Eligibility and Application Process:

Applicants should be active young Indian researchers (such as PhD students, research associates, and resident doctors), emeritus scientists or other non-regular researchers engaged in research and development.

The minimum educational qualification required is a postgraduate degree in science or a bachelor’s degree in engineering/technology/medicine or an equivalent qualification from a recognised university/institution.

The applicant should not have availed of financial assistance for travel support from CSIR in the last 3 years.

Applicants should have published papers in refereed journals.

Applicants should have an accepted paper for presentation as a single or lead author or should have received an invitation to chair a session or as a keynote speaker at the event.

The application form must reach CSIR-HRDG at least 2 months in advance but not more than 4 months before the event. Incomplete or late application submissions may not be considered.

The applicant and duly authorized signatories at the academic institution where the applicant works must both sign the application. No application will be entertained without the signature of authorized signatories in the column provided.

The applicant is expected to attend the entire event

International Travel Support (ITS) Scheme provides financial assistance to Indian researchers for presenting a research paper in an international scientific event (conference, seminar, workshop etc.) held abroad. In addition, support is also provided to young scientists (age limit below 35 years as on date of start of the event) for attending training programmes, Short-term schools and Workshops.   • Travel grant should be used only for the purpose of attending the scientific event for which the ANRF (formerly SERB) accorded its approval for financial support.
  • The Institute/Applicant should submit the claim bills, and other necessary documents both online and offline within 90 days of the last day of the event.
  • The host institute/Applicant shall ensure that the fund released is used exclusively and appropriately for which it has been sanctioned.
  • If the applicant to whom the travel grant has been awarded leaves the institution, the Institute and the applicant should inform ANRF (formerly SERB) immediately, and the grant released, if any, should be refunded back by the Institute to ANRF (formerly SERB) immediately by means of DD drawn in favour of "Fund for Science and Engineering Research".
  • If the results of research are to be legally protected, the results should not be presented in international fora without action being taken to secure legal protection for the research results.
  • If any candidate found to have furnished incorrect / misleading information at any stage, his/her candidature will be cancelled and no reimbursement will be made. The candidate will also be debarred for next three years for availing support under this scheme.

For successful online submission of the application the following points may be noted:

  • Applicant(s) should first register into the online website  click here to register
  • After log-in, kindly go to Menu --> Proposal Submission --> Form Submission --> Select scheme and start filling the form online.
  • The researchers are required to apply online through the portal between 60-90 days in advance prior to the start date of the event. The system will not accept early or late submission of applications.
  • Application submitted through any other mode will not be considered.

Q1: I was awarded ITS Support to attend an International Conference in Washington. But, I could not attend the conference due to a delay in getting Visa. Can I use the above travel support to attend another conference to be held in July 2023?

A1: No. The support given for the specific event cannot be used to attend another. The Applicant should apply fresh to seek support for another event.

Q2: Do I need to A) book my air tickets with Air India only or any other specific airline and B) Who will provide the certificate for "Lowest Available Fare"?

A2A: There is no specific airline that needs to be preferred while making your travel reservations. The air tickets are to be booked in economy class at "Lowest Available Fare" on the date of booking. The tickets need to be purchased from any of the three government authorized agents viz. i) M/s Balmer Lawrie & Company Limited (BLCL) and ii) M/s Ashoka Travels and Tours(ATT) and (iii) Indian Railways Catering and Tourism Corporation (IRCTC). Bookings through any other agency will not be considered for reimbursement. A2B: While booking your air tickets from any of the two authorized agents viz. i) M/s Balmer Lawrie & Company Limited (BLCL) and ii) M/s Ashoka Travels and Tours (ATT), request them to provide the required certificate. In case, tickets are booked through IRCTC it is mandatory to submit a screenshot of the related IRCTC webpage.

Q3: My event is from 10-19 September 2023 in Italy. I am planning to travel early on 07 September 2023 as per the flight availability. Should I mention my travel dates in event details instead of the event dates?

A3: No, make sure to enter the actual event dates while applying for the grant. There is a separate option to enter your visit schedule which may vary as per the travel dates.

Q4: What precautions should I take while booking the tickets?

A4: It is advised to book the air tickets only after the issuance of the visa and to keep the validity dates of the visa to avoid deboarding at the airport due to visa validity issues. Visa should be valid on the date when you are boarding the flight. Please make sure that you have all valid documents while booking the tickets.

Q5: I have availed of travel support earlier under this scheme and the three years have not been completed (one month is left) yet. I want to apply for another conference now. Am I eligible?

A5: No. You should have completed three years. The duration of three years will be counted from the date of start of the last conference to the date of start of the conference which you intend to apply now.

A6: The ANRF (formerly SERB) receives a large number of applications under the ITS scheme. The selection is made based on many parameters. The most important of them is the academic track record of the applicant as evidenced by the list of publications in SCI journals during the last 5 years and also the importance of the conference. The Committee tries to accommodate candidates from different institutions and different categories (young researchers, women and senior researchers) within the available resources.

Q7: I have been invited by a Professor at MIT, USA to undergo training in his laboratory for 2 months to learn modern techniques. Such facilities are not available in our country, and this training will help immensely in furthering my research skills. Can I avail support to undergo this training?

A7: No. The scientific event must be of an international character. Invitation of personal nature such as carrying out post-doctoral work, informal training programmes/courses, internship, observer-ship etc. will not be eligible for support.

Q8: I have been awarded travel support to attend an international conference in London. I plan to spend 2 months in the laboratory of a Professor at Cambridge University immediately after the conference is over. Can I use the travel support to further my research at Cambridge University?

A8: No, you are expected to travel only to attend the event recommended by ANRF (formerly SERB) and come back. Post/pre conference stay of extended duration is not permitted under this scheme.

Q9: I have been recommended to attend a conference in Chicago, USA from 20-25 Feb 2024. I have also been invited to attend a 4- day training program in New York before the event. Can I also attend the training program in New York and then go to Chicago? Will ANRF (formerly SERB) reimburse the airfare from New York to Chicago?

A9: No. ANRF (formerly SERB) will not reimburse the airfare from Chicago - New York. ANRF (formerly SERB) will only reimburse the economy class return airfare by the shortest route to Chicago.

Q10: I have been recommended for travel support to attend a conference in Sydney (Australia from 20-25 June 2023. After the conference is over, a five-day short-term school is scheduled at the same venue. The organizers are charging a separate registration fee for the school. Will ANRF (formerly SERB) provide registration fees for both events?

Q10a: My conference is in Toronto, Canada on 15-18 May 2023. I am already in Vancouver (Canada). I plan to travel from Vancouver to Toronto and then come back to India. Will my airfare be reimbursed?

Q11: My conference starts on June 5, 2023, and I have booked my tickets accordingly. Now I want to reschedule my journey and Airlines are asking for additional charges for rescheduling the tickets. Will ANRF (formerly SERB) provide additional charges?

A11: No. ANRF (formerly SERB) will not provide any kind of additional charges paid by you for cancellation or rescheduling. Also, additional baggage charges collected by the airlines will not be considered for reimbursement. It is advised to book the tickets in advance to avoid escalation in the cost of airfare.

Q12: What, if I have provided incorrect/misleading information?

A12: Application will be cancelled and given support will be withdrawn at any stage and no reimbursement will be made. The candidate will also be debarred for the next three years for availing of support under this scheme. No correspondence will be entertained in this matter. ANRF (formerly SERB) has all the rights to take any action in consultation with the applicant's parent organization/university/institute etc.

Q13: Can I submit my application for travel support and further my travel claim offline?

A13: No. ANRF (formerly SERB) accepts applications for travel support and travel claims through an online portal only. Additionally, ANRF requires hard copies of original boarding passes, visa fee receipt, best available fare certificate and other bills along with a printout of your online travel claim sheet sent by speed post to ANRF (formerly SERB) addressed to the ITS Section.

Q14: Can I submit my travel claim for reimbursement anytime?

A14: No. You should submit a travel claim (through an online portal and hardcopies of original bills, lowest fare certificate and boarding passes) within 90 days of the last date of the Otherwise, your travel claim will not be reimbursed.

Q15: I have been recommended for travel support to attend a conference abroad but due to some reason, I could not attend the conference. Will ANRF (formerly SERB) reimburse my visa fee?

A15: No. Reimbursement of visa fees is subject to attending the conference

Q16: Does ANRF (formerly SERB) reimburse taxi fare, agent fee, and excess baggage charges?

A16: No. ANRF (formerly SERB) does not reimburse taxi fares and excess baggage charges. In the case of agent fees, ANRF (formerly SERB) reimburses government recognized travel agents fees and VFS charges as applicable.

Q17: I have been awarded travel support to attend an international conference in United Kingdom. Shall I opt for priority visa to expedite the process?

A17: No, ANRF (formerly SERB) will not reimburse any extra charges paid to the embassy for priority visa, express service, emergency visa, prime time appointment, premium lounge service etc.

Q18: As a young researcher, can I get the entire registration fee including abstract submission/dinner, tour, accommodation etc.?

A18: No. The primary registration fee as per actual or Rs. 50,000/- whichever is less (excluding group meetings fee, abstract submission fee, gala/reception dinner, accommodation, tour etc.) will only be reimbursed.

Q19: Does ANRF (formerly SERB) provide support to researchers to attend conferences within India?

A19: No, this scheme is to provide support to attend conferences and workshops outside India and anywhere in the world.

Q20: My event was postponed due to travel restrictions; Can I use the grant for later dates to attend the same event?

A20: No, the grant can only be used for the approved dates based on your application

1. ABOUT THE SCHEME
The Department has a scheme under which, financial assistance towards travel cost, is considered for participation in International conference/ seminar/ symposium/ workshop, which are not sponsored by International Council of Scientific Unions (ICSU)- However, Young scientists up to the age of 35 years are also eligible to seek support even for ICSU Conferences, training courses and short-term schools. The scheme does not provide assistance towards maintenance, registration fee, airport tax, taxi fare and other cost. Only 50% of International air fare will be given by the Department.
2. ELIGIBILITY
(a) Indian Scientists working in Educational/ Acdemic Institutions and Research Laboratories are eligible for travel support to participate in conferences etc. on selective basis.
(b) The application has an accepted paper for presentation or an invitation to chair a session or as a Keunote speaker. Young Scientists (below 35 years of age) are eligible to apply for attending training programmes/ Short term courses/ schools. (c) The applicant has NOT availed of financial assistance from DST in the last three years. (d) The conference/ training course is of an International character. (Applications to attend annual meetings of professional societies will not be considered). (e) THe applications should be forwarded through proper channel and must reach DST 8 weeks prior to the date of the conference. (f) CANVASSING WILL DISQUALIFY THE APPLICANT FOR THE TRAVEL GRANT.
Note: The air passages are to be booked directly on a National Carrier i.e. Air India/ Indian Airlines, as the case may be, EVEN TO PLACES WHERE AIR INDIA/ INDIAN AIRLINES FLIGHTS DO NOT OPERATE, the passage is to be booked THROUGH AIR INDIA/ INDIAN AIRLINES.
3. ENCLOSURES
The following documents are to be attached with the application.
(a) One copy of the completed Application form and Bio-data. (b) A copy of letter from other national or international agency committing to bear partial cost of TRAVEL (The Document must be Flagged) (c) Invitation from organisers (d) Detailed announcement of the conference (Please attach Phtocopy of the announcement). (e) Letter of acceptance of paper for presentation and/ or invitation from organisers to chair the session/ participate as a keynote speaker. (f) Abstract of the paper to be presented by the applicant at the conference. (g) A certificate from Air-India indicating th cost of return air fair by economy/ excursion class by shortest route. 4. The Scientists may please ensure that all the essential documents mentioned in para 3 above are properly attached and tagged with the application, INCOMPLETE APPLICATION WILL NOT BE CONSIDERED. 5. The Department, in the event of selection will initially issue a commitment letter agreeing to the support. The committed amount will be reimbursed to the scientist only on his return to India after participation in the conference and on submitting a detailed report, a copy of air ticket etc. within two months from the date of the conference. 6. The decision on the application is expected to be communicated about four weeks before the commencement of the conference. No interim corrspondence will be possible. 7. The application complete in all respects together with enclosures as indicated at para 3 above, must reach the Department of Science & Technology at least Eight Weeks prior to the commencement of the conference duly forwarded by the Head of the Institution. ABOUT THE CSIR TRAVEL GRANT

The Scheme is aimed at providing financial assistance to Young Indian Researchers (Ph.D. Students, Research Associates, resident Doctors, etc.) and Emeritus Scientists/other non- regular researchers for participation/presenting their research papers in international Scientific Events such as conferences/Seminars/Symposia/Workshops/Short-term School/courses/training programs.

The CSIR travel grant provides up to full reimbursement of the actual airfare from the airport (nearest to the place of work in India) to the venue of the Event and back.

ELIGIBILITY

vi. The application form must reach CSIR-HRDG at least 2 months in advance but not more than 4 months in advance. Incomplete / Late application form may not be considered.

vii. Application must be signed by the candidate and by duly authorized signatories at the academic institution where the applicant is working. No application would be entertained without signature of the authorized signatories in the column provided.

viii. The candidate is expected to attend the entire conference/event

In case the grant is sanctioned, the journey should be strictly performed by the shortest route in excursion/economy class by Air India.

Tickets should be purchased directly from the booking counters/Website of Air India or through Government of India approved travel agents namely, M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC.

In case Air India does not operate a particular sector or tickets are not available on the date of journey, journey for that sector can be performed by code share/partner airlines of Air India and a certificate from issuing agency reg non-operational sector of AI/non-availability of ticket by Air India on that day must be furnished.

Please note that no deviation /exception will be permissible in this regard.

Travels claims should be submitted with complete documents within 2 months (60 days) from the completion of the event for which travel is undertaken.

Any claim received beyond 2 months will be entertained only in exceptional cases subject to submission of reasons for delay, duly forwarded through Head of the Organization. In no case, the claim will be entertained after 4 months.

1. introduction.

The aim of this programme is to assist invited social science scholars to make substantial contributions to international seminars/conferences of significant importance. By doing this, it promotes academic links amongst the social scientists in India and abroad, provides opportunity to develop new insights and to enlarge their research perspective and contribute to the advancement and dissemination of knowledge in social science subjects. Under this scheme, the financial assistance is provided to Indian scholars, who have been invited to contribute and present papers at International Conference abroad.

The broad disciplines within the domain of social sciences, are :-

(i) Sociology and Social Anthropology; (ii) Political Science / Public Administration; (iii) Economics; (iv) International Studies; (v) Social Geography and Population Studies; (vi) Commerce and Management; (vii) Social Psychology; (viii) Education; (ix) Social Linguistics / Socio-Cultural Studies (x) Law / International Law (xi) National Security & Strategic Studies; (xii) Other allied Social Science disciplines (Library Science, Social Work, Media Studies, Modern Social History, Health Studies, Gender Studies and Environmental Studies, Energy Studies, Diaspora Studies, Area Studies, Sanskrit-Society & Culture, etc.) to promote interdisciplinary and multidisciplinary research.

2. ELIGIBILITY

2.1 Serving faculty in ICSSR research institutes/institutions of national importance as defined by the MHRD/universities/deemed universities/colleges recognized by the UGC having a Ph.D degree are eligible to apply.

2.2 Ph.D/PDF scholars in the advanced stage of their research are also eligible.

2.3 Independent scholars having sufficient research experience and demonstrable publication record can also apply.

2.4 The application will be considered only when the paper for oral presentation is accepted by the organizer of the Conference.

2.5 If the paper is co-authored, priority will be given to the first author. But a No Objection Certificate (s) from the second author(s) may be attached with the application.

2.6 Scholars, who have been invited for poster presentation or chair a session or chosen as conveners/rapporteurs or invited to attend a workshop/training/refresher/summer/winter course are not eligible.

3. HOW TO APPLY

3.1 Applications are received online throughout the year.

3.2 The applications should be sent at least three months before the due date of the Seminar/Conference.

3.3 The ICSSR, in no case, will entertain any application after participation in the Seminar/Conference.

3.4 After submitting online application, a hard copy of the same, along with all enclosures, must be sent to: In-charge, IC Division, Indian Council of Social Science Research, Aruna Asaf Ali Marg, New Delhi 110067 .

3.5 Full paper to be presented should be either in English or Hindi.

4. PROCEDURE FOR AWARD

4.1 Applications are initially scrutinised by the ICSSR Secretariat.

4.2 Thereafter an Expert Committee will select the applications on the basis of the research background of the applicant, quality of the paper as well as the reputation of the organizing institution.

4.3 The recommendations of the Expert Committee are then placed before the Research Committee/Council for its final approval.

5. DURATION AND VALUE

5.1 Faculties will be eligible for financial assistance upto 50% of the total cost of visit under this scheme which include air travel, visa fee, travel insurance, local conveyance, maintenance costs for the period of stay abroad (not exceeding the actual days of conference/seminar plus travel dates), and registration fee upto US$200. However, the scholars are encouraged to apply for exemption from registration fee which may be available to scholars especially from developing countries.

5.2 The scholars belonging to SC/ST, Persons with Benchmark Disability and Doctoral/Post-Doctoral scholars (without pay protection) may be considered for full financial assistance, by the expert committee if they have not received any financial assistance from other sources. However, faculties form ICSSR Research Institutes may be considered for 75% of the total cost of the visit on the recommendation of the Expert Committee.

6. RELEASE OF GRANT

6.1 The expenditure will be reimbursed on submission of the statement of expenditure indicating air tickets costs, Visa fees, Insurance Charges, Hotel Bills, Purchase of Foreign Currency Bill, local airport transfers, along with photocopy of passport, immigration stamped paper, participation certificate, original boarding pass, a brief report on the Seminar/Conference/ Workshop/Proceedings and final full length paper presented.

7. MONITORING

7.1 The ICSSR may ask for a copy of the tickets booked and visa obtained before departure.

8. CONDITIONS

8.1 The ICSSR expects that its supported papers presented in international seminars etc. be published in high valued journals/edited books/impactful reports with due acknowledgement to ICSSR and the commitment about the same from the publisher/organizers should be submitted along with the Utilization Certificate. The ICSSR also reserves the right to publish such papers presented abroad in its own journals such as Indian Social Science Review, ICSSR Journal of Abstracts and Reviews, etc.

8.2 Invitation received from global subject associations/reputed international organisations/universities will be given preference. Due consideration would be given to the nature of the peer review process instituted by the conference organizers.

8.3 It will be the scholar's responsibility to make his/her travel arrangements i.e. ticket, visa, accommodation, etc. The air tickets (economy class) should be purchased only from the three Authorized Travel Agents viz: M/s Ashoka Travels and Tours (ATT), M/s Balmer Lawrie & Company Ltd (BLCL), Indian Railways Catering & Tourism Corporation Ltd (IRCTC).

8.4 Application for the second time will be considered only after a gap of three years. However, a scholar can avail the award only twice in his/her lifetime.

8.5 ICSSR follows Government of India Rules & Directives with regard to SC, ST and persons with benchmark disabilities.

8.6 The Council reserves the right to reject any application without assigning any reason. It is also not responsible for any postal delays/loss.

8.7 Incomplete applications and those not duly forwarded will not be considered.

8.8 The final authority related to the interpretation of the guidelines or any other issue is vested with the ICSSR.

8.9 Grants to scholars would be considered only after submission of their full papers for presentation at international conferences.

9. COMPLETION

On completion of the visit the scholar should submit the following:

9.1 A detailed report on the participation in the conference/seminar. 9.2 Copies of tickets of air travel, visa, original boarding pass, certificate of participation, etc.
