A 3-Day Restricted Use Permit (3-Day Permit) allows a person to legally operate an unregistered vehicle from the vehicle’s present location to a specified destination. Valid for emissions testing, vehicle inspection and title application .

30 Day General Use Permits

The 30-Day General Use Permit allows an unregistered vehicle to operate on the roadway for a 30 day period, and can be issued only once in a 12 month period. The 30-Day General Use Permit is valid in and out-of-state and has no movement restrictions or residency requirements.

90 Day Registration Permits

Suitable for Arizona residents who do not have complete vehicle registration documentation. This allows drivers to operate their vehicle while in the process of obtaining permanent registration.

3-Day Temporary Registration

A 3-Day Restricted Use Permit (3-Day Permit) allows a person to legally operate an unregistered vehicle from the vehicle’s present location to a specified destination. A restricted use permit is only valid for:

  • Emissions testing
  • Vehicle inspection
  • Title and/or registration application
  • Vehicle repair to comply with emissions or inspection

Restricted use permits are valid for three business days following its purchase (weekends and holidays are excluded). In order to obtain a restricted use 3-day temporary permit, you will need vehicle information.

The 90-Day Resident Registration allows Arizona residents to operate their unregistered vehicle on an Arizona roadway for a 90 calendar-day period while they take care of issues preventing their vehicle from being titled or registered in Arizona. The 90-Day Resident Registration is valid in and out-of-state and has no movement restrictions.

28-2325 . Single trip permit; fees

A. An owner or operator of a vehicle that is required to be registered pursuant to section 28-2321 may apply to the department for a single trip permit. The single trip permit authorizes the interstate operation of the vehicle:

1. For a single trip through this state.

2. From any point on the Arizona border to a point within this state and back to the border.

3. From a railhead within this state and return to a railhead.

4. From a point within this state to the border of this state.

B. In order to obtain a single trip permit pursuant to this section, the owner or operator shall provide evidence of each of the following to the department:

1. An insurance policy that satisfies all of the following:

(a) Meets the financial responsibility requirements prescribed in chapter 9 of this title.

(b) Is issued by an insurer that has been issued a certificate of authority or that has been permitted to transact surplus lines insurance by the public official that supervises insurance in a state of the United States or the District of Columbia.

(c) Provides valid insurance coverage in this state.

2. A current driver license of a class and type recognized by the department as valid in the United States.

3. Current compliance with vehicle safety inspection requirements prescribed in 49 Code of Federal Regulations sections 396.17 through 396.23.

C. If satisfied as to the facts stated in the application and the evidence provided pursuant to subsection B of this section, the department shall register the vehicle by issuing a single trip permit on payment by the owner or operator of the following fees:

1. For a one or two axle vehicle, $2 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

2. For a three axle vehicle or combination of vehicles with not more than three axles, $3 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

3. For a vehicle or combination of vehicles with four axles, $4 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

4. For a vehicle or combination of vehicles with five axles, $5 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

5. For a vehicle or combination of vehicles with six axles, $6 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

6. For a vehicle or combination of vehicles with more than six axles, $7 for each fifty miles or fraction of fifty miles to be traveled on the highways in any one trip.

D. The director shall deposit, pursuant to sections 35-146 and 35-147, fees collected pursuant to subsection C of this section at ports of entry on the border between this state and Mexico as follows:

1. Fifty-five percent in the state highway fund established by section 28-6991.

2. Forty-five percent in the Arizona highway patrol fund established by section 41-1752.

E. The application for a single trip permit to the department does not qualify the applicant for eligibility in an assigned risk plan approved pursuant to section 28-4008.

F. The single trip permit shall contain information, be in the form and be issued and displayed in or on the vehicle as prescribed by department rules.

G. A single trip permit expires on completion of the specific trip for which the permit is issued and shall not exceed a period of ninety-six hours from the time of issuance unless an extension of time is authorized in writing by the department.

H. If a person operates a vehicle for which a single trip permit has been issued otherwise than as authorized in the permit, the owner or operator shall apply for and obtain annual registration of the vehicle and shall pay the fees applicable at the time the terms of the permit are violated.

90-Day Resident Permits

An Arizona resident who does not have complete documentation for issuance of a title or registration may apply for a 90-day registration. This registration allows you to operate the vehicle while obtaining additional documentation. It may be purchased at any MVD or authorized third-party office. When complete documentation is submitted, vehicle license taxes will be calculated, for the full year, back to the date of issuance of the 90-day registration. Only two 90-Day permits may be issued consecutively within a 12-month

period. Permits cannot be issued if the vehicle has not passed emissions, unless a waiver is authorized by ADEQ. 90-Day permits will not be issued to anyone who is not able to provide proof of ownership, for use on commercial vehicles, or for use on vehicles with a GVW in excess of 26,000 lbs.

Other types of permits that are available to residents include the  30-day general use permit , and the  3-day restricted use permit . Licensed automotive dealers also issue the 45-day temporary registration and plate, for the customer to use until they receive their permanent plate and registration following a vehicle purchase.

90-Day Non-Resident Permit

Arizona allows a non-resident to purchase a 90-day non-resident permit, a temporary paper license plate, to allow the individual to drive their vehicle back to the state in which they reside. This permit is issued to either a non-resident who purchases a vehicle in Arizona, and will be registering the vehicle in their home state, regardless of whether the vehicle is driven or delivered out of state.

A non-resident permit can also be issued to an enrolled member of an Indian tribe, who resides on the reservation, and is purchasing a vehicle in Arizona for removal to an Indian reservation on which the vehicle will remain, and will not be registered in Arizona.

Documentation requirements for a 90-day Non-Resident permit

Ownership documents must be provided:.

  • Vehicle’s Title
  • Vehicle’s Registration
  • Notarized Bill of Sale
  • Dealer Invoice
  • Manufacturer’s Certificate of Origin

Proof of Non-Residency:

  • An out-of-state driver license
  • A Native American’s physical address on an Indian Reservation and Tribal enrollment number, census number, or identification number

A 90-Day Non-Resident Permit may only be issued in the Non-Resident vehicle owner’s name, and may only be issued once to the same vehicle and same owner. If a customer was unable to leave the state within the 90-Day period, a 30-Day general use permit may be issued.

A 90-Day Non-Resident Permit is valid in Arizona or any other state. These permits are issued for vehicles sold by new and used motor vehicle dealers, and private parties. They may be issued for a commercial vehicle, but only if it does not transport persons or property on an intrastate basis.

A semi-trailer that is manufactured in Arizona, and purchased by a Non-Resident qualifies for the permit to transport goods from Arizona. The permit is valid for a period of not more than 90 days from the date of issuance, or upon foreign state registration, whichever comes first. Once the vehicle is registered in the owner’s home state, the permit becomes null and void.

If, after the expiration of a 90-Day Non-Resident permit and an additional 30-Day General Use Permit, the vehicle remains in Arizona, the owner must then register the vehicle in Arizona. However, if registering the vehicle in Arizona, the owner may then qualify for other permits.

Also note that the purchaser of a 90-Day Non-Resident permit who registers the vehicle within 365 days after the issuance of the permit, will be liable for any tax, penalty, and interest due to the Arizona Department of Revenue. The Arizona MVD, Authorized Third Party Providers, or the motor vehicle dealer, will not be responsible for collecting any outstanding tax, penalty, or interest due from the customer. It will be the responsibility of Arizona Department of Revenue to collect the monies due.

30-Day General Use Permit

Arizona MVD and Authorized Third Party Providers issue 30-Day General Use Permits in lieu of a permanent registration when circumstances indicate that no other permit type applies.

Generally speaking, a 30-Day General Use Permit may only be issued for a vehicle once in a 12 month period. It is valid in Arizona or any other state. There are no movement restrictions or residency requirements for a 30-Day General Use Permit.

Arizona MVD charges a nominal fee for this permit, and an Authorized Third Party Provider will add a small convenience fee in addition. In addition to the fee, the following items are required:

Proof of ownership, via  one  of the following documents:

  • Vehicle certificate of title
  • Vehicle registration
  • Notarized bill of sale
  • Dealer invoice
  • Copy of security agreement
  • Authorized possession of the vehicle

The 30-Day General Use Permit is issued when:

  • All other permit options have been exhausted
  • The vehicle requires repairs
  • The owner wishes to sell the vehicle after having transferred the plate credit to another vehicle
  • No other permit type applies

A 30-Day General Use Permit may be obtained for any vehicle, regardless of where it was last titled or registered, or whether it has been previously titled or registered in Arizona. An Arizona customer number (typically your driver license number) is required to obtain this permit. If a customer does not have an Arizona ID, driver license, or an existing customer number, one will be created for a nominal fee. For an out-of-state vehicle, the other state’s plate(s) must be surrendered, or a plate statement will be required.

A duplicate 30-Day General Use Permit can be generated if the original is lost, mutilated, or destroyed. The duplicate will have the exact same expiration date shown on it. Arizona MVD charges a nominal fee, and a small convenience fee is added by Authorized Third Party Providers.

A Commercial International Registration Plan (IRP) Apportioned vehicle is not eligible to receive a 30-Day General Use Permit. Motor carriers may use temporary proportional registrations for vehicles that are added to an existing fleet or in lieu of lost registrations. pending receipt of permanent or replacement registrations. The 90-Day IRP Temporary Permit is issued by Arizona MVD’s Motor Carrier Services Department, or Authorized Third Party Providers, and Authorized Title Services companies.

3-Day Restricted Use Permit

Arizona MVD and Authorized Third Party Providers are able to issue 3-Day Restricted Use Permits in lieu of permanent registrations  under the following circumstances:

  • To apply for title and/or registration
  • Vehicle needs emissions testing, prior to registration or renewal
  • Vehicle requires a physical inspection, prior to registration or renewal
  • Repairs are required to comply with emissions testing or physical inspection, prior to registration (or renewal)

The 3-Day Restricted Use permit allows an unregistered vehicle:

  • Repairs are required to comply with emissions testing or physical inspection
  • To operate on Arizona roadways for a period of 3 business  days, excluding weekends and holidays

Unlike other available permits, the 3-Day Restricted Use Permit does not require an ownership document, but the following  information is required from the customer :

  • The make of the vehicle
  • The Vehicle Identification Number (VIN) for the vehicle

Disability Placards

Both temporary and permanent placards are available from EZ Title. A completed application signed by your doctor will be required to process your request for a disability plate, and/or a permanent or temporary placard. The form is available here. You must have your doctor sign the form, before bringing it to us for processing. Note that medical reports or letters describing a disability are not acceptable. The form must be signed by an authorized medical physician, a Registered Nurse Practitioner (RNP or NP), or a hospital administrator.

A 100% disabled veteran may submit a copy of their certificate if 100% disability, issued by the United States Department of Veterans Affairs along with the application form, in lieu of the medical certification.

Applicants with a disability or hearing impaired plate or placard authorized by another state may include on the application the existing placard or plate number, and the state of issue, in lieu of the medical certification.

For organizations requiring disability plates for their vehicle, the form above must be completed so as to indicate that the vehicle is used primarily for transport of persons with physical disabilities.

A disability plate or permanent placard is issued when an individual has a permanent physical disability, or to an organization that owns or leases a motor vehicle that primarily transports persons with physical disabilities.

A temporary placard is issued when an individual has a temporary physical disability, as indicated on the application form by their authorized physician, Registered Nurse Practitioner (RNP or NP), or hospital administrator.

The Restricted Use 3-Day Permit is valid for the following purposes only:

What do I carry in the vehicle for proof of registration?

Your Restricted Use 3-Day Permit comes with an attached registration slip. The PVC paper is perforated, making it easy to remove. Take care, however, that you do not tear your permit! The registration must be carried in the vehicle until it reaches its expiration date.

Hey Guys Is the 30 day temporary registration permit from Arizona only available to vehicles registered/titled in Arizona. https://servicearizona.com/webapp/permit30/start.do I have ridden a colorado plated bike up from Ushuaia, Argentina but have been refused entry into Mexico from Guatamala because my registration has expired (something I had assumed was only going to be a problem when I got to The States). The Mexican Aduana have however said I will be allowed to cross if I can get a 30 day temporary registration. Does anyone know if it will be completely impossible for me to get one from Arizona? incidentally I am planning on titling the bike in my name in Arizona when I get to the States - dont know if this will help my case or not. Hope you can help Duncan

I have no idea. But it's an online process so I'd try starting the process and then see if I'm able to complete it. If it works then print your plate, if it doesn't work then figure out something else.

I am pretty sure AZ or any State except Colorado will want to 'verify' the bike before issue a reg. I'd take the plate off the bike and have someone carry it through border on a truck. You need to scout around and find a 'courier' to help you.

Arizona Oversize Permit, Wide and Heavy Haul Information

  • In Arizona, continuous travel is allowed for vehicles and loads under 10 feet wide, 14 feet high, and with less than a ten-foot overhang.
  • Overwidth vehicles or loads that surpass 9 feet in width must display “Oversize Load” signs and have 12-inch square red flags at their extremities.

No oversize movement is permitted through the greater Tucson area from 7-9 a.m. and 4-6 p.m., on Interstate 30 between mile markers 137-143, Interstate 40 between mile markers 151-155, or at any place on Interstate 630.

Operating Hours, Restricted Travel, and Holiday Restrictions

Continuous travel is allowed for vehicles and loads that are under 10 feet wide, 14 feet high, and have less than a ten-foot overhang. Oversize loads can move only during daylight hours.

Loads within 16 feet wide, 16 feet high, 120 feet long, and 250,000 pounds are permitted to travel on the interstate and on specified state routes from 3 a.m. until noon on weekends in non-curfew areas, except during holidays. These loads require a permit, and you must state the intention to travel during these times on the permit itself. Within these circumstances, loads over 11 feet wide or 15 feet high must have an escort vehicle .

Permitted vehicles (with or without additional escort vehicles ) cannot travel in inclement weather where the movement has been deemed unsafe. Secondary highways are restricted to 40 mph and may be posted for a lesser weight. No overwidth vehicle is allowed to follow another overwidth vehicle at a distance of less than 1,000 feet.

Oversize loads cannot travel on the following holidays: 

  • New Year’s Day
  • Memorial Day
  • Independence Day
  • Thanksgiving Day
  • Christmas Day

Signs, Flags, and Lights Requirements

Overwidth vehicles or loads that surpass 9 feet in width must display “Oversize Load” signs.

All overwidth vehicles should have red flags that are 12 inches square or larger on their extremities. Vehicles with an overhang up to 10 feet may travel at night, but they must be flagged and lit appropriately.

Obtaining a Permit

Single-trip permits are one-use and valid for four days. For all permits, the load must be non-reducible. In addition, 30-day and annual permits are vehicle-specific. These authorizations are issued from the Permit Office and must stay in the vehicle to accompany the annual permit.
