• Polycarbonate data page - The U.S. is one of many nations turning to polycarbonate IDs. One of the key benefits of this rigid plastic is that its layers cannot be separated once they are fused together. This means document information and photos that are fused in polycarbonate cannot be removed, edited, or swapped out. Doing so would be impossible without destroying the page.
• Alphanumeric passport number - Each page of the passport book will include your new passport number in the new format. Instead of the nine-digit number on previous passports, the Next Generation Passport features a combination of both letters and numbers.
• Additional microtext and laser engraving - These additional details make a passport much harder to forge, copy, or change. The technology required to make or reproduce these details is beyond what typical printers and copiers can handle.

The NGP's New Data Page

Your passport photo is now laser-engraved in black and white - a major difference compared to the colored photo image of the e-passport. An optically-variable feature is added to the image to make it harder for counterfeiters to make fake passports or alter real ones.

Other New Features of the Next Generation Passport

• Durability - The physical structure of the passport book has been improved, as well. In addition to the polycarbonate data page, the passport binding has been strengthened as well.
• Passport Numbers - The new passport numbers begin with a letter followed by eight numbers. The passport number is printed at the top right corner of the data page and laser-perforated at the bottom of each page of the New Generation Passport.

For traveling within the US, the most common document people bring is their native state driver’s license while in most other countries, a picture ID is usually enough. However, traveling abroad requires more proof than just an ID card or a driving license, such as a passport, a visa, a green card, or in some cases, a federal I.D. card. 

To put it simply, a travel document number is a set of digits that helps authorities recognize every individual who travels abroad. The number can be found in the document you’re using for travel, such as your visa, your passport, etc. In the simplest form, this is the unique identifier of your passport that serves as one traveler’s unique identity document. The number is used in government records, for the visa application process, etc. It’s crucial in gathering accurate tourism statistics but also in controlling border safety.

What types of travel documents are there?

Some of the most important travel documents in the US feature a visa, a passport card, a green card, a 1-94 Form, an ESTA form, and of course, a passport. In this section, we’ll briefly explain all of the above-mentioned travel documents.

In the United States, passports are issued by the Department of State and this document allows American citizens to travel anywhere in the world.

If you’re a US passport holder, you will be able to find your travel document number in the upper right-hand corner of your document on the page where your photo is located. The number is usually a series of numbers and letters that connect your name to your travel document in government records. Alternatively, if you own a Passport Card, your travel document number will be stated on the front side or on the second page, if you have a Passport Book.

How to get a passport?

This depends on the country you come from but the first step is to make sure you’re eligible for applying. To get a passport from a certain country, the first step is you have to be a citizen of that country. If you are, you’d have to file an application in the appropriate department of the government. In the United States, that would be the US Department of State while in most European countries, that would be the Ministry of Internal Affairs, the Ministry of Foreign Affairs, or a special unit under the jurisdiction of one of these two ministries.

This depends on three main factors.

• The first and most important one being the country you want to visit.

• And the final factor that you have to take into consideration is the country you’re coming from.

Let’s explain every individual factor.

Every country has a different visa policy. For example, a tourist visa for Russia costs $170 or more for most visitors, DR Congo charges around $200 for most visitors but up to $400 in some cases, making it arguably the world’s most expensive visa while a visa for Bangladesh costs just as much as a tourist visa for the US ($160).

The next factor you have to take into consideration is the reason for your visit. A business visa will always be more expensive than work and tourist visas but also, work and business visas are usually issued for one or more years while tourist visas are usually valid for 3-6 months from the issuing date. Travel documents are necessary for international travel, and every such document that exists has a unique number that serves as a personal identifier. How do they work, where can you find them, and what’s their point are a few of the questions I’ll answer in this detailed guide. So, read on to learn more about travel document numbers and their purpose!

What Is A Travel Document?

Let’s start with the basics – a travel document is the primary identifying document for travelers in foreign countries . The most common type of travel document is a passport, but visas and IDs can also function as viable travel documents. In order to cross the border of any country, you need some sort of identifying travel document.

Passports are the identifiers, and whenever you’re filling a form that requires you to put in a travel document number, the serial number of your passport is usually enough.

Travel document numbers can also refer to the unique identifying numbers of visas and ID cards, but whenever that is the case, it is usually specified in the form. If you’re not sure which travel document number you’re required to input, your best bet is to ask the relevant authorities directly.

Travel documents can also be required for domestic travel. Passports are usually necessary for international travel, visas are required by certain countries for nationals of certain countries, and IDs are usually enough for domestic travel. Some neighboring countries allow their residents to travel between the borders with just IDs as well, but this only works for the nationals of those countries.

What’s A Travel Document Number? 

A travel document number is a unique combination of letters and numbers that allows for the identification of a travel document. Just like every car has a unique chassis number and every laptop has a unique serial number, every travel document issued legally has its own unique number.

That number serves as an identifier for that specific document and its owner. Its purpose is to allow officials to keep track of people who travel to and through countries, and to make sure that everything is in order. Keep in mind that you should carry a travel document with you at all times when traveling internationally – at the very least, keep a photo of your passport’s information page on your phone.

Different countries can have different systems in place for issuing travel document numbers, meaning that one country can have a 13-character document number for their passports, and another one can opt to issue passports with 6-character identifiers.

It’s also possible for passports issued in the same country to have identifying codes of varying lengths. This is very common in the United States – US passports usually have between 6 and 9 characters, depending on where the document was issued, who it was issued to, what purpose it was issued for, etc.

When Will I Need A Travel Document (Number)?

You will need a travel document for both domestic and international travel, obviously. But that’s certainly not the only scenario in which you might be asked to list the serial number of your travel document, so keep reading.

In some EU countries, foreigners are required to report their stay to the relevant authorities. This can usually be done at a local police station, the town hall, or tourism authorities. You must report your stay within a day or two of entering the country (it depends on the specific country), and you will be asked for your travel document number. If you’re staying at a hotel, you usually don’t have to worry about this, since hotels do this for all their guests.

Additionally, street checks by police officers are common in most countries in the world. It hasn’t happened to me personally yet, but a police officer can stop you and ask for ID. Foreigners are required to present their passports, which is why you should always carry your passport with you while you’re traveling abroad.

Passport Document Number

Passports are the most important travel documents for international travel. Every country on the planet has its own unique passport, and every single one of those passports has a unique identifying number. That allows officials to keep track of who enters their country and how long they stay there, plus it helps prevent any illegal activity and wrongdoings.

The document number of passports is usually located in the upper right corner of the information page. It can also be found at the bottom of that page, and in some passports, there can be a third instance just below the passport owner’s photograph. The number is usually labeled as “passport document number” or “passport serial number”, making it very easy to find.

Whenever you’re asked to enter your primary travel document number, in most cases it’s enough to enter the serial number of your passport since that is the primary travel document for most people.

US Passports: Booklet or Card Number?

The United States issue both passport cards and passport booklets to its citizens. Both function as unique travel documents, and they can’t be used interchangeably. A passport card is suitable for domestic travel, but it’s not a valid document for international travel. You can’t get a stamp or a visa if you just have a passport card, so you do need the booklet if you want to travel the world.

It’s worth noting that it is possible to travel to Canada, Mexico, Bermuda, and the Caribbean Islands with just a passport card. But that’s it and you will need a passport booklet to travel to other countries in the world.

The main difference between cards and booklets is the cost of issuing. Passport cards are just some $40, whereas booklets cost almost twice as much. Also, since these are both unique travel documents, they will have different document numbers, so don’t be confused by that.

If you’re asked for your travel document number, you should usually use the serial number of your passport booklet. The number of your passport card will work only if you’re traveling to one of the countries mentioned earlier in this segment.

Visa Document Number

If only we could travel the entire world with just our passports! Unfortunately, we can’t – a lot of countries still require a visa for certain foreigners, and you might be asked for the document number of your visa. This is where things can get confusing for some people since visas can feature several serial numbers.

The main document number of a visa is usually prominently displayed. In the EU Schengen visa, it’s in the top right corner of the document, way above all the other information. US visas feature the number in the bottom right corner, and it’s written in bright red color which makes it very easy to find.

Don’t confuse it with the control number – its sole purpose is for the US State Department to be able to keep track of various visa issuances, and it holds zero significance for the traveler.

Visas also include your passport number, and along with the visa number and the control number, it can be a bit confusing to find the right travel document number, especially if you’re not sure what you’re looking for.

That’s why the serial number of a visa is always different than the rest of the information on the page – it can be written in a different color, in a bigger font, or displayed separately from the other numbers.

ID Document Number

Sometimes it is possible to travel to a foreign country with just your ID or even a driver’s license. It’s worth noting that these instances are pretty rare and that the number of countries you can travel to without a passport is very limited. In most instances, citizens of a country can travel to some of its neighboring countries or overseas territories with just an ID, but it can never hurt to bring your passport as well.

Just like passports and visas, every ID has a unique identifying number. It’s usually listed under “identity card number” or “identity document number”, and it often contains both alphabetical letters and numbers.

Green Card Number

Green cards are specific for the United States and they’re issued only to permanent residents in the country. Getting a green card is a lengthy process since it is one of the most coveted identity documents in the world for most people who weren’t fortunate enough to be born in the US. Owning a green card allows you to live and work in the United States, but you still won’t be issued a US passport.

Green cards usually have two listed numbers – one that is listed as the A# (alien) or USCIS#, and another one which is the official green card identifying number. The A# is usually listed at the center on the front of a green card, and it’s the unique identifying number for the owner of that green card.

The other number is listed at the bottom on the back of a green card, and it has 13 characters – it usually starts with three letters, followed by ten numbers. This number also refers to the specific immigration case that led to the issuing of the green card, making it easy for relevant authorities to keep track of everything. 

It’s worth noting that you can’t travel internationally with just a green card – you still need your passport. However, a green card makes it much easier to travel back and forth between the US and your birth country, and it generally makes the entire process quicker and easier.

Will I receive my new passport and my documents back in one envelope?

You will get multiple mailings. The number of mailings depends on what document(s) you asked for.

Passport Book : You may get your new passport and citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We will return the passport book using a trackable delivery service.

Passport Card : You may get your new passport card and your citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We only send the passport card via First Class Mail. We do not send cards using 1-2 day delivery services.

Customs and Border Protection launched a new webpage on May 1 that offers nonimmigrant U.S. visitors access to their I-94 arrival/departure record and their arrival/departure history.

The new CBP webpage allows nonimmigrant travelers to access arrival/departure records going back five years from the request date. This electronic travel-history function means that travelers may no longer need to file Freedom of Information Act requests to receive their arrival/departure history, greatly speeding their process. Travelers will have electronic access to the date and port of entry of their arrivals and departures.

When travelers visit the I-94 webpage they can retrieve their I-94 arrival/departure record number and five-year travel history by entering the required name, date of birth, and passport information.

Clicking on “Get Most Recent I-94” will return the I-94 number, most recent date of entry, class of admission and admit-until date. The information does not reflect changes of status, extension of stay or adjustments of status granted by U.S. Citizenship and Immigration Services. Travelers then have the option to print the record.

Clicking on “Get Travel History” will return their five-year travel history based on their I-94 records, which they also can print.

Travelers can also cancel pending Freedom of Information Act requests for travel history information—after they have received the information from the new website—by adding their FOIA Request Number and clicking on “Request FOIA Cancellation” button.

CBP began the online version of Form I-94 in April 2013. The positive public response to that streamlining prompted the agency to offer travel histories online as well.

If a traveler has lost a paper form I-94 that was issued prior to the online system and the record is not available online, the traveler can file a Form I-102, Application for Replacement/Initial Non-Immigrant Arrival-Departure Document, with U.S. Citizenship and Immigration Services.

Alert:  Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

If you are a TPS beneficiary with an existing, unexpired advance parole document, you may continue to travel and seek reentry to the United States after a trip outside the United States through the period of validity printed on your advance parole document.

If you are a TPS beneficiary applying for a new travel authorization document, you should continue to use Form I-131, Application for Travel Document. If you have a pending Form I-131, you do not need to file a new application.

We will continue to issue advance parole documents to noncitizens with pending initial applications for TPS (Form I-821).

TPS beneficiaries and individuals with pending initial TPS applications should carefully read the Form I-131 Instructions which contain warnings about certain risks an individual may face if they are outside of the United States while USCIS is considering their TPS reregistration or initial application, such as missing important request for evidence or other notices or being denied TPS while outside the United States.

ALERT: Court decisions regarding DACA.

On Sept. 13, 2023, the U.S. District Court for the Southern District of Texas issued a decision finding the DACA Final Rule unlawful and expanding the original July 16, 2021, injunction and order of vacatur to cover the Final Rule. However, the court maintained a partial stay of the order for “all DACA recipients who received their initial DACA status prior to July 16, 2021.” See the Memorandum and Order (PDF, 1.35 MB)  and Supplemental Order of Injunction (PDF, 72.53 KB) .

Accordingly, current grants of DACA and related Employment Authorization Documents (EADs) remain valid until they expire, unless individually terminated.  In accordance with this decision, USCIS will continue to accept and process DACA renewal requests and accompanying applications for employment authorization under the DACA regulations at 8 CFR 236.22 and 236.23, as it has since October 31, 2022. We will also continue to accept initial DACA requests, but in accordance with the District Court’s order, we will not process initial DACA requests.

Current valid grants of DACA and related EADs will continue to be recognized as valid under the Final Rule. This means that individuals with DACA and related EADs do not have to submit a request for DACA or employment authorization until the appropriate time to seek renewal.

Use this form to apply for a reentry permit, refugee travel document, TPS travel authorization document, advance parole document (including parole into the United States for urgent humanitarian reasons or significant public benefit), or advance permission to travel for Commonwealth of the Northern Mariana Islands (CNMI) long-term residents.

If you file this form to request an Advance Parole Document authorizing you to seek parole in the United States when you return to the United States after temporary travel abroad, and you depart the United States before we issue your Advance Parole Document, we will consider your Form I-131 abandoned unless you were previously issued an Advance Parole Document that remains valid for the entire time you are outside the United States.

If you file this form to request an advance permission to travel for CNMI long-term residents document, and you leave the CNMI without having an advance permission to travel document, your status will automatically terminate.

For refugee travel document applications filed from outside of the United States, you must pay the applicable fee(s) to the cashier at the USCIS overseas office or U.S. embassy or consulate with jurisdiction over your location. Include the fee receipt from the U.S. embassy or consulate when you file your application package.

Please do not mail cash, personal checks or traveler’s checks. If you do not include a fee receipt with your filing, we will reject your application.

What is the travel document number? All you need to know

Every international visit requires a valid travel document with a valid document number. The travel document or other official document establishes the identity and nationality of the holder issued by a competent public of the country. But, what is the travel document number? The passport or other travel document you hold has a unique number on its right side. The number plays the role of a travel identity document, and it is the unique identifier of your passport. Your travel document number is checked to ensure that the number matches your passport by the security personnel.

The travel document number is the unique number on your travel documents, such as your passport or visa, validates your travel to the particular country. It is the set of digits that certifies the identity of the individual who travels abroad.

If it’s the US passport, then the travel document number refers to the nine digits numeric code at the top corner of the passport info page on the right side. The first two numbers concern the location of the issue of the passport. For instance, the first two numbers of 01 in your passport number signifies that the passport was issued from Washington.

It’s not only the passport that bears numbers. The visa that is issued by the consulate of the country you are traveling to, either as a stamp or as a sticker with a stamp, also has the number in it. Every person who is traveling outside their own country must show the number of his/her travel document.

The number is printed in red on the bottom right-hand corner of the visa, which is also your travel document number.

Before knowing in detail about the travel document number, let’s give a look at what a travel document is.

If you are traveling to a country other than the place of your origin, you need a travel document. You need to get travel documents before you leave on your trip abroad. Some of the important travel documents are:

1. Passport

Passport is the legal identification document issued by the competent public authority to nationals or to alien residents recognized as the bonafide dweller of the issuing country that certifies the identity and nationality of the bearer and authorized travel outside their own country. You can find your name, date of birth, place of issue, date of issue, nationality, gender, passport number, and other important information in a passport. Passports are the keys that will help you unlock the country you are willing to visit. If there’s no key or if the key is lost, then the door of international travel won’t open for you. Although it helps you enter the country, it won’t guarantee your stay. How long you will be able to stay will be determined by the type of visa you are holding.

Passport number location

Passport number or your travel document number is located in the upper-right hand of the bio page. The nine digits on your passport’s bio page are your passport number, which is a unique code. The numbers in your passport are generated carefully to express crucial information about the holder.

Why do you need a passport?

It’s the rule to have a passport in your hand to be able to travel around the world. A passport is a reliable form of identification that will establish your nationality and designate you as a bonafide dweller of the country. With a passport, the whole world is at your disposal, and it helps you keep track of where you have visited and where there’s unfinished business to travel.

2. Visa (Visitors Internationally Stay Allowance)

It is an entry in the passport or other travel documents, which is a form of permission granted for non-citizens by consular officials or government to enter, transit, or remain in a particular country. However, a visa, transit visa, or visa exemption from a country doesn’t guarantee entry as it is the right of immigration officials of the concerned country.

Visa helps in immigration control regarding how many tourists or visitors can enter the country, length of stay, and their involvement in the activities. It also helps to identify visitors before their arrival on the visa application process. Another benefit of a visa is that you can either work or get residence depending upon the visa type.

Visa number

Most of the visas have seven or more numbers. Some may be alphanumeric. A Visa number is a number that the official consular avails of the government. If your visa is Schengen, you might find your Schengen visa number in the top right corner of the visa sticker. It’s easy to find as it is often printed in a different color than the rest of the pieces of information in the document.

The unique eight-digit letter and number code in a US visa are generally printed in red on the bottom right side of the new visa document.

Then, what is a visa reference number?

Visa reference number or transaction reference number (TRN) is the unique reference number provided to each online application that changes for each visa you hold.

3. Green Card

It is the permanent residence card issued by the Department of Immigration of the country concerned, which you get after proving your eligibility by following the local procedures. The green card number or ‘receipt number’ is a 13 digit code in the US (3 letters and rest numbers). Most of the countries print their green card numbers at the backside of the PR cards.

Travel Document Number – Why is it needed?

Keeping personal information aside, the travel document number is an essential piece of information. It is the passport number that verifies the authenticity of the passport as a valid travel document. Your passport is invalid without this number. This number is needed to identify you by the authorities correctly.

To fill up a visa as well as for government records, a travel document number assists you in identifying your passport uniquely. This number is found on your passport, visa, etc. A green card, a 1-95 form, also acts as a reliable form of travel documents in the US. The number usually contains the set of numbers and letters connecting the holder’s name to their travel documents in government records.

Travel document numbers aren’t ordinary. In fact, they allow Immigration authorities worldwide to pull publicly available information about you while also helping the customs department track your movements during your stay in their country.

Without a travel document number, it is super hard to recognize the visitors showing documents, which document is fake and which one’s real. With concerns like overpopulation, economics, terrorism, the authorities must identify every person who comes in and out of their country’s locations. To serve the purpose of traveling, a travel document number is required.

Do all travel documents have the same travel document number?

No, since each document type has a different structure and serves different purposes. The number of digits differs among travel documents. For e.g., a US visa contains eight digits while a green card has 13 such numbers. On the other hand, a passport is required for the purpose of international travel while the visa is granted to allow you entrance into the country. Green Card allows you to reside in a certain country. So, due to different structures and different purposes, not all travel documents have the same travel document number.

A slight buzz from the air conditioning dances with the light chatter that fills the small room in the Main Building where Passport Services has been temporarily relocated. Cubicles circle the space, and people enter with documents in their hands as they prepare for vacations or trips to study abroad.

In 2008, Larry Phu, then the director of finance and administration for the International Office, and Heath Roberie, recently hired as Texas Global’s chief financial and administrative officer, opened an acceptance facility for passport applications. The operation now employs six workers who process about 10,000 U.S. passport applicants per year. The office, which recently moved back to 2400 Nueces St. after nearly a year of renovations, is open to the public but is designed to accommodate staff, faculty and students during their busy schedules.

“The main service is convenience,” Passport Services manager Erick Romero says.

Employees are cross-trained in everything from preparing and executing an application to taking passport and visa pictures and handling payments. The goal is to provide efficient customer service.

“Every other place has another function,” Romero says. “The post office is 100 things you can do there, so their staff is limited with how much time they can dedicate.”

Passport Services is part of Texas Global, as is Education Abroad. This makes it very convenient for students who plan to work or do research abroad to apply for their passport in the same building.

Spring is the busiest time of the year. To avoid long lines or booking delays lasting months, the office uses an appointment system that allows scheduling just a few days in advance. Romero says it allows greater flexibility and availability for people who urgently need a passport.

Employees are straightforward about deadlines and an applicant’s probability of obtaining a passport, says Nicholas Jimenez, assistant manager of Passport Services.

“Our reputation has been really good on that regard,” Jimenez says. “We try to make it easy to understand, easy to come in and out. We know people have busy lives, whether you’re a student or general public.”

Jimenez says it is important to remember to treat everyone with kindness and respect and to keep customer service a top priority.

The prime minister of Pakistan has praised Iran's "strong stand on the issue of Palestine".

Shehbaz Sharif has welcomed Ebrahim Raisi, the president of Iran, to his country for a three-day visit.

"Pakistan is also with the Palestinians," Mr Sharif said.

In televised remarks, Mr Raisi said the deaths caused by the Israeli military in Gaza were being committed with the support of the United States and other Western countries.

Regarding international organisations - including the United Nations - he said: "They say they support human rights, but they proved that they are inefficient."

Iran recently launched an unprecedented missile and drone attack against Israel - after an alleged Israeli strike in Syria that killed two Iranian generals.

Pakistan is among countries that have no diplomatic relations with Israel because of the issue of Palestinian statehood.

It's taken 199 days for the first senior Israeli to resign over the Hamas attacks on 7 October.

Major General Aharon Haliva, Israel's military intelligence chief, said that under his command, the division "did not live up to the task we were entrusted with".

The argument that has kept military heads in post - one made by generals, intelligence chiefs and even Prime Minister Benjamin Netanyahu - is that judgement should be suspended while the war against Hamas is being fought. 

There is cold logic in that, but almost seven months in, and with no conclusion in sight, judgement day is nearing and more Israelis are demanding accountability for the failure of their leaders.

General Haliva isn't the only IDF commander to express regret - he is the first to fall on his sword, though.

Others have hinted they will, when the time is right. 

If they conclude that standing down is the honourable thing to do, then pressure will grow on Mr Netanyahu. 

He remains the one leader yet to acknowledge blame. 

It is unsustainable - although the prime minister's position is reasonably stable for now.

Tonight, Israelis are sitting down to a Jewish festival - Passover - with 132 people still being held hostage in Gaza and the defeat of Hamas looking increasingly unlikely. 

Major General Haliva's resignation will not bring Mr Netanyahu down, but it might be the first brick to come out of the wall. 

EU foreign ministers have agreed in principle to increase sanctions against Iran, the bloc's foreign policy chief Josep Borrell has said.

It follows Iran's unprecedented missile and drone attack against Israel on 13 April. 

There are already multiple European Union sanctions programmes against Iran.

These are for proliferation of weapons of mass destruction, human rights abuses, and supplying drones to Russia.

Several EU countries, however, have been calling for more sanctions regarding drones to cover missiles and transfers to proxy forces such as Hamas and Hezbollah.

"We have reached a political agreement in order to enlarge and expand the existing drone (sanctions) regime in order to cover missiles and their potential ... transfer to Russia," Mr Borrell told reporters following a meeting of EU foreign ministers in Luxembourg. 

Israel said that 99% of the objects launched towards it were shot down. 

More resignations are possible after the head of Israeli military intelligence stood down earlier today, our  international affairs editor Dominic Waghorn  has said.

Major General Aharon Haliva admitted he failed to foresee and prevent the Hamas attacks in Israel on 7 October.

Asked whether there could be more resignations, Waghorn said: "I think so, potentially."

It is worth remembering that a "number of IDF commanders and intelligence chiefs have admitted responsibility and declared mea culpas in the wake of 7 October", he added.

Mr Haliva had written "quite a long resignation letter saying the burden of what he has to bear after 7 October is something that will live with him all his life".

Waghorn added that there is a "reckoning" as Israel tries to work out what happened on 7 October, which was a "massive intelligence and military failure".

"There will be a commission of inquiry and investigation," Waghorn said.  

"It's the beginning of what will be a long and I think very painful process for Israel as it comes to terms with the failures that led to the worst loss of Jewish life since World War Two."

Israel did not express concerns about anyone on the UNRWA staff lists it received annually since 2011, an independent review has found.

The report was commissioned after Israel alleged that a dozen employees of the United Nations agency helping Palestinian refugees took part in the Hamas attacks in Israel on 7 October.

A number of countries, including the UK, froze donations to UNRWA as a result.

Some of those nations - and the EU - have since restored funding, but the UK has not.

The 48-page report said UNRWA has "robust" procedures to uphold the UN's principle of neutrality.

However, it said there were serious gaps in implementation, including staff publicly expressing political views, textbooks with "problematic content", and staff unions disrupting operations.

The report, led by French former foreign minister Catherine Colonna, said that between 2017 and 2022, allegations of neutrality being breached at UNRWA ranged annually from 7 to 55. 

Between January 2022 and February 2024, UN investigators received 151 allegations - most of them related to social media posts "made public by external sources", the report added.

It said UNRWA shares lists of staff with host countries for its 32,000 staff, including about 13,000 in Gaza. 

It added that Israeli officials never expressed concerns and informed panel members they did not consider the list to be a "screening or vetting process", but rather a procedure to register diplomats. 

The Israeli foreign ministry told the panel that until March 2024, staff lists did not include Palestinian identification numbers, the report said. 

Apparently based on those numbers, "Israel made public claims that a significant number of UNRWA employees are members of terrorist organizations", the panel said. 

It added: "However, Israel has yet to provide supporting evidence of this."

Multiple countries supported Israel as it defended itself against Iran's unprecedented attack on 13 April.

US forces in Iraq and Syria have been targeted in two separate rocket and drone attacks in less than 24 hours, Reuters news agency reports, citing security sources and US officials.

At least one armed drone was launched at the Ain al Asad air base hosting US troops in the western Iraqi province of Anbar, a US official said.

That attack followed five rockets fired from Iraq yesterday towards US forces at a base in Rumalyn, northeastern Syria, according to US and Iraqi officials.

Referring to the rocket attack, Iraqi armed faction Kata'ib Hezbollah earlier denied it had resumed attacks on US forces after a three-month pause.

No casualties have been reported from the drone attacks.

On Saturday, a huge explosion at a military base in Iraq killed a member of an Iraqi security force that includes Iran-backed groups.

The force’s commander said it was an attack, while the army said it is investigating and there were no warplanes in the sky at the time.

The US denied involvement.

Mental illness could manifest among Palestinians in Gaza years from now, a UN expert has warned.

Tlaleng Mofokeng, UN special rapporteur on the right to health, warned it is "really important" to start considering the conflict's impact on the long-term wellbeing of Palestinians in Gaza.

"Of course, we see the physical injury, and because it's physical, one can appreciate the severity of it," she said.

"But acute mental distress that will then turn into anxiety and other kinds of mental illnesses later on in life is really, really important to start thinking intentionally about."

Ms Mofokeng said she is concerned about the risk of water and airborne diseases, and the lack of medical supplies, reproductive and mental health services in the territory.

"The health system in Gaza has been completely obliterated, and the right to health has been decimated at every level," she added.

Israeli troops have launched a surprise raid in the eastern part of Khan Younis in southern Gaza, Reuters is reporting.

Israel pulled its troops out of southern Gaza earlier this month, but their apparent return has caused residents to flee once more, the news agency added.

"They were too frightened," 42-year-old Ahmed Rezik said from a school where he is sheltering in the western part of Khan Younis.

"This morning many families who had left here in the past two weeks to go back home to Abassan came back," he told Reuters via a messaging app. 

"They said tanks pushed in the eastern area of the town under heavy fire, and they had to run for their lives."  

Meanwhile, Palestinian authorities said more bodies had been recovered from mass graves on the site of the city's main hospital, abandoned by Israeli troops (11.33 post).

Further south, there are reports of fresh air strikes in Rafah, where more than half the enclave's 2.3 million people have sought shelter.
