The Ohio Department of Rehabilitation and Corrections has acknowledged the important of preserving an inmate's relationship with friends and family members through visitation.  Inmates who receive more visits have closer ties with their family and community and have a greater chance of never returning to the correctional system.  The challenge faced by prisons everywhere is in making the process of visitation understandable and accessible to everyone.  To make visiting easier, we have amassed the important information everyone needs to know when visiting an inmate in Ohio.

  • All prospective visitors must start by requesting the inmate add them to their visiting list.  You will then need to fill out an Ohio Inmate Visitors Application .  If you are visiting with a minor child you must also include an Ohio Inmate Authorization for Minor Child to Visit Form .
  • Once you have mailed back the application and any additional required documentation you will have to wait 4-8 weeks for the application to be processed.
  • The facility will inform the inmate of your applications status, and leave it up to the inmate to inform you if you have been approved or denied.
  • All visitors must bring a valid government issued identification, such as a valid photo driver's license, state ID, passport, or military ID.
  • Minors, or anyone under the age of 16 must bring a birth certificate with them to visitation, and be accompanied by a parent or guardian who is also on the visiting list for the inmate.
  • All visitors are searched and are required to pass through a metal detector to enter into visitation.  Your car may also be searched once it is on the property of the institution.  The facility may utilize dogs to aid in a search.
  • Do not bring tobacco or tobacco related products such as a lighter or matches with you into visitation, leave these items in your car.
  • Cell phones, recording devices, music devices, cameras, and electronics of any kind are prohibited from entering into the facility.
  • In general, the only items you should bring into the facility are your identification, a single car key, and a small amount of money to purchase items from the vending machines.  Purses, wallets, handbags, backpacks etc. are not allowed to enter into the facility.
  • If you are traveling with an infant or small child you may bring an infant carrier, but it will be searched.  Additional items you can bring in a large clear Ziploc bag include 2-3 diapers, a small amount of baby wipes, three plastic baby bottles, the factory sealed plastic baby foods, and a single pacifier.

When visiting an inmate in Ohio, some additional information you should know is:

  • Most Ohio correctional facilities offer video visitation.  Video visitation is offered through a third party company called JPAY that charges a fee for the 30 minute video visit.
  • Refrain from wearing excessive jewelry, hairpins, metal underwire bras, clothing with multiple zippers, and steel toed boots/shoes as these will set off the metal detector and may require a more intrusive search.
  • Never enter correctional facility grounds or buildings with a weapon, or ammunition.  Additionally do not have any narcotics, alcoholic or illegal items with you.
  • If the facility suspects that you are under the influence of drugs or alcohol they may deny your entrance to visitation.

Dress Code/Contact Rules for Visitors of Ohio Inmates

All prisons in Ohio follow a dress code.  The dress code is in place for the order, safety and security of visitors, inmates and staff, and is strictly adhered to.  Failure to follow the dress code will result in your visit being denied.  We suggest you always bring a change of clothes with you and leave them in your car.  This enables you to quickly change if a staff member objects to an article of clothing you are wearing and prevents you from potentially missing out on a visit.

  • All visitors must wear appropriate undergarments, underwear, bra, slip etc.
  • Underwear should not be visible during visits.
  • No clothes should expose the midriff, back, shoulders, cleavage, thighs or sides.  Sleeveless clothing, including halter tops, tank tops, tube tops, 
  • Low-cut clothing that exposes the stomach, underwear, buttocks or chest is not allowed.
  • Dresses, shorts, skirts, culottes etc., must not have a hem or slit above the middle of the knee.
  • Wrap skirts, dresses, and break away pants are not allowed.
  • Clothing with holes, rips, or cut outs that expose skin are not allowed.
  • Tight/form fitting clothing such as spandex, leggings, Lycra, including tight jeans, tight pants, leotards, unitards, or clothing that is see through, sheer or netted is not allowed.
  • Excessive jewelry is not allowed, and may make the metal detector go off and require a more intrusive search.
  • Clothing with gang symbols, or that is associated as gang-wear is prohibited.
  • If your clothing contains offensive language or images you will not be allowed to visit.

What is the Cost of a Remote Video Visit? Costs vary and are subject to change, but generally visits range from $5.00 to $15.00 for a 15 to 30 minute online or on-site video visit.

How do you know if your Inmate will be available during the time you schedule? The Securus system knows the times that Hamilton County Justice Center inmates are available for remote video visits. It will not allow you to schedule a visit with your inmate if they are not available or the video visitation kiosk(s) in the jail are booked already. Once you schedule a visit with your inmate they will be notified of the date and time of the visit.

Can I visit an inmate in Hamilton County Justice Center custody?

Yes, Hamilton County Justice Center, as well as all jails, allow you to visit an inmate.

By federal law, every jail must make provisions for offenders in custody, whether they are pretrial or convicted and sentenced, to receive visits from friends or family. 

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility gets to set their own rules, number of times, schedules, etc.   Some jails only allow 30 minutes a month. Others as much as an hour every day.

Before visiting, your inmate will have to have put you on an ‘inmate visitor’s list.' Jails can limit this approved list to as few as five people to as many as twenty.

The jail will most likely run a targeted background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

There are three different types of visitation: •    Video visitation  •    In-person non-contact visitation •    Contact visitation

For security and staffing reasons, many jails have switched to video visitation only. Video visitation, also referred to as remote visitation, is monitored and recorded by the facility. Video visits can either take place using kiosks in the jail’s lobby, from your computer at home, or using an app on your phone.

Most jails, now that the COVID pandemic is behind us, have gone back to ‘in-person non-contact visitation’ even if they have also retained the video visitation programs. In-person visitation takes place in a booth of sorts, with a thick plastic shield separating the inmate and their visitor. Communication is done using old-fashioned telephone receivers like you see in phone booths.

Contact visitation between inmates and visitors in jails is rare. New York is one state that allows this. In a few other states, inmates who have been sentenced for non-violent offenses and are close to being released, may sometimes be allowed contact visits with special permission. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit.

Contact visits are also often allowed between inmates and their lawyer, law enforcement officials, and clergy. The downside of any contact visit is that before returning to their units, inmates must undergo a full strip search, which is demoralizing and invasive.

Can I visit an inmate in state prison custody?

Yes, prisons allow you to visit an inmate. Every state has their own limits on the minimum amount of time an inmate is allowed to have for visits from friends or family, however in federal prison, inmates are allowed a minimum of four hours per month.

Once an offender is sentenced to prison, your inmate will have to fill out a document listing you as an approved visitor. If you are not on this list you will not be allowed to visit.

However, given the ongoing problem of contraband - namely drugs and tobacco - being smuggled into the prisons by visitors, even the state prisons are moving to non-contact and video visitation. One way the visitors pass drugs to inmates is when they kiss. The drugs, wrapped in a small balloon, are then swallowed by the inmate who passes them through their digestive system later in the privacy of their cell.

The factors that decide on the number of visitors are: 1.    How many people can fit into the visitation area comfortably. 2.    How many staff can oversee the visitation area. 3.    The more people visiting an inmate the more likely that if there is an argument, it is harder to control.

Most jails limit the number of visitors to no more than three or four, with a maximum of two of them being adults.

When doing a video visit from home, there is no limit on how many people can take part in a visit.

What are the inmate visitation rules for Hamilton County Justice Center?

Every jail and every prison have their own unique set of rules that must be followed when visiting an inmate, but in general, these are the guidelines:

Most important, you must first be on the inmate's approved visitation list that they create. •    Expect to have a background check done. •    Expect to be searched, go through a metal detector or pass a drug sniffing dog. •    You must be at least 18 years of age.  •    You must have a valid, government issued photo ID. •    Recently released inmates are either not allowed or must wait 6-12 months before being approved. •    Felons must get special permission. •    Children are allowed but must be with parent(s) or legal guardian. Birth certificate(s) or other legal proof is mandatory. •    Often babies are not allowed, but if they are, you will be allowed one diaper, one bottle and one teething ring, and maybe a baby carrier. •    Parents must be always in control of children. •    You must stay seated at all times. •    You cannot be under the influence of drugs or alcohol. •    No arguments, loud voices or fighting allowed. •    No cell phones or any electronic equipment allowed. •    No cigarettes, drugs, lighters allowed. •    No purses, handbags or backpacks allowed. •    No weapons allowed. •    It is likely that your ID and your car key will be the only things allowed on the visit.

What are the inmate visitation dress codes for Hamilton County Justice Center?

What can I bring to visit an inmate in Hamilton County Justice Center?

In general, the only thing you can bring into an inmate in a jail is either your ID and your car key, or if they have lockers, you can bring in the locker key. 

Prisons are a different story. Typically, prisons have vending machines in the visitation area and allow visitors to bring in a clear plastic purse with coins in it, usually totaling no more than $40.00.

What do I have to wear when visiting an inmate?

Refer to the answer above that explains the dress codes, but in general, if want to know what to wear to visit someone in jail, imagine you are visiting someone’s grandmother for the first time… wear that outfit.

Can we hold hands, hug or kiss during inmate visits?

There are no jails in the United States that allow contact visits as a matter of regular policy, except for jails in the state of New York. Thus, the concept of holding hands, kissing or hugging is not relevant.

On the other hand, prisons do allow contact visitors from friends and family. When this is the case, a brief kiss or hug (or handshake) is allowed at the start of the visit and the end of the visit. Holding hands above the table is sometimes allowed in prisons, but not in jails.

Can friends visit inmates in Hamilton County Justice Center, or just family?

By law, every inmate is entitled to a visitor, whether family or friend. The only exception to that is youths that are being held in secure juvenile detention centers. The only people allowed to visit them are parents, grandparents, legal guardians, and in some cases, siblings.

In addition, they are also allowed visits from probation officers, lawyers and their caseworkers.

What is a video visit?

Video visitation, also known as remote visitation, is quickly becoming the preferred method for visiting an inmate in jail or prison for the following reasons: •    It requires little to no staff, versus the staff required to move inmates to and from the visit and watch over the visit. If the visitor does not have access to a phone or computer, they can make an appointment ahead of time and use terminals in the lobby of the jail.

What is a conjugal visit?

A conjugal visit is a visit where the inmate is allowed to spend anywhere from several hours to a full weekend with their spouse. These visits are private, not recorded, and take place in a building, and an area of the prison away from the general population.

The purpose of the conjugal visit is to keep the inmate’s relationship with their spouse strong. Some conjugal visits also include the inmate’s children. A swing set and other recreational activities are available for the children to keep occupied.

There are no jails in the United States where conjugal visits are allowed, however the state prisons in California, Connecticut, Washington and New York all allow conjugal visits.

To be eligible, you need to be married, in good standing with the prison, have taken courses that prepare the inmates for these type of visits, and other requirements.

What jails or prisons allow conjugal visits?

Only California, Connecticut, Washington and New York state prisons allow conjugal visits. There are no jails in the United States that allow conjugal visits.

Other countries are much more liberal and some even allow prostitutes to visit the inmates on a weekly basis.

What can I do to appeal if my inmate visits are suspended?

An inmate can get their visitation privileges suspended for their behavior both because of their interactions with staff and inmates, or disobeying policy, or because of their behavior during visitation.

A visitor can get their visitation privileges suspended due to their behavior during an inmate visit or if they violate any of the rules and regulations of inmate visits and/or other jail policies such as mail, phone, email, etc.

If either the inmate or their visitor disagrees with the suspension of their visitation privileges, they need to write a letter explaining their position to the Jail Warden, County Sheriff or the Captain in charge of the facility’s visitation.

The letter should contain the following: •    Inmate’s full name they were booked under and their  Inmate ID# (booking #, etc.). If you know the Unit # and cell #, write that as well. •    The visitor’s (you) full name, Identification Card number (driver's license, state ID, passport, etc.), home address, telephone number and email address. •    Explanation of what occurred that led to the suspension, including the date, time, who was the staff member present, whether it was a face-to-face visit or video visit. •    Why do you believe the suspension was unwarranted. •    A full-blown apology if it was accidental. •    Why it’s important to the inmate to continue visitation. •    What type of suspension you agree to if it happens again.

You should also offer to come to the jail and present your case face-to-face if they are open to the request. It is harder to turn down a person when they are directly in front of you, asking for your help.

In situations like this it is always best to keep the correspondence cordial, professional and detailed. Do not attack the staff member personally. It is always possible that the staff member was having a bad day or was still feeling anxiety or anger from dealing with a previous issue.

Being a correctional officer in a jail or prison is a very difficult thing. They have be ‘on guard’ against physical attacks, manipulations, lies and really bad behavior at all times. They are ‘the enemy’ and they know it. By putting yourself in their shoes when writing or requesting a suspension be reconsidered, goes a long towards a final resolution that you will be pleased with.

Can I visit an inmate in the if I have a criminal record?

In most jails it is required that you fill out a visitation application prior to visiting an inmate. You also have to be approved to be a visitor by the inmate. Even when visiting by video, you will need to give your personal information which includes your driver’s license or state ID number. 

The jail will use this information to do a quick background check on you to see if you have a criminal history or have any outstanding active warrants.

It is most likely that you will also be asked on the application form if you have ever been arrested, been convicted, or spent time in the Hamilton County Justice Center. If the answer is yes, they will want details, dates, etc.   If you lie about this and get caught, you will lose your right to visits for a period.  This is usually between one year and indefinitely.

If you are a convicted felon, you will have to apply directly to the sheriff. If you are a spouse, child or parent, you have a pretty good chance of getting approved than if you are just a friend. On the other hand, on rare occasions, some jails have adopted a zero-tolerance policy and never allow felons to visit.

If you recently did time in Hamilton County Justice Center, it is most likely that you will not be approved for a visit for a period of six to twelve months, starting on the day of your release. It is rare, but some jails have adopted a zero-tolerance policy and never allow previous inmates to visit, even if your previous conviction was for a misdemeanor.

What if I have a criminal record and the inmate is my child, can I still visit?

As explained in the previous answer, there are generally multiple hoops you must jump through in order to be approved to visit an inmate, if you have a criminal record, specifically if you are a convicted felon, or have recently spent time as an inmate in the Hamilton County Justice Center.

However, if you are a parent of a child in jail, that is one of the rare times that the jail will make an exception and allow you to visit.

Can a juvenile in jail or detention get visits?

Juvenile visits are limited to parents, legal guardians and grandparents. Sometimes siblings are allowed, but this is not always the case. If the caseworker or staff of the facility believe that it's in the best interests of the resident to have siblings visit, it will be approved.

Can children visit inmates in Hamilton County Justice Center?

Most jails will allow inmates to receive visits from their children, however if the child is under age 18, they will need to be accompanied by an adult. Inmate Visitation

INMATE VISITATION 

The Richland County Jail shall permit inmates to have visits with individuals under conditions consistent with the safety and security of the facility. Secure visiting areas are provided to physically separate the inmate and the visitor with capability for two-way conversation by video visitation. All visits are monitored by the corrections staff and shall be audio and video recorded for safety and security reasons.

Visitors shall enter the Richland County Jail through the Visitation Lobby located on the southwest corner of the building. All visitors are subject to security controls that have been established by the Richland County Sheriff's Office.

NO contraband or weapons are allowed to enter the building. NO purses, bags, coats, weapons, tools, food, drink, cellphones, electronic devices, or any of the likeness will be permitted in the lobby area.  These items will be left on the coat rack in the lobby. Richland County Jail is not responsible for items left or stolen from the lobby area.

Visitation hours are as follows:

ON-SITE: Monday-Friday, 7am-11am, 12pm-4pm, and 5pm-10pm.

OFF-SITE: Sunday-Saturday, 7am-11am, 12pm-4pm, and 5pm-10pm.

Visitation Process – Rules and Regulations

  • Visitors must schedule online by logging into www.icsolutions.com or by using the visitor register station located in the vestibule of the Jail Lobby – 73 E. 2 nd Street, Mansfield, Ohio. 
  • All visits are twenty minutes in length and visitors may schedule visits up to 2 weeks in advance but must schedule them at least 24 hours prior to the visit.
  • Visitors have the option to do one free, twenty-minute off-site visit per week and an unlimited number of off-site (only) visits with a $5.00 fee per twenty minute visit.
  • Off-site visits can be conducted via a computer with a camera or a mobile device with a camera.  The visit will have difficulties if not used through Wi-Fi.
  • On-site visits are completed at the Richland County Jail. 
  • Visitors are required to log in to the kiosk/device and enter their confirmation code. 
  • There will be a maximum of two visitors per inmate with one of the two visitors being an adult.
  • All adult visitors shall provide VALID identification (ex. DL, ID card, JMS, etc.). Visitors MUST be able to provide a VALID photo ID.
  • All on-site visitors are subject to be searched.
  • Visitors can be logged into their visit five minutes prior to their visitation start time (this will not start the visit early). A grace period of ten minutes is provided after the start of the scheduled visit for the visitor or inmate to arrive (late) for the visit, however, the scheduled time will remain (ex. if visitor/inmate is late by nine minutes to the scheduled visit, there will only be eleven minutes left for visiting).
  • The visitor represents a clear and present danger to the safety and security of the jail or it is in the best interest of the jail.
  • The visitor has a history of disruptive conduct at the jail.
  • The visitor is under the influence of alcohol or drugs.
  • The visitor refuses to submit to a search or show proper identification.
  • Visiting restrictions have been placed on the inmate for reasons involving discipline or security.
  • Any type of disruptive behavior will not be permitted.
  • Proper attire is always required. Shoes and shirts must be worn; suggestive clothing, see-through fabrics, halter or tube type tops, short shorts and miniskirts will not be permitted.
  • Visitors will not visit inmates they are not scheduled to visit. If you visit an inmate whom you are not scheduled to visit, you will lose visitation privileges for (90) days. 
  • Persons believed by substantial evidence to have a potentially detrimental effect on the inmate or to constitute a threat to the security of the jail will be excluded from visiting an inmate.
  • All personal visits are subject to monitoring and recording.
  • Valid address and contact phone number must be used and are subject to verification.
  • Visitors 18 years of age and older must register and possess a valid picture ID.
  • Visitors under the age of 18 must be accompanied and supervised by an adult.
  • Visits must be scheduled at least 24 hours prior to the visit and up to two weeks in advance.
  • Appropriate dress is always required.
  • You will not be allowed to visit under the influence of alcohol/drugs.
  • Any person whose behavior is disruptive during a visit may have the visit canceled and visitation privileges suspended. 
  • If an inmate is in ANY program (at court, on work assignments, attorney visit, classes, etc.) they are NOT eligible to receive the visit during that time.
  • Remote visitors are required to download the Visitor ICS app and test prior to the visit. 
  • To schedule off-site visits, visitors will need to have at least $5.00 in their account – to add funds, log into  www.icsolutions.com  or call 888-506-8407.
  • If you cancel your visit or if the visit is canceled by the Richland County Jail prior to the start of the visit, the $5.00 will be returned to your account. 
  • No refund will be issued for missed visits. 
  • Internet connectivity issues during off-site visits will NOT be refunded. 
  • Richland County Jail staff can cancel, deny, or change a visit at any time at their sole discretion.

Bureau of Prisons to close California women’s prison where inmates have been subjected to sex abuse

LOS ANGELES (AP) — The beleaguered federal Bureau of Prisons said Monday it will close a women’s prison in California known as the “rape club” despite attempts to reform the troubled facility after an Associated Press investigation exposed rampant staff-on-inmate sexual abuse.

Bureau of Prisons Director Colette Peters said in a statement to the AP that the agency had “taken unprecedented steps and provided a tremendous amount of resources to address culture, recruitment and retention, aging infrastructure and — most critical — employee misconduct.”

“Despite these steps and resources, we have determined that FCI Dublin is not meeting expected standards and that the best course of action is to close the facility,” Peters said. “This decision is being made after ongoing evaluation of the effectiveness of those unprecedented steps and additional resources.”

The announcement of Dublin’s closure represents an extraordinary acknowledgement by the Bureau of Prisons that its much-promised efforts to improve the culture and environment there have not worked. Many attempts to stem the problems at Dublin have come after the AP investigation revealed a pattern of abuse and mismanagement that crossed years, even decades.

Just 10 days before the closure announcement, a federal judge took the unprecedented step of appointing a special master to oversee the prison .

ADVOCATES WANT PRISONERS FREED

FCI Dublin, about 21 miles (34 kilometers) east of Oakland, is one of six women-only federal prisons and the only one west of the Rocky Mountains. It currently houses 605 inmates — 504 inmates in its main prison and another 101 at an adjacent minimum-security camp. That figure is down from a total of 760 prisoners in February 2022.

The women currently housed at the prison will be transferred to other facilities, Peters said, and no employees will lose their jobs.

Advocates have called for inmates to be freed from FCI Dublin, which they say is not only plagued by sexual abuse but also has hazardous mold, asbestos and inadequate health care.

Last August, eight FCI Dublin inmates sued the Bureau of Prisons , or BOP, alleging the agency had failed to root out sexual abuse. Amaris Montes, a lawyer for the plaintiffs, had said inmates continued to face retaliation for reporting abuse, including being put in solitary confinement and having belongings confiscated.

Montes said she and her clients had suspected closure might be a possibility, but the suddenness of the decision so quickly after the special master appointment came as a shock. “It’s a signal that the prison knows that they are not meeting constitutional standards to keep people safe from sexual assault and sexual harassment,” Montes said Monday.

Montes said timing on the closure and transfer of inmates was still being worked out, but she hoped it would be done in a measured way.

“I think that the BOP is quick to try to transfer accountability and move accountability elsewhere as the way to remedy the issue. And that would mean, you know, moving people quickly without addressing people’s needs right now.” Many of the incarcerated women have physical and mental health issues that need to be dealt with, she said, while other inmates might be considered for release.

A former Dublin inmate who is a whistleblower in the civil lawsuit said Monday that the abruptly announced closure “just feels wrong” because it undermines the long process of getting justice for the women who endured abuse and appalling conditions.

“We’ve worked so hard to get a special master in there to clean house, so to speak,” said the woman, who spoke on condition of anonymity because of her status as a whistleblower in an ongoing lawsuit. The AP doesn’t name victims of sexual abuse without their consent. “And pretty much the minute after that happened, they say they’re just going to close it down.”

She said it would be inhumane to transfer hundreds of inmates to prisons across the country, away from their families. “What the women have gone through at this facility, the abuse they suffered, that was punishment,” she said. “They’re all low security. Send them home, send them to supervised relief. Let them be productive members of society.”

On Monday, two buses moved around the parking lot of FCI Dublin. Prison staff moved baggage and carts of supplies between the buildings and buses. An AP reporter did not see any inmates leaving the facility.

A HISTORY OF ABUSE ALLEGATIONS — AND CONVICTIONS

Last month, the FBI again searched the prison and the Bureau of Prisons again shook up its leadership after a warden sent to help rehabilitate the facility was accused of retaliating against a whistleblower inmate . Days later, a federal judge overseeing lawsuits against the prison, said she would appoint a special master to oversee the facility’s operations .

An AP investigation in 2021 found a culture of abuse and cover-ups that had persisted for years at the prison. That reporting led to increased scrutiny from Congress and pledges from the Bureau of Prisons that it would fix problems and change the culture at the prison.

Since 2021, at least eight FCI Dublin employees have been charged with sexually abusing inmates. Five have pleaded guilty. Two were convicted at trial, including the former warden, Ray Garcia . Another case is pending.

All sexual activity between a prison worker and an inmate is illegal. Correctional employees have substantial power over inmates, controlling every aspect of their lives from mealtime to lights out, and there is no scenario in which an inmate can give consent.

Inmate advocates worry that some of the safety concerns at FCI Dublin could persist at the other women’s prisons. “The problem isn’t solved by shipping these girls to new facilities,” said another former Dublin inmate and whistleblower who spoke on condition of anonymity. “These facilities still have the same issues.”

Montes said the civil litigation will continue despite the imminent closure.

“The BOP is the defendant in the case. It’s not FCI Dublin,” she said. “And so we are in the mindset that this did not end our case — that they still have a responsibility to our clients to keep them safe.”
