- In 2020 alone, the travel and tourism sector lost $4.5 trillion and 62 million jobs globally.
- But as the world recovers from the impacts of the COVID-19 pandemic, travel and tourism can bounce back as an inclusive, sustainable, and resilient sector.
- Two experts highlight some of the key transformations in the sector going forward during the World Economic Forum's Our World in Transformation series.
The Travel & Tourism sector was one of the hardest hit by the COVID-19 pandemic, leaving not only companies but also tourism-driven economies severely affected by shutdowns, travel restrictions and the disappearance of international travel.
In 2020 alone, the sector lost $4.5 trillion and 62 million jobs, impacting the living standards and well-being of communities across the globe. Moreover, the halt in international travel gave both leisure and business travellers the chance to consider the impact of their choices on the climate and environment.
Amid shifting demand dynamics and future opportunities and risks, a more inclusive, sustainable and resilient travel and tourism sector can be - and needs to be - built.
The World Economic Forum's Travel & Tourism Development Index 2021 finds that embedding inclusivity, sustainability and resilience into the travel and tourism sector as it recovers, will ensure it can continue to be a driver of global connectivity, peace and economic and social progress.
We spoke to Sandra Carvao , Chief of Market Intelligence and Competitiveness at the United Nations World Tourism Organization (UNWTO), and Liz Ortiguera , CEO of the Pacific Asia Travel Association in Thailand (PATA), and asked them to highlight some of the key areas of risk and opportunity in the sector during an episode of the World Economic Forum's Our World in Transformation series.

Travel & tourism development index 2021: rebuilding for a sustainable and resilient future, towards resilience and sustainability: travel and tourism development recovery, how can we really achieve sustainability in the travel sector, what are some of the top global trends you're witnessing currently in the travel and tourism sector.
Liz Ortiguera: Given the extended lockdown that we had on travel with the pandemic, vacation for friends and relatives (VFR) is now a high priority for people who haven’t been in touch for a long time thanks to the pandemic. So, people are reconnecting. And that kind of links to the second trend, which is multi-purpose or blended travel. Never before, particularly now that we can connect digitally through Zoom, has the ability to work from anywhere enabled travellers to cover multiple purposes, like visits with friends and multiple business trips. So, we'll find that the duration of travel and the length of stay is longer. And third is the continued high focus on safety and wellness which is top of mind for travellers due to the pandemic. All travel is wellness-related now.
Sandra Carvao: I think there is a bigger concern with sustainability, which is very welcome in our industry. Consumers, particularly the younger generation, are much more aware of the impact they have, not only on the environment but also socially and on the communities they live in. We've also seen an increase in expenditure per trip, so I think people are very eager to go outside, and they're staying longer. And on the other side, I think there are some challenges: we’re seeing a rise in late bookings because restrictions can change at short notice and that’s having an impact on the decisions of travellers. This is putting pressure on the industry in terms of planning and anticipating fluctuations in demand.
Social media surveys have shown that travellers who have immersive experiences are more likely to post about them, which is good for the industry.
What is community-based tourism and why is it important?
Sandra Carvao: One of the positive impacts of the pandemic is that people are looking for local experiences and are spending more time with communities. So, the concept of community-based tourism is obviously one that puts the community at the core of every development, ensuring that it's engaged and empowered and that it benefits. At the UNWTO, we worked with the G20 and the Saudi presidency back in 2020 and produced a framework for tourism development in communities, which states that communities need to be part of the planning and management of tourism activities. We need to go beyond traditional definitions of community to a point where the industry leans on partnerships between the public and private sectors and communities.
Liz Ortiguera: In July 2022, PATA is hosting a destination-marketing forum and one of the key themes is community-based tourism. The purpose is really to put the community and authenticity-in-culture activities at the heart of the travel experience. There are benefits for all stakeholders. One is that travellers can have an authentic experience. They're not in overcrowded, touristic locations and they experience something new and unique within the community. These experiences are designed in partnership with communities who get the benefit of financial inclusion, and if activities are designed properly, the reinforcement of their cultural heritage. Governments also engage in economic development more broadly across countries. Another interesting trend is creative tourism, which means you create an experience for tourists to participate in, like a dance lesson, or a cooking lesson. Social media surveys have shown that travellers who have these kinds of immersive experiences are more likely to post about them online and that's good for the industry.
It is important to emphasize that virtual experiences, while they are a fun tool, can never replace visiting a destination.
How is technology and innovation helping to leverage cultural resources?
Sandra Carvao: One interesting trend we’re seeing is that more and more people are booking trips directly, so communities need to be supported to digitize their systems. Education and upskilling of communities are important so that they can leverage digital platforms to market themselves. From the tourists’ perspective, it is important to emphasize that virtual experiences, while they are a fun tool, can never replace visiting a destination.
Liz Ortiguera: People have been living virtually for more than two years. Amazing innovations have emerged, such as virtual reality and augmented reality, and all kinds of applications and tools. But the important thing is the experience. The destination. Real-world experiences need to remain front and centre. Technology tools should be viewed as enablers and not the core experience. And when it comes to staff, technology can really democratize education. There’s an opportunity to mobilize a mobile-first approach for those who are on the frontlines, or out in the field, and can’t easily access computers, but need to get real-time information.
How is the sector dealing with labour shortages and re-employment of the workforce?
Liz Ortiguera: Labour shortages are much more dynamic in North America and in Europe. But it’s having a knock-on effect on Asia. If, for example, their air carriers are limited by staff and they have to cancel flights, which we're very much seeing out of Europe, seating capacity then becomes a limiting factor in the recovery of Asia Pacific. That's the main constraint right now. And compounding that is the rising price of fuel. But people in the Asia Pacific are keen to get reemployed.
Sandra Carvao: Labour shortages are a priority for the sector in countries around the world. Many workers left the sector during the pandemic and the uncertainty that surrounded the measures taken to contain it left many people unsure of whether the sector would recover. It is time to address things like conditions, scheduling, and work/life balance, all things which have been top of mind for workers during the pandemic. As the sector recovers, we need time to bring new hires on board and to train them to take over where those who switched jobs left off.
Are we seeing a growing trend towards domestic tourism?
Sandra Carvao: We’re talking about 9 billion people travelling within their own countries. And in many countries, for example in Germany, more than 80% of the tourism spending actually comes from the domestic market, similarly in countries like Spain and even smaller economies. Whenever it's possible to travel again, domestic markets tend to be more resilient. They kick off first mostly due to perceptions of safety and security issues. As the world economy recovers from the pandemic, there is a good opportunity for nations to rethink their strategy, look at the domestic market in a different way, and leverage different products for domestic tourists.
When it comes to sustainable tourism, how quickly could we mainstream eco-friendly modes of transportation?
Sandra Carvao: Transport is one of the key contributors to energy impacts and tourism. But it's also important that we look at the whole value chain. The UNWTO together with the One Planet Sustainable Tourism Programme just launched the Glasgow Declaration, which includes green commitments from destinations and companies. We’re seeing a strong movement in the airline industry to reduce emissions. But I think, obviously, technological developments will be very important. But it's also very important to look at market shifts. And we can't forget small islands and developing states that rely on long-haul air travel. It’s important to make sure that we invest in making the problem much less impactful.
Liz Ortiguera: 'Travel and tourism' is such a broad encompassing term that it’s not fair to call it an industry: it is actually a sector of many industries. The pandemic taught us how broad the impact of the sector is in terms of sustainability. There's a big movement in terms of destination resilience, which is the foundation for achieving sustainability in the journey to net-zero. We now have standards to mitigate that impact including meetings-and-events (MIE) standards and standards for tour operators. There are multiple areas within our industry where progress is being made. And I'm really encouraged by the fact that there is such a focus not just within the sector but also among consumers.

TSA is prepared for busiest summer travel season ever
WASHINGTON — The Transportation Security Administration (TSA) is prepared for the highest passenger volumes the agency has seen at airport security checkpoints nationwide during this summer’s travel season, which begins Memorial Day weekend and runs through Labor Day. TSA forecasts Friday, May 24, to be the busiest travel day of the long Memorial Day weekend, anticipating nearly three million passengers. From May 23 to May 29, the agency expects to screen more than 18 million passengers and crew, representing a checkpoint volume increase of approximately 6.4% compared to the same period in 2023.
“In close coordination with airport, airline and travel partners, we are more than ready to handle this summer’s increased travel volumes,” said TSA Administrator David Pekoske. “We are also continuing to deploy state-of-the-art checkpoint technology that increases security effectiveness, efficiency and enhances the passenger experience and our retention and recruitment numbers are the highest they’ve ever been.”
TSA is continuing to modernize airport security checkpoints across the country with a focus on enhanced detection methods to best secure the aviation system. This summer, airline passengers can expect to encounter some of those latest checkpoint technologies and recommends several important travel tips. These include:
Tip 1: Be aware of new checkpoint technology and follow TSA guidance. TSA is using the second generation of Credential Authentication Technology (CAT-2), which features the same capabilities as the CAT, confirming the authenticity of a passenger’s identification credentials with their acceptable photo identification credential along with their flight details and pre-screening status, but with an added camera feature. The passenger may voluntarily agree to have a real-time photo taken of them to verify their identity using their TSA-acceptable identification credential. The facial recognition technology TSA utilizes helps ensure the person standing at the checkpoint is the same person pictured on their ID. Keep your boarding pass tucked away. Photos are not stored or saved after a positive ID match has been made, except in a limited testing environment for evaluation of the effectiveness of the technology. Passengers who do not want their photo taken may ask the Transportation Security Officer (TSO) for a manual ID check without penalty and losing their place in line. Several airports have installed Computed Tomography (CT) units. These units significantly improve scanning and threat detection capabilities for carry-on bags. CT units give TSOs the ability to review a 3D image of passengers’ bags and reduce the need to physically search the contents of the bag. Passengers screened in security lanes with CT units do not need to remove their 3-1-1 liquids or laptops, but they must place every carry-on item, including bags, into a bin for screening. Passengers are also reminded to bring at maximum one carry-on bag and one personal item through security screening.
To date, TSA has deployed 2,050 CAT units to 223 airports. Among those, 238 CAT units represent the second generation (CAT-2) technology and are located in 84 airports nationwide. Additionally, TSA has deployed more than 820 CT units to more than 240 airports nationwide.
Screening protocols may vary from airport to airport depending on available technology and the current threat environment, so it is important for passengers to follow the TSO’s directions.
Tip 2: Do you carry a firearm? Prepare, pack and declare. Firearms are prohibited at security checkpoints, in the secure area of an airport and in the passenger cabin of an aircraft, even if a passenger has a concealed carry permit or is in a constitutional carry jurisdiction. Passengers may travel with a firearm , but it must be secured in the passenger’s checked baggage; packed unloaded; locked in a hard-sided case; and declared to the airline when checking in at the airline ticket counter.
TSA does not confiscate or seize firearms. If a passenger brings a firearm to the security checkpoint on their person or in their carry-on luggage, the TSO will contact local law enforcement to safely unload and take possession of the firearm. Law enforcement may also arrest or cite the passenger, depending on local law. TSA may impose a civil penalty up to almost $15,000, and for the first offense, passengers who bring a firearm to a security checkpoint will lose TSA PreCheck ® eligibility for five years. Second violations will result in permanent disqualification from the program and additional civil penalties.
Tip 3: Pack an empty bag, know before you go, and remember the 3-1-1 rule. When airline passengers begin packing for travel with an empty bag, they are less likely to be stopped at the security checkpoint for having prohibited items. Prior to packing that empty bag, check TSA’s “What Can I Bring?” tool to know what is prohibited. If you’re heading to the beach, you may wonder how to pack your sunscreen. Any liquids, sunscreen containers and alcohol over 3.4 ounces must be packed in a checked bag. Liquids, aerosols, gels, creams and pastes are allowed in carry-on bags as long as each item is 3.4 ounces or less and placed in one quart-sized bag. Each passenger is limited to one quart-size bag of liquids, aerosols, gels, creams and pastes.
Tip 4: Make sure you have a REAL ID or another acceptable ID. Adult passengers 18 years and older must show valid ID credentials at the airport checkpoint in order to travel. Beginning May 7, 2025, if you plan to use your state-issued ID or driver’s license to fly within the U.S., make sure you have a REAL ID or another acceptable form of ID. If you are not sure if you have a REAL ID, check with your state department of motor vehicles. For questions on acceptable IDs, go to TSA.gov.
Tip 5: TSA PreCheck ® members: Make sure your Known Traveler Number (KTN) is in your reservation. With nearly 20 million TSA PreCheck members, it is essential that airline reservations have the passenger’s correct KTN, full name and date of birth so they can truly “Travel with Ease.” Those who fly with multiple airlines should ensure their KTN is updated in each of their airline profiles every time they travel. TSA PreCheck passengers are low-risk travelers who do not need to remove shoes, belts, 3-1-1 liquids, food, laptops and light jackets at the TSA checkpoint. TSA’s wait time standards for TSA PreCheck lanes are under 10 minutes and under 30 minutes for standard lanes.
If you are not yet enrolled in TSA PreCheck and appreciate faster passenger checkpoint screening, we encourage you to enroll with one of TSA’s enrollment providers starting at $77.95 for a five-year membership. Tip 6: Give yourself plenty of time. Summer travel will be busy, so plan ahead! Give yourself plenty of time to park or return a rental car, take a shuttle to the airport if needed, check in with your airline and drop your bags and prepare for the security checkpoint. Save time by removing items from pockets and placing them in your carry-on bag, instead of putting items directly into bins at the conveyor belt.
Tip 7: Respect TSA and other frontline airport and airline employees. Violence and unruly behavior in the transportation system are not acceptable and result in significant delays at traveler checkpoints. TSOs, along with all frontline airport and airline employees and local law enforcement, are working together to ensure safe and secure travel. Assaulting a TSA employee is a federal offense and will result in penalties and/or arrest.
Tip 8: Contact TSA with questions, compliments, complaints or assistance. Contact TSA by sending a text directly to 275-872 (“AskTSA”) on any mobile device or over social media by sending a message to @AskTSA on X or Facebook Messenger. An automated virtual assistant is available 24/7 to answer commonly asked questions, and AskTSA staff are available 365 days a year from 8 a.m. to 6 p.m. ET for more complicated questions. Travelers may also reach the TSA Contact Center at 866-289-9673. An automated service is available 24/7. Passengers who need additional assistance through security screening may request a TSA Passenger Support Specialist (PSS). A PSS is a TSO who has received specialized training, including how to effectively assist and communicate with individuals with disabilities, medical conditions or those who need additional screening assistance. Individuals should request passenger assistance at least 72 hours in advance by contacting our TSA Cares passenger support line at (855) 787-2227. Live assistance for both the TCC and TSA Cares is available weekdays, 8 a.m. to 11 p.m. ET, or weekends and holidays from 9 a.m. to 8 p.m. ET.

Memorial Day weekend 2024 could be busiest for travel in nearly 20 years

This year is expected to be one of the busiest travel years in nearly two decades, with about 43.8 million people expected to travel at least 50 miles, according to AAA.
Joy Noelle Balanag booked her vacation months ago, hoping to beat the potentially record-breaking summer rush.
"I definitely am excited for this travel season. 2024 feels just like almost a breath of fresh air," she told CBS News. "I do plan on traveling on airplanes. I do plan on taking my car. Just, like, seeing where this summer season takes me."
Balanag won't be alone. This Memorial Day weekend, AAA is expecting a nearly 5% bump in airline travel over last year and United Airlines alone is planning to fly more than half a million people a day from May 23 through May 28, which would be the airline's busiest Memorial Day weekend ever. Delta is expecting 3 million passengers total over that same stretch, a 5% increase for the airline from 2023. American Airlines said it's preparing for 3.9 million customers over the long Memorial Day weekend.
Most travelers will drive that weekend, however, with AAA predicting a record 38.4 million people will hit the road. That's a 4% increase from last year. Gas prices are similar to where they were last year, up about 8 cents a gallon nationally compared to last Memorial Day weekend.
"It goes back to that bucket list, YOLO, you only live once mentality, Aixa Diaz of AAA told CBS News. "A lot of people are now going, 'You know what? Let's not take those trips we always take with our families. Let's get a little bit more adventurous.'"
One of the fastest-growing travel options since the COVID-19 pandemic is cruising.
The industry is expecting a new record high of nearly 35 million passengers this year, according to the Cruise Lines International Association. For the thousands on board the Carnival Firezne cruise ship's inaugural sold-out sailing, which began in late April, vacation season started early.
Passenger Jeanine Stage of Arizona told CBS News what she likes best about cruising is, "That you get to go to multiple destinations and you unpack your suitcase once."
"You got food, entertainment, even the casino, if you're into that, there's shows," she said.
All told, AAA is predicting 2024 will finish just narrowly behind 2005 as the busiest Memorial Day travel weekend since it began keeping track in 2000.
AAA expects the busiest time on the roads will be from noon to 7 p.m. on the Thursday and Friday before Memorial Day. United Airlines said that Thursday will be its busiest of the holiday weekend.
Among the top destinations this year: Florida, Las Vegas, Los Angeles and Denver.

State Department issues travel alert for LGBTQ people, events abroad
The alert follows a similar warning from the FBI and the DHS.
The U.S. State Department issued a "Worldwide Caution" alert on Friday, warning U.S. citizens overseas to exercise increased caution due to "the increased potential for foreign terrorist organization-inspired violence against LGBTQI+ persons and events."
According to an administration official familiar with the matter, the alert is connected to the recent announcement from the FBI and Department of Homeland Security that foreign terrorist organizations might seek to exploit "LGBTQIA+-related events and venues," including events during 2024 Pride month, which begins in June.

The alert comes on the same day the State Department is commemorating the International Day Against Homophobia, Biphobia, Interphobia, and Transphobia.

LGBTQ advocacy groups have issued a "state of emergency" in the U.S. following record-breaking waves of anti-LGBTQ legislation as well as a spike in reports of hate incidents.
The State Department alert also advises traveling Americans to exercise increased caution because of the potential for more generalized terrorist attacks, demonstrations, or violent actions "against U.S. citizens and interests."

4 dead as severe storms hit Houston area; hundreds of thousands lose power in Texas
Emergency crews in southeast Texas were clearing debris and assessing flooding on Friday after powerful storms tore through the state , killing at least four people and knocking out power to nearly 800,000 customers.
The winds — which reached 100 mph — were reminiscent of 2008's Hurricane Ike , one of the costliest natural disasters in American history, Houston Mayor John Whitmire said in a briefing Thursday. A widespread 3 to 6 inches of rain fell north of Houston, with one of the highest totals reaching around 6.9 inches in 24 hours near Romayor.
The storm also battered New Orleans overnight, with severe thunderstorms and flooding possible again through Saturday morning, according to the local branch of the National Weather Service .
In Texas, the destruction was evident even before sunrise, with high winds tearing out windows of high-rise buildings in downtown Houston and inundating the region with flooding. Streets were littered with glass, electrical lines and other detritus.
“I know that many people lived through, and are still living through, scary situations with the terrible strong winds that blew across our county tonight," Harris County Judge Lina Hidalgo said in a statement Friday morning.
"Damage assessments are ongoing, and we cannot know how long it will take to clear debris without those assessments completed, but from initial reports the debris looks very significant," Hidalgo said.
Classes were canceled for the 400,000 students in the Houston Independent School District.
Officials urged all but essential employees to work from home if possible, and the Houston Police Department told residents to avoid traveling downtown.
Two of the four people who died in Texas were killed by falling trees, while a third died when a crane blew over, Houston Fire Chief Samuel Peña said at a news briefing. No information was given about the fourth. Whitmire said a possible fifth death is being investigated, but it’s not yet clear if it was related to the weather.
Texas Gov. Greg Abbott thanked emergency personnel in a statement, saying work is ongoing to assist communities affected by the storms.
“Our hearts are with the families and loved ones of those who tragically lost their lives due to severe weather in Southeast Texas, and we remain in contact with local officials to do everything we can to protect Texans and help our communities recover,” Abbott said.
At one point, more than 900,000 customers were without power statewide; that remained true for around 670,000 as of 3 p.m. CT, according to poweroutage.us . Nearly all of those were in Houston’s Harris County.
Heat and humidity in the city will ramp up into the weekend, which could lead to health concerns if power is not restored quickly. Temperatures could be as high as 91 degrees with a heat index of 97.
Across Houston, photos and videos on social media showed intense flooding and downed trees, as well as toppled electrical towers and power lines .
In a video posted to Facebook , rain was seen leaking into Minute Maid Park, where the Houston Astros play. Another video showed baseball fans leaving the stadium amid the bad weather.
Strong winds appeared to have blown off roof panels at a Hyatt Regency Hotel in Houston, a video posted to X showed. Other footage shared on the platform showed blown out windows in a building in the city's Wells Fargo Plaza.
Whitmire described downtown Houston as a “mess” and warned that “many roads are impassible due to downed power lines, debris, and fallen trees.”
Firefighters were removing live wires from Route 290 and most city traffic lights were down, he added.
In Louisiana, the severe weather knocked out electricity for some 215,000 customers, many in and around New Orleans. Around 115,000 remained without power as of Friday morning.
A swath of the southeast coast, stretching from Louisiana, through Mississippi, Alabama and into the Florida Panhandle, was under a flood watch early Friday.
The National Weather Service said in an afternoon update that unsettled weather, including the possibility of excessive rainfall and severe thunderstorms, will persist across the Southeast through Saturday.
Around 7 million people along the central Gulf Coast remain under flood watches.
“A few tornadoes, scattered damaging winds, and hail all appear possible over the central/eastern Gulf Coast area,” according to the National Weather Service.
The agency also noted a risk of severe thunderstorms in portions of the northern Plains through Friday evening.

Senate Approves Bill to Reauthorize F.A.A. and Improve Air Travel
The Senate also passed a short-term extension of the current F.A.A. law to give the House time to clear the longer-term package early next week.

The Senate on Thursday passed legislation to reauthorize federal aviation programs for the next five years and put in place new safety measures and consumer protections for passengers, at a moment of intense uncertainty and disruption in the air travel system.
The bill , which still must win final approval in the House before becoming law, would provide more than $105 billion to the Federal Aviation Administration and another $738 million to the National Transportation Safety Board for airport modernization, technology programs and safety. It would also bolster the hiring and training of air traffic controllers, codify airlines’ refund obligations to passengers, ensure fee-free family seating and strengthen protections for passengers with disabilities.
“Aviation safety has been front of mind for millions of Americans recently, and this F.A.A. bill is the best thing Congress can do to give Americans the peace of mind they deserve,” Senator Chuck Schumer of New York, the majority leader, said on the Senate floor on Thursday evening.
It passed in an overwhelming bipartisan vote of 88 to 4, just one day before the current law is scheduled to lapse. The Senate also unanimously approved a short-term extension to allow time for the House to take up and clear the longer-term package next week, a step that would send it to President Biden.
The legislation is a bipartisan compromise negotiated over months by the Senate and House committees with jurisdiction over the F.A.A., after Congress authorized several short-term extensions of the agency when lawmakers failed to meet earlier deadlines. The House passed its version of the bill almost a year ago in a lopsided vote of 351 to 69.
Senator Maria Cantwell of Washington, chairwoman of the Commerce Committee, celebrated the bill’s provisions on consumer protections, aviation safety, air traffic controllers, airport infrastructure and work force development on the floor after passage.
“This is a big moment for aviation,” Ms. Cantwell said. “We have had safety issues and concerns that we need to make a big investment. This legislation is that investment — in safety standards, in protecting consumers and advancing a work force and technology that will allow the United States to be the gold standard in aviation.”
Senator Ted Cruz of Texas, the top Republican on the Commerce Committee, said: “This legislation is a strong, bipartisan, bicameral bill that includes hundreds of priorities for senators and representatives, both Republican and Democrat. This bill gives the FAA the safety tools it needs at a critical time.”
As one of the few remaining bills considered a must-pass item this year, the F.A.A. package, which prompted several regional disputes, became a magnet for dozens of amendments and policy riders that threatened to delay it in the Senate.
With the legislation threatening to stall, the House on Wednesday approved a one-week extension for the F.A.A. before leaving Washington for the weekend. The Senate followed suit on Thursday, steering around lingering disputes that had threatened to scuttle the effort and cause a brief lapse for the F.A.A.
The debate came at a time of acute uncertainty about the aviation system, which has had a recent spate of concerning episodes such as dangerous near collisions on runways, plane malfunctions and thousands of flight delays and cancellations.
It was unclear for much of Thursday whether the Senate would be able to push through the legislation and the extension, as senators demanded votes on amendments or threatened to block speedy passage. No amendments were ultimately brought to a vote.
The most intense regional fight was over a provision in the bill that would add five round-trip long-haul flights out of Ronald Reagan National Airport outside Washington. Proponents, which include Delta Air Lines, have said they want to expand access to the nation’s capital and increase competition.
The proposal incensed lawmakers representing the area , who argued that the airport maintains the busiest runway in the country and cannot support additional flights. Senators Tim Kaine and Mark Warner of Virginia and Benjamin L. Cardin and Chris Van Hollen of Maryland, all Democrats, filed an amendment to strike the new flights.
Mr. Kaine and Mr. Warner threatened to hold the bill up if they did not receive a vote. But Mr. Cruz blocked an effort to bring up a compromise amendment that would have given the transportation secretary the final say on new flights after considering any effects they would have on delays and passenger safety.
“The Senate abdicated its responsibility to protect the safety of the 25 million people who fly through D.C.A. every year,” Mr. Kaine and Mr. Warner said in a statement. “Some of our colleagues were too afraid to let the experts make the call. They didn’t want to show the American people that they care more about a few lawmakers’ desire for direct flights than they care about the safety and convenience of the traveling public. That is shameful and an embarrassment.”
The senators from Virginia and Maryland were the only votes against the bill.
Another group of senators failed to secure a vote on a proposal to halt the Transportation Security Administration’s expansion of facial recognition technology at airports and restrict it where it is in use.
Senators had also proposed adding a number of unrelated bills, including one that would compensate people harmed by exposure to the nation’s nuclear weapons program , legislation to fully fund the replacement of the collapsed Francis Scott Key Bridge in Baltimore, and a credit card competition measure. Senators Marsha Blackburn, Republican of Tennessee, and Richard Blumenthal, Democrat of Connecticut, were pushing for a vote on their bill to protect minors online into Thursday. None of them made it into the final product.

7 closures at Michigan state parks this summer
Federal funds spur construction projects at state parks.

Several popular Michigan state parks have planned construction projects that run through the fall, which could impact your summer camping plans.
Michigan received $250 million from the American Rescue Plan Act, to improve state parks in various ways. The DNR says the federal relief funds will help the state address a decades-long backlog of repair and maintenance needs and help build a new state park in Flint.

“In the construction world, this is much like a race against time to design, bid and plan these projects in such a short time frame,” said Ron Olson, DNR Parks and Recreation chief. “The ARPA funds must be committed by Dec. 31, 2024, and spent on those projects by Dec. 31, 2026. It’s an exciting opportunity, but one that requires careful planning, broad action and thorough execution.”
Olson encouraged anyone considering a state park visit – now or later this season – to visit Michigan.gov/DNRClosures to find anticipated closure dates and additional information on these enhancement projects. Any revised construction timelines will be announced on the closures page almost daily or as conditions require.
Here are some of the planned Michigan state park closures for 2024:
- Algonac State Park (St. Clair County): Full-hookup site installation and road repairs in the day-use area and modern campground will prompt closures this spring and summer. A proposed $4.1 million in ARPA funding is available for these and other renovations.
- Brighton Recreation Area (Livingston County): Electrical and road upgrades will close the Bishop Lake modern campground Aug. 11, 2024, to mid-May 2025. In addition, road repairs will close the Horseman’s equestrian campground June 1-Oct. 15, 2024. A proposed $2.97 million in ARPA funding is available for these and other renovations.
- Interlochen State Park (Grand Traverse County): Due to a planned park enhancement project to upgrade the park’s water and sewer system and beach house toilet building, the day-use area and modern campground are closed this spring and summer. The park’s Duck Lake Boating Access Site will intermittently close. The Green Lake Boating Access Site and rustic campground will remain open. A proposed $3.57 million in ARPA funding is available for these and other renovations.
- Fort Custer Recreation Area (Kalamazoo County): To replace both toilet and shower buildings, the park’s modern campground is temporarily closed. The east loop is slated to open July 31; however, it may open earlier if construction is ahead of schedule. The west loop likely will remain closed through July 31 due to additional enhancements, such as new underground electrical conductors, site pedestals and distribution panels. All other park amenities, including boating access sites, trails, cabins, group camps picnic shelters and the equestrian campground will remain open. A proposed $3 million in ARPA funding is available for these and other renovations.
- Ludington State Park (Mason County): Enhancements that include paving, parking expansion and improved traffic and pedestrian flow at the park’s main entrance will close the majority of the park Sept. 3, 2024, through July 1, 2025. The 2,000 acres of parkland and 3-mile stretch of Lake Michigan shoreline south of the Big Sable River, including the hiking trails and boardwalk, will remain open and accessible to the public via roadway parking along M-116. A proposed $4.26 million in ARPA funding is available for these and other renovations.
- McLain State Park (Houghton County): An upgrade of the wastewater treatment system will close the modern campground starting Aug. 1 and lasting for the remainder of the 2024 season. A proposed $350,000 in ARPA funding is available for these and other renovations.
- Port Crescent State Park (Huron County): To upgrade roads, water/sewer lines, electrical and the sanitation station, the park’s modern campground is closed for the 2024 season. The beach house also is being upgraded but is slated to reopen by this Memorial Day. A proposed $4.95 million in ARPA funding is available for these and other renovations.
