How cold case playing cards, distributed in Conn. prisons, can help solve crimes

The idea is that the inmates will play card games, and perhaps they will know something about the case in the deck.

The “cold case cards” were created by the cold case unit in the Chief State’s Attorney’s office.

NORWALK, Conn. — The eight of clubs is Rontisha Carroll, found shot on the sidewalk in Bridgeport on Oct. 8, 2007.

Sixteen-year-old Jessica Keyworth, found murdered in a Waterbury house in 2004, is the three of hearts.

Ladawn Roberts, found dead on a rear porch of an abandoned building in Hartford in 1999, is the ace of diamonds.

These are the so-called “ cold case cards ,” created by the cold case unit in the Chief State’s Attorney’s office. Rather than bicycles or bees, each card displays a different Connecticut murder victim whose case hasn’t yet been solved.

They are distributed almost exclusively in Connecticut prisons.

There are currently five full decks, each with 52 unsolved cases, for a total of 260 victims whose murderers have yet to be brought to justice. The unit is currently compiling the sixth deck for distribution.

The cards are not in any particular order. An ace of spades is not worth more to the cold case unit than a two of clubs, said Michael Sheldon, supervisory police inspector for the cold case unit.

“They hold no importance or higher authority for us to work on,” Sheldon said. “We don’t control that. We look at every one of them as important, and we want to solve them all.”

The cases are usually referred by local police departments, but in order to become a card, the families of the victims must first agree.

“Very few say no. Most family members want it,” Sheldon said. “There’s an occasional, ‘I’m sorry. I really don’t want my daughter’s case on a card in a prison.’ And we respect their decision.”

There are, Sheldon estimated, about 1,000 unsolved murder cases currently across the state. In compiling the sixth deck, he and his colleagues are hoping families will reach out, or local investigators might see this as a strategy through which an old case might be solved.

The idea is that the inmates will play card games, and perhaps they will know something about the case in the deck. Sheldon said inmates play a lot of cards.

It’s a strategy Sheldon said that has worked, though years-old murder cases are complex and he was reluctant to credit the cards alone with solving any individual case. But they do result in tips, and those tips sometimes result in an arrest. Those arrests sometimes result in convictions.

Supervisory Assistant State’s Attorney John Fahey told CNN that the cards have resulted in 800 tips since their first printing in 2010. Inmates have an interest in reporting any tips, Sheldon said, as it can sometimes mean a sentence reduction.

One time, an inmate went into a new cell to find multiple copies of a particular card had been left behind by the previous occupant. He mentioned something to prison officials, which led to a tip, which Sheldon said “turned out pretty good.”

“Some inmates might think some of these are solved, and then they realize, ‘Oh, I know something about that,’ and it was still open,” he said. “It’s really about getting these cases out there.”

The concept for the cards came from the war in Iraq , when the U.S. Defense Intelligence Agency and Central Command in Iraq issued “personality identification playing cards” with faces like that of Sadam Hussein. U.S. Army Brig. Gen. Vincent Brooks told Stars and Stripes, the American military daily newspaper in 2003 that similar cards had been used in the Civil War and then again in World War II.

“The use of playing cards for education dates back to the mid-17th century in France,” according to a 2020 report by the U.S. Army Research Institute for the Behavioral and Social Sciences. “Since the early days of the U.S. military, playing card companies have produced war-themed cards to commemorate famous events and people and to inform troops of their enemy capabilities. During World War II, the U.S. military issued ‘spotter cards’ as educational tools for military personnel and civilian personnel to recognize allied and enemy aircraft, ships and tanks.”

Sheldon said a police unit in Florida was the first to adapt the strategy for cold cases, but he’s been approached by detectives in other states seeking help in creating their own decks.

“The Division of Criminal Justice, the Department of Corrections and the Police Chiefs’ Association got together, and they’re like, ‘Yeah, why don’t we do this?’” Sheldon said. “It’s a way to assist police, because a lot of information does channel through the jails. Inmates are a very good source of information.”

Even so, not every cold case is appropriate for a card.

“We try to look at cases where they have a little promise to them. You want to see, is there evidence still or the witness is still alive,” Sheldon said. “You have to really do a full case review of each and every case you’re looking at. So we rely on the detectives to answer our questionnaire. And you know, with tips, could we bring a case along? Could we solve it? We want to help departments, but we have to be realistic.”

Unfortunately, many of the cases on the cards will never be solved, Sheldon said. The oldest are closing in on 50 years, such as Thera Wilson, the four of spades, who was found stabbed to death in the garage of the Hilton Hotel in Hartford on Jan. 14, 1977.

“We want to help departments, but we have to be realistic,” Sheldon said. “Back in the ‘70s, there were investigators that weren’t even wearing rubber gloves at these crime scenes. DNA was unforeseen, so they weren’t even collecting DNA. A lot of the witnesses are gone. So we’ve really got to make sure we really look at a case hard and see what, what can we do? Can we make it?”

Suzanne Colley, who works as a paralegal in the cold case unit, helps compile the decks. She said sometimes it’s difficult knowing that many cases will never be solved. But those that are, she said, make it worthwhile.

“That’s the most satisfying part, I think, is knowing that you’ve brought closure to these victims’ families,” she said.

Narendra Modi in Wayanad LIVE: “Our prayers are with those affected by the landslide in Wayanad. He visited the Aster Wayanad Speciality Hospital and a relief camp where he spoke to survivors. Later he conducted a review meeting with officials. During the visit, PM Modi is accompanied by Kerala Chief Minister Pinarayi Vijayan and Governor Arif Mohammad Khan.

As many as 226 people have been killed in the hilly district after landslides hit on July 30. PM Modi’s visit comes amid Opposition’s demand to declare Wayanad landslides as a national disaster and increase compensation for those affected in the deadly landslides.

Three more bodies, body parts found, airlifted in landslides-hit wayanad.

Three more bodies and two body parts of missing landslide victims were found near Kanthanpara waterfall here and airlifted to the Meppadi taluk hospital on Saturday, district authorities said.

With this, the total number of bodies and body parts of victims recovered from various parts so far stood at 229 and 198 respectively.

The decomposed bodies were airlifted with the support of a helicopter from Anayadikkappu near the waterfall and brought to the hospital in the morning, they said.

The bodies were airlifted fighting various challenges including tough terrains and the helicopter had to come back twice due to adverse circumstances, an official statement said.

Later in the day, two body parts of missing persons were also recovered from Kanthanpara, the authorities added. (PTI)

Kerala seeks fund from Centre to rebuild Wayanad villages, support to combat climate change

Kerala Chief Minister Pinarayi Vijayan on Saturday sought financial assistance from the Centre for the rehabilitation of those who had lost everything in the series of massive landslides in Wayanad recently and requested support to combat climate change.

The CM listed out the state's demands before Prime Minister Narendra Modi when he arrived here to visit the calamity-hit hamlets in this hill district.

After explaining to the PM the impact and intensity of the disaster, which had shocked the state last week, Vijayan also handed over its details as a note, a CMO statement said here.

A detailed assessment of the damage is underway and the initial assessment is that the loss incurred was to the tune of thousands of crores of rupees, it said.

The state would submit to the Centre a detailed memorandum with regard to the disaster later, the CM said.

"The impact of global warming and climate change has affected the state to a great extent and frequent and unpredictable natural disasters were its reflection," the statement said quoting the chief minister. (PTI)

Wayanad landslide: Hope PM will consider state's demand in a positive manner, say Kerala Ministers

Kerala Ministers, who took part in the evaluation meeting chaired by Prime Minister Narendra Modi here in the aftermath of the July 30 landslides, on Saturday expressed hope that the Union government would consider the request in a positive and sympathetic manner.

After PM Modi's return, state Public Works Minister P A Mohammed Riyas told reporters that on behalf of the state government, Chief Minister Pinarayi Vijayan stressed the need for a comprehensive reconstruction of the landslides-hit areas.

Revenue Minister K Rajan said the region has incurred a loss of Rs 1,200 crore and while Rs 2,000 crore was sought for rehabilitation alone.

SC/ST Department minister O R Kelu said the Prime Minister has spent more time than scheduled in the region understanding the magnitude of the disaster and has asked the government to submit a memorandum in connection with the losses incurred (PTI)

K'taka Minister seeks industry leaders' support in Wayanad landslide relief efforts

In the wake of devastating landslides in Wayanad in neighbouring Kerala, which claimed over two hundred lives and left several people missing, Karnataka Minister MB Patil has appealed to industry leaders and corporations across Karnataka to extend their support for the relief and rehabilitation efforts.

In a letter addressed to industry leaders, Minister for Large and Medium Industries and Infrastructure Development Patil expressed his gratitude for their ongoing contributions to the industrial growth of Karnataka.

In a statement shared by the Minister's office, he highlighted the catastrophic loss resulting from the recent landslides, which have ravaged approximately 310 hectares of agricultural land, devastating the livelihoods of thousands of families in the affected regions of Mundakkai, Chooralmala, Attamala, and Meppadi. The disaster has left many without shelter, food, or basic necessities, he added.

The Minister has urged the industrial sector to come forward and contribute generously to the ongoing relief operations led by the Government of Kerala. (PTI)

IMD sounds Orange alert for Kerala districts on Sunday

After a lull, several places received intermittent rains in Kerala on Saturday with the India Meteorological Department predicting very heavy rainfall in many districts in the coming days.

As per the latest update of the IMD, northern districts of Palakkad and Malappuram were placed under an "Orange alert" on Sunday.

The Orange alert was sounded in Pathanamthitta and Idukki for August 12 and for Pathanamthitta, Idukki, Palakkad and Malappuram on August 13.

An Orange alert refers to very heavy rain of 11 cm to 20 cm.

Meanwhile, heavy rainfall was predicted in Palakkad and Malappuram districts on Saturday and in Idukki, Kozhikode and Wayanad districts on Sunday.

In view of heavy rainfall prediction, authorities urged people to be cautious and directed those living in dilapidated houses to shift to safer places. (PTI)

PM Modi in Wayanad Live Updates: PM's visit gives hope to Wayanad landslide survivor

Ayyappan, a survivor of the devastating landslides that swept through Mundakkai hamlet in Wayanad, is left with nothing-- no home, no family and no future.

But a chance meeting with Prime Minister Narendra Modi at a relief camp on Saturday has rekindled a glimmer of hope for the elderly person, who lost nine relatives in the disaster and is now pinning his hopes on securing a new shelter.

"Twelve of us from the camp met the PM. There were children too. There was a person who was translating everything. I just asked for a home. He assured all help," Ayyappan told reporters.

Modi, who visited the landslides-hit areas met with select inmates in the relief camps and doctors and enquired about the condition of the patients.

Ayyappan, who interacted with Modi, said that he explained everything to the Prime Minister.

"I told him that nine members of my family were lost. We lost our land, but land is not the issue -- I lost my family," Ayyappan said.

"The PM held my shoulders when I narrated my losses," he said.

Meanwhile, Dr Charlie, who was part of the medical team that met the Prime Minister, apprised him about the condition of the camp inmates and the psychological and traumatic issues they face.

"He (the PM) inquired about the condition of the inmates, the number of recoveries, the advanced treatment, and the issues faced by the inmates," Charlie said. (PTI)

"Thousands of families have been devastated. I interacted with the ones who have suffered due to this landslide at the relief camp and the hospital. The government and the entire country is with those affected due to this disaster. Kerala CM will send a detailed memorandum and all requirements will be fulfilled by the centre. All citizens of the country, the state and central government is with those affected due to this landslide. A long-term Yojana (programme) for those displaced and affected due to this landslide shall also be shaped," said PM Modi.

PM Modi also recollected about his personal experiences during the 1979 Morbi earthern dam collapse and said he could relate to the diffuculties faced during rescue. "No stone will be left unturned and the state government will receive all cooperation and aid from the centre," said PM Modi.

The Congress on Saturday said it is good that Prime Minister Narendra Modi is in Wayanad and hoped that he would "find the time and the inclination" to also visit Manipur "which has been experiencing pain" for more than 15 months now.

The opposition party's remarks come on a day Modi is in Kerala's landslides-hit Wayanad.

"It is good that the non-biological PM is in Wayanad today. It was a devastating tragedy," Congress general secretary in-charge communications Jairam Ramesh said in a post in Hindi on X.

"After this, he (Modi) is scheduled to visit Ukraine to stop the war once again. Hopefully he will find the time and the inclination before then to also visit Manipur which has been experiencing so much pain, anguish, and agony for over 15 months now," Ramesh said.

The Congress has been attacking the prime minister for not visiting violence-hit Manipur despite repeated calls. (PTI)

PM Modi in Wayanad Live Updates: Here's what Kerala Minister Mohammad Riyas updated on rehabilitation

Regarding the relief and rehabilitation measures, Kerala Minister for PWD and Tourism Mohammad Riyas said there are 125 houses, including government residential quarters and most of them are ready for people to move into. Riyas said the cabinet sub-committee has directed the district collector to make arrangements for the furniture and other home appliances required to rehabilitate the survivors.

Riyas said the cleaning work in the disaster-hit regions will take at least 90 days, and the relief camps will continue to house people as long as needed.

Ahead of PM Modi's visit to Wayanad, the Kerala government has raised the demand for Rs 2,000 crore in assistance for rehabilitation and relief work in the areas. The Kerala cabinet sub-committee met with a central team visiting the area on Friday.

The state government, in a release, said it has informed the central team that the Chooralmala, Mundakkai and Punchiri Mattam regions of Wayanad have suffered major losses both in residential areas and in the agricultural sector. Rs 2,000 crore is required for rehabilitation purposes alone, the state government said.

Huge losses have been incurred with regard to the agriculture sector, livestock, houses, buildings, commercial establishments, roads and electricity, as well as private properties, it added, and showed the central team the drone videos of the disaster-hit region.

Forefathers made Wayanad their home, now dreams lie buried here

Ashraf hasn’t known a life beyond the hills of Wayanad. He first came to Mundakkai village as a four-year-old, accompanying his parents who had moved from Nilambur in Malappuram district to work on the tea plantations. Like his parents before him, he found a job on the tea estates when he turned 22. But unlike them, he allowed himself to dream of a better life for himself and his four children.

“I have always lived in the estate quarters – first with my parents and later, my wife and children. But I always dreamt of owning a piece of land. I recently bought 10 cents (around 4,355 sq ft), hoping I will some day build my own house,” he says.

But the landslide of July 30, which tore through the hills of Wayanad , has washed away his dreams, ravaging Mundakkai and Chooralmala, two of the worst-affected villages. “Now it’s all over.
