Travelling to Qatar by road? How UAE visitors can pre-register vehicles for Abu Samra border crossing on the Hayya Portal

Dubai: If you are driving to Qatar from the UAE via Saudi Arabia, you can now skip border queues by pre-registering your vehicle and travel details on the Hayya Portal – hayya.qa, according to an announcement made by Qatar’s Ministry of Interior (MOI) on Sunday, April 16.

In order to cross through the Abu Samra border, you will first have to travel to Saudi Arabia from the UAE and and head towards the border town of Salwa.

Step 1: Create an account on the Hayya Portal

- Visit the Hayya Portal - https://hayya.qa/en/ and click on ‘Abu Samra border pre-registration’. - If you do not have an account, click on ‘Sign Up’. - Enter your email address and click on ‘Send Verification Code’. Enter the verification sent to your email and create . a password. - You will then be transferred to the website for the Abu Samra border registration - https://move.hayya.qa/home - Click on the ‘Pre-registration’ button. - Sign in with your new account details.

Step 2: Enter vehicle registration details

- Click on the ‘Add Vehicle’ Button. - Enter car name – which is the car model and manufacturer's name. - Enter the vehicle owner’s name and mobile number. - Select which GCC country the vehicle is registered in. - If you selected UAE, select the Emirate that the vehicle is registered under. - Enter car’s plate number. - Select the vehicle type as ‘Private’ and select the plate colour. - Click on ‘Submit’. - If you select a one-way trip, enter the date of arrival. Otherwise, enter your arrival and departure date for Qatar. - Once you have submitted your vehicle registration details, you will receive a notification that the request has been made and that the application is currently ‘pending’.

Step 3: Upload the required documents

- You will receive an SMS and email once the details are verified. You can then submit the necessary documents and details, which include: • A passport copy. • A Qatar entry permit for GCC residents – you must apply for the visa before pre-registering your vehicle. Click here for a complete guide on how to apply for Qatar entry permit via the new Hayya Portal. The permit costs QAR100 (Dh100.49). • UAE residence visa or GCC resident permit (if you are a GCC resident). • Valid Passport copy • Passport details – nationality, passport issue and expiry date. - After you have submitted the application, you need to make sure you complete all your vehicle insurance payments 24 hours before your arrival at the Abu Samra border check point, according to MOI Qatar.

Step 4: Receive the vehicle entry permit via email

- After you have submitted the documents, you will receive a tracking status number on your mobile and email address. Once the application is approved by the Hayya Portal, you will receive an email with the vehicle entry permit, which allows you access to the Pre-Registration lane at the Abu Samra border crossing.

I’m a year into my second stretch of calling Doha home. So I’ve learned a thing or two about living in the desert state of Qatar .

When I first lived here 20 years ago, nobody had even heard of this remarkable little country. Today, cruise ships hug the shoreline, and visitors flock here from around the globe. Yet some travelers arrive unprepared.

Knowing some background information before your visit will help you make the most of your trip to this country on the Arabian Peninsula . From coping with the heat and taking the super-modern metro to seeing amazing art and getting to know the Qataris, here are my top tips that will help you get the most out of your visit to Qatar.

Timing your visit to Qatar is crucial

Qatar’s “season” runs from October to May. These months are the best time to visit , when most events and exhibitions take place and when the temperatures are pleasant enough to walk around outside.

Qatar is a desert country, and it gets hot. Like, really hot. Summer temperatures easily reach 50ºC (122ºF) – in the shade. While you can expect everything from your rental car to the malls and even some bus stops to be air conditioned, you might still get uncomfortable bouncing between them. 

Decide to travel – or not – during Ramadan

The ninth month of the lunar Islamic calendar, the holy month of Ramadan is when Muslims fast between sunrise and sunset. During Ramadan, it is frowned upon to eat, drink, smoke or even chew gum in public during daylight hours. While Qataris are tolerant of non-Muslim visitors, almost all restaurants are closed during the day (hotels offer the few exceptions). Visiting Qatar during Ramadan means your travel plans have to be more flexible, but you’ll get the chance to experience festivities such as the daily sunset cannon being set off, the pretty lantern decorations around town and the nightly iftar, the breaking of the fast after sunset that’s a joyous event in private homes and restaurants.

Take care to dress appropriately

Qatar is a Muslim country, and while Qataris are tolerant – especially of visitors – it’s a sign of respect to dress modestly. It’s not a problem to wear a bikini at hotel beaches and pools, but it’s respectful for men and women to cover their shoulders and wear clothes that reach to the knee when walking around elsewhere, especially in areas where you will encounter many locals, such as in Souq Waqif .

Hop on the Doha Metro

While much of Doha’s center around Souq Waqif and Msheireb is walkable in the cooler months, the easiest and most comfortable way to get around is on the Doha Metro . This modern, clean and expansive system takes you to all the busy hubs within Doha and its surroundings, including the airport and the towns of Al Wakrah and Lusail.

Understand the local etiquette

From avoiding eating with your left hand to coffee taken with cardamom and the various styles of traditional dress, Arab culture can be a new experience for those from outside the Muslim world. Don’t let preconceptions scare you away

Even before they visit, many travelers have an opinion about Qatar – but it’s essential to arrive with an open mind and experience it for yourself. While rules, customs and laws might differ from where you live, Qatar has been changing a lot in recent years. When I returned to live in Qatar again after a 15-year absence, I barely recognized the place. A rise in international visitors has spurred the country to continue to work toward more changes.

Solo female traveler visiting Qatar? No worries

Many consider Qatar the safest country in the world – and as a woman living here, I have never felt threatened. (Of course, it takes only one bad experience to change your view on that, but the same holds for every country in the world.) In Qatar, I usually forget to lock my front door and my car, and even leave my handbag in my shopping cart. You should use common sense as you would anywhere – and expect to feel safe and welcome. 

Try the favorite local breakfast

Since Qatar is one of the world’s richest countries, celebrity-chef restaurants abound throughout the capital. Yet travelers visiting Qatar on a budget can still find delicious low-cost meals, such as the local favorite breakfast of karak and chapati. A tea made with condensed milk, cardamon, ginger, saffron and sugar, karak is spicy as well as sweet, while chapati is a flatbread served usually with honey or cheese (or both!). You can try these two staples in most simple-looking cafeterias, at food stalls in parks or in Katara village. You’ll know where to find them by the hungry locals queuing up to order.

Learn more about the importance of the beloved national bird

The falcon is Qatar’s national bird, and they are so revered that they are allowed on flights and even get their own seat. Doha has a falcon hospital as well as a falcon market ; on your visit, stop at Souq Waqif to have a closer look at these gorgeous birds. While you’re there, don’t miss the camels and thoroughbred Arabian horses that are stabled right in the city center. 

Qatar is an art hub of the Middle East

Qatar is more than luxury shopping and such prestigious sports events as the 2022 FIFA World Cup: it’s quickly becoming a heavyweight on the Middle Eastern art scene, too. In Hamad International Airport alone, you can see more than a dozen installations by such internationally famous artists as KAWS, Urs Fischer and Jean-Michel Othoneil. Head into the desert at Zekreet to see the stunning East–West / West–East by Richard Serra, or visit the enormous Miraculous Journey by Damien Hirst. Doha’s Museum of Islamic Art is world-class, while pockets of street art complement the capital’s high-culture offerings. 

Relax in a park

Most of Qatar’s landscapes are beige and sandy – so take a break from the desert hues at a green park in Doha. My favorite is MIA Park behind the Museum of Islamic Art, which bends around a bay and is full of small food trucks that sell karak , chapati and other goodies. MIA Park not only has fabulous mature trees and grass perfect for picnicking, but also offers superb views across the skyline, with picturesque wooden dhows (traditional boats) moored nearby.

Don’t miss out on the desert

It is easy to keep busy in Doha, yet you can’t leave Qatar without experiencing the desert . As you off-road over sand dunes in a 4WD vehicle to, watch flamingos, camp under the clear skies of the “inland sea” of Khor Al Adaid and slide down the horseshoe-shaped Singing Dunes, you’ll discover how the desert lies at the literal heart of Qatar – and the figurative one of its people. 

Search out Qatar’s history

Bedouin have long lived around the Arabian deserts, but the culture’s nomadic lifestyle means that most places in this region don’t have any ancient structures. Yet Qatar has few historic surprises, such as the petroglyphs at Al Jassasiya and the Unesco-listed Al Zubarah Fort , both well worth a visit.

Plan where to have a drink

It’s possible to stave off the heat with a cool beer in Qatar – but you’ll need to plan ahead. You cannot import alcohol into Qatar from duty-free shops or buy anything but non-alcoholic beer from the grocery store, nor are you allowed to drink alcohol in public places. Alcohol is available in Qatar only on licensed premises, such as larger hotels and hotel restaurants. Most hotels have superb bars, comfortable beer gardens or outdoor restaurants where you can sit back with a glass or two.

As the date of the much-awaited Fifa World Cup in Qatar draws nearer, ticket prices have increased manifolds. Tickets to Qatar which cost around Dh960 now will rocket to over Dh6,000 in some cases during the World Cup season. Given this, many football fans who are choosing to base themselves here are considering driving to watch the Fifa World Cup matches.

However, the Qatar interior ministry has announced that only cars with Qatari registration numbers will be allowed into the country for day trips between Tuesday, November 1 and Friday, December 23. Others wishing to enter the country using their cars need to meet specific requirements and have special permissions.

Here is an explainer on the rules and regulations about driving to Qatar from Dubai.

Drivers can enter Qatar through the Abu Samra crossing located on Salwa Road. The drive from Dubai to Doha is roughly around 650 km and will take an average of 6 to 7 hours. From Abu Dhabi, the trip is only approximately 550 km and can be completed in less than 6 hours. The border crossing, which has free parking, can receive 4,000 travellers per hour and is open for visitors.

Who can enter

Earlier, only those with match tickets were permitted into the country during the sporting event. However, last week it was announced that international fans who have purchased match tickets will be able to invite up to three guests with or without tickets into Qatar to experience the fan zones. Although the ticket-holder needs to be at least 18 years old, there is no age limit to those who can be invited.

The permits

Those travelling to Qatar have been classified into four categories:

1. One day visitors : Citizens, residents and GCC nationals visiting Qatar for one day can enter with their cars only if their vehicle has a Qatari registration plate. Others must pre-reserve a border parking spot where they can park for free for 24 hours from the time they enter the country. They can then travel using shuttle buses to Doha Central Station or Al Qalayel meeting point. A service charge of QAR1,000 applies for the second day the car is parked at the border. The parking reservation will be available from November 1.

2. Fans with special permission: International visitors who have match tickets can enter Qatar with their own private vehicles if they meet a specific set of requirements. The vehicle must have a minimum of three people and a maximum of six and the ticket holder must have booked hotel accommodation in Qatar for at least five nights. The visitor can apply for entry permit, which costs Dh5043, using the Hayya to Qatar 2022 app and must purchase vehicle insurance as well.

3. Fans coming by bus: Fans arriving to watch the match can opt to take a bus that will drop them off at the border terminal. The visitor must carry a Hayya card. After entry procedures, they can take the free bus from the terminal to Al Messila Metro Station in Doha or use the shuttle bus to Al Qalayel family and friends pick-up area.

4. Special cases: Although all borders of Qatar have been shut to those not attending the World Cup, special humanitarian cases will be considered. Those wishing to enter the country can apply for the permit through the Ministry of Home Affairs website, where applications will be reviewed and answered within 6 hours.

World Cup 2022: how to get to Qatar from the UAE, visa rules and what you need to know

Luxury charters have been in demand from supporters basing themselves in Dubai, and flying in for matches during the month-long tournament that kicks off in Qatar on Sunday, November 20.

The Qatar World Cup kicks off in November and promises to be hugely popular with UAE sports enthusiasts, as official agents have reported record ticket sales — with huge demand for quarter-final matches.

Host Qatar and Ecuador provide the curtain opener at the Al Bayt Stadium on November 20, and it's not too late for UAE residents to plan a trip to the region’s biggest sporting event.

How do I travel to Qatar from the UAE?

Flying is likely to remain the most convenient — albeit costly — option for football fans, particularly as rules on driving to Qatar have changed

Anyone visiting by car must now park at Qatar's Abu Samra land border crossing with Saudi Arabia on the Salwa Road, and then take a free shuttle bus into Doha, 90 kilometres away.

Flights into Doha on December 9, when the first quarter finals are due to be played, and returning on December 10, are currently available with Flydubai for under Dh1,000 ($272).

To fly back a day later on December 11, fans will have to pay around Dh500 more, flying with Qatar Airways.

Match hospitality tickets are also available from FIFA’s official agents in the UAE , Expat Sport.

“The UAE has had its highest recorded ticket sales for any World Cup to date,” said Alan Holt, managing director of Expat Sport.

“Our most popular package for UAE residents so far has been the quarter finals.

“It's over a long weekend, so people only need to take the Friday off work to see the top teams in the world.

“For UAE-based football fans this is the ultimate weekend experience of what will, no doubt, be incredible football and the opportunity to soak up the exciting atmosphere in both the stadiums and Doha .”

What about accommodation?

Expat Sport has six levels of match hospitality packages, starting from Dh3,500 for seats in an allocated section of the stadium, with four hours of tented hospitality and parking.

The price does not include travel or accommodation, which the company can also provide if required.

Four star and five-star accommodation options are available in Doha from the agent, while match tickets can still be purchased direct from Fifa .

“Due to all the stadiums being in relatively proximity, this would be the first World Cup where fans can watch two games over two days without moving out of the host city,” said Mr Holt.

“This is one of the major advantages of Qatar as a host nation.

“For our customers we are recommending including the match in the Lusail Stadium as this is Qatar's biggest stadium, so we would naturally assume the top qualifying teams will play there.”

What is the Hayya card?

Anyone wishing to visit Doha during the World Cup , which takes place between November 20 and December 18, must have a digital Hayya card.

This is a preapproved entry permit into Qatar, and can only be accessed once in possession of an official match ticket.

A similar process was implemented for the 2018 Russia World Cup to simplify the usually complicated and lengthy process of visa applications for fans.

The Hayya card is essential for stadium entry, and will also give access to free bus services and the Doha Metro. Fans can register for the card on the Fifa website.

Can I still book flights?

Yes. Commercial air travel will be the most popular route for fans. Scheduled flights will arrive at Hamad International Airport, while chartered flights and private jets will arrive at Doha International Airport.

From the UAE fans can catch flights with several airlines including flydubai and Air Arabia.

Anyone travelling to any of the six GCC nations — Bahrain, Kuwait, Oman , Qatar, Saudi Arabia and the UAE — must have a passport valid for at least six months.

Strict Covid-19 measures are likely to remain in place throughout the tournament.

Mobile disinfection robots are operating at Hamad International Airport, while smart screening helmets allows staff to measure the temperature of passengers throughout the terminal.

The airport also has 38 thermal screening cameras at entry points, while wearing masks is mandatory.

Saudia will be operating 40 shuttle flights daily to Doha from both Jeddah and Riyadh in Saudi Arabia, increased to 60 daily flights on the Saudi team’s match days.

Doha is only a 90-minute flight from Riyadh.

Do I need a PCR test or vaccination for entry?

The Qatar Entry Registration is a mandatory travel document for all international travellers and will record their health and personal information, including a negative PCR test result .

Anyone with a match ticket must be fully vaccinated.

As travel advice is constantly changing, visitors are advised to check their chosen airline’s latest rules and guidelines from Qatar's Ministry of Public Health.

Proof of vaccination status is required for stadium entry, as well as use of public transport, via the Qatari government Ehteraz app.

Al Hosn and other GCC-approved mobile apps, the European pass app and UK’s NHS Covid Pass will also be accepted.

How do I get to my accommodation in Doha?

Passengers arriving at Hamad International Airport can take the Metro Red Line directly into central Doha from T1 Metro Station.

Digital Hayya cards allow free use of the Doha Metro from November 11 until December 23.

Karwa public airport bus services will be expanded for the World Cup.

All bus stations have lifts and space for wheelchairs and also allow guide dogs.

Taxis are available 24 hours from the arrivals hall, either through the turquoise Karwa taxis or private Uber and Careem services.

Shuttle buses will be provided from HIA for those staying at the cruise ship hotels at Doha’s Grand Terminal in West Bay, and to other official accommodation sites between November 14 and December 18.

Seats must be booked in advance using the Hayya to Qatar 2022 mobile app.

Passengers arriving at Doha International Airport can take the Gold Line directly into central Doha and return on the Red Line to Al Matar Al Qadeem Metro station, near the airport.

A Mowasalat shuttle bus number A840 will be in operation between the airport’s arrivals hall and Souq Waqif Bus Hub — South.

People travelling to Doha from Abu Dhabi by car will cover a stretch of 550km and cross through Saudi Arabia.

How do I drive to Doha?

Road access to Qatar is by the Abu Samra land border crossing with Saudi Arabia, but drivers must leave their vehicle at the border on the Saudi side and take a free shuttle bus for onward journeys into central Doha.

It is possible to drive the 695km desert route from Dubai to the Qatar border or 588km journey from Abu Dhabi, if in possession of entry visas, insurance and driving permits for Saudi Arabia and Qatar.

Fans travelling by road also need their approved Hayya card to enter Qatar, as well as any other immigration documents.

After fans cross the border, free bus number B811 will take supporters to Al Messila Metro Station on the Green Line.

On the return journey, the shuttle bus will take fans back to the land border from the Al Messila station.

Seats must be booked in advance and passengers provide an estimated arrival time on the Hayya to Qatar 2022 app.

Can I get to Doha by sea?

Chartered cruise ships are scheduled by the Qatar National Tourism Council and will be docked at Hamad Port, although all travel arrangements are organised by cruise operators.

Cruise ships will dock at Hamad Port for stopovers in Qatar, while some will be used as floating hotels for the duration of the World Cup.

How do I travel around Qatar?

Travelling around this relatively small country should be easy, particularly as the Hayya card offers free use of public transport.

Doha's Metro has three lines — the Gold, Green and Red lines — covering 37 stations, with trains running every three minutes.

Free M etrolink buses run useful routes within two to five km of stations, while free Metroexpress minibuses will shuttle passengers between stations and nearby locations.

Seats can be booked via the Karwa Taxi app.

Operating hours will be extended during the World Cup. From November 17 to December 20, trains will run from 6am to 3am from Saturday to Thursday and from 9am to 3am on Fridays.

There are also three tram systems.

The Lusail Tram connects to the Metro via Legtaifiya Station on the Red Line, while the Education City Tram connects to the Education City, Qatar National Library and Al Shabab stations on the Green Line.

The Msheireb Tram connects Msheireb Metro Station hub to landmark locations within Msheireb Downtown Doha.

Public buses also operate across Doha and a free stadium bus service will operate from Barwa Madinatna, Souq Waqif North, the Fifa Fan Festival, West Bay and Barwa Barahat.

Services will operate four hours before kick-off and end 90 minutes after the final whistle.

TRAVEL TO QATAR FROM THE UAE

Those planning to travel to Qatar from the UAE can choose to commute via air, road or sea. The easy and quick way to reach Qatar from the Emirates is by air. It takes around an hour or two to reach, and you must book a flight in advance. 

Irrespective of the mode of commute you choose, you have to fulfil some UAE to Qatar travel requirements. So, let’s talk about the visa first.

Citizens of more than 95 countries are eligible for visa-free entry or visa waiver upon arrival to Qatar. However, certain terms and conditions apply that you can check on the official visit Qatar website . It is worth noting that Qatar is one of the countries UAE residents can travel without a visa or with an e-visa. Even expats holding an Indian or Pakistani passport can avail of this benefit.

QATAR VISA 

Citizens from one of the eligible countries applying for a Qatar visa can get a visa waiver upon arrival. The validity of the visa will be for 30 days for single and multiple trips. Tourists can apply for visa extension for a further 30-day period. Also, the visa waiver is available for 90 days for single or multiple visits. That said, the 90-day visa waiver is available for citizens of certain countries. UAE nationals do not require a visa to enter Qatar.

THINGS TO CONSIDER BEFORE APPLYING FOR QATAR VISA 

  • Passport with a validity of a minimum of 6 months
  • Confirmed return tickets (if travelling by air) 
  • Make hotel reservations before applying for the visa 
  • Must have a polio vaccination card
  • Fully vaccinated with Ministry of Public Health’s vaccines and have completed 14 days before travelling to Qatar
  • Negative PCR test certificate

Those holding a GCC resident visa can apply for a single-trip Qatar visa for a period of 30 days. The visa can be renewed for further 30 days. Residents of any GCC countries entering Qatar must submit official documents verifying their profession in the respective country.

Besides, UAE residents travelling to Qatar should get a Hayya Card. This card is mandatory to avail of visa-free entry for a 30-day period.  With this card, you can use public transport in Qatar for free. Also, a Hayya Card is mandatory even if you opt to travel to Qatar from the UAE by road or sea.

If you are adventurous and enjoy long road trips, you may opt to travel to Qatar from the UAE by road. 

Yes, you can travel to Qatar in your own vehicle from Dubai or Abu Dhabi. Qatar is a drive of around 5 to 7 hours from both Emirates.  There are two borders that you have to pass through: from UAE to Ghuwaifat (Saudi Arabia border) and from Saudi Arabia to Salwat (Qatar border). 

The travel time depends on the border inspections, as it may take around two hours or more on days with a heavy flow of traffic. 

Once you reach Ghuwaifat, you have to get off your vehicle and present your passport, visa and other required documents to officials on the border. As per the new rule for driving to Qatar, you will have to park your car at the Abu Samra land border that connects Qatar and Saudi Arabia. From that border, you can then take a free shuttle bus that takes passengers to central Doha. 

DRIVING YOUR VEHICLE OUTSIDE THE UAE

If your vehicle is registered in Dubai and you are an expat living in the Emirate, you must get a Tourism Certificate from the Roads and Transport Authority (RTA) Dubai. This certificate is mandatory when driving your vehicle outside the UAE as a tourist. However, an RTA tourism certificate is not required if you are a UAE national or a GCC national.

Moreover, you will have to obtain a Clearance Certificate from RTA Dubai if the vehicle registered in Dubai is not in your name. This certificate indicates that the car is not under any restrictions (mortgage) or has any unpaid traffic fines. 

Also, you will have to get your car insurance to enter Saudi Arabia and Qatar. This insurance will remain valid for 15 days. If your insurance has expired on your way back to UAE via Saudi Arabia, you will have to buy new insurance. Therefore, it is better to get third-party GCC-wide insurance for at least a month.

RENTAL BOAT OR CRUISE

Travelling via sea to Qatar could be a unique experience for adventurous travellers. One can book a cruise to travel to Qatar from the UAE. You can take one of the cruises in the UAE from the Arabian Gulf to reach Qatar and other port cities.

Since ferry service to Doha from Dubai is not available at the moment, people living in the UAE can also rent a boat from Dubai to Qatar. 

QATAR ENTRY RULES 

The Qatar government has implemented certain entry rules for all travellers. Here we have detailed the entry rules to further facilitate in planning your trip to Qatar from the UAE: 

  • Pakistani, Iranian and Indian passport holders need to make hotel reservations before entering Qatar to get their visa on arrival. 
  • Register an entry permit on the Ehteraz portal to obtain pre-travel approval, in case you hold a Pakistani, Indian or Iranian passport. It is also worthwhile to note that pre-travel registration does not apply to GCC residents and citizens.
  • When travelling to Qatar, you need to keep your negative PCR test certificate. Also, get a PCR test done 48 hours before departure or a Rapid Antigen test before 24 hours. Rapid Antigen tests conducted at home are not accepted. 
  • Upon arrival in Qatar, download the Ehteraz app ( Android | iOS ) and activate the app using your SIM card or passport number.

Entry, Exit and Visa Requirements

Tourist visas:  When traveling on a U.S. tourist passport, travelers may obtain a free visa upon arrival, if they have six-months validity in their passport and a return or onward ticket. The visa is valid for 30 days from the date of issuance and entitles the holder to spend up to 30 days in Qatar, or multiple entries during the 30-day validity. It may be extended for a further 30 days. See the Government of Qatar’s website for  visa information .

Former Residency Permit Holders:  Former resident permit holders seeking to return to Qatar should carry a “no objection letter” issued by their former sponsor.

Exit Permits:

  • Exit permits are no longer required for U.S. citizens working in Qatar, with the exception of employees deemed “essential” by their employers, who must still be granted an exit permit.
  • If you owe money, you will be barred from exiting Qatar. Qatari banks place holds on accounts to ensure all debts are paid before you leave.
  • U.S. citizens with family residence visas do not need an exit permit. However, a family member who sponsors their dependents (usually the person employed in Qatar) can elect to receive instant notification if dependents attempt to depart the country.

Qatar does not recognize dual nationality.  If you hold Qatari citizenship, Qatari law requires that you enter and exit on your Qatari passport. Qatari authorities may confiscate your U.S. passport if you hold Qatari/U.S. dual nationality. Should this happen, contact the U.S. Embassy. The seizure does not constitute loss of U.S. citizenship.

Military Personnel  should consult the Department of Defense Foreign Clearance Guide before traveling, since different entry/exit requirements may apply. For further information, call the Host Nation Coordination Cell of the 379 th  Air Expeditionary Wing at 011-974-5551-0815.

Some restrictions  exist for foreign residents of Qatar who test positive for certain communicable diseases, including HIV/AIDs. Medical exams are required for individuals seeking residency in Qatar, but not for transit passengers or short-term visitors.  Qatari authorities will not bar HIV-positive temporary visitors from entry to Qatar based on their health status.  However, Qatar denies residency and employment to HIV or tuberculosis-positive applicants (among other communicable diseases).  Short-term visitors to Qatar with medications on their person are advised to carry a copy of their prescriptions. Please verify this information with the  Embassy of Qatar  before you travel.

Customs  regulations prohibit the import of alcohol over the duty-free cap, narcotics, pork products, weapons or weapons-related articles (hand cuffs, laser pointers, etc.), drones, professional photography equipment to include telescopic lenses, as well as pornographic or sexually-related materials.

Safety and Security

Terrorism:  Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad.  Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to target crowds more effectively target crowds.  Frequently, their aim is unprotected or vulnerable targets, such as: 

  • High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.) 
  • Hotels, clubs, and restaurants frequented by tourists 
  • Places of worship 
  • Schools 
  • Parks 
  • Shopping malls and markets 
  • Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

  • Practice personal security measures at all times.
  • Keep a low profile.
  • Be aware of your surroundings and local events.
  • Stay alert in locations frequented by Westerners.
  • Monitor local media broadcasts and consular messages.
  • Vary travel routes and times when possible.
  • Be extra vigilant when frequenting banks or ATMs.

Areas to Avoid:

  • Large crowds and demonstrations in case of unrest
  • Labor or work camps located outside of cities and major industrial areas.  These areas are highly congested with limited physical and hygiene standards.

Crime : The crime rate in Qatar is generally low. Incidents of violence and petty theft are rare but do occur.  There is a large police presence throughout the country.

Victims of Crime : Report crimes to the local police at 999 and contact the U.S. Embassy at + (974) 4496-6000.  Remember that local authorities are responsible for investigating and prosecuting crime.

Victims of Sexual Assault:  Sexual relations outside of marriage are illegal in Qatar and subject to criminal prosecution. Instances can result in arrest, fines, imprisonment, and deportation.  If a U.S. citizen is a victim of sexual assault in Qatar, we strongly encourage you to contact the U.S. Embassy immediately, prior to contacting the local authorities.

Domestic Violence:  U.S. citizen victims of domestic violence are strongly urged to contact the Embassy immediately at + (974) 4496-6000 for assistance. Victims may also seek medical care through Hamad Hospital emergency room at 16060 or +(974) 4439-5777 if you are calling from overseas.

  • Help you find appropriate medical care
  • Assist you in reporting a crime to the police
  • Contact relatives or friends with your written consent
  • Provide general information regarding the victim’s role during the local investigation   and following its conclusion Provide
  • Provide a list of  local attorneys
  • Provide our information on  victim’s compensation programs in the U.S.
  • Provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution
  • Help you arrange flights home
  • Replace a stolen or lost passport

Tourism : The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur. Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field. In the event of an injury, appropriate medical treatment is typically available only in/near major cities. First responders are generally unable to access areas outside of major cities and to provide urgent medical treatment. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Exit bans prevent those faced with legal proceedings from leaving Qatar until their case is abandoned or resolved.  This can take months or years. The Government of Qatar does not offer any social support for individuals under exit bans.

Reasons for exit bans can include:

  • Labor or financial disputes
  • Personal debt (including bounced checks, credit card debt, and bank loans)
  • Outstanding contracts or leases
  • Traffic fines
  • Pending legal matters, including cases related to gestures or behavior reported by Qataris that are viewed as “offensive.”

U.S. citizens have been subjected to exit bans and/or placed in prison pending payment of debts.

Always carry a copy of your passport for proof of identity, or authorities may detain you for questioning.

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be arrested, deported, or imprisoned.  Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Criminal penalties for certain offenses are much harsher than those in the U.S.:

  • Incidents involving obscene language, gestures, or insulting comments often result in arrest, imprisonment, and/or fines.
  • Alcohol-Related Offenses, including public intoxication, can result in severe penalties such as arrest, heavy fines, imprisonment, and/or deportation.  Qatar maintains a zero-tolerance policy against drinking and driving.
  • Use of Illegal Drugs can result in long jail sentences and steep fines.

Arrest Notification:  Qatari authorities do not routinely notify the U.S. Embassy of a U.S. citizen’s arrest. If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. If you are not allowed to do so, ask a friend or family member to contact the U.S. Embassy.  See our  webpage  for further information.

For more serious crimes, Qatari authorities may not allow U.S. Embassy officials to visit until the initial interrogation is completed.

Qatari police sometimes arrest U.S. citizens without providing access to legal counsel.  You could be arrested for being a:

  • Potential witness to a crime (including traffic accidents involving injuries; slander, traffic arguments, etc.)
  • Relative of a suspect
  • Criminal Suspect

If arrested—regardless of the charge—you may spend 1-2 nights in jail before a hearing takes place. Once arrested, only the Qatari Public Prosecution and Courts have the authority to grant a release.

Qatari law favors employers over employees.  In the event of a contract or employment dispute, Qatari authorities refer to the Arabic language of a contract. Employees have limited recourse if their employer terminates a contract early. If a sponsor files a complaint against an employee who departed Qatar, the employee may be barred from returning to Qatar, even on a tourist or airport visa. Many terminated U.S. citizens have been barred from departing Qatar because of pre-existing debt.

Despite recent legal changes, transferring employment prior to the end of a contract often requires the permission of the previous employer and is subject to approval by the Ministry of the Interior. Additional mechanisms for transferring employers exist through the Ministry of Interior in cases such as bankruptcy, abuse, or repeated failure to pay an employee on time.

Drug Use: Most drugs that are illegal in the United States are also illegal in Qatar, including marijuana/THC, CBD products, and vape products. The potential consequences for use or possession may be harsh.  

Clothing : Many public areas in Qatar have dress codes that require both men and women cover shoulders, chests, stomachs, and knees, and that tight leggings be covered by a long shirt or dress. Attire standards can vary between neighborhoods and facilities.  Faith-Based Travelers:  Religion is a very sensitive issue in Qatar; treat any discussions on religion with care and caution. The law provides for a prison sentence of up to seven years for defaming, desecrating, or committing blasphemy against Islam, Christianity, or Judaism. Public worship by non-Islamic faiths and atheism are illegal and subject to prosecution.

Proselytizing is against the law.  Attempts to covert a member of another religion or even “share your faith” can be considered “proselytizing.” Penalties cancan include deportation or imprisonment.

While you may import religious material for personal use,  bringing religious materials into the country for proselytizing purposes is prohibited.

Charitable activities, both religious and non-religious, must be approved in advance by the Ministry of Social Affairs.

LGBTQI+ Travelers:  Same-sex sexual relations between men are illegal, even if consensual. Penalties include lashing, lengthy prison sentences and/or deportation.

There is no law criminalizing same-sex sexual relations between women, though cultural norms are conservative.

Businesses are prohibited from selling and individuals are prohibited from distributing rainbow colored merchandise.

Travelers with Disabilities: The law in Qatar prohibits discrimination against persons with physical, sensory, intellectual, or mental disabilities, the law is not enforced.  Social acceptance of persons with disabilities in public is not as prevalent as in the in the United States.  Expect accessibility to be limited in public transportation, lodging, communication/information, and general infrastructure.

Private hospitals charge QR 50 - 160 test. Test results are usually provided by email, but some clinics require you to pick up the travel certificate in person. Always carry your prescription medication in original packaging, along with your doctor’s prescription. Some prescription medications from the United States are unavailable or restricted in Qatar, for example, stimulants, strong pain medications, and some medications used by HIV+ patients. Check with the  Qatari customs authority  on proper travel procedures and the  Ministry of Public Health  to ensure the medication is legal in Qatar. Discuss a health care plan with your doctor before you travel.

Contraceptives, Pregnancy, and Prenatal Care:  Sexual intercourse outside of marriage is illegal in Qatar.  As such, pregnant women must present a marriage certificate to receive prenatal care at medical facilities in Qatar.  Unmarried pregnant women should consult the U.S. Embassy prior to pursuing prenatal care in Qatar. Contraceptives are available over the counter with no prescription required. Emergency contraceptives are not available. We advise all travelers to plan accordingly.

Travel and Transportation

Road Conditions and Safety: For current traffic regulations, see the  Ministry of Interior’s Traffic Police  website.

Driving:  The legal minimum driving age is 18.  Holders of a U.S. issued driver’s license can drive in Qatar for two weeks, but most car rental agencies require an international driver’s license. Three-month Temporary Licenses are available.  International Driving Licenses are valid in Qatar for six months from the date of arrival.  Resident expatriates should apply for a full Qatari license. If you are caught operating a vehicle without a valid license, penalties can be severe.  For more information, see the Qatari Traffic Services website .

Traffic accidents  are one of the leading causes of death in Qatar. The extensive use of roundabouts, numerous road construction projects, and high-speed driving can be challenging. In rural areas, poor lighting, wandering camels, and roads without shoulders create hazards.  If you are in an accident without a license, any insurance may be held invalid, and you could be left with extensive bills and legal charges.

Avoid arguments over traffic incidents . Qatari citizens who feel insulted can file a police complaint that can result in your arrest and overnight detention. Drivers are liable for persons injured in a traffic accident. Local police have held U.S. citizens overnight while ascertaining the extent of injuries.

Traffic Fines:  Please be aware that traffic offenses are easily captured via well-placed cameras and the fines can be expensive. Unpaid traffic fines can result in an exit ban until reconciled. 

Public Transportation:  Regulated and registered taxi services (Uber, Karwa, Fox Transportation, and Careem) are widely available and generally safe to use. The Embassy recommends you avoid use unlicensed taxi operators or drivers who approach you and attempt to solicit business. Do not allow the driver to pick up additional passengers along the way. To avoid cultural misunderstandings, females traveling alone should always sit in the back (never the front) seat. 

Qatar Rail : The Doha Metro is safe, modern, and inexpensive.

Mowasalat Public Bus : Laborers and construction workers predominantly use this mode of public transportation. The front seats in the buses are generally reserved for women and children. The U.S. Embassy recommends the use of regulated taxi services rather than public buses.

The biggest football tournament in the world starts later this month. The excitement is unprecedented as it’s the first FIFA World Cup held in the Arab World. Interestingly the UAE is also playing host to many World Cup-going fans. Some people will travel from Dubai to Qatar for World Cup 2022 via special flights; others may opt to use the excellent road connectivity and drive across the border.

So, if you are one of the lucky ones travelling to Qatar from the UAE, read on as we discuss the entire air and land travel requirements.

HOW TO TRAVEL FROM DUBAI TO QATAR FOR FIFA WORLD CUP 2022

The UAE has announced a special multi-entry tourist visa for World Cup 2022 . Match goers can fly to Qatar on match days and return to the UAE before flying again for the next match they have tickets for. Special accommodation packages and flights have been arranged for football fans.

Also, visitors with valid Hayya cards or participants of the Hayya With Me scheme will be able to travel to Qatar. The fee for the Qatar visa is AED 100. It is valid for 90 days and can be applied via the ICP website.

Once you have the visa, there are two options to travel.

AIR TRAVEL FROM THE UAE TO QATAR

Many airlines will operate daily flights from the UAE to Qatar during the World Cup. There are charter flights as well if your budget permits.

COMMERCIAL FLIGHTS

Fans can opt for shuttle flights from different emirates:

  • Fly Dubai: 30 flights a day at a starting price of AED 947.
  • Qatar Airways: Multiple daily flights from Dubai, Abu Dhabi and Sharjah.
  • Etihad Airways: Two direct daily flights from Abu Dhabi and multiple connecting flights via Dubai.
  • Egypt Air: Daily flights from Sharjah.

Once you have entered Qatar’s Doha International Airport, there will be multiple transport options, including the Doha Metro, shuttle buses, taxis and ride-hail services (Uber and Careem). Details about the routes and timetable of shuttle buses are available on the Mowasalat website.

Hayya Card will be checked before departure. So make sure to register as soon as you buy the match ticket.

CHARTER FLIGHTS

Since demand for commercial flights is at an all-time high, it might make financial sense to book a charter flight to travel to and from Qatar. Depending on the number of passengers and city of departure, it might be the more cost-effective option.

The DC Aviation Al-Futtaim is offering special charter flights. Different types of aircraft are available:

  • Falcon 2000 (10-seater)
  • Bombardier Challenger 604 (9-seater)
  • Pilatus PC-12 (8-seater)
  • Cessna Citation Mustang (4-seater)

You can book a charter flight with tour operating companies like Tahseen Aviation, Sam Chui and Chapman Freeborn. The cost for a 4 to 6-seater may average at AED 66k; for a 10 to 12-seater, it can be around AED 110k.

If you are travelling from Dubai World Central (DWC), public buses will be operating round the clock from DWC to Ibn Battuta and Expo City Metro Stations. Baggage allowance is limited to cabin baggage only. Strollers and wheelchairs will be accepted as checked-in luggage.

TRAVEL FROM DUBAI TO QATAR FOR FIFA 2022 WORLD CUP BY ROAD

You can also travel by road from the UAE to Qatar for FIFA 2022 World Cup. The journey to the Abu Samra border crossing will take five to six hours from the capital and six to seven hours from Dubai. However, please note that there are certain restrictions when travelling to Qatar during this period.

Qatari citizens, residents and GCC nationals holding Qatari IDs and driving vehicles with Qatari number plates will be allowed to drive into the country. They do not need a Hayya card.

Special permission can also be granted to fans if they meet certain criteria. That includes: 

  • Confirmed accommodation approved via the Hayya platform for 5 nights minimum for the driver.
  • Each vehicle should have a minimum of 3 and a maximum of 6 individuals, all carrying a Hayya card.

If you meet the criteria, you can apply for a special permit via the official Hayya card platform. Once the application has been approved, you will receive an email link guiding you on how to get vehicle insurance.

Once the insurance has expired, the applicant has to follow up within 24 hours and obtain the permit again by paying AED 5,043.

Please note that the permit is valid for one day only and cannot be used for multiple entries. Visitors are prohibited from driving in restricted areas such as A-Ring and B-Ring roads and all roads and intersections leading there).

World Cup Groups

ONE DAY VISITOR

Fans can also visit Qatar to attend a single match or multiple matches within 24 hours. They don’t need a hotel booking to be eligible. The Qatar World Cup offers this unique opportunity due to the short distance between stadiums. Nevertheless, certain conditions have to be met.

  • Visitors should carry a Hayya Card
  • You must park your vehicle in the border parking space. Reservations have to be made before your arrival via the Hayya platform.
  • Parking is free for 24 hours from the time of vehicle entry. However, if the car is parked for more than 24 hours, a charge of AED 1,008 will have to be paid. After 48 hours, the vehicle will be towed away, and an extra charge of AED 1,008 will be added. Payment can be made electronically via a link which will be emailed when registering on the platform. Parking spaces will be available from 1 st November onwards.
  • From the Abu Samra checkpoint, fans can travel via buses to Doha Central Station (Al Messila) or Al Qalayel.

TRAVELING VIA BUS FROM THE UAE TO QATAR

Those travelling by bus have to follow this procedure.

  • Carry a Hayya Card.
  • Reach the checkpoint and complete the entry procedures.
  • Take the bus from there to Doha Central Station (Al Messila) or Al Qalayel.

WHAT ARE THE COVID-19 RELATED REQUIREMENTS WHEN TRAVELLING TO QATAR?

From November 1st, the Qatar government has scrapped the COVID entry test requirement. Hence, visitors don’t have to present a negative PCR test when entering the country. Similarly, there are no quarantine requirements or a mask mandate either.

However, when visiting a healthcare facility, you must wear a mask and show your status on the government-run contact tracing application Ehteraz.

WHAT IS A HAYYA CARD?

Hayya card is a multi-entry permit for those planning to attend FIFA World Cup 2022 matches. Cardholders will be eligible for free transportation. Additionally, with the Hayya with Me (1+3) campaign, cardholders can invite three individuals to Qatar who don’t have match tickets.  

All Hayya card holders can apply for the UAE’s multi-entry visa scheme. You can apply for Hayya cards via the official Qatar 2022 website.

WHEN DOES THE WORLD CUP START?

The tournament begins on November 20. A total of 64 games will be played across four weeks. Two finalists will compete for the winner’s trophy on Sunday, December 18.

CAN I STILL GET WORLD CUP TICKETS?

Yes, you can still buy FIFA World Cup tickets via the official website and plan a trip on your own. Dubai’s first football-themed hotel can be your home during the World Cup. If you’ve got match tickets, feel free to book World Cup tour packages from Dubai .

CAN FANS VISIT QATAR WITHOUT MATCH TICKETS DURING THE WORLD CUP?

Yes, as per the latest announcement made fans without match tickets can visit Qatar from the 2nd of December. However, they still have to apply for a Hayya card. They will be able to enjoy the World Cup atmosphere with fans travelling from around the world.

It's the first time that a Middle East country will host this competition, the sporting event has never happened so close to the United Arab Emirates. 2022 FIFA World Cup in Qatar

The 2022 FIFA World Cup will take place from November 1 to December 18 in eight stadiums in Qatar. FIFA changed the competition's calendar, which usually happens in June, so that the matches could occur in the Qatari winter, during cooler temperatures, between 70 °F (21.11 °C) and 80 °F (26.67 °C).

The government invested in infrastructure to make this World Cup edition epic. The subway was improved, so each stadium has different lines, avoiding big crowds on game days. There will be special cruises to accommodate all tourists going to the event.

The main cities hosting the matches are Doha, Al Wakrah, and Al Khor . They're both developed and full of attractions. So, besides the match time, you can visit museums, markets, beaches, and enjoy good restaurants.

How to apply for the Hayya Card - Fan ID

One of the requirements for traveling from the UAE to Qatar is the Hayya Card , also known as Fan ID . This document was developed by Qatar authorities to facilitate tourists' identification during the World Cup. It has the traveler's data, and it will give access to stadiums and public transportation.

The Fan ID is mandatory to visit Qatar during the sporting event, which means that all passengers arriving have to apply, even travelers that won't attend matches.

But don't worry; registration is pretty simple. You can apply via iVisa , by filling out your personal data and ticket information.

Traveling to Qatar from UAE

As GCC nationals, passport holders from the United Arab Emirates have to follow the same COVID-19 restrictions and visa requirements as the rest of the Gulf Cooperation Council countries (Bahrain, Kuwait, Oman, Saudi Arabia, and the United Arab Emirates) to travel to Qatar.

Ehteraz: Online Pre-travel Registration

It is not mandatory anymore to fill out Qatar's Entry Registration Form, also known as the Ehteraz Pre-Entry Registration Form , to travel from the United Arab Emirates to Qatar. This document was developed during the COVID-19 pandemic to help the health authorities to control coronavirus spread, track cases, and keep the territory safe for passengers and residents.

All COVID-19 requirements have been dropped in anticipation of the FIFA World Cup 2022. Both fully vaccinated and unvaccinated citizens from the United Arab Emirates are exempt from the Ehteraz Pre-Entry Registration Form, COVID-19 testing requirements, quarantine, and other.

Travelers can still download the Ehteraz mobile app and activate the app with an international SIM card as soon as they arrive at the airport to stay up-to-date about health information in Qatar.

Qatar Visa: Entry requirements

A visa is part of the travel requirements for Qatar. BuHowever, nationals from United Arab Emirates are eligible for a Visa on Arrival , getting the document on arrival in Doha, with no need for a pre-travel visit to the embassy. However, be aware that this is a visa for tourism, so if you are traveling for business or medical purposes, you have to contact the Qatar embassy.

The Visa on Arrival is free-cost, so you don't have to worry about fees. Plus, Qatar's authorities make the whole process on arrival. It's valid for a one-month stay and can be renewed for another two months.

Other than that, if you're traveling from the UAE to Qatar during the FIFA World Cup event, you must obtain a Hayya Card . This replaces a visa and gives access to public transport, stadiums, and more.

Travel tips from the United Arab Emirates to Qatar

The United Arab Emirates and Qatar are neighboring countries in the Persian Gulf. The route from one to another can be by land, water, or air . The prices and duration of travel vary according to which transport mode you use.

Airlines with international flights

In the United Arab Emirates, there are direct flights from Dubai and Abu Dhabi to Doha. It's a quick journey that takes around one hour.

Dubai to Qatar by boat

Considering the proximity between the UAE and Qatar, travelers can travel by Gulf water. But currently, there's no ferry service available from Abu Dhabi or Dubai to Doha. So the only way is to rent a boat.

Travel from the UAE to Qatar by road

Since the countries are close, the main question is, “Can I go to Qatar from Dubai by road?” Yes you can. The route has 648.9 km from Dubai to Doha , which takes around 6h 30 min.

You can drive from Abu Dhabi to Doha in less time: it's 5h 30 on the road to cover the 546 km.

Cities you should visit in Qatar

Doha : Well, you'll probably arrive in Doha, but besides being the main entrance to Qatar, the city is worth visiting. The capital combines modern landscapes with Arabic tradition. Additionally, there are art museums and markets to explore beyond the futuristic urban landscape.

Al Wakrah : This was a fisherman's village near Doha. Nowadays, the city has developed, even though fishing is still an economic activity around there. You can enjoy the beach, the port, and the local market.

Al Khor : It also used to be a small fisherman's village that grew up in the last years. As well as in Doha, modern architecture is amidst traditional Qatari buildings. It's also an excellent spot to enjoy the beach and restaurants.

  • There are almost no street lights on the route till the border. The best is to drive in the morning.

B – Checkpoint 1 – Saudi Customs

Hand over the Vehicle Istimara to the officer and obtain a  car slip  in return with your vehicle details and number of passengers mentioned in it. Carefully preserve this Slip until you enter Qatar.

C – Checkpoint 2 – Saudi Jawazaat (Passports)

Hand over the slip you obtained at the first checkpoint with all the passports for verification. The officer will put Saudi visa exit stamp on the passports and return them to you with the verification paper. They may ask for your Iqamah and fingerprints as well.

D- Checkpoint 3 – Saudi Security Inspection

At this checkpoint, there’s just a Quick Inspection of the Car Slip and all the passports. Drive towards Qatar border once you have cleared this checkpoint.

Obtain  compulsory Third-Party Car Insurance  for a minimum of 15 days for  SAR/QAR 170  for an SUV. For smaller cars, the price may be less. You can pay via Cash or Credit card.

E- Checkpoint 4 – Security Check

Handover  Car slip   Paper  provided by Qatar Customs and enter Qatar.

Step 1: Get Exit Re Entry Visa, Ensure Validity of Your Passport and Car Authorization

In order to exit Saudi Arabia to visit Qatar or any other country, Exit Re Entry Visa is required. Without Exit Re Entry visa you can’t leave the kingdom and can’t re-enter.

Additionally, your passport should also be valid. You can’t travel to Qatar from Saudi Arabia if your passport is expired or its expiry is just approaching. It is always a good practice to get your passport renewed well before its expiry to avoid any hassles.

Since you will be travelling by road, you also need to ensure your car authorization. The entry of GCC citizens and expats with their private vehicles to Qatar requires prior permission. Step 2: Book a Hotel in Qatar for Your Stay during the Visit

Booking your hotel using Discover Qatar is the next recommended step. Discover Qatar is the Destination Management Company of Qatar Airways. This is better if you book here and your profession is good, you need not pay On Arrival Fees of 100 QR. The Hotels here are cheaper as well, than actual rates , few hotels consider Above 5 yrs age as adult so the prices will be high. If you have younger children, ensure that you put their age as 5 or below 4. So the prices will be cheaper. Age doesn’t matter while booking for children. Names are important.

Some people opt to book using booking.com or other similar OTAs (Online Travel Agencies). However, it is better to avoid any eleventh hour hassles and opt for booking through the Discover Qatar platform.

Step 3: Get Mandatory Medical Insurance

Medical insurance is mandatory for you prior to visiting Qatar. You can apply for medical insurance online using MOPH Registered Insurance Companies

Dubai flooding hobbles major airport's operations as "historic weather event" brings torrential rains to UAE

Dubai, United Arab Emirates  — The desert nation of the United Arab Emirates attempted to dry out Wednesday from the heaviest rain ever recorded there after a deluge flooded out Dubai International Airport, disrupting travel through the world's busiest airfield for international travel. The state-run WAM news agency called the rain Tuesday "a historic weather event" that surpassed "anything documented since the start of data collection in 1949." 

The rains began late Monday, soaking the sands and roadways of Dubai with some 0.79 inches of rain, according to meteorological data collected at Dubai International Airport. The storms intensified around 9 a.m. local time Tuesday and continued throughout the day, dumping more rain and hail onto the overwhelmed city.

Flooding impacts Dubai International Airport

By the end of Tuesday, more than 5.59 inches of rainfall had soaked Dubai over 24 hours. An average year sees just 3.73 inches of rain fall at Dubai International Airport, a hub for the long-haul carrier Emirates.

At the airport, standing water lapped on taxiways as aircraft landed. Arrivals were halted Tuesday night and passengers struggled to reach terminals through the floodwater covering surrounding roads.

The airport said in a  series of social media posts  that all operations were halted for about 25 minutes on Tuesday afternoon and that all arrivals would be diverted after that "until the weather conditions improve." Late Wednesday morning, the airport and the flagship carrier Emirates were still warning travelers not to come to the airport unless absolutely necessary, saying all flight check-in was still suspended.

"Flights continue to be delayed and diverted. Please check your flight status directly with your airline," the airport said in a tweet. "We are working hard to recover operations as quickly as possible in very challenging conditions." 

One couple, who spoke to The Associated Press on condition of anonymity in a country with strict laws that criminalize critical speech, called the situation at the airport "absolute carnage."

"You cannot get a taxi. There's people sleeping in the Metro station. There's people sleeping in the airport," the man said Wednesday.

They ended up getting a taxi to near their home some 18 miles away, but floodwater on the road stopped them. A bystander helped them over a highway barrier with their carry-on luggage, the bottles of gin they picked up from a duty-free store clinking away.

UAE-BAHRAIN-OMAN-WEATHER-FLOOD

Paul Griffiths, the airport's CEO, acknowledged continued issues with flooding Wednesday morning, saying every place an aircraft could be safely parked was taken. Some aircraft had been diverted to Al Maktoum International Airport at Dubai World Central, the city-state's second airfield.

"It remains an incredibly challenging time. In living memory, I don't think anyone has ever seen conditions like it," Griffiths told the state-owned talk radio station Dubai Eye. "We are in uncharted territory, but I can assure everyone we are working as hard as we possibly can to make sure our customers and staff are looked after."

Did "cloud-seeding" contribute?

Rain also fell in Bahrain, Oman, Qatar and Saudi Arabia. However, the rains were acute across the UAE. One reason may have been " cloud seeding ," in which small planes flown by the government go through clouds burning special salt flares. Those flares can increase precipitation.

Several reports quoted meteorologists at the National Center for Meteorology as saying they flew six or seven cloud-seeding flights before the rains. The center did not immediately respond to questions Wednesday, though flight-tracking data analyzed by the AP showed one aircraft affiliated with the UAE's cloud-seeding efforts flew around the country Sunday.

The UAE, which relies heavily on energy-hungry desalination plants to provide water, conducts cloud seeding in part to increase its dwindling, limited groundwater.

Flooding closes schools across UAE

Schools across the UAE, a federation of seven sheikhdoms, largely shut ahead of the storm and government employees were largely working remotely if they could. Many workers stayed home as well, though some ventured out, with the unfortunate ones stalling out their vehicles in deeper-than-expected water covering some roads.

Heavy rains over Dubai

Authorities sent tanker trucks out into the streets and highways to pump away the water. Water poured into some homes, forcing people to bail out their houses.

The country's hereditary rulers offered no overall damage or injury information for the nation, as some people slept in their flooded vehicles Tuesday night. In Ras al-Khaimah, the country's northernmost emirate, police said a 70-year-old man died when his vehicle was swept away by floodwater.

Fujairah, an emirate on the UAE's eastern coast, saw the heaviest rainfall Tuesday with 5.7 inches falling there.

Authorities canceled school and the government instituted remote work again for Wednesday.

Rain is unusual in the UAE, an arid, Arabian Peninsula nation, but occurs periodically during the cooler winter months. Many roads and other areas lack drainage given the lack of regular rainfall, causing flooding.

Meanwhile in neighboring Oman, a sultanate that rests on the eastern edge of the Arabian Peninsula, at least 19 people were killed in heavy rains in recent days, according to a statement Wednesday from the country's National Committee for Emergency Management. That includes some 10 schoolchildren swept away in a vehicle with an adult, prompting condolences from rulers across the region.

Heavy rains over Dubai

Climatologists have warned for years that human-driven climate change is fueling more extreme and less predictable weather events across the globe.

Parts of southern Russia and Central Asia have also been dealing for days with unusually damaging amounts of rainfall and snowmelt, forcing tens of thousands of people to evacuate to higher ground and killing more than 60 people in Pakistan and Afghanistan.

DUBAI, United Arab Emirates (AP) — The United Arab Emirates attempted to dry out Wednesday from the heaviest rain the desert nation has ever recorded — a deluge that flooded out Dubai International Airport and disrupted flights through the world’s busiest airfield for international travel.

The state-run WAM news agency called the rain Tuesday “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.” That’s before crude oil was discovered in this energy-rich nation then part of a British protectorate known as the Trucial States.

Rain also fell in Bahrain, Oman, Qatar and Saudi Arabia, but was acute across the UAE.

The flooding sparked speculation that cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. But experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Several reports quoted meteorologists at the National Center for Meteorology as saying they flew six or seven cloud-seeding flights before the rains. Flight-tracking data analyzed by The Associated Press showed one aircraft affiliated with the UAE’s cloud-seeding efforts flew around the country Monday.

The National, an English-language, state-linked newspaper in Abu Dhabi, quoted an anonymous official at the center on Wednesday as saying no cloud seeding took place on Tuesday, without acknowledging any earlier flights.

The center did not respond to questions Wednesday from the AP.

The UAE, which heavily relies on energy-hungry desalination plants to provide water, conducts cloud seeding in part to increase its dwindling, limited groundwater .

Jeff Masters, a meteorologist for Yale Climate Connections, said the flooding in Dubai was caused by an unusually strong low pressure system that drove many rounds of heavy thunderstorms.

“You don’t need cloud seeding’s influence to account for the record deluge in Dubai,” Masters said.

Another expert, Steven Siems of Australia’s Monash University, agreed.

Given the size of the storm, any seeding effort would simply be pointless,” he said. “Nature is already doing the job perfectly well.”

Scientists also say climate change in general is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations’ COP28 climate talks just last year. Rising temperatures and other effects of global warming long have been viewed as a threat to life in the already-baking region.

The rains began late Monday, soaking the sands and roadways of Dubai with some 20 millimeters (0.79 inches) of rain, according to meteorological data collected at Dubai International Airport. The storms intensified around 9 a.m. Tuesday and continued throughout the day, dumping more rain and hail onto the overwhelmed city.

By the end of Tuesday, more than 142 millimeters (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimeters (3.73 inches) of rain at Dubai International Airport.

Standing water lapped on taxiways as aircraft landed. Arrivals were halted Tuesday night, and passengers struggled to reach terminals through water-covered roads.

One couple, who spoke to the AP on condition of anonymity to speak freely in a country with strict laws that criminalize critical speech, called the situation at the airport “absolute carnage.”

“You cannot get a taxi. There’s people sleeping in the Metro station. There’s people sleeping in the airport,” the man said Wednesday.

Dubai International Airport acknowledged Wednesday morning that the flooding had left “limited transportation options” and affected flights as aircraft crews couldn’t reach the airfield.

“Recovery will take some time,” the airport said on the social platform X.

Long-haul carrier Emirates and FlyDubai, its low-cost sister airline, had major disruptions.

Paul Griffiths, the airport’s CEO, acknowledged continued issues with flooding Wednesday morning, saying every place an aircraft could be safely parked was taken. Some aircraft had been diverted to Al Maktoum International Airport at Dubai World Central, the city-state’s second airfield.

“It remains an incredibly challenging time. In living memory, I don’t think anyone has ever seen conditions like it,” Griffiths told the state-owned talk radio station Dubai Eye. “We are in uncharted territory.”

Egypt’s national carrier, EgyptAir, also temporarily suspended flights between Cairo and Dubai due to the bad weather.

Schools across the UAE, a federation of seven sheikhdoms, largely shut ahead of the storm and government employees were largely working remotely if able. Many workers stayed home as well, though some ventured out, with the unfortunate stalling out their vehicles in deeper-than-expected water covering spots on some roads. That included parts of the Sheikh Zayed Road, a 12-lane highway through downtown Dubai.

Authorities sent tanker trucks out into the streets and highways to pump away the water. Water poured into some homes, forcing people to bail out their houses.

The country’s hereditary rulers offered no overall damage or injury information for the nation, as some slept in their flooded vehicles Tuesday night. In Ras al-Khaimah, the country’s northernmost emirate, police said one 70-year-old man died when his vehicle was swept away by floodwater.

Khatm al-Shakla, an area near Al Ain in Abu Dhabi, saw 254 millimeters (10 inches) of rain Tuesday, the most anywhere in the country, officials said.

Authorities canceled school and the government instituted remote work again for Wednesday. Dubai later closed schools for the rest of the week.

Rain is unusual in the UAE, an arid, Arabian Peninsula nation, but occurs periodically during the cooler winter months. Many roads and other areas lack drainage given the lack of regular rainfall, causing flooding.

Meanwhile in neighboring Oman, a sultanate that rests on the eastern edge of the Arabian Peninsula, at least 19 people were killed in heavy rains in recent days, according to a statement Wednesday from the country’s National Committee for Emergency Management. That includes some 10 schoolchildren swept away in a vehicle with an adult, which saw condolences come into the country from rulers across the region.

A wave of Israeli airstrikes in the southern Gazan city of Rafah compounded a devastating weekend for residents, say Palestinians.

Among the victims were 17 children, all part of the same extended family.

One woman said: "These children were sleeping, what did they do? What was their fault?"

Meanwhile, Israeli Prime Minister Benjamin Netanyahu says the military will "increase the political and military pressure on Hamas in the coming days".

Israel is yet to provide supporting evidence for its claim a significant number of UNRWA staff were members of terrorist organisations, according to a new UN report.

A review of the UN agency for Palestinian Refugees (UNRWA), led by French foreign minister Catherine Colonna, has found the group has robust frameworks to ensure compliance with humanitarian neutrality principles, though issues persist.

This review was launched after Israel alleged 12 UNRWA staff had taken part in the Hamas attacks on 7 October on Israel, which triggered the war in Gaza.

A UN oversight body is looking into those allegations in a separate investigation.

Reuters news agency reports it has reviewed a copy of the final report, which is set to be released later today.

Israel had made public claims based on an UNRWA staff list provided to it in March that "a significant number" of the group's staff were "members of terrorist organisations", the report states.

"However, Israel has yet to provide supporting evidence of this," it adds.

Several countries, including the UK, froze donations to the group following Israel's allegations.

In-person classes have been cancelled at a prestigious university in the US, as school officials hope to de-escalate tensions after pro-Palestinian protests led to mass arrests last week.

More than 100 protesters were arrested on Thursday at Columbia University in New York City when its president, Nemat Minouche Shafik, authorised police to clear an encampment set up by students demonstrating against Israel's offensive in Gaza.

In a statement today, Ms Shafik said: "These tensions have been exploited and amplified by individuals who are not affiliated with Columbia who have come to campus to pursue their own agendas."

She added: "We need a rest."

According to local media, Elie Buechler, an Orthodox rabbi at the university, told students campus and city police cannot guarantee the safety of Jewish students.

"It deeply pains me to say that I would strongly recommend you return home as soon as possible and remain home until the reality in and around campus has dramatically improved," he said in a WhatsApp message sent to hundreds over the weekend.

Tensions have risen at universities across the US since the war in Gaza began and the protests at Columbia, reminiscent of the demonstrations there against the Vietnam War more than 50 years ago, are the latest in a series of protests disrupting campuses, bridges and airports.

We reported earlier the head of Israeli military intelligence has resigned over failures around the 7 October attack (see our 8.21am post).

Major General Aharon Haliva became the first senior figure to step down over Hamas's attack, which broke through Israel's vaunted defences and killed 1,200 people, with more than 200 taken back to Gaza as hostages.

Speaking at the Reichman University in Israel in May last year, he spoke of the importance of never falling victim to a "surprise" again - just five months the Hamas attack.

"This year it's the 50th anniversary of the '73 war and you know in historic terms it happened yesterday," he said, referring to the war between Israel and a coalition of Arab states in 1973.

"We should all bear in mind the main lesson from that war in how important it is to listen to other people's opinions, to be open to different thoughts and ultimately to do whatever we can to make sure that the '73 Yom Kippur War and the surprise that we experienced there will never be repeated because it's extremely important for the future of the state of Israel."

At the same event, he told an audience Hamas knows the IDF's strength "very well" and it is "not something they should test".

"In order to leave them with that thought we need to continue to maintain regional alliances, to express military might," he added.

Mr Haliva, a 38-year veteran of the military, was one of a number of senior Israeli commanders who said they had failed to foresee and prevent the deadliest attack in Israel's history.

"The intelligence division under my command did not live up to the task we were entrusted with. I have carried that black day with me ever since," he said in a resignation letter released by the military.

He will remain in post until a successor is named. 

According to Israeli tallies, 133 people remain as hostages.

Doctors have told the Sky News team in Gaza how they saved the life of an unborn baby even as her mother was dying from head injuries inflicted during devastating Israeli airstrikes in Rafah.

The baby's mother Sabreen, her father Shoukri and three-year-old sister Malak all died in an Israeli airstrike over the weekend.

Her uncle says he will care for her now.

Gideon Falter, the campaigner at the centre of an antisemitism row with the Met Police, has slammed comments by a former senior officer - who said he may have arrested him for assault.

It comes after Mr Falter was threatened with arrest yards away from a pro-Palestine protest, where an officer described him as "openly Jewish" and said his presence was "antagonising demonstrators".

The force apologised but then had to apologise for their apology after suggesting opponents of pro-Palestinian marches "must know that their presence is provocative".

But former Met Chief Superintendent Dal Babu said the full 13-minute video of the incident shows a "different encounter" to the one Mr Falter had described.

Mr Babu said if he had been policing the march he would have considered arresting the antisemitism campaigner for "assault on a police officer and a breach of the peace".

Mr Falter responded: "I did not assault a police officer. How on Earth can anybody say that? I'm quite clearly in the video trying to continue to walk where I was going."

He added: "I think it's a pretty outrageous thing to say, I think it's a pretty outrageous thing to be giving any credence to.

"I was Jewish. I was crossing the street."

Mr Babu later reaffirmed his view of the encounter and said the video shows Mr Falter pushing policing officers "out of the way", which amounts to "common assault".

We understand Met Police chief Sir Mark Rowley is meeting the home secretary today and policing minister this week to discuss antisemitism.

Mr Falter has called for Sir Mark to step down.

The Palestinian civil defence claims it has uncovered 210 bodies from a temporary burial ground inside a hospital previously besieged and raided by Israeli forces in Gaza.

After Israel's military withdrew from the southern city of Khan Younis earlier this month, residents have been returning to the site at Nasser hospital looking for the bodies of their loved ones.

A burial area was built in the hospital when Israeli forces were besieging the facility last month, with people unable to bury the dead in a cemetery at the time, the defence group says.

At the time, people were not able to bury the dead in a cemetery and dug graves in the hospital yard.

In a statement, the department said a total of 210 bodies have been recovered from the hospital yard since Friday.

Some of those bodies were of people killed during the hospital siege, while others were killed when Israeli forces raided the hospital last month, the civil defence claims.

Relatives are looking to rebury the bodies in permanent graves elsewhere.

The International Committee of the Red Cross has given 1,500 body bags and protective gear to the civil defence to help dig up the site and move the bodies, it said.

Israeli troops advanced into Khan Younis in December, as part of its brutal ground offensive in response to Hamas's 7 October attacks in southern Israel.

At least 34,151 Palestinians have been killed in Israel's offensive on Gaza since 7 October, the enclave's Hamas-run health ministry claims.

The ministry also reports 77,084 have been wounded.

It also claims 54 people have been killed over the past 24 hours, with hospitals receiving another 104 injured.

The ministry does not distinguish between civilians and fighters in its reports, but says most of those killed are women and children.

Iran's foreign ministry says nuclear weapons have "no place" in the country's "doctrine".

A Revolutionary Guards commander had warned Tehran might change its nuclear policy if pressured by Israeli threats, but ministry spokesperson Nasser Kanaani appeared to row back on the remarks today.

"Iran has repeatedly said its nuclear programme only serves peaceful purposes," he said.

"Nuclear weapons have no place in our nuclear doctrine."

Iran's supreme leader, Ayatollah Ali Khamenei, who has the last say on Tehran's nuclear programme, banned the development of nuclear weapons in a fatwa, or religious decree, in the early 2000s.

Iraqi armed faction Kata'ib Hezbollah has denied saying it had resumed attacks on US forces.

The group's denial comes hours after another statement was circulated on Telegram channels thought to be affiliated with them.

That statement declared attacks had resumed three months after they were suspended - but the group now says that is "fabricated news".

Earlier, sources had told the Reuters news agency at least five rockets were launched from the Iraqi town of Zummar towards a US military base in northeastern Syria.

A US official, speaking on condition of anonymity, referred to it as a "failed rocket attack".

Two security sources and a senior army officer in Iraq said a small truck with a rocket launcher fixed on the back had been parked in Zummar, which is on the border with Syria. 

Kata'ib Hezbollah, an Iraq-based militant group, is thought to have ties to Iran.
