Visitor Visa checklist: Everything you need to apply and visit Canada

A visitor visa is needed to come to Canada as a tourist, or on a quick trip to visit family, or do business for individuals of many countries.

Anyone who is not a permanent or temporary resident of Canada (those with a work or study permit) will need a visitor visa to enter the country. However, citizens of certain countries do not need a visitor visa and can instead pursue an electronic Travel Authorization (eTA). eTAs are a more streamlined form or travel authorisation available to nationals of countries that have visa-free travel agreements with Canada. For answers to common questions on eTAs, click here .

What is needed to get a Canadian visitor visa?

1. Complete the needed forms

Depending on whether you are applying inside or outside of Canada, you will need to fill in different forms. Those applying outside of Canada will require:

  • Application for temporary resident visa (IMM 5257);
  • Family information form (IMM 5707);
  • Statutory declaration of common-law union (IMM 5409);
  • Use of representative (IMM 5476)—Note this is only required if you have used the services of a representative, or if you are appointing or cancelling use of a representative; and
  • Authority to release personal information to a designated individual (IMM 5475)—Note this form is only required if you authorise Immigration Refugees and Citizenship Canada (IRCC) or the Canadian Border Services Agency (CBSA) to release information from your case file to someone other than yourself (i.e.: a representative or authorised relative).

2. Collect the needed documentation

In addition to the above forms, applicants for a visitor visa will need to following documentation in support of their request:

  • Receipt of fee payment;
  • A photocopy of the information page of your passport, including: the passport number, issuance and expiry dates, and your photo, name, issue date, and place of birth;
  • Two photos meeting the requirements of the visa application photograph specifications . On the back of these two photos applicants must write their name and date of birth. If applicants are required to provide biometric fingerprints and photo they do not have to attach these photos;
  • Proof of financial support, proving that you can support yourself and any family member accompanying you while you are in Canada;
  • Photocopy of your marriage license or certificate (if relevant);
  • Letter explaining the purpose of your travel;
  • Photocopy of your current immigration status (if your country of residence differs from the country of citizenship listed on your passport, you must provide proof of legal status in your country of residence);
  • Minors travelling alone or with one parent must provide custody documents or a letter of authorisation from the other non-accompanying parent of a letter of authorisation signed by both parent or legal guardians; and
  • Any other additional documents required by the responsible visa office in your region.

Note that application forms completed online must be completed and validated with the generation of a barcode. If completed on a computer, these barcodes will be automatically attached to the immigration forms, otherwise they must be printed and placed at the top of an application if applying by paper.

How to pay required fees and prove fee payment to IRCC

There are two kinds of fees that applicants for a visitor visa may need to pay. These are application processing fees, and biometric fees. Those who do not need to provide biometrics may be exempt from the second set of fees—find out if you need to give biometrics here .

Application processing fees for visitor visas are $100 CAD per person, and $500 CAD for a family (five or more people).

Biometrics fees on the other hand are $85 CAD per person, and $170 per family (two or more people).

These fees may be subject to change and cannot be refunded regardless of the decision reached on your application. In addition, the only accepted method to pay these fees is online.

After following the given instructions and completing the process, you must wait until an official IRCC receipt is issued with a barcode. Applicants are advised to save this file and attach a copy of it to their application.

How to provide proof of financial support

There are several documents that you can use to prove that you can support yourself and any dependents that accompany you while you are visiting Canada.

Some examples include cash, certified cheque, bank draft, or money order in a large enough amount to cover all reasonable expenses incurred during your stay in Canada.

In addition, written or verbal statements (which can be verified) can also be used, provided that they satisfy an officer that sufficient financial support from friends and/or family has been arranged and can cover reasonable incurable expenses during your stay.

Other documents include bank statements, a letter of employment or previous tax filing information,

How to write a “purpose of travel” letter

All foreign nationals entering Canada must be able to satisfy an officer at their time of entry that they have legitimate reasons to enter and reside in Canada. In the context of a visitor visa, this can often also include proving that you (the foreign national) will leave Canada once the period of your authorised stay expires.

In some cases, visitor visa applicants may also need a letter of invitation from a Canadian citizen or permanent resident .

Applying with family members

Visitor visa applicants wishing to bring their family with them on their trip to Canada must complete an application form for each family member. All applications may be submitted together online or at the VAC where you will send your application on paper. A single receipt may also be given for all included applications.

Lastly all family members and dependents must meet all requirements for temporary residence in Canada.

How Much does it Cost to Apply for a Canada Visit Visa?

As more and more people look towards Canada as an ideal location to visit, questions arise as to the true costs of applying for a Canada visit Visa. Unlike the permanent residency Visa, the Canada visit visa only allows you to stay in Canada for a few months whether you are going as a tourist, a visiting relative or even on business. There are several layers of payments depending on the nature of your visit and it is important to first understand what each visit Visa entails before making your decision.

Applying For A Tourist Visa To Canada

Canada is an ideal tourist destination and its appealing climate and attractions have seen millions of people visiting Canada each year. However, there is a general misconception that getting a Canadian tourist Visa is difficult and this is mainly due to how hard it is to get an American Visa. In comparison, travelling to Canada as a tourist is quite easy and the costs are also very manageable.

For a tourist Visa the applicant has to apply for the Temporary Resident Visa (TRV) and the specific one for tourists is called the Tourist Visa for Canada. The first step in applying for the Tourist Visa for Canada is to first check your eligibility for entry. There are some few countries such as United States of America, Japan and even France, whose citizens don’t require a Visa to enter Canada as tourists. However, they must declare at the port of entry what their intentions in Canada are and what their duration of stay would be. However, for most other countries eligibility for a Tourist Visa should include a declaration letter from you to the government in Canada you intend to tour, all other Visa documentations, a bank statement to prove your financial eligibility to visit Canada, etc.

The application fee for a tourist Visa in Canada is about CAD $100, however, if you have to submit biometrics, you will have to add an additional CAD $85, bringing the total to CAD $185. If you wish to extend your stay beyond the period allowed in your Visa, you will need to add CAD $100 per person. There is also an additional passport processing fee of CAD $45, for countries whose visitors don’t qualify for express entry.

Costs While Visiting Canada As A Parent Or Grandparent

When visiting Canada as a parent or grandparent, a different cadre of fees applies, and usually, these fees are paid by the relative staying in Canada who will act as the sponsor to the person visiting. A standard sponsorship fee of CAD $75) plus an additional principal applicant processing fee of CAD $490 applies. Usually, if the person residing in Canada is a permanent residence then there is an additional fee of CAD$515. This comes to a total of about CAD $ 1080.

If one wishes to waive the right of permanent resident fees, then the total would come to CAD$ 565 which comprises the Sponsorship fee of CAD$75 and principal applicant processing fee of CAD$490. In most cases, parents and grandparents would like to be accompanied by their spouses and therefore the costs go higher to about CAD $1085. This is a summation of the processing fee of CAD $570 and the right of permanent residence fee of CAD 515. You can still choose to waive the right to of permanent resident fee and therefore you would only pay the CAD $515 processing fee.

Visiting Canada for Business

Since Canada offers an ideal business climate, many entrepreneurs come to Canada either as Self-employed people or seeking start-up Visas. The permanent residence application fee is CAD $1540, which comprises a processing fee of CAD $1050 and a permanent residence fee of CAD $ 490. If the applicant seeks to visit Canada on business with a spouse, then the application fee including right of permanent residence comes to CAD$1040 per person.

In some instances, an applicant may wish to come to Canada as a skilled worker and though this is categorized separately from business travelers and investors, they still require a different visa from a Temporary Resident Visa. An Economic Immigration application fee of CAD $1040 is required which includes the processing fee of CAD $550 and a permanent residency fee of CAD $490. If an employee is sending employees to work in Canada on a temporary Visa, then an employer compliance fee of CAD $230 will be charged per person. This fee normally comes up for groups of performers or entertainers, though in most cases, employees choose to travel as business travelers and therefore are not required to pay the employer compliance fee.

Other Factors To Consider

Additional fees may apply if the traveler is visiting with a dependent either on business, to visit a relative or even as a tourist. A sponsorship including a child of the parent or grandparent will attract a fee of CAD $150 per child. This comprises of the sponsorship fee of CAD $75 and a processing fee of CAD $75. Other costs such as travelling to the Visa application center may also apply but these are not part of the fee schedules for Canadian Visa applications.

The right of permanent resident fee is non refundable, but you can be issued with a refund if the Canadian government refuses your permanent residency application or if you choose to withdraw it.

In conclusion, visiting Canada either as a tourist, for business or simply to visit your child or grandchild offers tremendous opportunity at interacting with the friendly climate and people of Canada. The Visa application fees are affordable and the time period usually depends on the nature of your visit, and can sometimes be upon the discretion of the border service officers. Typically, most temporary visit Visas don’t extend beyond 6 months. Overall, you should make sure you have all your eligibility documents ready and your finances are in order since this is an important prerequisite before your application can be approved.  Contact experienced immigration consultant in Toronto .

Our Recent  Approvals

  • What is Express Entry? Express Entry is an electronic system used to manage the applications of skilled workers who wish to become permanent residents of Canada. Once an interested candidate submits an online profile, the federal government determines if the candidate is eligible for a program managed by Express Entry. Eligible candidates are accepted into the Express Entry pool and are ranked according to the Comprehensive Ranking System (CRS). The CRS is a points-based system used by the government to assess and rank candidates in the Express Entry pool. The CRS score is calculated based on a candidate’s age, education, work experience, language skills, as well as other factors. Approximately every two weeks, the Canadian government selects the highest-scoring candidates from the Express Entry pool and provides them with an Invitation to Apply (ITA) for permanent residence.
  • How long does the Express Entry process take? An Express Entry profile can be valid for up to one year. Candidates who receive an ITA can expect the Canadian government to process their permanent residence applications within six months. The government begins to measure the processing time when a complete permanent residence application is received. The processing time ends when a final decision is made on the application. If a candidate does not receive an ITA within one year of creating their Express Entry profile, they can simply re-submit their profile if they are still eligible.
  • What is the eligibility criteria for Express Entry? To be eligible for Express Entry, candidates must meet the criteria of at least one of the following federal economic immigration programs: Federal Skilled Worker Program:The FSWP is Canada’s primary economic immigration pathway. The minimum requirements include at least one year of continuous full-time or equivalent paid work experience in the past 10 years in a skilled occupation under the National Occupational Classification (NOC) skill level 0, A, or B; validated intermediate or better language ability in English or French; for candidates educated outside of Canada, an educational credential (certificate, diploma, or degree) and an Educational Credential Assessment (ECA) report. In addition to meeting the FSWP's minimum work, language ability, and education requirements, candidates must also obtain at least 67 points under its points grid. Canadian Experience Class: The CEC provides international students and foreign workers who have Canadian experience with the opportunity to obtain permanent residence. Candidates must have obtained at least one year of skilled, professional, or technical work experience in Canada within 3 years of the application date and also meet language proficiency criteria. Federal Skilled Trades Class: The FSTP is available to candidates who want to become permanent residents on the basis of qualifying for a skilled trade. Eligibility criteria include having a minimum of 2 years of full-time work experience in a skilled trade within the 5-year period of submitting an application; meet the job requirements of the skilled trade; have a full-time job offer in Canada for a period of at least 1 year or possess a certificate of qualification in the skilled trade that has been provided by an official Canadian authority; and meet language proficiency criteria.
  • What are my chances of success through Express Entry? A candidates chances of success through any of the Express Entry programs depends on their Comprehensive Ranking System (CRS) score. If a candidate is close to, or above, the minimum CRS score cut-off for recent Express Entry draws, then they will likely be competitive in the Express Entry system. That said, it is impossible to predict how the CRS score will fluctuate in the future. No lawyer or consultant can guarantee that a candidate will successfully receive permanent residence through the Express Entry system, candidates should be careful from any lawyers or consultants that say otherwise. The application process is lengthy, complex, and constantly changing, and approval is at the discretion of IRCC so there is always a risk that an applicant may not receive permanent residence.
  • What documents are required for Express Entry? The required documents vary depending on the program through which a person is applying. An applicants should be prepared to provide valid travel documents, ideally a passport, as well as results from an approved language test for English or French. For more detailed document requirements please reach out to our team and we will be happy to help you with your application.
  • Express Entry vs Provincial Nominee Programs In Canada, the federal government and provinces and territories can operate their own immigration programs. However, the federal government makes the final decision on whether a candidate can obtain permanent residence. Express Entry manages three of the numerous economic immigration programs operated by the federal government. The Provincial Nominee Program (PNP) allows provinces and territories to signal to the federal government that an immigration candidate meets the economic needs of their region. Such candidates obtain a provincial nomination which they can use to support their permanent residence application submitted to the federal government. A provincial nomination is the single most valuable factor under Express Entry’s CRS and results in an Express Entry candidate receiving an additional 600 points towards their CRS score, which essentially guarantees they will receive an ITA. Even if an Express Entry candidate does not initially have a high enough ranking score to receive an ITA from the federal government, they may obtain a nomination from a province or territory through Express Entry, increase their CRS score by 600 points, and then obtain an ITA from the federal government during the next draw from the Express Entry pool.

  • Maintain Good Health : Applicants should be in good health, and you may need to undergo a medical examination in some cases.
  • Clear Background Checks : It’s important to have a clean legal record, with no immigration or criminal violations.
  • Demonstrate Strong Ties to Your Home Country : You must show evidence of significant connections to your home country, such as employment, property ownership, financial assets, or family relationships, to assure the immigration officer of your intention to return after your visit.
  • Intent to Leave After Visit : Evidence or assurances that you plan on leaving Canada at the end of your authorized stay is crucial. This can be in the form of a return ticket, a detailed travel itinerary, or other documents that show your intent to return home.

Documents Required for Canada Visitor Visa

A successful application is based on providing the correct documents. These typically include:

  • A valid passport.
  • Proof of financial support during your stay.
  • Letters of invitation from friends or family if you’re visiting someone.
  • Travel itinerary if you’ve planned your trip.
  • Employment or business documents to prove you’ll return to your home country.

Application Fees and Processing Time

Application fees and processing times for a Canada visitor visa can vary depending on the type of visa you’re applying for, making it essential to seek guidance from professional immigration consultants for the most current information.

  • Application Fees : Fees for a Visitor Visa Canada can change due to updates in immigration policies or processing requirements. Immigration consultants offer valuable assistance in providing you with the latest information on all application fees. They ensure you understand the total cost of your application, including any additional charges that might be relevant to your case.

Immigration consultants have access to the most recent processing timeframes and can offer you an accurate estimate of how long your visa application might take.

Tips for a Successful Application

The application process, while straightforward, demands attention to detail and thorough preparation to increase your chances of approval. Here are some detailed tips for assembling a successful application:

  • Review the Canada Visitor Visa Checklist : Before submitting your application, take the time to methodically go through the Canada visitor visa checklist . This list is your roadmap to gathering all the necessary documents required for your visa application. Missing just one document can lead to delays or even a denial of your application. Ensure that every item on the list has been accounted for and is up to date.
  • Provide Clear and Concise Information : When filling out your application, clarity and brevity are your best friends. Avoid unnecessary jargon and keep your responses focused and to the point. Each answer should directly address the question, providing relevant information that supports your visa request. Remember, immigration officers review countless applications; a clear and well-structured application can stand out positively.
  • Honesty and Transparency Are Key : The foundation of your visa application should be honesty. Any attempt to conceal or misrepresent facts can have serious consequences, including the denial of your visa or future applications. Be transparent about your travel intentions, financial status, and any other requested information. If there are complex or sensitive aspects of your application, such as previous visa rejections or gaps in employment, address them openly and provide a clear explanation.
  • Supporting Documentation : Beyond the basic requirements, consider including additional documents that strengthen your application. Letters of invitation from friends or family in Canada, detailed travel itineraries, and proof of ties to your home country as mentioned above—such as employment details, property ownership, or family commitments—can significantly help your case. These documents provide a clearer picture of your intentions and assure the visa officers of your commitment to return home after your visit.
  • Review and Revise : Before submitting your application, review it multiple times to catch any errors or omissions. If possible, have a trusted friend or family member go over it as well, as they might catch mistakes you’ve overlooked. Pay particular attention to dates, spelling of names, and the accuracy of contact information. A single mistake can raise questions about the credibility of your entire application.

A visa is an official document, usually stamped or glued inside a passport, giving permission from a foreign authority for you to enter a country.

Visas are issued by foreign government offices in Canada . Contact your destination’s embassy or consulate in Canada well before you plan to leave on your trip to find out if you need a visa to enter the country or stay for a longer period of time. Requirements, fees and processing times vary, depending on the country and type of visa you need. The most common categories are business, work, student and tourist visas.

Remember that representatives from the country to which you are travelling need to see your passport before issuing a visa. If you cannot visit the foreign government office in person and must mail your passport, use secure mail services and enclose a stamped, self-addressed return envelope.

Visa requirements

Before your departure, consult the Travel Advice and Advisories for destination-specific visa information. You will almost certainly need a visa if you plan to remain in a foreign country for a longer period (usually more than 90 days).

Special and diplomatic passport holders should verify all visa requirements for each of their destinations, as they may differ from those that apply to regular passport holders.

Some countries will issue a visa upon your arrival, but it is not a common procedure. Visas must be obtained before leaving Canada. You may be denied entry if you do not have a visa when you arrive in a country that requires one.

You are responsible for ensuring that your passport contains empty visa pages. If the pages of your passport have become filled with visas or entry and exit stamps, apply for a new passport.

Visa renewals or change of status

To extend your stay in a country beyond the period permitted by the visa you currently hold, or to change the status of your visa (for example, from a tourist visa to a work visa), contact your destination’s immigration authorities while you are in the country.

How Much Does a Trip to Canada Cost?

tourist visa to canada price

ferrantraite / Getty Images

Figuring out how much money to budget for your trip to Canada is a key step to planning your vacation. You want to budget your money in the smartest ways possible for the Canada vacation that best suits you. Surprises can be nice—like a Drake sighting—but not on the credit card bill.

Canada is a relatively expensive travel destination mostly due to its size (a lot of travel between places) and its taxes: even more reason to carefully plan your trip and its budget.

Budgeting for a trip to Canada covers many of the same categories as for a trip to any other country and prices are similar to those in the United States with some differences. Canadian taxes will be added on to the bill of many of your purchases in Canada— this includes, clothing, hotel stays, and dining. These taxes can increase your bill by up to 15%.

Transportation, accommodation, eating and sightseeing will eat up the bulk of your cash, but there are some other considerations special to Canada, like sales tax. Saving and spending wisely are possible for each category (except sadly the sales tax which is a fact of life in Canada) with a little forethought.

All the prices listed are in Canadian dollars as of 2020. Most Canadian hotels, restaurants, and stores accept credit cards.

Budget Travel vs Luxury Travel

Of course, like any country, Canada offers a range of travel experiences from budget to luxury. You can stay in a hostel or a five-star hotel in any major city. One popular form of travel that appeals to both penny pinchers and big spenders is camping, which not only lightens the financial load but gives access to Canada's beautiful natural landscapes.

Budget travelers to Canada should plan on spending up to $100 per day, which includes a night's stay at a campsite, hostel, dorm or budget hotel, food from supermarkets or fast food restaurants, public transportation and limited attractions.

Midrange travelers should budget between $150 and $300, and high-end travelers should plan on spending at least $300 per day, which includes a night at an appropriately priced hotel or resort, most meals out and attractions.

Getting to Canada

Airfare to Canada obviously depends on where you are flying in from, however; in general, Canada is among the world's most expensive countries in which to fly.

The biggest airport in Canada is Toronto Pearson International Airport and you can fly direct from many worldwide cities.

The Vancouver and Calgary international airports in western Canada and the Montréal-Trudeau International Airport in Quebec on the other side of the country are the country's other major airport hubs.

You may want to consider flying into a U.S. airport and driving to Canada. Especially with the closeness of, for example,  Buffalo and Toronto , flying into the U.S. may be a cheaper and even more convenient option.

Be sure to have all the right travel documents for visiting Canada .

Accommodation Budget

Accommodation in Canada should probably work out to about half of your daily expenditures. The country has a wide range of hostels, dorms, vacation rentals bed and breakfasts and hotels, including most international brands like Holiday Inn, Sheraton, Hilton, Four Seasons, etc.

Cost saving accommodation includes hostels , university dorms (which are excellent money savers, especially in summer when students are out), campgrounds, motels and budget hotels (2-star), like Super 8  and Days Inn (both part of Wyndham Worldwide brand), Travelodge  or  Comfort Inn . These moderate accommodation choices will sometimes include breakfast and should cost between $25 to $100 per night.

Motels outside of major cities will often offer rooms for under $100 per night.

Vacation rentals, though they range greatly in price, offer an excellent opportunity to save money on restaurant meals, parking, wifi and other expenses you would pay for at a hotel.

Mid-range hotels and bed & breakfasts (3 or 4 star) in Canada will run in the $100 to $250 range for major cities and less in towns or smaller cities. The hotel price may include breakfast.

Luxury accommodation includes resorts, high-end hotels, lodges and bed & breakfasts (4 or 5 star) that can range from $200 to $500+. These hotels may or may not include breakfast. Many resort prices will include at least one meal.

Remember that taxes in the range of 18% will be added to your hotel bill, so a $100 hotel stay is actually closer to $120.

Transportation Budget

Transportation costs can be quite steep in Canada. Especially given the country is so large, making your way across it can mean costly airfares, train tickets or gas.

Most people will limit the extent of their trip to Canada and cover only specific geographic regions, such as the West Coast, the Toronto/Niagara region and/or Montreal Quebec and/or the East Coast, which includes the Maritimes provinces.

Most people rent a car when they visit Canada as it gives them flexibility and because the transportation costs do tend to be relatively high. If you can start or end your visit in a big city, like Toronto or Montreal, a car is generally unnecessary and you can save on parking.

Canadians do not use the train in the same way that Europeans do. Yes, there is a national train system, but destinations, connections, and regularity are not great, especially given the steep cost. Nevertheless, the VIA train is a relaxing and scenic way to get yourself around Canada and has free wifi aboard.

Buses are definitely the cheapest way to make a long journey but of course, the downside is that they are not as quick as the train. Megabus  is a bus line that offers express, discount service in southern Ontario and Quebec. All buses have free wifi and fares can be as low as a few dollars per hour of travel.

Canada is not famous for its discount airfare and there is nothing comparable to ones like Ryanair in Europe. WestJet , Jazz , and Porter Air are your best bet to score a flying deal.

Taxis are a quick way to get around major cities, but less available the more rural you are. Taxi costs are generally determined by the meter except in some cases when there are fixed prices from major airports.

Taxis in Canada begin with a fixed rate of around $3.50 and then charge $1.75 to $2 per kilometer. Uber and Lyft are also readily available.

  • Cost to rent a car per day in Canada: $30 to $75.
  • Cost for return VIA train ticket Toronto to Montreal: $100 to $300.
  • One way airfare from Toronto to Vancouver $220 to $700.
  • Commuter train cost from Hamilton to Toronto (about 1.5 hrs) is $12.10.
  • The light rail from Vancouver International Airport to downtown Vancouver (30 mins) costs $7 to $10.
  • Montreal subway tokens cost $3.50.

Food and Drink Costs

Food costs in Canada are slightly more expensive than in the United States, in part due to the 10% to 15% tax that will be added to your restaurant bill at the end of the meal. The prices listed on the menu are generally before tax. This means if you order a $10 burger, your bill, depending on the province, will actually be something like $11.30. Then you would add another $2 for the tip, so the total bill would be $13.30.

Open-air fresh food markets and supermarkets offer the chance to buy the local fare and save on restaurant dining costs.

Alcohol will also be taxed at restaurants at various rates across the country by province. Sometimes taxes on alcohol are included in the listed price, such as in LCBO (Liquor Control Board of Ontario) stores in Ontario.

  • Breakfast at a diner: $15.
  • Coffee at Starbucks: $3 to $7.
  • Dinner for two, including wine, at fine dining restaurant: $200+.

Entertainment and Attractions, Sample Costs

Movie tickets: $12 to $18.

Typical museum entrance cost: $12 to $22.

Canada's Wonderland theme park entrance fee without tax (includes rides, but not parking or food): $39.99 (buy online at this rate to save).

Whale watching excursion (3 hrs): $50 to $120, depending on the size of boat and number of passengers.

Many of the major Canadian cities will have an attractions pass that will save you money if you visit a number of attractions within a certain period.

  • Parking $3 to $10 per hour or $25 per day. Hotels in major cities will charge about $45 per day to park your car.
  • Adult ski pass for one day at Whistler : $139, Adult ski pass for one day at Mount Tremblant : $99.

Other Expenses

Tipping is customary in Canada right across the country. In general Canadians tip 15% to 20% for services, such as restaurant and bar servers, hairdressers, beauticians, cab drivers, hotel bellhops and more.

For most casual visitors to Canada, the best advice for converting money is to use your credit card for purchases and make larger ATM local currency withdrawals at Canadian banks to last you a few days and avoid frequent withdrawal fees.

Years-long visa backlog in U.S. sees some risking scams in attempt to get faster access

U.s. state department says some victims have lost money and control of their accounts.

When Nathan Chen decided he wanted to see what he calls the "real America," he didn't realize how long it could take.

The international student from China is living and studying in Halifax. It's the first time he's ever visited North America, and he's eager to explore.

As is required for many non-Canadian citizens, he applied for a visa to enter the United States. This requires an in-person interview at one of seven U.S. embassy or consulate locations in Canada.

That's when his problems began.

Chen is one of thousands of people living in Canada who face U.S. visa wait times that could run as long as two years.

These wait times have generated an industry of online schemes that claim to help people jump the queue — but in some cases have taken over people's accounts or scammed them out of their money entirely.

Online 'scalpers' claim to offer faster access to U.S. visas

As Chen tried to set-up an in-person interview, he discovered the interview booking website never had any slots available.

"I checked it every day," he said in an interview in May.

"Two a.m., 3 a.m., 6 a.m.," he said. "I checked it many times. And at last I found the [first] available date in 2025."

As of late June, the official wait times estimates for U.S. consulates in Canada ranged from roughly 700 to 900 days, depending on location.

Huge demand for visas leads to illegitimate industry

Many Canadian international students, temporary foreign workers or permanent residents need a visa to enter the U.S. for reasons like tourism, business deals, attending a convention or conference or medical treatment.

Chen said he wants to visit the U.S. for tourism, but having a visa would also let him fly more cheaply and easily between North America and his home near Beijing.

  • B.C. residents wait over 2 years for U.S. visitor visa interview

As he was waiting for his appointment, Chen learned about an advertisement on a Chinese-language buy-and-sell website. It claimed to be able to find earlier appointment slots within days.

A collage of advertisements from Instagram.

Chen contacted the Chinese advertiser and learned the cost would be $300 Cdn, but he also saw reviews from other international students at his school who claimed they'd successfully used the service.

"I think it's an unfair thing," he told CBC about the ads that claimed to skirt the official system, which he believes is "fair to everyone."

But, Chen felt a "need to find out" what would happen if he paid the service, and invited CBC to observe while he did.

After Chen transferred the money to a person who claimed to be based in Shanghai, he received a link to an online form where he entered his United States visa account information, effectively allowing someone else to act for him.

The advertiser told Chen it was difficult to get appointments immediately, but said it should be possible within a few months.

A man and a woman of Chinese background sit at a table in front of a laptop. The man is explaining something to the woman.

In the last year, the U.S. embassy and consulates in Canada have started to hear stories like Chen's, and are warning people not to hand over their account information.

"What's happening is the applicant turns over access to their account and then the scammer does nothing," said Elizabeth Power of the U.S. State Department and the minister-counsellor for consular affairs, based in Ottawa.

Power says her office has received reports from visa applicants who lost their money and lost control of their accounts.

"That's when we typically hear about it, when the applicant realizes that they no longer have access to their account, that the scammer has changed the password, and so then they're stuck."

Power says as far as her agency can tell, the scammers aren't making any attempt to rebook the applicants for earlier appointments. However she said it is difficult to tell the difference between an account with a legitimate owner, and an account where control has been given to a third party.

Meanwhile, the department has been working on a project to offer more appointments to those who have been waiting the longest, Power said, calling it a "top priority" for her position.

Black market visa appointment industry

This is all part of a thriving worldwide industry studied by economists at the WZB Berlin Social Science Centre.

A man in a black polo shirt sits for a portrait in front of a blurred background.

"Whenever you have a big over-demand for these public services, scalpers find a way to kind of generate profits," said Rustamdjan Hakimov, an associate professor of economics at the University of Lausanne in Switzerland who was part of the research team.

Hakimov said Nathan Chen's experience sounds similar to one type of "scalper" he studied, who is willing to rebook people for a fee.

"They just monitor any cancellations that will come up, or additional slots which will come out kind of early on, and then they're going to be the first ones to get it," he said.

Hakimov interviewed some scalpers in Berlin who said they used this technique.

"They said, 'Look, we're helping people because you know, why would you sit and monitor every second here?' They had a very good image of themselves," he said.

Extreme methods

Hakimov says there's another type of scalping that's even more extreme: a "bot" or computer program uses fake names to snap up every available appointment, some of which the scalpers then cancel and rebook with real people.

He says the telling sign of this type of scalper is a lot of appointment no-shows.

"It means that scalpers went all the way," he said. "They booked everything available and they don't care whether they sell or not sell."

People line up outside the U.S. Consulate General.

Hakimov's team suggested that government agencies could accept bookings in daily "batches" where slots are randomly assigned among those who enter their name that day, rather than being first-come-first-served.

"There is no advantage of being fast, which means that technologically humans can compete with the bot," Hakimov said.

The team also suggested any cancelled appointments be added to the next day's randomly assigned slots, to prevent scalpers from being able to slip their clients into a newly opened spot.

'These problems only grow'

The U.S. State Department says it doesn't believe its visa booking system is being infiltrated by this type of bot, and it continues to put security measures in place, according to Power.

"We're working to do what we can on the back end to prevent people from being scammed in this way, but we also need the applicants to protect themselves as well," she said.

But Hakimov says he feels the issue is rooted in financial inequality and will continue to spread.

"These problems only grow the more we digitalize things," he said.

With the help of a translator, CBC contacted the Chinese advertiser through their online messaging platform. The advertiser explained they have been in business since 2007 and have booked "a few thousand" appointments in Canada this year, but refused to answer any other questions about how the business is run.

As for Chen, he doesn't know much about the people he paid to try to get an earlier slot except that their "service" didn't work for him.

  • Go Public Facebook account takeovers are targeting people you know, turning friendship into fraud
  • From Kyiv, with fraud: Why Canada is a main target of investment scammers

He eventually received help from a friend who spotted an open slot at the U.S.'s Toronto consulate in July and quickly helped him rebook.

Chen will have to travel to Toronto for his appointment but got his money back from the service he used.

He's pleased the U.S. State Department is aware of the issue and trying to protect people against it.

"If they pay attention or take action, they can stop the third party interference," he said.

Chen also advised other visa applicants not to turn to third parties. He's secured his account password so no one else can get in.
