely inept in dealing with it. Would not communicate, rude, completely disorganized. Once we reached Seoul the staff there had no idea what to do with us and led us around the airport from one pointless line to another. They were clearly not told how to manage the situation even though they had hours to make a plan. Never again.

They texted me my gate number and then they texted me again it’s now boarding but in different gate, and the gate was so far from the gate they texted me earlier. I have to run just to get to my flight. They always do that.

The crew and my luggage was still pretty good after a long flight. They take good care of the luggage.

On time departure and exceptional customer service during the entire flight.

The flight crews were extremely professional helpful and courteous. Departure and arrival times were accurate. No delay. Thanks

Not very comfortable seated in the back plane due to turbulence

Everything about Korean air is great, hands down! Will always prefer this airline from other carriers.

Ford not that great the seat not to big for leg room like other airline

On time and flight crew are always so happy to help and always smiling unlike other airlines.

I’m glad to comeback after 7 years. Flight from LAX-ICN was excellent

The legroom in economy was better than other airlines. Since my legs are long, that means a lot. Also, the A380 from Los Angeles to Incheon gave passengers a smooth ride. Everything went smoothly from boarding to disembarkation in Incheon. I'd fly Asiana again!

It’s wonderful service aboard. Delayed for departure but arrival in Korea went so well.

Staff was excellent. Food could use more variety. -More vegetable options. Menu didn't have juice or soda listed. -The croissants were outstanding!

Asian Vegitarian food was test less No Salt or pepper served Need to improve with Chef who can caters for Peaple from India I am sure Chef knows different varieties of food Indian People like

The flight attendant, where kind of rude, there where hiding for almost 3 hours, without doing rounds to see if people needed water or pickup the water cups, the toilets were full of water cups, because they never come back to pick them up.

Flew on an Airbus 350-900. Excellent aircraft properly cleaned and serviced. Flight crew was excellent plane departed and arrived on time. The A350 has excellent air circulation far better than the 777. I would recommend Asiana to anyone looking to fly in a clean comfortable environment. This is my second round trip flight from New York to Bangkok via Asiana and I will book Asiana again!

Amazing service and fabulous syaff. Loved the jumbo jet too, comfortable.

The entertainment screens are dated and needs to be changed to new screens. Then when we got home, I found out 2 of our luggage’s were damaged (huge) and some items stolen.

JetBlue's check-in was great, but there was an in-flight attendant who was very rude and unkind. I didn't realize that the bathrooms were already locked 30 mins prior to landing and needed to use the restroom. Instead of politely asking me to return, she rudely told me, 'NO, bathrooms are locked! Go back to your seat!' The JetBlue flight was more than an hour delay, which made me almost miss my connecting flight with Asiana. I understand the reasoning, but the action they took to get a hold of maintenance was time consuming. It took them more than 30 mins to get a hold of maintenance and for maintenance to get started. The Asiana flight and crew were wonderful, in general. They waited for us who were delayed from the previous flight before they took off and were very kind to take my checked baggage's info. Seats were a little uncomfortable for such long flight, but service and flight attendants were great! However, my 3 checked baggages are missing! They're lost somewhere in the transition. I'm writing this review 3 days after my arrival to the Philippines, and my 3 checked baggages, where my wedding dress is, are all still missing! I and the CEB airport crew have sent multiple emails to both JetBlue and Asiana, and neither has responded to any of our emails. Although, I was able to get in contact with JetBlue's Interline Department who confirmed that the bags were turned over to Asiana without confirmation details.

The staff were very friendly, and the flight was comfortable. That said, there was no option to specify dietary restrictions before the flight, so you may need to bring your own food. Also, there was no wifi available for the flight, though there is an in-flight entertainment console with many Korean-language shows and movies.

The legroom was great for a 5’11” person. The 11 hour direct flight had two meal services included in the ticket price which was less than other airline’s cost without food service (Canada air)from sfo to incheon. The airline is focused towards Korean nationals with the onboard entertainment selection of Korean movies but English subtitles were available. Overall premia air is a great option to fly from the US to Korea.

Most of them are OK! But, meals service was not enough. I felt hungry after eating the meal for the first time. I had to buy some other food. So I had to buy a sandwich and drinks for the return flight. And I am not sure it's only my feeling or not, I felt my butt is getting forward. I will use Korean Air or Asiana Airline for next time to visit Korea.

Plane and service were great. The entertainment is only for Koreans. Wish there were vegetarian options for food. All in all pleasantly surprised. Economy premium was quite good.

This form doesn’t work. Can’t type in, had to copy-paste. The crew constantly telling everyone about minor things is unnecessary. Did you put the belt on, push your bag more under the seat… The seat space was good for tall people, the food was decent for airplane.

Roomy seats for the given price! I couldn’t ask more!

Great airline, but there was no English entertainment (movies or shows)

Check-in was an absolute disaster, taking more than an hour and half because they offered no online check-in and Kiosks were not available to use. In-flight entertainment was exclusively Korean media with a selection of only 5 or 6 movies to choose from. Korean television shows were also available. The food was lackluster. My chicken and tomatoes had 3 small pieces of chicken next to a mountain of soggy wedge potato fries. The seats were more comfortable than other airlines I’ve flown with and the staff aboard was extremely pleasant and helpful.

One of our luggage items was damaged during our flight to Newark from Incheon. Although our email communication was not responded to, when discussing the matter with the staff at the Newark checkin before our return flight to Incheon, we were provided with a free replacement luggage item. This customer service was, overall, very satisfactory.

I would have enjoyed some hot tea, preferably green tea, but they only serve hot coffee.

Flight was delayed. Had to get rebooked. Diamond medallion but stuck in a crappy seat. Rebooked flight then got delayed again. Then when we finally boarded, we waited another hour for a new crew. Then landed in JFK and sat for another 40 minutes waiting for a crew to come to the gate to be able to deplane. Hot mess all around, which unfortunately is becoming the norm for Delta

The flight was oversold and they kept on announcing they were looking for a volunteer to give away their seat, but the announcement has to be louder and clear @ gate 88 and also must precise. Additionally, the departure time kept on changing. But overall it was fine since it was a short flight.

Terrible flight Delayed for over an hour without a reason Told all over head storage was full. It was not. Made to check our bags. What a terrible experience. Fly American.

Older plane and it came with Fleas and flea bites!

My seat was moved closer to the front of the cabin since I had requested wheelchair assistance to the gate.

Delta One seat was uncomfortable. Cushion is too thin. Too much noise from crew in kitchen. Bathroom too small. No bluetooth for tv screen.

Rough day of travel all the way around. Wrong info given to us multiple times and mistakes in their booking making our trip 10 hours longer than planned. I’m bummed because I fly Delta all the time and love them. Mistakes happen. Just bummed that this was a rare trip our whole family was traveling together.

More extra space was awesome. Even though I was on the first groups to board, bin compartments were already occupied by passengers seated on other seat numbers. That is unacceptable.

My seat was changed at the last minute and I was moved to the last row, right next to the bathroom despite selecting my seat well in advance. I was also made to check my carry on due to space but when I got on the plane there was significant empty overhead space. Picking up my carry on from the luggage carousel added time to my trip which had already been extended due to delay.

All good on Delta's part. Passengers could be a little more courteous to each other.

My flight was delayed four hours without explanation. Gate crew seem to avoid interactions with passengers and we’re not in attendance until flight finally boarded

Great flight. The captain did a great job of minimizing some minor turbulence and in general it was a smooth flight. Early departure and early arrival at destination. Great service.

They kept posting delaying flight due to maintenance issues from incoming arrival flight since 10am, the flight is supposed to depart at 3:45pm, after kept delay until 12am, they finally said it’s canceled. What were they doing for the last 13 hours? After 2am, they still don’t find hotel where we can stay. terrible experience!

It was the worst experience ever. Cabin temperature cold, for which they did not have any blankets upon my asking. We paid $125 extra for each passenger to get extra space sits; the sits were ridiculously small, tight, and uncomfortable! The flight attendant dropped ice on me and my sister! All in all, American Airlines deserves below zero!

Our flight left on time and we arrived a few minutes early. Great service!

It was the coldest flight I have ever been on

My morning PHX to NY flight was canceled. Not a cloud in the sky. No wind. No weather across the country. My guess is they canceled the flight because they didn’t have enough people or a mechanical issue. Either way really bad. I checked it at midnight and the 830a flight was on time so I was very surprised when I woke up to see the flight canceled and I’ve been rebooked on a flight… An hour earlier than my originally scheduled one. Of course I missed this earlier flight because AA texted at 4 AM when I was sleeping. I was re routed to Miami, boarded a plane, sat in the heat for 40 minutes, then boarded because of mechanical issues and had to wait another hour before finally getting to New York Ironically, the 430 Phoenix to New York flight landed at the same time I did… I could’ve been sitting at the pool all day vs jumping through hoops. never ever will I again fly American Airlines. No offer of a free drink, maybe a few points on my advantage account nothing… As if nothing happened and they did not inconvenienced me at all. I’m so sick of the dumb crackers that they give us on these flights. It’s really like a budget Airlines these days. A far fall for s once mighty company.

Pilot kept the seatbelt light off for almost the entire flight, so bathroom visits were well spread out. Yes, it was a very smooth ride, but I have been on transatlantic flights where the seatbelt light was almost perpetually on, even though no turbulence. Pickup of meal trays and trash was exceptionally fast and frequent.

I like the speed of boarding and deplaning and the fact that everything was on time. The crew (attendants) were probably quite new and did not begin the in cabin service until 30 min before landing even though there was little to no air turbulence for the last 1.5 hours of the flight. It made for a mad scramble at the end to get trash collected and carts stowed before touch down.

Our 9:10 am scheduled flight continued to get delayed all day with no information given from the agents as to why. It wasn’t until I went to the customer service desk and got us switched to another flight at 2:44 pm (that wasn’t nonstop like our booked flight) that the agent finally was able to find out it was due to a fuel leak. I don’t know if our original flight ever took off but I don’t find it acceptable to leave people sitting in an airport all day with no explanation.

Best (and Worst) Times to Visit South Korea in 2024/2025

South Korea experiences four distinct seasons. Generally, the best times to visit South Korea are in spring (March to May) for the cherry blossoms and autumn (September to November) for the fall foliage . Both periods have mild temperatures with an average range of around 10–16°C (50–61°F), with more clear days than summer/winter.

The best time for you to visit South Korea could be different however, depending on what you want to see and your travel preferences. Read our article to find out the best times to visit South Korea based on different factors.

  • 1.South Korea Weather and Climate
  • 2. The Worst Times to Visit South Korea
  • 3. Best Times for Pleasant Weather and Fewer Crowds
  • 4. The Cheapest Time to Visit South Korea
  • 5. South Korea Travel Guide by Month

South Korea Weather and Climate

South Korea has four distinct seasons:

Spring (March to May): Being one of the best times to visit South Korea, the average temperature ranges from 8–16°C (46–61°F) , providing pleasant weather to enjoy the cherry blossoms and outdoor activities.

Summer (June to August): The sweltering conditions may make it uncomfortable for you to explore sightseeing spots during summer in South Korea. The average daily high during this season is 30°C (86°F) and there is frequent rainfall due to the rainy season. June is a better time to travel compared to July and August as it's cooler and has fewer crowds, with an average daily temperature range of 18–27°C (64–81°F).

Autumn (September to November): This is another one of the best times to visit South Korea. Cooler temperatures and decreased rainfall are the main features of this season. The average night-day temperature range is from 10 to 18°C (50–64°F). Many locals choose to go hiking during fall.

Winter (December to February): It is the coldest and driest time of the year, with temperatures ranging from 3 to 5°C (37–41°F) on a typical day. We don't usually advise visiting South Korea during this period because it is too cold for comfort. However, if you are going for skiing or snowboarding activities, it's a different story. A Japanese skiing/ winter experience is even better though.

The Worst Times to Visit South Korea

The summer months (July to August) in South Korea are the worst time to visit. High temperatures usually reach up 35°C (95°F) on the hottest days, and two-thirds of the annual rainfall occurs during this season, making heavy rainfall common. Therefore, you're recommended to avoid this period if you have a flexible schedule.

The second worst time to visit South Korea is in winter , from December to February. January is the coldest month of the year, with temperatures in Seoul sometimes dropping below -10°C (14°F) and occasionally falling below -15°C (5°F).

Best Times for Pleasant Weather and Fewer Crowds

Late April to May has mild weather in South Korea , with average daily temperatures ranging from 13 to 23°C (55–73°F), and there are more sunny days before the rainy season arrives. The crowds of people viewing the cherry blossoms have disappeared and the summer vacation has not yet started, making it a perfect time to do outdoor activities and go sightseeing.

June is the start of summer and the rainy season in South Korea. The night-day temperature range is about 18–27°C (64–81°F) and rainfall typically consists of steady drizzles, but it doesn't rain every day.

September marks the tail end of the summer crowds and the rainy season. The weather tends to be drier and cooler, with an average daily temperature range of 17–26°C (63–79°F). More crowds arrive in October and November for the colorful autumn scenery. South Korea usually has a 3-day holiday in September for the important Chuseok (Mid-Autumn) festival and some stores may close or open late. Chuseok would not affect your trip and could be a chance to see more of Korea's culture.

The Cheapest Time to Visit South Korea

Winter (December to February) is the cheapest time to visit South Korea, except during Christmas and New Year (usually from December 23rd to January 5th). Not only could you benefit from lower hotel prices and better deals on international flights, but also you would see fewer crowds. However, be prepared for the chilly weather!

  • Average rainfall: 133 mm (5 in)

June marks the beginning of summer in South Korea and is considered to be the coolest month to travel during the summer season. However, it is also the start of the rainy season, which typically means a steady drizzle rather than downpours.

June is a better month for families with school-age children (if you can get time off school) compared to July and August because you could enjoy fewer crowds and lower costs.

Festivals and events: South Korea celebrates the Dragon Boat Festival. As well as seeing dragon boat races, you could also eat aizi cake (wormwood rice dumplings) and appreciate captivating traditional performances.

July to August: Hot and Humid

  • Average temperature: 22–31°C (72–88°F)
  • Average rainfall: 380 mm (15 in)

July and August are the hottest months of the year, and the rainfall is very high and sometimes stormy. However, it does not rain every day. High temperatures could exceed 35°C (95°F), creating an uncomfortable feeling of heat and humidity while doing outdoor sightseeing on some days. There are also the summer vacation crowds. If you are flexible with when you can go, it is suggested that you avoid this period.

September: End of the Rainy Season with Fewer Crowds

  • Average temperature: 17–26°C (63–79°F)
  • Average rainfall: 169 mm (7 in)

The weather becomes cooler and drier in September. You could expect fewer crowds and cheaper costs when traveling to South Korea during this month.

Festivals and events: The Chuseok festival is another important festival in South Korea where you could appreciate the full moon and enjoy traditional performances, immersing yourself in the festive atmosphere.

October to November: Best Time for Autumn Foliage

  • Average temperature: 7–16°C (45–61°F)
  • Average rainfall: 52 mm (2 in)

October to November is one of the peak times to travel to South Korea due to the comfortable weather and sunny days. The whole country explodes with colors and you could enjoy the stunning red and yellow fall foliage scenery.

December: Celebrating Christmas

  • Average temperature: -3–4°C (27–39°F)
  • Average rainfall: 22 mm (1 in)

December is cold and dry in South Korea. Although it's not quite as cold as January, it's too cold for travel without being encumbered by lots of warm clothing. If you want to celebrate Christmas with your family in South Korea, remember to book your Christmas feast in advance.

Travelers planning long-term stays of more than 90 days must obtain a visa from a Korean Government diplomatic office, like the nearest embassy or consulate, before traveling for longer stays or going to South Korea to study or work. Plan ahead and obtain the necessary visa to avoid any inconvenience during your trip

How much is a South Korean visa for US citizens?

The duration of validity for a South Korean visa varies depending on the type of visa that has been granted. The K-ETA visa is valid for two years from the date of issuance and includes an automatic reentry permit. Travelers can make multiple trips to visit South Korea for short-term(90-day) stays within its validity period. Be sure to review your visa details for precise travel information and validity.

An entry and exit form is not required for US citizens traveling to South Korea.

There are currently no special requirements or screenings to enter Korea. Travelers should check the CDC’s travel guidance on South Korea for updates.

Vaccinations

Travelers to South Korea are not required to receive mandatory vaccinations. However, it is generally recommended that most travelers get vaccinated for diseases such as hepatitis A and B, typhoid, and rabies. To determine which vaccinations you may need and for other travel health tips, consult the CDC's recommendation .

Prescriptions

As a traveler, you can bring prescription drugs for personal use into Korea. You should carry a doctor's note or prescription and ensure the medicine is in its original packaging. If you need medication while in Korea, you must visit a local doctor and obtain a prescription before it can be filled by a Korean pharmacy. While Korean pharmacies do sell most prescription medications (even though the brand names may differ), they may not have psychotropics available.

Since COVID-19 restrictions have been lifted, there are no COVID-19 testing, vaccination, or quarantine requirements for entry into South Korea. According to the CDC, international travellers should be up-to-date on COVID-19 vaccinations before traveling abroad. Because the COVID-19 situation could change with little or no notice, travelers are advised to check the South Korean Disease Control and Prevention Agency for updates before departing. A list of some COVID-19 testing facilities in South Korea and further information can be found on the Korean Embassy website , should travelers need testing for travel to other countries.

When is the best time to visit South Korea?

korea to us travel time

Whether you visit for the city buzz or the peace of the mountains, here are the top times to travel to South Korea Jesse Morrow / Stocksy United

No matter where your good times happen – raucous nightclubs, ancient mountain hermitages, packed baseball stadiums, boundary-pushing museums and galleries – the chances are you'll find something to love in  South Korea . There's no such thing as a bad time to visit, but some planning can take your trip to another level and create lasting memories.

With terrain that ranges from alpine peaks to subtropical beaches, South Korea goes through four distinct seasons, so knowing what to expect and how to prepare will go a long way toward getting the best out of your vacation. Here's everything you need to know about choosing the best time to visit.

March to May is the best time for mild weather and cherry blossoms

South Korea starts to shake off its winter frost in March, and for the next three months, you can expect mild, pleasant weather. By the time May rolls around, Seoul and other inland cities are already pushing for summer, with temperatures occasionally rising into the upper 20s Celsius. Naturally, folks start heading back outside – hikers start hiking, bikers start biking, and Korea's pro baseball and soccer leagues get underway.

The season's undeniable highlight, however, is the annual return of the cherry blossoms. They begin appearing on Jeju-do  and along the south coast in mid-March and work their way up the peninsula, arriving in Seoul and Gangwon-do Province in early April. The end of March also brings the spectacle of the Jeju Fire Festival, which celebrates the creation of the island.

The weather in May can alternate between springlike and summery. Koreans celebrate Children's Day on May 5 and Parents' Day on May 8, and amusement parks and any sights that are vaguely kid-related fill up with families. Buddha's birthday in May is celebrated in Seoul by the Lotus Lantern Festival  when brightly colored lanterns light the avenues and a parade of giant glowing floats proceeds through downtown.

The one thing that can put a damper on the season is hwangsa , yellow dust that gets blown off the deserts of Mongolia and northern China. It combines with local air pollution to occasionally create some pretty grim air conditions. When that happens, it's a good idea to wear a mask if you plan to spend significant amounts of time outdoors.

June to August is the best time to head to the mountains or the beach

Summer in South Korea is long, hot and rainy, particularly in the cities. The Korean rainy season – known as jangma – starts in the second half of June and can last through August. Temperatures stay stuck at close to 30ºC (86ºF), the humidity borders on the sadistic, and it rains just about every day.

Fortunately, no matter where you are in South Korea, there are beaches or mountains (or both) close at hand for a summer escape. Get out of the city and explore Seoraksan National Park , the surfing town Yangyang or far-flung islands such as Jumun-do, off the Incheon coast. Busan's famed Haeundae Beach is packed, while young Koreans and expats head to the west coast town of Boryeong to party at its Mud Festival . It would seem madness to travel to Daegu , Korea's hottest and most humid city, at this time of year, but they host a lively Korean-style fried chicken and beer festival , so think about it!

The downside of this plan, of course, is that accommodation rates in top vacation spots are higher at this time of year. For a cheaper escape, partake in the traditional Korean pastime of packing a picnic and spending the day in a gyegok , a mountain valley with a cool stream – a good starting point is Woo-ii Gyegok on Seoul's northeastern edge.

Summer also brings a wide range of festivals to the peninsula, and Korea's two major pro sports leagues – the Korea Baseball Organization and the K League soccer tournament – are in full swing. The traditional holiday of Dano typically falls in June, marked by one of Korea's most remarkable festivals – the UNESCO-listed Gangneung Danoje . During this multi-day event, celebrants conduct traditional shamanic rituals, perform mask dramas and pray to the mountain spirits. Visiting at this time offers a unique opportunity to get a glimpse of Korea's traditional shamanic practices.

Korea celebrates Liberation Day, commemorating the end of Japanese colonial rule, on August 15. The rain finally starts to let up, though the weather remains hot and humid. Alternative art has its moment, with the Seoul Fringe Festival taking place in the artsy university neighborhood of Hongdae, and both domestic and international rock, pop and metal acts turning up the volume at Incheon's Pentaport Rock Festival .

Ginkgo trees turn gold in fall at Gongju-si, Chungcheongnam-do, Korea

September to November is the best time for dry skies and golden ginkgoes

Visiting South Korea in the fall is pretty much a foolproof plan. Pleasant temperatures, crisp air and clear skies make this the ideal time for travel in the Land of the Morning Calm. And surprisingly, September is also South Korea's best beach month.

Summer's heat – but fortunately not its humidity – is still hanging around, but the crowds have seriously thinned out. Instead, locals head into the mountains to take in the fiery foliage, which starts to get really good in late October and early November. Expect crowded mountain trails at this busy time of year. This is also the season when the leaves of Seoul's innumerable ginkgo trees turn a stunning royal gold, making the sometimes drab cityscape undeniably beautiful.

Koreans call fall the "season for reading," and it's an ideal time to grab a book and spend some time enjoying the country's terrific cafe scene, hopping from one impeccably designed coffee shop to the next. In fact, October is probably the best month to visit South Korea. The Busan International Film Festival , Seoul Fashion Week , Andong Mask Dance Festival , Jarasum Jazz Festival and Gwangju World Kimchi Festival would all be reasons enough to buy a plane ticket, but to have all of them in the same month? And then you've got golden ginkgoes and fall foliage on top of all that? It doesn't get any better.

After October's frenzy of events, South Korea seems to exhale in November, and the calendar is relatively empty. Traditionally, November was a time when Koreans would prepare for the coming cold season, a vestige of which remains in the act of kimjang , preparing kimchi for the winter, which many families continue to perform together. For travelers, November's cool, clear weather creates great conditions for hiking in Korea's national parks and sipping a latte or local craft beer in a renovated hanok (traditional Korean house).

December to February is the best time for winter sports

Travel to Korea in winter, and you'll quickly learn the expression " Choo-uh! " – meaning "it's cold!" – which Koreans utter pretty much nonstop for three months. The country can be frigid at this time of year, especially up north and in the mountains. Expect daily highs to reach just a few degrees above freezing, with the south coast and Jeju-do being slightly warmer.

Mountainous Gangwon-do Province gets the most snow. The 2018 Winter Olympics brought international attention to Korea's winter sports venues, most of which are in Gangwon-do. While the crowds thin out elsewhere, as with any hub for recreation in this densely populated country, the ski slopes can get a lot more crowded than visitors from Europe or North America will be used to.

Winter brings celebrations for Christmas and New Year's, a holiday so nice Koreans celebrate it twice – once on January 1 and once on the Lunar New Year, when families gather and share traditional foods. Foodies will also be rewarded for making an off-season visit – winter is when Korea's hearty, soup-centric cuisine is at its most satisfying. Stay warm by getting lost in Seoul's many superb museums (such as the excellent National Museum of Modern and Contemporary Art ) and tucking into buchimgae (fried pancakes) in a cozy pub with traditional ondol floor heating.

Most years, Seollal falls in February. This three-day affair is one of Korea's two major holidays, and many Koreans travel to their hometowns. If you think you'll need to travel on these dates, book tickets far in advance. If you're staying put, you'll find that major cities such as Seoul and Busan are uncommonly peaceful with so many folks out of town. Many businesses remain open, but not museums and palaces.

Torrential downpour hits Seoul, triggering emergency alerts and travel chaos

A trail path along the Cheonggye Stream in central Seoul is flooded by rain on Wednesday, a day when heavy rain advisories have been issued. [NEWS1]

As of 8:25 a.m., rainfall rates of around 70 millimeters (2.8 inches) per hour drenched the capital and inland Gangwon. Northern Gyeonggi faced even stronger downpours, with rates of around 100 millimeters per hour, according to the Korea Meteorological Administration (KMA).

The intense rain caused the Jungnangcheon Stream in Seoul to swell, leading to the closure of all sections of the Dongbu Expressway since 9:07 a.m. Subway trains in northern Gyeonggi are also experiencing delays.

A heavy rain warning was issued for all areas of Seoul at 8:45 a.m. This warning is triggered when rainfall exceeds 90 millimeters in three hours or 180 millimeters in 12 hours.

Seongbuk District in central Seoul recorded more than 50 millimeters of rain per hour at 9:20 a.m., prompting emergency texts to be sent to residents in Seongbuk and Jongno Districts. Earlier, between 4:24 a.m. and 7:45 a.m., 10 emergency texts were sent to northern Gyeonggi.

This is the first time such alerts have been sent to the greater Seoul area this year.

Emergency texts warning of the heavy downpour are sent to residents by the KMA when hourly rainfall exceeds 50 millimeters, three-hour rainfall exceeds 90 millimeters or one-hour rainfall exceeds 72 millimeters. Last year, the system was piloted in the Seoul metropolitan area and used six times. It is now operational in Seoul, South Jeolla and North Gyeongsang.

The Seoul Metropolitan Government advised residents to check traffic conditions in advance and use public transportation whenever possible.

No Rift Over Cost of U.S. Troops in South Korea if Trump Elected, Says Former Trump Adviser

Reuters

By Ju-min Park and Heekyong Yang

SEOUL (Reuters) - South Korea and the U.S. will reach agreement on sharing the cost of U.S. troops in the country if Donald Trump is elected president, even though he is likely to pressure Europe to increase defence spending, a former Trump security adviser said.

During his first presidency Trump accused Seoul of "free-riding" on U.S. military might, with more than 28,000 American troops stationed in South Korea as part of efforts to deter its nuclear-armed neighbour North Korea.

The allies are in talks for a new U.S. troop deal, so-called 12th Special Measures Agreement (SMA), to take effect in 2026. South Korean media has said the aim was for an agreement before the November U.S. presidential election.

"I think that the SMA talks will continue and will reach a settlement that both sides will be content with, when Trump comes to office," Fred Fleitz, a senior National Security Council official during the Trump administration, said in Seoul on Tuesday.

Fleitz said he believed if Trump was elected he would likely pressure European allies to spend more on defence, but not South Korea, citing the "current environment of increased threats from North Korea, from China" as a reason.

Fleitz, who is visiting Seoul for meetings with South Korean researchers and officials including a vice foreign minister, said he was not speaking for Trump and instead offering his own assessment.

Another round of SMA negotiations is set to take place this week in Seoul, according to South Korea's foreign ministry.

Fleitz, vice chair at the America First Policy Institute, a U.S. thinktank, also said he believed Trump would try to meet North Korean leader Kim Jong Un again in his second presidency.

"I think that the Trump administration has to re-engage Kim," he said, expecting "intensive consultations with Japan and South Korea, probably Taiwan among U.S. allies", to come before a meeting with the North's leader.

Between 2018 and 2019, Trump and Kim met three times in what yielded powerful images but few concrete steps for North Korea's denuclearisation.

His advice for the potential Trump-Kim meeting should be on conditions that North Korea should stop supplying weapons to Russia, Fleitz added.

"I think there will be tough policies against China and North Korea. But I also think there will be dialogue," he said.

Why Manila ended up 5th riskiest city for tourists out of 60 int’l cities

David Castuciano/Rappler

MANILA, Philippines – Why did Manila end up as the 5th riskiest city for tourists out of 60 international cities based on a study by media company Forbes Advisor ?

That’s because of seven indicators that the Philippine government prefers to downplay when it markets the country’s capital and the whole country abroad and reports on the state of the nation.

Manila was in the company of Caracas, Venezuela (1st); Karachi, Pakistan (2nd); Yangon, Myanmar (3rd); Lagos, Nigera (4th) as the riskiest cities.

The top 10 least risky cities, according to Forbes Advisor:

  • 1: Singapore
  • 2: Tokyo, Japan
  • 3: Toronto, Canada
  • 4: Sydney, Australia
  • 5: Zurich, Switzerland
  • 6: Copenhagen, Denmark
  • 7: Seoul, South Korea
  • 8: Osaka, Japan
  • 9: Melbourne, Australia
  • 10: Amsterdam, Netherlands

Forbes Advisor used seven metrics in its study and gave a weight or importance to each category. It also cited the bases for the scores. These are:

  • Travel safety rating
  • Weight: 20% of score
  • Basis: US Department of State, 2023
  • Crime risk : Overall level of crime in each city
  • Weight: 17% of score
  • Basis: Numbeo data, 2024
  • Personal security risk: Risk from crime, violence, terrorist threats, natural disasters and economic vulnerabilities
  • Basis: The Economist, 2021
  • Health security risk : Reflects the level and quality of healthcare services and infrastructure in a city
  • Infrastructure security risk: Reflects the availability and quality of city infrastructure and its vulnerability to man-made and natural disasters
  • Weight: 10% of score
  • Natural disaster risk: Reflects exposure and vulnerability to natural disasters
  • Weight: 10% of score
  • Basis: The World Risk Report, Ruhr University Bochum, 2023
  • Digital security risk: Reflects the ability of citizens to freely use the internet without fear of privacy violations, identity theft and online attacks
  • Weight: 9% of score
  • Basis: The Economist, 2021

Forbes Advisor said each metric was "measured on a scale of 1 to 60, with 1 representing the worst performance in that metric."

How did Manila fare based on these metrics? It was 9th riskiest in terms of crime; 5th riskiest in terms of personal security; 7th riskiest in terms of health security; 9th riskiest in terms of infrastructure security; and 12th riskiest in terms of digital security.

If you watch Philippine news daily, you'll find that GMA's 24 Oras , ABS-CBN's TV Patrol , and TV5's Frontline Pilipinas often have reports on these issues on a daily basis, especially on crime and personal security, and recently even digital security.

Credible bases?

Did Forbes Advisor have good bases for its study? Here's a look at the sources it cited.

For travel safety, it used the US Department of State's reports on travel advisories.

The US government issues regular travel advisories which, it says, "represent our commitment to protect US citizens abroad."

It says these travel advisories are intended to help travelers "make informed decisions when deciding to take a trip abroad." It also says its analysis is "undertaken without regard to bilateral political or economic considerations."

The US State Department has four levels for each country, including crime, terrorism, civil unrest, health, likelihood of a natural disaster, and current events."

The US travel advisory has four levels:

  • Exercise normal precautions
  • Exercise increase caution
  • Reconsider travel
  • Do not travel

"We review Travel Advisories on a regular basis. At a minimum, we review Level 1 and 2 Travel Advisories every 12 months. We review Level 3 and 4 Travel Advisories at least every six months. A Travel Advisory will also be updated anytime there is a change in U.S. government posture, normally as it relates to ongoing security concerns," the US State Department says on its website.

What risk indictators do the US government use when advising its citizens about their travel plans?

  • " C - Crime:  Widespread violent or organized crime is present in areas of the country. Local law enforcement may have limited ability to respond to serious crimes.
  • T - Terrorism:  Terrorist attacks have occurred and/or specific threats against civilians, groups, or other targets may exist.
  • U - Civil Unrest:  Political, economic, religious, and/or ethnic instability exists. It may cause violence, major disruptions, and/or safety risks.
  • H - Health:  Health risks, including current disease outbreaks or a crisis that disrupts a country’s medical infrastructure, are present. The issuance of a Centers for Disease Control Travel Notice may also be a factor.
  • N - Natural Disaster:  A natural disaster, or its aftermath, poses danger.
  • E - Time-limited Event:  Short-term event, such as elections, sporting events, or other incidents that may pose safety risks.
  • K - Kidnapping or Hostage Taking:  Criminal or terrorist individuals or groups have threatened to and/or have seized or detained and threatened to kill, injure or continue to detain individuals in order to compel a third party (including a governmental organization) to do or abstain from doing something as a condition of release.
  • D - Wrongful Detention : The risk of wrongful detention of US nationals exists.
  • O - Other:  There are potential risks not covered by previous risk indicators."

Numbeo's crime indices

Forbes Advisor also used Numbeo for assessing crime risk.

According to Numbeo, it is the "world's largest database of user-contributed data" about cities and countries. It claims to provide "current and timely information" on cost of living, housing indicators, health care, traffic, crime and pollution.

"Numbeo uses the wisdom of the crowd to obtain the most reliable information possible," its site says. Its crime and safety is based on 12 categories:

  • Level of Crime Perception
  • Change in Crime Levels
  • Daytime Safety Perception
  • Nighttime Safety Perception
  • Concerns about Mugging or Robbery
  • Concerns about Car Theft or Break-ins
  • Concerns about Physical Attacks by Strangers
  • Concerns about Insults or Harassment in Public
  • Concerns about Bias-Motivated Attacks
  • Drug Problem Perception
  • Property Crime Severity
  • Violent Crime Severity

"…Numbeo gathers valuable data to provide users with an in-depth understanding of crime and safety conditions in different cities. By comparing and analyzing this information, individuals can make more informed decisions regarding their personal safety and the safety of their communities," the site says.

This is how Manila fares in terms of crime, based on Numbeo's methodology. There were 419 contributors and its last update was in June 2024. Numbeo says its data are "based on perceptions of visitors" in the past five years.

numbeo, crime data, graph

Comments on the crime page are mixed. One netizen said on June 2, 2023 that he's "always wary" that something could happen, noting that "Manila is a hotspot for crime than other provinces since the city is overpopulated."

A netizen, "Anon," said on March 12, 2021: "I will admit Manila has improved under the administration of Duterte and Mayor Isko Moreno when it comes to cleaning the streets to look nice. But the crime and corruption has not changed, it’s the same as it was since 2016 the only thing that’s worse is police are becoming more trigger happy and abusive, sort of reverting back to the Marcos era."

Safe Cities Index, World Risk Report

The Economist 2021 report that Forbes Advisor cited is based on the publication's Safe Cities Index 2021 , which covered 60 major urban areas.

Safe Cities index was launched in 2015. It had 44 indicators covering 50 cities, updated every two years.

It used 76 indicators such as digital, health, infrastructure, personal and environmental security. These findings, the report says, were "supplemented with wide-ranging research and in-depth interviews with experts in the field."

Based on The Economist 's study, Manila had an overall score of 525. It was also close to the bottom of the list, placing 51st out of 60 cities. Yangon was at the bottom while Copenhagen was at the top.

And lastly, for natural disaster risk, Forbes Advisor used the World Risk Report 2023 produced by Bündnis Entwicklung Hilft and the Institute for International Law of Peace and Armed Conflict (IFHV) at Ruhr University Bochum, a public institute in Germany.

korea to us travel time

The report essentially assessed the risks from natural disasters and how these impact people in 193 countries. The Philippines had the highest disaster risk in 2023, followed by Indonesia and India.

The index is based on exposure, vulnerability, susceptibility, lack of coping capacities, and lack of adaptive capacities, with the Philippines scoring poorly on all. – Rappler.com

The best time travel K-dramas — and why there are so many of them

When you think of shows about time travel, what pops up in your mind? Maybe “Doctor Who,” “Outlander,” or “Quantum Leap”? But what about “Reborn Rich,” “A Time Called You,” and “Lovely Runner”?

If you haven’t heard of the latter three, you are not caught up on your K-dramas .

Many shows out of South Korea incorporate time travel elements, but they tend to do so in a way that prioritizes relationships and plot over science fiction elements. Even the offerings that are heavy on sci-fi and fantasy stress the relationships not just between the leads, but between their core group of friends and family.

This does beg the question: why is the time travel trope so popular in Korean series? Besides adding a relatively unique element that differentiates the storylines from other shows, there is also a very visceral component. K-drama story arcs excel at telling tales of love and revenge. And what better way is there to get these points across than depicting how love and revenge transcend all boundaries, including time?

Below, find 12 of the best K-dramas about time travel to watch next.

'Lovely Runner' (2024)

The sleeper hit of this year is “Lovely Runner,” which stars Kim Hye-yoon (“SKY Castle,” “Extraordinary You”) and Byeon Woo-seok (“Record of Youth,” “Strong Girl Nam-soon”) in his breakthrough starring role.

“Lovely Runner” is full of action and intrigue, but at its core, it’s a story of undying love and sacrifice. Sun-jae (played by Byeon) is an isolated superstar, and Im-sol (Kim) is an uber fan who would do anything to support him. Both are 34 and wishing their lives had played out differently. The plot reveals that the unlikely pair has a history together that is centered on doing whatever it takes to protect each other. This includes traveling through time, knowing they may not be able to return home, or even see each other again.

Unlike many K-pop idols who also act (IU, Bae Suzy, Rowoon, Yoona, Cha Eun-woo, D.O.), the male lead here is not a trained singer. But Byeon portrays the leader of the fictional boy band Eclipse well enough that “Sudden Shower ,” the drama’s recurring OST song that he sings, charted on Billboard in real life.

Where to watch: Viki

‘Signal’ (2016)

In this time-traveling crime series, two police officers (played by Lee Je-Hoon and Choi Jin-woong) communicate with each other while living decades apart. With one in the past and the other in the future, they are able to prevent tragedies and close cold cases that had seemed unsolvable. Kudos to Kim Hye-soo (“Hyena”) for her portrayal of the first female police officer in the squad. Initially viewed as little more than the department’s coffee maker, she grows to become a fierce and effective leader.

Where to watch: Netflix, Paramount+

‘Reborn Rich’ (2022)

This was the most-watched K-drama of 2022 in South Korea, and with good reason. Song Joong-ki’s time travel and reincarnation series explores the world of chaebols, the family-owned businesses that dominate the country's economy, from the point of view of a diligent employee who tries to do the right thing, but gets whacked for his troubles. Though he should be dead, he awakens in the past. He has the awareness of his former self, but is in the prepubescent body of the youngest member of a privileged chaebol family. As he grows into his role, he uses his knowledge of the future (investing in “Titanic” before it opens) to reinvent himself in the past. Each day he spends with his new “family,” he plots out revenge against them for orchestrating his previous self’s death. All of this is complicated by his relationship with his difficult “grandfather,” who he has grown to respect.

‘Go Back Couple’ (2017)

After 14 years of marriage, college sweethearts Jin-joo (Jang Na-ra) and Ban-do (Son Ho-jun) bicker more than they talk. Through a series of misunderstandings, they wonder why they ever wed and decide to divorce. After tossing their rings aside, they wake up in their respective childhood bedrooms. At first, they are ecstatic being young and carefree again, seeing parents who haven’t yet died. But by reliving their youth, they realize that their college years weren’t as idyllic as they had remembered.

Where to watch: Viki, Kocowa, Prime Video

‘A Time Called You’ (2023)

This remake of the Taiwanese show “Someday or One Day” has it all —  time travel, body jumping, doppelgangers! Jeon Yeo-been and Ahn Hyo-seop each portray two sets of characters whose past and future are controlled by an old cassette player with a pop song on it, which allows them to have an input on what their lives are meant to be. There’s a lot going on, including a serial killer subplot. The ending was selfless and beautifully poetic. But be forewarned: viewers of happily-ever-after finales may be frustrated by the lack of finite closure.

Where to watch: Netflix

‘The King: Eternal Monarch’ (2020)

Set in parallel universes, this K-drama was Lee Min-ho’s comeback after completing his mandatory military duty in 2019. He stars as the monarch of the Kingdom of Corea, a unified country whose capitol is in Busan. The other universe is set in Seoul, where Tae-eul (Kim Go-eun) works as a detective. After discovering a portal that allows him to travel between the two cosmos, the king sets out to discover who saved him from being killed by a traitor. Was it Tae-eul who traveled back in time? Or someone else who isn’t who they seem to be?

‘Tomorrow With You’ (2017)

After almost dying in an accident, So-joon (Le Je-hoon) finds that he has the ability to go back to the future (and return home in the past) via a subway ride. This means that he can invest in sure-thing stocks and real estate deals that will ensure that he becomes a very wealthy man. When he meets and falls in love with Ma-rin (Shin Min-a) — whose claim to fame as a childhood star hasn’t served her well — he foresees her impending death. He uses his time-traveling abilities to protect her, but with a life saved comes death for one of the show’s characters.

Where to watch: Tubi, Roku

‘Again My Life’ (2022

Lee Joon-gi excels in this action thriller playing Hee-woo, a fearless prosecutor who is murdered early on in this K-drama. When an omnipotent being brings him back to life as a college student, he patiently bides his time. Of course, he is the smartest student thanks to time he has already spent as a skilled attorney. His memory also serves him well in making decisions based on what he already knows about the future. Hee-woo has years to go before he can put all of his knowledge into practice. But when he lands a position of power, he uses his newfound connections to take down the man who orchestrated his destruction. A bonus for martial arts fans is that Lee, who has a black belt in taekwondo, does most of his own fighting

‘Sisyphus’ (2021)

Tae-sul (Cho Seung-woo) is a brilliant inventor and Park Shin-hye is a warrior from the future whose mission it is to stop him from creating a time machine that will ultimately destroy South Korea. The characters go back and forth to find allies (and enemies). But there’s a catch. Each character exists in all eras and they can’t exist in the same proximity. If they get too close to their past or present selves, they can be erased from reality.

‘Twinkling Watermelon’ (2023)

This delightful series tackles the question every teenager wonders: were my parents always this annoying? For Eun-gyeol (Ryeoun), the answer is yes and no. After fighting with his father Yi-chan (played as an adult by Choi Won-young and as a teen by Choi Hyun-wook), who does not want the boy to pursue a career in music, Eun-gyeol (Ryeo Un) finds himself taken back to an era when his hearing-impaired dad was a high school student. Eun-gyeol cringes at how desperate his dad is to date another girl (who isn’t his mom!) and comes up with a scheme to push him towards the right girl. Just as importantly, he makes it his mission to prevent his father from getting into the accident that will leave him hearing impaired.

‘Tale of the Nine Tailed 1938’ (2023)

This sequel to 2020’s “Tale of the Nine Tailed” finds our charismatic gumiho — a mythological nine-tailed fox with superpowers — transported to 1938, an era when Imperial Japan occupied Korea. While he’s impatient to return home, our hero joins the freedom fighters trying desperately to liberate their country. All the action, backstabbing and swashbuckling make for an intriguing K-drama. But the softening relationship between alpha guimho Lee Yeon (Lee Dong-wook) and his half human brother Lee Rang (Kim Bum) makes this K-drama stand out.

Where to watch: Prime Video

‘Marry My Husband’ (2024)

The K-drama queen Park Min-young plays a mousy woman who’s bullied by her cheating husband (Lee Yi-kyung) and gaslit by her best friend (Song Ha-yoon). She dies, but mysteriously wakes up a decade earlier. She figures out soon enough that she can change her destiny by transferring her misery to someone else. In this case, she needs to get another woman to marry the man she married. There is a subplot involving a wealthy and handsome man (Na In-woo), who has secrets of his own. But the best part of the series is watching our heroine use what she knows from the future to rectify her past and, by doing so, creating a life worth living.

Thanks for tuning in to our live coverage, that's all for today.

Here are the key events from the day:

  • President Zelenskyy said Ukraine had halted Moscow's forces completely in the Kharkiv region;
  • Germany looks set to halve its military funding for Ukraine next year;
  • Crimea and Russian Black Sea ports were targeted by Ukraine overnight;
  • The EU's president dubbed Viktor Orban's visit to Moscow an "appeasement tour";
  • Mr Zelenskyy appealed for European unity, defence systems and diplomacy during a visit to Blenheim Palace in the UK.

Five people have been killed and three injured in Russian attacks on the Donetsk region, prosecutors have said.

A woman and her husband were killed in artillery shelling in the village of Pleshchiivka, the general prosecutor's office said.

Another three women were killed in a strike on private buildings in the village of Hrodivka, it added.

Separately, the Russian military dropped two guided bombs on the village of Velyka Novosilka, injuring a man and his wife inside their house, while another man was wounded in an artillery strike in the town of Zalizne.

In April this year, the US finally approved a long-awaited aid package worth some $60.8bn (£49bn) in aid to Ukraine.

Included were vast quantities of much-needed weapons and ammunition meant for the frontlines - which Kyiv had been desperately calling for for months.

So how have they impacted the war?

Nichita Gurcov, Eurasia analyst for Armed Conflict Location & Event Data Project  (ACLED) told Sky News it may actually have pushed Moscow to act quickly and launch fresh attacks.

"It may have prodded Russia to step up its offensive to claim as much ground as possible, before the arriving weapons make it harder," he says.

Russia resumed its offensive in October last year after fending off the latest Ukrainian attempt to cut the land corridor to Crimea, Gurcov explains.

"By mid-February [this year] Russia secured the Avdiivka stronghold and has been since pressing toward Ukrainian logistical hub in Pokrovsk," he said.

ACLED has counted the number of settlements gained by Russia in each month of the conflict.

Five were taken in February, but just two in March.

In April (the month the US aid package was announced), seven settlements were captured, followed by nine in May and 11 in June - highlighting a clear increase in Russian offensive action.

"The sharp increase in the number of claimed settlements in May is due to the Russian re-invasion of the northern Kharkiv region," Gurcov explains.

"It could have pursued - diverting Ukrainian forces from elsewhere - but so far has been contained," he adds (see 11.40am post).

Another indicator of increased fighting is the number of reported battles, according to ACLED:

"The sharp increase in fighting in April and the subsequent near-50% increase in May is an all-time high since the invasion," Gurcov notes.

"The spike is only partially due to the re-invasion of the Kharkiv region as we are recording steadily intensifying offensive in the Donetsk region," he adds.

Closing arguments in the trial of Wall Street Journal reporter Evan Gershkovich will be heard in a Russian court tomorrow.

Mr Gershkovich attended a trial session for a second day behind closed doors today - more in our 8.10am post on that.

The 32-year-old was arrested in March last year while on a reporting trip. Authorities claimed, without offering any evidence, that he was gathering secret information for the US - which he, his employer and his government all vehemently deny.

Russia will not rule out new deployments of nuclear missiles in response to the planned US stationing of long-range conventional weapons in Germany, Moscow's deputy foreign minister Sergei Ryabkov has said.

Russia regularly threatens Europe and the US with the nuclear option in public.

"I am not ruling out any options," the Interfax news agency said he told reporters in the Russian capital when asked to comment on the US deployment plans.

Washington said last week it would start deployment in Germany from 2026 of weapons that will include SM-6, Tomahawk and new hypersonic missiles in order to demonstrate its commitment to NATO and European defence.

Interfax cited Mr Ryabkov as saying that the defence of Russia's Kaliningrad region, which is wedged between NATO members Poland and Lithuania, was a particular focus.

"Kaliningrad is no exception in terms of our 100% determination to do everything necessary to push back those who may harbour aggressive plans and who try to provoke us to take certain steps that are undesirable for anyone and are fraught with further complications," Mr Ryabkov said.

Readers have been sending in their questions to our senior correspondents and military experts for their take on the changing battlefield environment in Ukraine.

Today, Ross Tregembo asks:

Is there a possibility of internal dissent within Putin's inner circle leading to his removal from power?

Moscow correspondent Ivor Bennett   replies:

"Not right now, no. This seems extremely unlikely for a number of reasons.

"Firstly, Vladimir Putin has just started a new presidential term, keeping him in the Kremlin for another six years.

"The potential political jeopardy of an election has evaporated and his approval ratings are near record highs (85% according to the independent Levada Center), helped by Russia gaining the upper hand on the battlefield in Ukraine.

"So there's no overt public support for a change at the top.

"Secondly, who would succeed him? His refusal to pick a successor all these years has been deliberate, and a key factor in preserving his power.

"Thirdly, his potential rivals are focused elsewhere.

"Look at what’s happening at the ministry of defence and the series of corruption scandals. By replacing his long-time ally Sergei Shoigu as minister of defence, Putin seemed to open the doors to a full-on purge of the military’s top brass.

"Analysts say this was a deliberate ploy to play his rivals off against each other - security services vs the military. By doing that, they're less likely to take a shot at him.

"Yes, it's only been a year since his authority was challenged like never before, with the Prigozhin-led uprising. But fast-forward 12 months and his grip on power appears stronger than ever."

A Russian court has sentenced US citizen Michael Travis Leake to 13 years in prison on drug smuggling charges, the court service has said in a statement.

Mr Leake, a musician and former US paratrooper - who was arrested in June 2023 - was found guilty of selling drugs on a large scale, the court service said.

It was not clear how he pleaded.

He is one of about a dozen Americans currently held in Russian detention - alongside Wall Street Journal reporter Evan Gershkovich, whose trial continued today (see 8.10am post).

Another American, Robert Romanov Woodland, was sentenced by a Russian court to 12-1/2 years for drug smuggling earlier this month.

European Commission President Ursula von der Leyen's desire to create "a true European Defence Union" if she is re-elected shows the mood in Europe is one of militarisation and confrontation, the Kremlin has said.

Kremlin spokesman Dmitry Peskov said the plans reflected Ms von der Leyen's "changing priorities" and said her proposals gave a "military colouring" to the EU.

Mr Peskov told reporters that her proposal "confirms the general attitude of European states to militarisation, escalation of tension, confrontation and reliance on confrontational methods in their foreign policy".

"Everything is quite obvious here," he added.

One more line to bring you from Volodymyr Zelenskyy's address at Blenheim Palace - concerning Russia's progress in northern Kharkiv.

When trying to convince leaders to help with Kyiv's air defence capability, the president said Ukraine had halted Moscow's forces completely.

"We have stopped the Russian advance on Kharkiv - period," he said.

"Putin has sacrificed tens of thousands of his citizens but has achieved nothing significant," he added.

"This was made possible by the bravery of our warriors and the bravery of our partners, who have lifted limitations on the use of Western weapons along our border," he added.

Russia launched a surprise attack on Vovchansk in the Kharkiv region in May, opening up another front for Ukraine to defend.

Moscow's troops made rapid progress in the days immediately after the incursion, before being slowed by a stubborn Ukrainian resistance.

Reports earlier in the week that Russian operations were winding down in the area resulted in Kremlin spokesman Dmitry Peskov denying the claims yesterday.

"This operation is ongoing, it will continue until it has been successfully completed," he told reporters.

Time difference

Travelmath provides an online time zone converter for places all over the world. You can enter airports, cities, states, countries, or zip codes to find the time difference between any two locations. The calculator will automatically adjust for daylight saving time (DST) in the summer. You can use it as a meeting planner or a scheduler to find the best time to make international phone calls. World time zones have a positive or negative offset computed from Coordinated Universal Time (UTC), or Greenwich Mean Time (GMT). UTC has uniform seconds defined by International Atomic Time (TAI), with leap seconds announced at irregular intervals to compensate for the Earth's slowing rotation. The tz database or zoneinfo database uses the closest city, rather than the more common Eastern, Central, Mountain or Pacific time zones in the United States. Countries often change their daylight saving rules, so please help us stay current by letting us know if you find any pages that need updates.
