Advisory on COVID-19 for Travellers and Tourism Businesses

General Advisory for Travellers

1. Singapore is open to all travellers without quarantine. This includes non-fully vaccinated travellers. Covid-19 pre-departure tests are not required. More details are available  here. 2. Depending on the destination you are travelling from, mask-wearing aboard flights and ferries to Singapore may be required. Travellers are advised to check with the respective transport operator on the mask-wearing requirement prior to their trip.

3. Singapore has stepped down all COVID-19 measures and mask wearing is not required except in healthcare settings. However, do practise good personal hygiene and wear a mask if you are unwell.

What is COVID-19?

COVID-19 is an infectious disease caused by the SARS-CoV-2 virus. Transmission of the virus occurs primarily through the respiratory droplets of infected people.

What are the symptoms of COVID-19?

COVID-19 affects different people in different ways. While some people may not experience any symptoms at all, others may experience Acute Respiratory Infection (ARI) symptoms such as fever, cough, runny nose, sore throat, loss of taste or smell.

What should I do if I suspect that I have COVID-19, e.g., have acute respiratory infection (ARI) symptoms such as cough, runny nose, fever, or sore throat)?”

Medically vulnerable persons (i.e. seniors and those with chronic medical conditions) that have ARI symptoms, as well as persons with severe, prolonged or worsening ARI symptoms, should see a doctor. The updated advisory for persons who are at increased risk of severe COVID-19 can be found at  this link .   

Persons with mild ARI symptoms should stay at home until symptoms resolve.

If you test positive with an ART test, you should regard yourself as being infected with COVID-19. Avoid close contact with others while still symptomatic. You may return to normal activities when your symptoms resolve. If you have a need to go out while symptomatic, please exercise social responsibility to avoid infecting others – wear a mask, minimise your social interactions and avoid crowded places, do not visit vulnerable settings such as hospitals and nursing homes, and avoid contact with vulnerable persons, such as the elderly. If you are unable to avoid contact with vulnerable persons despite being symptomatic (e.g., due to essential work or caregiving responsibilities), do take additional necessary precautions (e.g., wearing a mask, practice good hand hygiene) when interacting with them, until you test negative.

Latest Travel Advisory (as of 13 Feb 2023)

All travellers are advised to check the entry requirements imposed by the countries/regions they intend to travel to. When overseas, all travellers should take all necessary precautions, observe good personal hygiene, monitor local developments, and heed the advice of local authorities.

Travellers who experience symptoms of respiratory infection and/or test COVID-19 positive are advised to defer their travels and recover at place of accommodation.

All travellers should ensure that they receive their vaccinations and boosters. Please refer to this page  for the vaccinations and boosters that they are recommended to receive and how they can arrange to do so. While travelling, they should take additional precautions based on their personal circumstances, even if not required by local regulations (e.g. avoiding crowded locations and wearing a mask).

All travellers will be subject to the prevailing border measures upon entry to Singapore, and are responsible for all associated costs where applicable. While there are no longer any COVID-19 border measures, the Vaccinated Travel Framework remains in place for reactivation in the event of any international developments of concern. There may also be other administrative or health requirements for entry into Singapore, such as yellow fever vaccination. Travellers are advised  to check the ICA website for the latest border measures before entering Singapore.

Singapore-Indonesia Leaders' Retreat, 29 April 2024

Prime Minister Lee Hsien Loong met Indonesian President Joko Widodo in Bogor, Indonesia on 29 April 2024 for the Singapore-Indonesia Leaders’ Retreat. This was Prime Minister Lee’s seventh Leaders’ Retreat with President Joko Widodo, and the final between the two Leaders. The Leaders’ Retreat has been convened annually since 2016, with the exception of 2020 and 2021 due to the COVID-19 pandemic. This commitment to regular exchanges between the Leaders demonstrates the high-level attention paid to bilateral ties by both sides and the substantive cooperation that Singapore and Indonesia have developed over the years.

  The Leaders welcomed the entry into force of the agreements under the Expanded Framework on 21 March 2024 as a historic milestone in bilateral relations. The Agreement on the Realignment of the Boundary between the Jakarta Flight Information Region (FIR) and the Singapore FIR, the Treaty for the Extradition of Fugitives, and the Defence Cooperation Agreement have resolved three long-standing issues. The Leaders agreed that the successful conclusion and entry into force of these agreements demonstrated that Singapore and Indonesia could address complicated issues in a pragmatic and mutually-beneficial manner when we commit to working together in a spirit of friendship and openness. The Leaders reaffirmed their commitment to ensuring the smooth implementation of all three agreements.

Prime Minister Lee and President Joko Widodo welcomed the significant progress in bilateral cooperation over the past decade. The economic relationship is robust, with investments from Singapore to Indonesia amounting to more than S$74 billion cumulatively. The Leaders welcomed the 5 th  extension of the Bilateral Financing Agreement between the Monetary Authority of Singapore and Bank Indonesia, which reinforces the ongoing financial cooperation in preserving monetary and financial stability in both countries amid global macroeconomic uncertainties. Prime Minister Lee and President Joko Widodo also witnessed the signing of the Joint Update on Defence Cooperation (JUDC) between Minister for Defence Dr Ng Eng Hen and Indonesian President-elect and Minister of Defence Prabowo Subianto, which looks back on key interactions in the past year and highlights new and enhanced areas of collaboration for the year ahead.

Prime Minister Lee and President Joko Widodo agreed that the bilateral relationship is on firm footing to embark on pathfinding cooperation in new growth areas. The Leaders recognised the enormous potential of the green economy for both countries .  They also reaffirmed the importance of working together to ensure that our societies are prepared and remain resilient to the changes in our physical and global environment s . They witnessed the signing of the MOU on Community Empowerment in Mangrove Ecosystems by Senior Minister and Coordinating Minister for National Security Teo Chee Hean and Indonesian Coordinating Minister for Maritime Affairs and Investments Luhut Pandjaitan. They agreed to sustain the positive momentum in facilitating cross-border electricity trading, including accelerating the development of power interconnectors between Indonesia and Singapore. They also welcomed the good progress in exploring collaboration in carbon capture and storage.

The Leaders discussed the digital economy as another promising area of cooperation and growth for both countries. They welcomed the signing of the MOU on Cooperation on Digital Transformation between Singapore’s Ministry of Communications and Information and Indonesia’s Ministry for Communications and Informatics. The Leaders also announced the launch of the pilot of the Tech:X programme, a bilateral manpower arrangement which will allow young tech professionals from Indonesia and Singapore to pursue short-term working stints and gain valuable exposure in the other country. These initiatives are a positive step towards jointly harnessing the energy and ideas from the human capital in both our countries, and building up a future-ready and forward-looking workforce.

Prime Minister Lee and President Joko Widodo also exchanged views on regional and global developments. They reiterated their commitment to working together, with ASEAN and in other international organisations like the UN, to address shared challenges.

Prime Minister Lee noted that this was his last Leaders’ Retreat with President Joko Widodo, and last overseas visit as Prime Minister. Prime Minister Lee took the opportunity to thank President Joko Widodo for his contributions to the bilateral relationship. Prime Minister Lee welcomed Indonesia’s strong economic trajectory, which has brought stability, progress and optimism to Indonesia and benefited the region. Prime Minister Lee reaffirmed Singapore’s continued support for Indonesia’s growth and prosperity, and commitment to strengthen the interdependence between both countries. Both Leaders agreed that the progress in the bilateral relationship was made possible by the shared commitment to mutual understanding and the building of strong interpersonal relationships at all levels, and expressed confidence that future generations would keep up the good momentum in bilateral cooperation.

Seeking Extension of Visit Pass

A short-term visit pass (STVP), generally in the form of an electronic visit pass or e-Pass, is issued at the point of entry to visitors who are eligible for entry and short-term stay in Singapore as a tourist; for social visit, or medical treatment. To check the validity of your STVP, you may use the  visit pass validity tool  or the e-Pass enquiry portal .

Visitors issued with a STVP shall not engage in any form of employment (paid or unpaid), business, profession, or occupation in Singapore during the validity of the STVP, unless they hold a valid work pass issued under the Employment of Foreign Manpower Act 1990 or are engaging in Work Pass Exempt Activities .

Extension of Stay

All STVP extension applications must be submitted online. Walk-in applications will not be accepted.

Visitors who need to extend their STVP may submit an application for extension of stay by using the e-Service , up to 14 days before the STVP expires. This facility is only applicable to STVPs issued by ICA and can be used to apply for an extension of stay for either up to 30 days or up to 89 days (only for applicants with immediate family members who are SC/PR). The period of extension granted is subject to ICA’s assessment. An e-notification on the application outcome will be sent to the email provided in the application. A physical endorsement is not required for approved applications for extension of stay submitted using the e-Service.

For STVPs issued by the Ministry of Manpower (MOM) to foreigners (e.g., upon cancellation of MOM-issued passes such as Work Pass/Dependant’s Pass, or extended stay for confinement nannies), please visit MOM’s website or email them for assistance at [email protected] .

Local Sponsor Requirement

You will require a local sponsor to support your application for extension of stay if you are:

  • Seeking an extension of up to 89 days from your date of entry; or
  • A national of the countries or holder of the passports listed below.

The local sponsor must be either a Singapore citizen or a Singapore permanent resident (PR) who is at least 21 years old with a Singpass account. If he/she does not have a Singpass account, please apply for one using  www.singpass.gov.sg .

You will need the following documents to apply for an extension of stay using the  e-Service :

  • Valid travel document (e.g. passport). You must submit a scan of the page in your travel document that shows your personal particulars.
  • Disembarkation/Embarkation (D/E) number that can be found in your SG Arrival Card

Additional documents or clarifications may be required on a case-by-case basis, and you and your local sponsor (if applicable) may be requested to upload the scanned copies of the original documents during the online submission, or to bring the original documents for an interview at the Visitor Services Centre, which is located on Level 4 of the ICA Building. Some examples are below-

  • For visitors with immediate family members who are Singapore Citizens or Permanent Residents:  original supporting documents may be required to establish the relationship.
  • For visitors seeking extension of stay for medical treatment : a completed FormV75 duly endorsed by a registered doctor in Singapore with details of the illness and the period of stay required.
  • All STVP extension applications must be submitted online using the e-Service . Walk-in applications will not be accepted.
  • If you are unable to apply for an extension of STVP online, you may email  [email protected]  with the screenshot of the error message and the following details for further assistance.
  • Applicant’s Full Name;
  • Applicant’s Date of Birth;
  • Applicant’s Passport Number;
  • Applicant’s FIN (if any);
  • Application Reference Number (if any);
  • Sponsor’s NRIC (if any);
  • Contact Number.

Upon approval, you may need to pay the following non-refundable fees:

  • Extension Fee: An extension fee of S$40 is applicable if the extension granted leads to the applicant staying in Singapore for a period of 90 days or more from the date of entry/issuance of pass. This fee is also applicable for every subsequent block of 90 days from the date of entry/issuance of pass (e.g., fee of $40 would be applicable again if the extension granted leads to the applicant staying in Singapore for a period of 180 days or more from the date of entry/issuance of pass.).
  • Visa Fee (where applicable): For visa-required visitors, a fee of S$30 is applicable if you have stayed in Singapore beyond the relevant visa-free period.

The stay extension will only be granted when payment is made. If payment is not made on time, the application will be withdrawn. You are advised to depart on or before the expiry date of your existing STVP.

Payment Options

For online applications using ICA e-Services, payment can be made via:

  • Visa or MasterCard (Credit, Debit)
  • American Express (AMEX)
  • Internet Direct Debit (Citibank, DBS/POSB, OCBC, UOB and Standard Chartered Bank internet banking accounts in Singapore)

For applications made over the counter at ICA, we accept payment via:

  • NETS (Debit, Flashpay)
  • NETS QR (DBS Paylah, OCBC Pay Anyone, UOB Mighty)
  • Apple Pay, Google Pay, Samsung Pay

The extension of Visit Pass will be processed within three working days.

To check the status of your extension of stay application, please use the Enquire Application Status function of the e-Service by keying in your:

  • Travel document number and Disembarkation/Embarkation number; or
  • Travel document number and travel document expiry date.

    You must satisfy the basic entry requirements before you can be considered for entry. The grant of an immigration pass will be determined by the ICA officers at the point of entry. From 11 March 2022, all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email.
