South Africa Travel Advisory
Travel advisory february 5, 2024, south africa - level 2: exercise increased caution.
Updated to reflect safety consideration when using GPS navigation.
Exercise increased caution in South Africa due to crime and civil unrest .
Country Summary: Violent crime, such as armed robbery, rape, carjacking, mugging, and "smash-and-grab" attacks on vehicles, is common. There is a higher risk of violent crime in the central business districts of major cities after dark.
Using GPS navigation can lead to unsafe routes. GPS navigation may suggest shortcuts through townships as the quickest preferred route but can lead to increased risks of crime.
There have been incidents in which tourists traveling in Cape Town while using GPS navigation apps have been routed through residential areas with high rates of violent crime. The safest approach to return a rental car to Cape Town International Airport is to take the N2 highway and follow signs to Airport Approach Rd ( exit 16 ). Alternatively, request the rental car company to collect your vehicle and subsequently arrange an airport transfer from established taxi companies or established ridesharing services to reach the airport.
Demonstrations, protests, and strikes occur frequently. These can develop quickly without prior notification, often interrupting traffic, transportation, and other services; such events have the potential to turn violent.
Please see our Alerts for up-to-date information.
Read the country information page for additional information on travel to South Africa.
If you decide to travel to South Africa:
- Research your route in advance, stay on major highways, avoid shortcuts through townships, and avoid reliance on GPS navigation apps.
- Avoid walking alone, especially after dark.
- Avoid visiting informal settlement areas unless you are with someone familiar with the area.
- Do not display cash or valuables.
- Drive with doors locked and windows closed.
- Always carry a copy of your U.S. passport and visa (if applicable). Keep original documents in a secure location.
- Enroll in the Smart Traveler Enrollment Program ( STEP ) to receive Alerts and make it easier to locate you in an emergency.
- Follow the Department of State on Facebook and Twitter .
- Review the Country Security Report for South Africa.
- Prepare a contingency plan for emergency situations. Review the Traveler’s Checklist .

Find activities, accommodation and businesses in Stilbaai, Garden Route, South Africa
Welcome to stilbaai, a taste of eden in the garden route.
Stilbaai is a beautiful and very popular seaside town at the western gateway to the Cape Garden Route. It lies along the banks of the scenic Goukou River estuary, where it meets the warm Indian Ocean on the south coast of South Africa. Close-by are the towns of Jongensfontein and Melkhoutfontein.
Stilbaai is 26 kilometres from the N2 national road, running between Mossel Bay and Riversdale. It can also be reached by air and sea. The local airstrip (gravel) can accommodate small aircraft. George Airport, which handles normal passenger aircraft, is situated 140 km away. Stilbaai also boasts a small fishing harbour.
The shallow bay and the clean sandy beaches make Stilbaai the perfect holiday destination (there are 4 beaches with Blue Flag status during the December/January holiday season). The Goukou River estuary is always open to the sea, and is navigable upstream for 15 kilometers.
Almost every water-related activity is available. This includes swimming, surfing, sailing, windsurfing, canoeing, boating, water-skiing, kite surfing and angling. And of course plain old sunbathing and tidal floating (if you are not familiar with the latter, you must visit Stilbaai!)
Many sporting activities are available. These include golf, tennis, bowls, jukskei, squash, cycling and mountain biking. For the nature lovers, there are kilometers of walking trails in the nature reserves around Stilbaai. Coastal walks are also very popular. Stilbaai is also famous for its’ historical fish traps and fascinating cultural heritage – visitors can observe relics and rock art from our ancient past at the famous Blombos Archaeology museum located inside the Stilbaai Tourism Bureau.
Public and commercial services include medical facilities, two franchised grocery shops, restaurants, many coffee shops, take-away food outlets, deli’s, clothing shops, beauty salons, gift shops, hairdressers, fishing and sports shops.
The Goukou River’s upstream area has become well-known for a number of olive farms, producing excellent olive oils and a variety of olive products. These farms are all situated along the scenic “Goukou Meander” which runs parallel to the Goukou river.
Despite the rapid development in Stilbaai and Jongensfontein, well-balanced commercial interests are maintained, and our natural environment is fervently protected. Stilbaai remains a pollution-free, safe and delightful place to spend your holiday.
The permanent population of Stilbaai and the two adjacent villages, Jongensfontein and Melkhoutfontein, amounts to approximately 7500.
The popularity of Stilbaai, as one of the finest tourist destinations along the Garden Route, continues to grow, and a diverse assortment of quality accommodation establishments is available.
JONGENSFONTEIN
10 km west of Stilbaai, this peaceful hamlet has become a very popular holiday destination along the Garden Route. Jongensfontein offers spectacular views of the rugged coastline and ocean. There are accommodation facilities of very high standard, which include a caravan park on the beachfront, self-catering houses and apartments, B+B’s and guesthouses.
The town offers basic facilities and services like groceries stores, a large restaurant, take-away foods and an ATM. The waves at Jongensfontein are very popular amongst surfers, while fishing, swimming, snorkelling and scuba-diving can also be enjoyed. The “Fonteinhuisie” is a historical landmark and serves as museum that depicts the history of the town. Next to the Fonteinhuisie a unique honesty library can be found in one of the oldest buildings in Jongensfontein.
MELKHOUTFONTEIN
Situated about 7 Km inland from Stilbaai, this settlement has grown from a poverty-stricken community into a vibrant town with a very proud heritage. It offers some interesting tourism activities like a visit to the e-Centre where artworks and audio-visuals take visitors back to a bygone era. In Melkhoutfontein the visitor will connect with local people and experience heart-warming and un-staged intra-cultural encounters. These include a local walkabout tour and cooking up mouth-watering traditional food with the Kamamma (a Dreamcatcher SA initiative).
Tourism on Tourism Equity Fund applications
Tourism equity fund applications demonstrate a widespread need for funding to transform and grow tourism sector.
In September last year, Cabinet provided concurrence for the implementation of the Tourism Equity Fund (TEF), an initiative by the Department of Tourism provide financial support to tourism enterprises and to transform the sector.
The relaunch of the R1.2 billion TEF last year and the subsequent applications process opening in November 2023, saw a high level of interest from businesses applying to the TEF for funding.
The revised TEF is being implemented in line with existing legislation.
The R1.2 billion fund is managed by the Small Enterprise Finance Agency (sefa) on behalf of the Department and follows a blended financial approach to provide a combination of debt finance and grant to facilitate equity acquisition and new project development in the tourism sector by black entrepreneurs.
Under the Fund Management Agreement between the Department of Sefa, the TEF aims to:
- Increase growth, transformation and stimulate more inclusive participation in the tourism sector in line with the targets for the Tourism B-BEE Sector Codes and
- To address, to a reasonable extent, funding obstacles faced by enterprises in the tourism sector.
As of the beginning of April 2024, Sefa reported to the Department that a total of 2 355 enquiries from prospective TEF applications were received.
Of the 2 355 applications, 327 applications which are fully compliant with all the requirements, were submitted to the TEF between November 2023 and April 2024. This demonstrates the need for this support by government to tourism enterprises.
The 327 compliant applications represent a total investment value of over R4.5billion in loan requests.
The volume and value of funding requests indicates the tourism sector’s latent potential for transformative projects. The funding gap offers an opportunity to leverage more third-party funding and partnerships.
Status of applications processes:
Of the 327 compliant applications to the TEF so far:
- 69 are at pre-screening stage
- 258 have been successfully pre-screened
- Of the 258 pre-screened applications, 138 feedback letters have been sent to applicants
- And 120 letters were sent to request further information from applicants
- Sefa is in the process of scheduling further meetings to finalise the applications
In terms of the provincial spread of the applications, Sefa’s report to the Department indicate that:
- 117 applications from Gauteng businesses
- 46 applications from KwaZulu Natal businesses
- 40 applications from Eastern Cape businesses
- 32 applications from Western Cape businesses
- 30 from Limpopo businesses
- 20 from Mpumalanga businesses
- 19 from North West businesses
- 16 from Northern Cape businesses
- 7 from Free State businesses
“We are pleased with the widespread interest in the TEF and the amount of applications. The applications received so far represent a diverse nature of projects. While all due processes have to be followed in screening and approving applications, I am monitoring the process closely and will be meeting with Sefa to impress upon them the need to finalise the applications urgently,” Minister de Lille said.
