Because California does not participate in the Nurse Licensure Compact, travel nurses who wish to practice in California must apply for licensure by endorsement. 

RNs and LPNs applying for licensure by endorsement in the state of California must:

• Hold a current and active RN license in another state, U.S. territory, or Canada.
• Have completed a nursing program that meets all California requirements.
• Have passed the NCLEX or State Board Test Pool Examination.
• Submit verification through Nursys ® (there is no longer the option for using a BreEZe account for filling out a verification of license form ).
• Complete fingerprints via Live Scan or fingerprint card processing method.
• Have transcripts sent directly from your school to the board of nursing.

Union nurses negotiate staffing, pay after deaths led to federal sanctions at Mission/HCA

ASHEVILLE - After their history-making 2020 unionization , nurses are now engaged in key negotiations for a second contract with Mission Health, calling for more staffing, more focus on patient care and higher pay.

The negotiations come as Mission, owned by the for-profit HCA of Tennessee, looks to avoid federal sanctions over patient deaths and seeks to fend off a lawsuit by Attorney General Josh Stein alleging the health provider failed to maintain emergency department and cancer care levels.

The first contract signed in 2020 by the nurses — represented by the country's largest union, National Nurses United — and Mission, which is owned by the country's largest health care system, will expire July 2. There are currently some 1,500 nurses at Mission, according to NNU, which is based in California.

Bargaining has happened behind closed doors, though parties gave some general objectives and a few details.

While pay remains an issue, nurse Molly Zenker of Weaverville, one of the union negotiators, said there are higher priorities.

"Our main focus is our patients," said Zenker, a 36-year-old mother of three married to another Mission nurse. "I literally think you could give us the salaries of the CEOs and we would still be in the streets holding signs and making noise if our patients weren't receiving the care that they need."

Mission spokesperson Nancy Lindell in a May 8 statement criticized union efforts as aimed more at "attracting media headlines than making meaningful progress." She said some of the proposed base salary increases were as high as 80% and were "not a serious proposal."

"It is important for our nurses and community to know that we will bargain in good faith on this new contract and we are committed to reaching an agreement that is fair and equitable and allows us to continue to provide excellent care for our community," Lindell said.

Asked to comment on the salary figure, Kerri Wilson, a Mission cardiology stepdown unit nurse and bargaining team member, said nurses were disappointed management was "discussing contract proposals with the press" instead of focusing on negotiating at the bargaining table "especially if they are set on providing misleading information."

"Any conversation about wages should include that HCA executive compensation continues to grow to unprecedented heights off our patients' suffering," Wilson said in a statement provided by the union.

Nurses' proposals were aimed at improving recruitment and retention, something that would increase patient care and that HCA has failed to do, she said.

In an early response to a March 12 Mission/HCA staffing plan nurses said it was reported company CEO Sam Hazen's 2023 pay rose by almost $7 million to $21.3 million and that he would get a 170% pay bonus if hospitals meet profit goals.

"We have not seen any incentives for HCA executives to reach patient care goals," the nurses' written response said.

In response to criticism of executive salaries, HCA has said that corporate leaders took a 30% salary reduction during the worst of the COVID-19 pandemic and that Hazen donated two months of his salary in spring 2020 to a company fund to help employees during natural disasters, illnesses and other hardships.

Federal regulators placed Mission under an "immediate jeopardy" designation in December 2023 following prior year incidents that regulators said risked patients' health and led to four deaths. The Centers for Medicare and Medicaid Services cited staffing as a main problem. To avoid losing Medicare and Medicaid funding the hospital submitted a plan of correction and the March 12 staffing plan to CMS.

The plan laid out different tactics to evaluate and improve staffing saying, "Mission Hospital is committed to staffing to our current guidelines" and "is committed to sustaining adequate staffing levels," it said.

It said Mission had given more than $20 million in pay increases in 2022-2023 and reduced turnover to 14%, something Lindell, the spokesperson reiterated.

In their written response nurses said they were not allowed to give input for the plan and that many of its claims were false.

"For the past 2 1/2 years, on a monthly basis, Mission nurses have warned the chief nursing officer, managers on the Staffing Committee and HCA executives about the dangers our patients face when staff is stretched so thin," the response said.

Along with more nurses, the union is asking for guaranteed bathroom and meal breaks and that greater efforts be made to assign nurses to areas in which they specialize, Zenker, the other nurse bargainer said.

"This is not because we're greedy or want something better for ourselves, primarily," she said. "We want our working conditions to be nice, but we really want a hospital that patients can come to where they can get amazing medical care that we've been trained to provide."

10,000 US Hotel Workers Strike as Contract Talks Break Down

NEW YORK (Reuters) -Some 10,000 U.S. hotel workers began a multi-day strike in several cities on Sunday after contract talks with hotel operators Marriott International, Hilton Worldwide, and Hyatt Hotels stalled, the Unite Here union said.

Unite Here, which represents workers in hotels, casinos, and airports across the United States and Canada, said thousands of workers at 24 hotels are on strike in some major travel destinations including San Francisco and San Diego in California, Hawaii's capital city Honolulu, Boston, Seattle, and Greenwich, Connecticut, with workers from additional cities ready to join the walkout as the Labor Day holiday weekend continues.

The strike is taking place with the industry facing a 9% increase in Labor Day weekend domestic travel compared to last year, according to AAA booking data.

"Strikes have also been authorized and could begin at any time" in Baltimore, New Haven, Oakland, and Providence, the union said in a statement, as hotel workers and operators struggle to agree on wages and on reversing pandemic-era job cuts.

Hotel workers are being stretched thin, according to the union, with management frequently assigning three staff members to do the job of four. This leads to undue stress and a focus on speed over service.

"Since COVID, they’re expecting us to give five-star service with three-star staff,” the union said, quoting a staff member at Marriott’s Palace Hotel in San Francisco.

Hotel housekeepers in Baltimore are fighting to bring wages up to $20 per hour from their current $16.20. In Boston, where housekeepers make $28 per hour, the union is seeking a $10 per hour raise by the end of four years.

Hilton and Hyatt said they remain committed to negotiating a fair agreement with the union.

Hyatt has contingency plans in place to minimize the impact on hotel operations related to potential strike activity, Michael D'Angelo, head of labor relations at the luxury hotel chain said in a statement.

Marriott did not respond to a Reuters request for comment.

The strike comes as 40,000 Unite Here hotel workers across 20 cities face expiring contracts this year. Negotiations for new four-year contracts have been taking place since May, and about 15,000 of those workers have authorized strikes in 12 markets.

"We won't accept a 'new normal' where hotel companies profit by cutting their offerings to guests and abandoning their commitments to workers," Unite Here President Gwen Mills said, demanding a better deal.

The union has urged travelers to cancel their hotel stays if the workers are on strike, and to demand penalty-free refunds.

Unite Here workers in 2023 won record contracts in Los Angeles following rolling strikes, and in Detroit after a 47-day strike.

Your Hotel Is on Strike. What Should You Do?

With hotel chains and union members locked in a dispute over wages and working conditions, strikes could continue to disrupt travel in major U.S. destinations. Here’s what to know.

Over the busy Labor Day weekend, at least 10,000 unionized front-desk workers, housekeepers and other employees at dozens of hotel properties across the country walked off the job after failing to come to an agreement in contract negotiations.

The mostly two- and three-day strikes affected some Hilton, Hyatt, Marriott and Fairmont hotels in nine destinations, including Baltimore; Boston; Greenwich, Conn.; Honolulu; Kauai, Hawaii; San Diego; San Francisco; San Jose, Calif.; and Seattle.

With members of the UNITE HERE union at Hilton, Hyatt, Marriott and Omni properties across the country still engaged in contentious talks over wages and working conditions, rolling strikes could possibly disrupt travel plans for months to come.

Hotels chains say they plan to keep affected properties open, perhaps with modified services. But they may not always notify travelers that a strike is happening, so inquire ahead of time, or you may be surprised to find a spirited picket line in front of your hotel when you arrive.

Here’s what else you need to know.

There’s a strike at the hotel where I have a reservation. What should I do?

First, call the hotel and ask to speak to a manager to confirm that a strike is taking place there. UNITE HERE has also created a website, FairHotel.org , that offers an updated map of which properties are experiencing labor disputes. Ask the manager which services are being affected by the strike, and ask about the hotel’s cancellation policy.

Then decide if you still want to stay at the hotel.

Besides weighing the effect on services, consider your feelings about the dispute itself, said Bjorn Hanson, an adjunct professor at the New York University Jonathan M. Tisch Center of Hospitality. Some travelers like to support the business and keep their reservation at the property, Dr. Hanson said. Others prefer to support the striking workers by not crossing a picket line.

If you choose not to stay at the affected hotel, he said, you should first book new accommodations and then call your original hotel as soon as possible to cancel.

In the case of past strikes, Dr. Hanson said, “Individual hotels have some discretion, but the hotel company policy was: Whatever our cancellation policy is, is the policy we will maintain during the strike. So at the very least, that is what the regular, average traveler should keep in mind and plan around,” he said.

The cancellation policy at Hilton , Hyatt , Marriott and Omni hotels generally depends on your specific rate and dates of your stay, so you’ll need to look up your reservation on their app or website.

Will my hotel stay open during the strike?

In general, hotels say they are prepared to operate without disruption.

Representatives for Hyatt, Hilton and Omni all said that they had contingency plans to minimize any strikes’ impact on hotel operations. Marriott did not respond to request for comment.

While the chains would not reveal details of those plans, they are likely to use nonunion employees, Dr. Hanson said. They might also, for example, substitute a grab-and-go buffet for table service. And outside contractors may be hired to perform services that hotel staff would typically perform.

During another recent major hotel strike, last summer in Los Angeles, thousands of hotel workers walked off the job just as travelers were gearing up for the Fourth of July. That first strike was resolved after three days . Sporadic walkouts at other properties throughout the summer affected housekeeping services for some guests and caused disruptions after event organizers canceled events .

What are the sticking points in the talks?

Hotel workers are calling for higher wages, as well as the reversal of Covid-era staffing and service cuts. Housekeepers at the Hilton Baltimore Inner Harbor , for example, are asking for a raise to $20 an hour from $16.20 now.

During the pandemic, the union said, many hotels cut staffing and guest services like daily housekeeping and room service , which caused some workers to lose income and also created a heavier workload for the remaining employees.
