Eat the best brunch..

Brunch cocktails, creamy shrimp and grits, and the most delicious avocado toast await at The Collins Quarter , an Aussie-style cafe.

What? Let me be basic and spend my money as I please.

There are two different locations in Savannah. Get your nosh on in historic downtown Savannah or Forsyth Park. Expect a wait for breakfasts at either location, although it may not be as long as you think. (We were told it’d be up to 45 minutes but were seated within 15.)

Smell the roses at the Coastal Georgia Botanical Gardens.

I’m usually the one more into smelling the roses when we’re visiting botanical gardens, but you can’t deny the picturesque nature of this place. The Coastal Georgia Botanical Gardens are over 50 acres of stunning horticulture.

Start at the Cottage Garden if you and your honey were really into Bridgerton . While the flowers aren’t as elaborate here, they’re more deliberate…just like Elizabethan marriage proposals.

Just make sure to stick to the designated walkways throughout the gardens. You’re not here for an Instagram photo shoot . You’re here for the vibes.

Find your favorite square.

There are over 20 different squares in Savannah, and finding your favorite could become a fun couples activity if you like a good urban green space.

What is the most romantic square in Savannah? The most romantic square in Savannah is Monterey Square. It overlooks the Mercer-Williams House Museum and boasts plenty of shade from the mossy oaks for potential picnics.

Note: No, you don’t need to pack a picnic to make a visit to this square happen. Do couples actually do a lot of this on vacation?

The square also has a monument in honor of Polish military hero Casimir Pulaski, so you know that makes my Polish heart sing. If you get there and don’t agree about its merits, there are quite a few more to choose from:

• Chippewa Square: Chippewa is Savannah’s most popular square. This is where Forrest Gump sat on a bench to tell us his tale of woe. You won’t find the bench here, but if you’re a big fan, go to the Savannah History Museum for a replica.
• Johnson Square: This is Savannah’s oldest and largest square. If you’re a history buff, you’ll want to linger at the monument in the middle dedicated to Revolutionary War hero General Nathanael Greene.
• Calhoun Square: This one overlooks two important sites in Savannah: the Massie Common School House and the Wesley Monumental United Methodist Church. This is also the city’s most haunted square if you’re into that sort of thing.
• Lafayette Square: Give some props to the namesake of this one, the Marquis de Lafayette, a French general in the American Revolutionary War. Don’t miss the Semiquincentenary Fountain, a mouthful of a water feature.
• Washington Square: Lose the tourists in this quiet square, dedicated to our first president. Washington visited Savannah in 1791 on a tour of the South, one year after the dedication of this square.

What is the prettiest street in Savannah? The prettiest street in Savannah is Jones Street. That’s thanks to its large oaks draping themselves over the pathways and the historic homes that date back to the 1850s-1860s.

It’s well-situated for all of the fun to be had in the Savannah Historic District, the heart of the city, and your base for exploration if you’re here for historic homes.

Fun fact: Broughton Street, Savannah’s main street, is no slouch, either. You’re sure to find your own scenic escapes while you’re out and about in Savannah.

Make it a point to see Forsyth Park.

I’ve gone all in on Savannah’s squares, but you shouldn’t ignore the city’s parks, either. The 30-acre Forsyth Park is known for its cast-iron fountain, designed to resemble the Parisian fountain on the Place de la Concorde.

If France doesn’t make you feel romantic things, I’m not sure what will.

You’ll see a number of monuments in the park and benches throughout for you to take a load off. If you’re here on a warm weekend afternoon, you may even catch a proposal. I’m telling you this city is romantic!

Indulge in fried green tomatoes at The Olde Pink House.

If you’re only here for the night, make it a point to plan a special meal at The Olde Pink House , arguably Savannah’s best-known eatery for Southern cuisine. Reservations are highly recommended and available via OpenTable .

If you want to visit but are feeling a little sticker shock from those menu prices, visit the cellar bar at the very least. The Planters Tavern in the basement of the restaurant is one of the best places in the city to grab a drink. The fireplaces and live piano will certainly set the mood, too.

Sip on wine smoothies.

The Georgia Tasting Room is a playful little bar close to the Savannah City Market shops and the Savannah River. During our visit, it only cost a few dollars to try sips of six different wines. We were having such a great time we tried their wine smoothies, too, including one dedicated to the upcoming St. Patrick’s Day.

If you’re here for shenanigans, you’ll find it. If not, the sips are still a good time. I’m not a huge fan of sweet wines, their specialty, but those smoothies were a real delight.

If you had a great time here, the Savannah Wine Cellar is another place that specializes in sustainable and low-intervention wines.  It’s primarily a wine shop, but they also do tastings.

Eat all of the things.

I’m not just going to leave you at The Olde Pink House and call it a day for dinners in this foodie city. We had a delicious time exploring some of Savannah’s best casual restaurants and a few from the city’s more romantic side. Here were a few favorites:

• Husk Savannah : Enjoy upscale Southern eats in the Savannah Historic District at Husk Savannah. Apparently, this is one of the more haunted spots in the city, too, but the ever-changing seasonal menu is anything but scary. Reservations are highly recommended via Resy .
• Mrs. Wilkes Dining Room : You may encounter some early bird diners if you pop in at lunch, but that only means they know what’s good. The mode of indulging here is family-style, so expect to dig into passed items like fried chicken, cornbread, candied yams, and pickled beets. Make filling that belly romantic.
• Sandfly BBQ : Special occasion dining doesn’t have to be all that fancy. Sandly BBQ brings a taste of Memphis to Savannah with their pulled pork, beef brisket, and spare rib plates. Is it even a good date if you don’t lick your fingers after? Don’t answer that.

Visit the Mercer Williams House Museum.

The Mercer Williams House Museum is a must if you’re a history buff or fan of the book and film Midnight in the Garden of Good and Evil . (The same stands if you’re traveling with either.)

This is the home Jim Williams, a local restorationist, lived in during the timeline of events in both the book and the resulting film. If you’re not aware of the story, Williams was put on trial four different times for the murder of his lover, Daniel Lewis Hansford.

He was eventually acquitted, but common wisdom in these parts is that he got away with murder. If you love a good true crime story, you’ll want to tour the home. Make reservations online for your visit a few days ahead of your visit. Note that the winter months are the slow season, and tours are limited.

Share a pint at Savannah’s best breweries.

OK, you really don’t need to share. I was thinking about milkshakes, which I suppose you don’t need to share either. Here are a few of Savannah’s best breweries if date night for you starts with a brew:

• Coastal Empire Beer Co. : Southern-inspired brews like their Southern Delight Praline Amber will make you feel very much at home…if home is the South, of course.
• Moon River Brewing Company : If you want a brewery with a great food menu, Moon River serves up a variety of snacks and pub grub to keep you satiated. Pair a Captain’s Porter with their taco-dillas for starters.
• Southbound Brewing Company : Start with their Mountain Jam, a light-bodied Southern lager, at this eclectic spot. This brewery is a popular spot for regular events, so check their calendar before you go.

Visit the city’s best cemeteries. 

You may not think a cemetery can get romantic, but you must not have ever broached the topic of post-death plans with your sweetheart. It can get very intimate.

Cemeteries in the South aren’t like any other, either.  You’ll see the same hanging moss and impressive memorials dedicated to (likely rich) loved ones. The gardens are well-kept and preserved as historical sites in the city.

Bonaventure Cemetery is the most well-known Savannah cemetery. It’s also known as Savannah’s most haunted cemetery. Don’t be afraid, though. I’m a real chicken about basically everything and the eerie vibes were more intriguing than anything else.

Fun fact: Little Gracie Watson is the most popular grave here. Gracie died at 6 years old after a bout of pneumonia, and visitors to her gravesite have been bringing her presents ever since.

Colonial Park Cemetery is another option with historical intrigue in the heart of Savannah’s Historic District. This was the city’s primary cemetery from 1750-1853, so you’ll find lots of old graves at this one.

Pull your honey in close on a Savannah ghost tour.

If your cemetery tours weren’t enough, ghost tours in Savannah are a big deal. We booked with the Hearse Ghost Tours because we liked the idea of learning about the city’s spooky history out of a real modified hearse.

That’s what we call romance.

Despite the transportation, their tours are more about having fun and a laugh rather than seeking out paranormal activities. Check them out for yourself if that sounds right up your alley.

See peak Spanish moss on the Isle of Hope.

In just 20 minutes from central Savannah, you and your love can arrive at one of the most photographed spots in the country, let alone the South. That scene above is from the entrance to the Wormsloe Historic Site .

The site is the former home and plantation of Noble Jones, one of the first settlers in these parts. Wormsloe today is run by the Georgia Department of Natural Resources. Visit the museum to see artifacts found at the site or walk the interpretive nature trails.

Keep in mind that the success of Wormsloe back in the day was thanks to the forced labor of enslaved people on the plantation. Unfortunately, we didn’t see much about that fact at the site during our visit, but I admit it’s been quite a while since that happened.

Guided tours at the Owens Thomas House & Slave Quarters are much more illuminating in that regard. You’ll learn not only about the wealthy folks who lived in the home but the enslaved people who allowed them to enjoy a life of luxury.

Bop around River Street.

Savannah’s lovely River Street is a hub of activity with dozens of shops, art galleries, eateries, and pubs waiting for your patronage. Enjoy Savannah’s Waterfront exactly as you see fit.

Love options? Head to the River Street Market Place. Need to satiate that sweet tooth? River Street Sweets is your headquarters for classic pralines and more Southern desserts. If you’re hungry for a full meal, Huey’s is a classic in the area. Their beignets alone are worth a stop.

Explore Fort Pulaski National Monument.

The only thing better than a historical fort is a pillow fort, but that would be somewhat of a silly waste of time during a couples trip to Savannah. The Fort Pulaski National Monument is where the Union Army forced the Confederates to surrender during the Civil War, and that does it for me, too.

Dogs are welcome all over this park, so we obviously had to bring Kimmy Kibbler along on the ride. If you, your honey, and your pooch make three, you can bring them along on the 1.5-mile roundtrip Lighthouse Overlook Trail.

This easy trail only took about 20 minutes each way with a photo stop at the end of the Cockspur Island Lighthouse, the smallest — but still very pretty! — lighthouse in Georgia. If you love a good lighthouse, the Tybee Island Light Station is more popular.

The Tybee Island lighthouse is the oldest and the largest in the state, but you’ll need to leave your pups behind for this one. Snack at The Crab Shack after for chowders, oysters, and deviled crab.

Catch a Savannah sunset.

This is one of those cliché date ideas that tend to deliver no matter where you are, and Savannah sunrises just hit a little differently. Any of the city’s rooftop bars will do, but here are my favorites:

• The Lost Square : This rooftop lounge overlooks the Savannah River, a perch that makes it pretty perfect at sunset. If you’re here in the winter months, they usually have a special menu of warm-up cocktails for cozy blanket times.
• Top Deck Bar : This Savannah rooftop bar boasts views of the historic district and the Savannah River, but their popular cheese boards are almost as delicious. Oh, who am I kidding? I’d take seasonal cheese over a sunset any night and I’m not sorry.
• The Wyld : Seats on the back patio of this waterfront eatery are where it’s when you want to catch the sunset, but good times are guaranteed regardless. If you’re here for snacks, trust me on their chicharrones.

Finish things off with something sweet.

I know I’ve mentioned a few treats to be had while in Savannah already, but the Byrd Cookie Company is in a class of its own. They have some salty snacks for you to peruse, but you’re really here for the cookies.

Grab ’em by the box if you know what’s good for you. Your date will thank you when you’re feeling a nosh during that Netflix binge later. Our favorites during our visit were the maple wafers, the cupcake cookies, and the lemon coolers, but you really can’t go wrong here.

Romantic Things to See and Do on a Savannah Honeymoon

With its cobblestone streets, charming parks, and numerous activities, Savannah has something to offer every newlywed couple. Check out these top romantic things to do in Savannah.

1. Wormsloe Historic Site

Most visitors to Savannah know about Wormsloe Historic Site for its breathtaking avenue lined by live oaks dripping in Spanish moss. It’s probably one of the most popular things to do in Savannah .

This gorgeous path leads to the tabby ruins from the colonial estate of Noble Jones, the oldest standing structure in Savannah. The historic site has a small museum detailing Jones’ life and displaying artifacts found at Wormsloe.

There are also 7 miles of nature trails running past the tabby ruins, along the marsh, and through the Colonial Life Area where costumed interpreters demonstrate tools from colonial Georgia.

2. Bonaventure Cemetery

Bonaventure Cemetery became famous thanks to the 1994 novel Midnight in the Garden of Good and Evil and its iconic cover featuring the Bird Girl statue. Bird Girl has since moved to the Telfair Museums , but the cemetery still has plenty of other famous statues.

For instance, the grave of Little Gracie has an incredible marble statue that was carved in her likeness. Visiting Bonaventure Cemetery is also a great way to learn about notable figures in Savannah’s history buried here, like singer Johnny Mercer and governor Edward Telfair.

Bonaventure Cemetery is free to enter and explore yourself, or you can book a guided tour of the cemetery .

3. Forsyth Park

The 30-acre Forsyth Park is famous for its picturesque fountain that was modeled after the fountains at the Place de la Concorde in Paris . Forsyth Park is a romantic place for a stroll or a picnic for two .

The park has basketball courts, tennis courts, playgrounds, sprawling green fields, and local artisans, and it plays host to a weekly Saturday Farmer’s Market as well as top Savannah festivals and events throughout the year.

Forsyth Park is always open and is free to visit!

4. Jones Street

East and West Jones Street are considered the prettiest street in Savannah. With its red brick-lined street, shady trees dripping in Spanish moss, and mid-19th-century Greek Revival homes, I’d have to agree!

Jones Street is always free and open to explore, just be respectful of the residents who live there.

5. Mercer Williams House

If you haven’t read Midnight in the Garden of Good and Evil yet, or at least watched the movie adaptation , make sure you do that before visiting the Mercer Williams House ! (I really recommend doing both, reading the book first and then watching the movie, so that you get the full story.)

The home was built for the great-grandfather of Savannah songwriter Johnny Mercer, but no Mercer actually ever lived in the house. The home’s fame comes from Jim Williams, a successful antiques dealer and historic preservationist, who was tried for the murder of his lover Danny Hansford in 1981.

But the house museum isn’t about that; the museum explores Williams’ restoration of the house and his private collection of antique artwork and furniture.

The tour only covers the first floor, so if you want to see more of the home, you’ll have to watch the movie , which was filmed there.

6. The Georgia Tasting Room Wine Tasting

The Georgia Tasting Room at City Market is a cute little wine shop with traditional, seasonal, and local wines. They even have beer, moonshine, and mead, and they offer wine slushies and moonshine slushies.

I highly recommend doing a wine tasting where you can choose six different wines from a long list to try.

7-9. Telfair Museums

Telfair Museums was the first public art museum in the Southern U.S.

Today, it is comprised of three museums: the contemporary Jepson Center for the Arts ; the 19th century Telfair Academy ; and the 19th century Owens-Thomas House & Slave Quarters .

Telfair Academy

Telfair Academy is housed in the former 19th century mansion of Alexander Telfair. It opened to the public in 1886 as the first public art museum in the South and the first museum in the U.S. founded by a woman.

11. Colonial Park Cemetery

The Colonial Park Cemetery was established in 1750, when Savannah was the capital of the British Province of Georgia. This was Savannah’s primary cemetery for 103 years.

You’ll find plenty of notable names on these graves, like Button Gwinnett, a signer of the Declaration of Independence; James Habersham, acting royal governor of the Province of Georgia; John Habersham, member of the Continental Congress; and Joseph Habersham, Postmaster General under three presidents.

The brick-lined road of Savannah’s River Street used to be home to cotton warehouses. Now, the street is full of fun restaurants, bars, souvenir shops, and boutiques.

River Street also has lots of historical monuments and statues to explore. This is the perfect spot to sit back and relax as you watch the riverboats and cargo ships traverse the Savannah River.

River Street is always open and free to explore.

13. Savannah Bee Company Mead Tasting

Savannah Bee Company is a boutique shop offering local and international specialty honey, beauty products, and gifts. Their River Street location even has a fantastic mead bar that offers mead tastings.

Let me tell you why a mead tasting at Savannah Bee Company is perfect for a honeymoon: the “honeymoon” was traditionally the time after the wedding when the couple would go off for a month and the bride’s father would give the groom all the mead (alcohol made from honey) he wanted. The “honey” comes from the mead and the “moon” comes from the calendar month.

So it’s very appropriate to do a mead tasting on your honeymoon!

14. Historic Savannah Theatre

The Historic Savannah Theatre on Chippewa Square is one of the United States’ oldest continually-operating theatres. The theatre has been both a movie theater and a live performance venue hosting many notable players.

The theatre continues to host a variety of shows.

15. Old Fort Jackson Historic Site

Located on the Savannah River just a few minutes from Downtown Savannah, Old Fort Jackson is one of the oldest brick forts on the East Coast.

The fort holds daily demonstrations of military drills and dress common to the fort as well as cannon firings.

The highlight of our visit was watching them fire a cannon over the bow of a riverboat cruise!

The independently owned The Book Lady Bookstore is a pretty hidden popular place. Located in the lower level of an East Liberty Street home, this bookstore is packed wall-to-wall with books crammed in every open space.

17. Beach Day at Tybee Island

Tybee Island is a small barrier island not far from Savannah that has been a popular vacation spot since the late 1800s.

A romantic beach day is a great addition to your Savannah honeymoon itinerary. Tybee Island has five public beaches, local museums, and plenty of great restaurants.

Tybee Island is about a 30 minute drive from Savannah.

18. Savannah City Market

Savannah’s City Market is four block of open-air market that has been operating since the 1700s. At City Market, you’ll find local shopping, dining, bars, and art galleries.

It’s always free to stroll along the beautiful shaded courtyard between Ellis Square and Franklin Square.

Hop on a pedal-powered, 15-person bike to explore some of the best bars, pubs, and clubs in Savannah.

There are plenty of companies to choose from, but I recommend going with Savannah Slow Ride . They offer 2-hour long rides, and you can choose from a classic pub crawl, a history tour, or a boos cruise ghost tour.

20. Ghost Tour

You can’t go to Savannah without doing a ghost tour! That’s because Savannah is one of the most haunted cities in America .

We did the Boos Cruise with Savannah Slow Ride on our romantic Savannah honeymoon. But my favorite Savannah ghost tour still has to be the Hearse Ghost Tour , which I did a few years ago with my friend .

On the Hearse Ghost Tour, you ride around in a real hearse that has an open top and swivel seats. You cruise around Savannah and hear tales from the city’s haunted past. And the tour guides are a lot of fun!

Hearse Ghost Tours last for about 75-90 minutes.

Other great ghost tour options include a Spooky Savannah Haunted Pub Crawl or a History & Haunts Candlelit Walking Ghost Tour .

21. The Globe

The iconic globe in Savannah is a former natural gas storage tank built in the 1950s. It was painted to look like a standard desktop globe of the Earth a couple years later and has since been repainted to look like Earth seen from space and even includes Hurricane Floyd heading for Savannah. The globe has its own planet Earth/moon mailbox, too!

The land around the globe is currently being developed, and the new site plans to incorporate the globe in the new property. Yay for preserving this weird Savannah relic!

• Rocks on the Roof — Rocks on the Roof is the perfect place to grab a drink and enjoy the views of the Savannah River. This rooftop bar is located at the top of the Bohemian Hotel .
• Wet Willie’s — Wet Willie’s is a chain serving a rainbow of frozen drinks, some with a very high alcohol content. You can mix and match flavors to make your own drink or famous drinks; once I figured out I could make a mudslide, that’s all I drank! They have two Savannah locations: on River Street and at City Market.
• Jen & Friends — If you like fun martinis (funtinis!), then you’ll love Jen & Friends. They have over 300 flavors of martinis, like Twix flavored, Reece’s flavored, and birthday cake flavored. And if that’s not your thing, they also have more than 200 beers.

Kevin and I stayed at the Hyatt Regency Savannah overlooking River Street and the Savannah River. We upgraded for a balcony room overlooking the river; it was a lot of fun watching the ships and riverboats come in and out.

Love Savannah. Would have loved to have spent our honeymoon there. It’s such an easy place to fall in love with. So much charm and definitely one of my favorite cities! I couldn’t get enough of just wandering around through all the different squares, admiring the homes, the Spanish moss trees. I absolutely love all the ghost tours. My favorite restaurants there are The Pirate’s House, The Lady and Sons, and Leopold’s.

Police misconduct indictments cause a Georgia prosecutor to drop charges in three murder cases

SAVANNAH, Ga. (AP) — A Georgia prosecutor announced Thursday she’s dropping charges against six people in three pending murder cases following the indictment of a pair of Savannah police officers accused of misconduct.

Chatham County District Attorney Shalena Cook Jones, whose jurisdiction includes Savannah, said the decision came after her staff reviewed dozens of cases involving the two former officers, who were indicted in May on multiple charges of perjury and violating their oaths of office.

Jones said she sympathized with the families of the five total victims slain in the cases being dismissed, but insisted police misconduct had tainted them to a point they were no longer winnable in court.

“These cases, they likely will not be reopened and reinvestigated,” Jones told a news conference. “Our office’s determination is that they have been compromised.”

The fallout comes two months after a Chatham County grand jury indicted Ashley Wood, a former Savannah police detective, and former police Cpl. Darryl Repress in unrelated misconduct cases.

Repress was indicted following his firing in 2023, when an internal affairs investigation concluded he had a relationship with an informant who was a convicted felon. His indictment accuses Repress of lying about the relationship to his supervisors and to investigators.

Kimberly Copeland, listed in court records as Repress’ attorney, did not immediately respond to an email message seeing comment Thursday.

Wood’s indictment accuses her of knowingly including false information in search warrant applications in multiple cases. One of her attorneys, Keith Barber, said Wood is “completely innocent.”

“Her character is completely beyond reproach,” Barber said in a statement. “We have always and continue to remain fully confident that she will be fully exonerated of these charges.”

Attorneys for Marquis Parrish, who was charged with murder in a 2021 fatal shooting, accused Wood of lying about seeing Parrish in a video recorded by a security camera. Parrish spent two years in jail before Jones’ office dropped the charges in June.

Parrish was among the six defendants whose dismissed cases the district attorney mentioned Thursday. She also dropped charges against two men in a 2016 killing in which a woman was fatally shot after being caught in the crossfire of what police called a shootout between gang members.

Murder charges were also dropped against three men accused of fatally shooting two brothers and their cousin who were found dead in a Savannah home in 2015.

Jerrell Williams was one of the men who had been charged in the triple killing. His attorney, Jonah Pine, told WTOC-TV : “After over three years of fighting and over two years of incarceration, Mr. Williams finally stands vindicated.”

Jones declined to give specifics on what prompted her to dismiss charges in each of the three murder cases, citing the pending prosecutors of the two former officers.

Feds to revisit key environmental permit for wells to supply Hyundai's GA site

The U.S. Army Corps of Engineers said Friday it is launching a “reevaluation” of a key environmental permit for four proposed Floridan Aquifer wells to supply up to 6.6 million gallons of water per day to Hyundai Motor Company’s Bryan County manufacturing facility and related development around the nearly 2,500-acre site.

USACE’s move is in response to a threatened legal challenge by a coastal Georgia conservation group of regulatory approval for the South Korean automaker’s electric vehicle and battery operation near Savannah.

In a letter dated Friday, USACE notes that state and local development officials omitted the site’s projected water use in their application for a federal permit required by the U.S. Clean Water Ac t.

The Corps adds that it later learned, through draft state groundwater withdrawal permits from the Georgia Environmental Protection Division, that at maximum capacity, the four Bulloch County wells would remove more than 6.6 million gallons per day from the aquifer.

“The Corps has determined that new information has surfaced regarding the effects the project may have on municipal and private water supplies, and that reevaluation of our permit decision regarding our effects determination for water supply is warranted,” USACE notes.

‘Overlooking water supply concerns’

The Ogeechee Riverkeeper organization informed USACE in June that it intended to challenge the October 2022 approval of a permit that helped clear the way for the $7.6 billion Hyundai project.

The organization accused USACE of “not completing required steps and overlooking water supply concerns during the permitting process” for the site.

The Clean Water Act requires USACE to collect pertinent information and analyze permit requests that impact or disturb “waters of the U.S.,” including wetlands.

The organization challenged USACE’s findings that “it would be reasonable to assume that the Bryan County (water) supply is adequate” to support the plant and related growth and “would not require water withdrawals or a permit” from the EPD.

The applicants – Savannah Harbor-Interstate 16 Corridor Joint Development Authority Secretary Trip Tollison and Pat Wilson, commissioner of the Georgia Department of Economic Development – knew months before the permit was approved that the Hyundai plant and related development would require up to 6.6 million gallons of water per day and the drilling of four new wells.

That information was included in a confidential “letter of intent” dated April 25, 2022, to Robert Boehringer, managing partner at consulting firm KPMG International . That letter, which laid out plans for the Hyundai project, also was signed by Tollison (who also is president and CEO of the Savannah Economic Development Authority ) and Wilson.

However, the water needs were not mentioned in the federal permit application, also signed by Tollison and Wilson and submitted 12 days after the letter, on June 7, 2022.

USACE approved a revised version of the permit, including the findings that no additional water or wells would be needed, nearly four months later, on Oct. 4, 2022.

Friday’s letter from the Corps is addressed to Tollison and Wilson.

The reevaluation decision requests that JDA provide the USACE with an impact assessment of the Megasite’s water supply wells. JDA will need to show that the wells won't have impacts on the Floridan Aquifer, those who rely on it, and the aquatic resources and environment. The assessment will also include "any groundwater and surface water modelling/data that has been collected.” USACE will then assess that report and determine if the permit needs to be adjusted. Depending on the findings, JDA may also be required to compensate for any resulting impacts.

The Ogeechee Riverkeeper organization (ORK) welcomed the Corps' decision to revisit the permit.

“These considerations should have been taken into account from day one,” said Damon Mullis, riverkeeper and executive director of ORK, “but we are encouraged to see that the USACE will finally review these issues in full. Once all of the data is on the table, we urge the Corps to independently and vigorously vet and verify this information in its reevaluation, and to be transparent with the public during this reevaluation process.”

‘It is reasonable to ask’

A spokeswoman in USACE’s Savannah office did not response for a request for comment about the reevaluation of the permit or how the process could affect the Hyundai project.

Tollison, meanwhile, has defended the application process for the federal permit.

“The Savannah Harbor-Interstate 16 Corridor Joint Development Authority has been working with local governments and the state on how to best serve the site with water since the Georgia Environmental Protection Division is responsible for drinking water and water usage, not the U.S. Army Corps of Engineers,” Tollison said in June. “We have been and remain committed to doing this the right way.”

But experts – and comments from the federal agency that enforces the Clean Water Act – suggest Tollison’s reply missed the point of the question.

The Clean Water Act does make clear that states are responsible for regulating drinking water, but it also directs USACE to account for “probable impact including cumulative impacts” on factors including “water supply and conservation” in its environmental assessment.

In other words, USACE can’t dictate where a project will get its water and how much it can use, but the Corps is expected to weigh those factors in reviewing applications for permits required by Section 404 of the Clean Water Act, explained Stan Meiburg , former deputy administrator at the U.S. Environmental Protection Agency who spent nearly 40 years with the agency.

“Given that such impacts should be considered, they should be considered using as good of information as you can,” said Meiburg, now executive director of the Sabin Family Center for Environment and Sustainability at Wake Forest University. “The conclusion might not be different, but it is reasonable to ask the applicant to submit, and EPA and the Corps to consider, accurate information.”

While declining to comment on the Hyundai permit specifically, the EPA concurred with Meiburg’s assessment.

“Yes, in reviewing a proposed project for compliance with Clean Water Act Section 404 regulations, the Corps and EPA consider the potential effects of the project on potable water supplies,” the agency’s Washington office said in an email response.

That portion of the landmark law regulates “the discharge of dredged or fill material into waters of the United States, including wetlands.”

It applied to the Hyundai project because the site contained more than 300 acres of “jurisdictional wetlands” as defined by the Clean Water Act.

But USACE also is charged with weighing the impact on waters around the site, including those potentially affected by the new wells.

Mieburg noted that significant withdrawals from underground aquifers can impact surface waters, which are at the very heart of Section 404 permits.  

In its letter Friday, USACE directs Tollison and Wilson to “provide an assessment of effects the project may have on municipal and private water supplies, including whether the anticipated drawdown of the Floridan aquifer would result in any drainage of aquatic resources.”
