To find the best carriers on the market, we personally tested and scored 13 popular airline-approved pet carriers based on size, quality, comfort, portability, design, ease of cleaning, and overall value.

This gold standard doesn’t come cheap.

The Gunner G1 Kennel is a superlative hard-sided kennel with a five-star crash safety rating from the Center for Pet Safety. There have been multiple reported instances where owners have been in severe crashes and said using a Gunner kennel has saved their dog’s life. And we can see why. Worried about the plane hitting rough air? This kennel has double-wall rotomolding for extra impact protection. It’s also got a wider base for stability against tipping, comes with built-in tie-down rods, and features all-weather windows that shield your pet from nasty weather it may face while being loaded and unloaded at the airport.

Pets stay comfortable inside by adding a soft bed, while raised non-slip feet lower temperature transfer from hot or frigid surfaces. The only downside is that the larger sizes may be tough for one person to manage with a dog inside. We tested the large size, which is 72 pounds empty, though this kennel also comes in small, medium, intermediate sizes, too.

Love thy beast nylon pet travel carrier.

The 12-inch height makes it ideal for layovers.

The narrow width may not be comfortable for girthy pets.

We found the Love Thy Beast Nylon Pet Travel Carrier to be lightweight yet sturdy, and flexible enough to squeeze under the seat in front of us, even though the carrier pushes the limits when it comes to height. Some airlines may eyeball it at check-in, but this tote-style carrier can also be used during layovers to give your pet more head room. It also comes with a leash tether so you can confidently carry your dog with the zippers down, and it’s possible to slip the bag onto the handle of a suitcase or a seat belt as the back pocket converts to a luggage sleeve when unzipped.

This bag has a sturdy, removable platform on the bottom that makes for easy spot cleaning, and an extra-large zippered pocket on the front (in addition to that smaller, convertible luggage sleeve pocket on the reverse). The tight-knit mesh sides allow for one-way pet privacy to aid anxious pets as well. We tested this carrier out with an 8-pound dog who fit comfortably inside (as did a slim 12-pound pup), though it’s quite likely a wider-framed pet would find this 8-inch wide carrier too narrow.

One of our favorite features is the number of access points you have to reach your pet. It opens at both ends and the top, plus one full side panel opens up completely to give your cat more space while waiting at the gate. (We clipped them onto the bungee tether and opened it up so our cat felt less confined.) It also has calming privacy flaps, two stretchy slip pockets, one pocket loaded with several organizational pockets, a slide-out lined basket, and anti-scratch mesh on three sides. We’ve flown several times with this carrier and it still looks brand new, except for the inside, which immediately became covered in cat hair.

It’s a basic but solid crate-style kennel that meets FAA standards.

There aren't any extra pockets or storage features, it’s just the kennel.

This hard-sided kennel is a great value bang-for-your-buck. There are no extra fancy bells and whistles, just your basic heavy-duty plastic kennel that is approved for domestic air travel in the U.S. You get three-sided ventilation, a stainless steel door with squeeze latches to prevent accidental opening during flight, and a spacious interior that will easily fit your animal, food and water bowls, and your pet’s favorite blanket and toy (if allowed). The darker bottom helps activate a dog or cat’s natural burrowing reflex, helping them to relax. The kennel can also be taken down and put together quite easily for storage or transportation. We do wish there were at least some kind of storage area, though, to hold important papers or treats, but overall we can’t complain because this carrier ticked all the necessary boxes to make our pet comfortable and our travel day swift and easy.

The Petsfit Expandable Pet Carrier’s dual expandable, scratch-resistant mesh sides are great for giving your pet extra room while waiting at the gate or during layovers without officially letting them out of the bag. We also hacked this feature while testing, unzipping the sides while our pet was under the seat in front of us, to give our furry passenger a tad more space on both sides. Plus, the carrier is collapsible, and the fiber rods in the top frame can be removed for extra “give” to squeeze under the seat. The bottom of the carrier is lined with a soft material for pet comfort. This bag is lightweight and portable, but our hands hurt after carrying it via the handles after just a short time (we didn’t have the detachable crossbody/shoulder strap with us); padded handles would be a welcomed addition but it’s hard to knock the bonus space with this style.

This carrier will only comfortably fit small dogs and medium-sized cats.

The JetPaws Official Carrier of JetBlue Airlines carrier is specifically designed to adhere to JetBlue’s strict size rules and fit under all of the airline’s seats. This makes it a shoe-in for complying with almost all other airlines’ size requirements, taking the guesswork and anxiety out of wondering if your carrier will fit. The colors may be a bit of an eyesore, but the bag’s many features are a good balm. This featherlight carrier comes with five pockets for storing necessities (some of the most we’ve seen), and a detachable padded shoulder strap for carrying (though no trolley sleeve). The carrier itself is made from a durable, undisclosed material that is easy to wipe clean. Our pet seemed right at home in this carrier and didn’t even seem to mind that his usual plush padded bed had been replaced with a simple soft lining. As one might expect with a little carrier, it can only accommodate small pets.

The smooth material is sleek and stylish on the outside while keeping your pet cozy on the inside.

It can become bulky if you utilize all of the pockets.

This stylish carrier fits pets up to 18 pounds and features huge external pockets for all of their accessories . The large pockets are great for also storing your own items like wallet, phone, water bottle, and even a book, which is perfect for those times in which your pet is your personal item. It's designed like actual luggage — which our editors look for when choosing their favorite pieces . We love that all of the zippers run smoothly and keep items (and pets) secure. While we wish the shoulder strap had a bit more padding, we do love that you can carry the bag in many ways thanks to the adjustable cross-body strap and smaller handle. There's even a luggage sleeve to make your commute to and from airplanes even easier.

Other Airline-approved Pet Carriers We Liked

A few pet carriers we tested didn’t quite make the list for the best airline-approved pet carrier but grabbed enough of our attention and admiration for an honorable recommendation as pet carriers that may work well in other travel situations.

Diggs Passenger Travel Carrier : At 4.5 pounds this is the heaviest (and largest) soft-sided carrier we tested. Since it felt heavy before we even put our dog in, and because its large size seems likely to get flagged at check-in, it didn’t make the list. However, its five-star crash test rating, custom seat belt and buckle clips, pee-pad-friendly design, and a zip-down fourth wall side plus interior tethering clip make it an excellent choice as a pet carrier for the car.

Arlo Skye The Pet Carrier : We found that this bag (which comes in heights of either 8.5 inches or 10 inches) felt a bit too snug for our dog, and the smaller size would be best suited for teacup-sized breeds. However, if your pet is on the tiny side, standout features include four-sided mesh ventilation, an included memory foam travel pad, and a sturdy trolly slip for easy portability atop your carry-on.

Wild One Travel Carrier : This lightweight and smaller-sized bag is loaded with thoughtful travel features, from its dual-sided zippers and calming fold-down side panels to the lie-flat breakdown design that makes it a cinch to spot clean and built-in option to use a strap as a leash. Since we couldn’t zip the 10-inch high bag closed unless our 8-pound dog was laying down, it felt like too much of a squeeze when placed under an airplane seat.

The T+L team tested 14 airline-approved pet carriers in real world traveling situations with our own cats and dogs. After measuring, weighing, and assessing the overall quality of each bag — and making sure our furry travel friends were comfortable with the carriers — we took to the skies to test how well the carrier stacked up when it came to carry comfort, pet comfort, durability, cleaning, overall design, size, and relevant features.

To see how they functioned, we traveled with our pets on roundtrip domestic and international flights on U.S. major airlines, including JetBlue which has some of the smallest general size restrictions for in-cabin pet carriers. We took notes along the way on how easy it was to get through security, wait at the gate, slide under the seat, and transport through the airport, checking on our pet’s comfort before, during, and after the flight. We also considered how easy it was to access our pet during the flight and the traveling process. Scoring was largely based on pet comfort, portability, features, price, and performance of purpose in order to select the best airline-approved carriers for this roundup.

Tips for Buying Airline-approved Pet Carriers

Choose the best size for your pet.

The best size carrier will depend on your pet’s mobility, weight, and body frame. Remember, in-cabin pets must be able to stand up, turn around, and lie down comfortably in a carrier. Do not try to squeeze your pet into a smaller carrier just to meet an airline’s sizing rules.

Check the rules for your mode of transportation

Always check the rules and requirements for pets and pet carriers of your specific airline and general FAA requirements before purchasing a new carrier. Many train companies, such as Amtrak , will also have their own pet carrier policies as well. If riding in the car with your animal, consider crash safety when shopping for a pet carrier.

Decide if you need soft-sided or hard-sided

Soft-sided carriers, such as dog backpacks , are a bit more flexible when it comes to fitting into several under-seat spaces, and many airlines allow for larger soft-sided pet carrier dimensions because of this. Pets transported as cargo will have to be inside of a hard-sided carrier for their safety in the hold of the aircraft. Owners traveling with heavier and/or larger in-cabin pets may also want to consider a hard-sided carrier as it provides better support for the animal.

Look for features that add comfort and ease to a journey

Remember that your pet’s comfort is paramount, so give extra points to carriers that have comfort features such as breathable mesh, supportive and strong bottoms, several opening/access points, multiple pockets to hold treats, water, and clean-up supplies, or calming blackout panels. Most airlines will also require your carrier to have a waterproofed bottom in case of accidents.

How do I get my pet used to a travel carrier?

Opening the pet carrier, placing it in your home, and allowing your pet to become comfortable with it or even sleep in it is a good first line way to get them acclimated. Next, try taking your pet on short rides in the car while inside the carrier, going a little bit longer each time (and not just to the vet), and then reward with a treat. You can also line the carrier with their favorite blanket or toy to make it feel more welcoming and familiar.

How long can a pet stay inside a carrier?

Dr. Bonk explains that it's safe for most pets to stay in an in-cabin travel carrier for six to eight hours, as long as the carrier is appropriately sized for your pet. She says dogs traveling in cargo may be able to stay a little longer as long as they are comfortable and/or have access to pee pads, food, and water. Dr. Cuevas suggests it’s best if your pet can have a bathroom break every six hours, something that is only possible if you’re booked on a shorter flight or hire a private pet transport service.

What else should go in my pet’s travel carrier?

While there is nothing you are required to pack for in-cabin pets, both vets suggest having food and water (or treats) for the journey, any medication your pet may need, and any necessary paperwork such as vaccination records that may be required for boarding or landing. Lining the carrier with an absorbent pad, tossing in a scent-soaked item (e.g., something familiar that smells like them or you), and adding their favorite toy can help make the journey easier.

What are the rules about bringing a pet on the plane?

There are several rules that come with bringing your pet on a plane — including specific carrier size and weight rules, pet fees, how many pets can travel on any plane, weather restrictions, and what documentation is needed. It’s always best to check with your specific airline about your specific flight and both departure and arrival destinations.

A few guaranteed rules to remember include that in-cabin pets will count as your carry-on or personal item depending on the airline, that pets are not allowed to be taken out of their carrier at any point during the flight, that carriers must remain under the seat in front of you for the duration of the flight (on most airlines), and that pets traveling as cargo cannot be sedated.

Many owners let their dog roam free in the car, which can be a deadly mistake.

Even owners who opt for using a dog carrier or crate designed for car travel will likely be shocked to discover that the vast majority of mainstream car carriers aren’t designed to keep your pooch safe in the event of an accident .

But don’t worry — we’re here to help!

Below, we’ll explain everything you need to know about dog carriers and car travel . We’ll outline the reasons why securing your dog is important, and share some of the best crates and carriers that are made from durable materials and designed to keep your pooch safe and secure in the car.

Safest Dog Crates & Carriers for the Car

Below, we’ll share some of the crates and carriers that passed the CPS 2015 Crates and Carrier Crash Worthiness Study , complimented with additional CPS tests performed in 2016. We’ll be continuing to update this article each year when new crash test reports are released.

We’ve updated our recommendations below to include new products to the market and reflect new tests conducted by CPS.

Unfortunately, CPS hasn’t yet published an overview of their recent testing (which is understandable — they are a non-profit organization), but we’ve linked to the individual product test results and videos when available.

Why Dogs Need to Be Secured in the Car

Whether you opt to use a dog car crate, or some other kind of canine car restraint, your dog needs to be secure while you’re driving.

Many owners opt to let their dog have free reign in the car, but this can be very dangerous for both owners and pets. For one, in the event of an accident, your dog will become an instant projectile, flying through the windshield and injuring you, other passengers, and himself.

Unrestrained dogs are also a common cause of distracted driving. Author Stephen King famously got into a horrific, nearly-fatal car accident when the other driver took his eyes off the road to correct his misbehaving dog.

Having an unrestrained dog in your car often results in distracted driving — using a restraint will keep both you and your dog safer.

Even though it’s fun to have your pup by your side as a copilot, the distraction of your dog can be deadly for you both. It’s just not worth the risk!

The Search For A Safe Dog Car Crate

There are a number of things you’ll want to look for (as well as things you’ll want to avoid) when picking a safe dog car crate.

Starting with the things you DO want in a car crate, be sure to look for a crate that is:

Of Sufficient and Suitable Size. Pay attention to the size of your dog, compared to the size of the crate or carrier. A dog car crate should never be 6 inches longer than your dog. This is because the snugness is actually part of what is keeping your dog safe — providing too much excess space means increased momentum and force on impact, resulting in a more dangerous crash for your dog.

Built with High-Quality Connection Points. If your crate’s connectors aren’t strong and up to snuff, the crate will go flying in an accident. And that kind of defeats the whole points of having a sturdy dog car crate! In many dog crash tests, connector safety straps were a key point of failure.

On the flip side, you’ll want to avoid car carriers and crates featuring the following characteristics:

Wire Construction. Wire dog crates can be quite useful in many scenarios, but the car is not one of them. Wire crates just won’t do a ton to protect your fur baby in a car accident. While they are suitable for stopping your dog from distracting you while driving, a wire crate may collapse upon impact.

Soft-Sided Crates. Soft-sided carriers and soft crates are fine enclosures for general use (especially if they’re made from something like durable nylon), and they work great as airline approved in-cabin carriers . However, a fabric crate will do little-to-nothing when it comes to protecting your pooch in a car accident. Since the carriers are soft, most will immediately collapse on impact.

Plastic. The majority of plastic crates have been reported to fracture and break upon impact, leaving your dog unsecure. Most traditional plastic crates simply aren’t sturdy enough to be crash-proof. Nevertheless, a few crash-tested crates are made from very durable plastic, so just be sure to dig in and do your homework before making a choice.

So what does that leave? Well…not much. The dog crates and carriers that have been deemed crash safe are few and far between. However, there are a few that are will work, and we’ll share them below.

The terms “dog crate” and “dog carrier” are often used interchangeably. In fact, we do so all the time.

However, some manufacturers and safety organizations — including the Center for Pet Safety (CPS) — make a pretty clear distinction between the two.

In these cases, the term “crates” is reserved for relatively large containment devices, which are typically meant to be placed in the cargo area of a truck, van, or SUV. By contrast, “carriers” are usually for smaller pets, and they’re designed to ride in the back seat.

CPS Study Reveals That the Majority of Dog Crates Aren’t Safe

The CPS (Center for Pet Safety) is a non-profit research and advocacy organization that conducts crash tests for various dog safety products. The organization was established in 2011 after realizing the disturbing fact that there are no performance standards or test protocols for testing pet safety devices.

Key Lesson: Don’t Believe The Marketing

The truth is that manufacturers of canine car crates and carriers aren’t even required to test their products . Many crates and carriers that market themselves as “crash tested” and safe fail to provide substantial protection in the event of an accident.

Most crates or harnesses that claim to be “crash tested” were only evaluated, at the manufacturer’s discretion, for one size . This means that a crate might pass for a very small dog, but lacks the stability and security for a medium or large sized dog.

It is quite shocking that dog car crates and carriers aren’t held to the same rigorous government safety standards that child car seats and other vehicle safety devices are — especially considering that a compromised crate can injure both pets and humans. Car crates with connector safety straps that fail under stress means that your dog crate could go flying, hurting any passengers in the way (as well as your canine).

CPS Crash Worthiness Study & Testing Plan

After realizing the horrifying gaps in dog car crate and carrier testing, the CPS organization began conducting rigorous testing through the use of specially designed fake crash test dogs.

The CPS teamed up with Subaru to do an objective study in an independent, third-party testing facility in Virginia . A startling number of car crates and dog car carriers failed, but thankfully, a few performed well and are now being recognized as the life-saving devices that they are!

How The CPS Testing Works

In the CPS (Center for Pet Safety) Crash Worthiness Study , two tests were performed.

One was completed with a crate placed in the back cargo area of a vehicle, with the back seats folded downwards , and the crate being secured through connector straps. The vast majority of crates failed in this scenario.

In the second test, dog car crates were again placed in the cargo area, this time with one side of the crate resting against the back side section of the back seats (which were kept in the upright position, rather than folded down flat). This allowed the crates to have additional support through the seatback, and many more crates were able to pass this test.

However, the problem is that if the crate relies on the car’s seatback for support, there is an increased risk of a seatback failure in the event of a front impact if the dog and crate have a combined weight that exceeds 40 pounds.

This wouldn’t just put your dog at risk, but your passengers too . So, in many cases, using the seatback support for your dog’s crate is not safe or recommended.

Let’s take a look at the top winners for the most secure and safe dog car carriers and crates!

Give Careful Consideration to Where the Crate Goes

Many owners place their dog’s car crate or pet kennel in the back of the car — the traditional cargo area. But unfortunately, this isn’t always a safe area for your pooch to be .

In many cars, the front and back sections are designed to be “crumple zones” when involved in accidents. The idea is that, by allowing certain sections of the car to crumple on impact, passengers in the interior of the car may remain safe.

This can be life-saving technology — so long as your loved ones aren’t stuck in one of those crumple zones.

Crumple zones can vary, especially when it comes to larger cars and SUVs that use more of the back car space for seating (making those areas unsafe to be designed as crumple zones, therefore making them safe areas to keep your dog).

Back crumple zones may not be a threat with all cars, but we recommend consulting with your car dealership to determine what the crumple zones of your car are . And then, make sure to place your dog’s pet kennel away from that dangerous crumple zone.

Placing your dog in the front seat isn’t a viable option either, as that exposes your dog to front passenger airbags, which are designed to save a human’s life — not your dog’s. Similar to how you shouldn’t place a child in the passenger seat, due to their size in relation to the airbag trajectory, dogs also can’t safely be placed in the passenger seat.

Usually, the back seat is the best place to install your dog’s car travel crate.

This is also the position where your dog will likely be the most comfortable. One study revealed that dogs exhibit less stress in the car when they are positioned closer to their humans, and can visually see them from where they are positioned. This can be key in helping reduce a dog’s anxiety in the car .

For Larger Dogs, Security Is Even More Important

While dog car safety is important for all canines, special care needs to be given to big dogs. Simply put, big dogs need a super durable crate.

Large dogs are even more of a dangerous projectile than small dogs, as a 70-pound canine body hurtling through your car at 70 miles per hour is going to be a whole lot more dangerous than a 10-pound dog .

However, even a small dog can exert a tremendous amount of force at high speeds.

On top of that, larger dogs will experience more force on impact. Unfortunately, this collision force is so strong that very few dog crates can hold up — the list of car-safe dog crates for big dogs is a very short one.

Additional Things to Seek in a Car Carrier for Dogs

Aside from the characteristics we’ve already discussed, you should also look for a few other things in any car carrier — whether it is crash-tested car crate or not.

Soft material on the inside : In addition to keeping your fur baby safe, you’ll want to look for a carrier that’s also comfy!
Keep the crate’s weight in mind : Generally speaking, you’ll want to look for the lightest crate you can find that still provides the safety and security your doggo deserves.
A water-resistant base : Even the best-trained pooches can have the occasional accident, so always try to stick to carriers with a water-resistant base.
Portability : Because of the very nature of car crates, you’ll want to ensure you select one that is as easy as possible to move around. That doesn’t necessarily mean you need to pick a collapsible dog crate, but it should be one you can move around easily.

How Do I Measure My Dog For a Car Carrier?

Whether you use a soft- or hard-sided crate, you must keep your canine’s comfort in mind and make sure your fur baby gets the right size crate. Essentially, this means that you need a car carrier that is large enough that your doggo can stand up in it and lie down comfortably.

Measure from your dog’s neck (aka where the collar sits) to the base of the tail. Then, add a few inches. That’s the length you want to shoot for.

For height, measure from the top of your dog’s shoulders to the ground. If you’re buying a soft-sided crate or soft-sided carrier (or any kind of soft crate in general), you should add 2 to 3 inches to the height measurement. For hard carriers, add 3 to 5 inches.

Also, make sure to keep weight recommendations in mind when trying to pick the perfect size crate for your fur baby — pet owners with dogs falling between two sizes should probably opt for the larger size!

Distraction Prevention Vs Crash-Proof Power

It’s worth noting that while the majority of budget-friendly and popular consumer crates and carriers failed the safety test, most of these failed crash products do help substantially at least when it comes to distraction prevention.

Having your dog secured in the back seat, away from the driver, means a safer driving experience and, as a result, puts the entire car at lower risk for an accident.

So while the vast majority of crates will not protect your dog in an accident, even a poorly cash-tested device will likely be better than none at all. This holds true for many dog booster car seats and dog seat belts as well — most provide virtually no protection in an accident, but they will keep your pup from pestering you while you drive.

Still, we want to prevent distractions and keep our dogs safe, so we’d certainly suggest opting for a dog car crate or carrier that is capable of doing both!

What to Do If You and Your Dog Are in a Car Accident

Unfortunately, no matter how safe we try to be, accidents happen.

If you and your pup are in a car accident, your utmost priority is safety, so now more than ever, keep a level head and assess the situation.

Follow basic safety steps to ensure you and your four-footer’s well-being:

Pull into a safe area, if you can. If you’re involved in a minor fender-bender on a busy roadway, it’s best for all parties to move to the shoulder, if possible, to avoid another collision (some states even have “If you can steer it; clear it” laws in place). It’s all too common for a two-vehicle crash to worsen.
Assess the vehicle’s safety. Are there any fluids or smoke being released into or out of the vehicle? Can you smell gas or chemicals? Are there downed live wires outside? The answers to these questions greatly affect your next actions. Downed wires outside of the car mean staying inside, while smoke, gas, or chemical leaks require you to grab your pooch and get out of the car pronto .
Check yourself. Glance over yourself for signs of injury. We know your first instinct is to check on your pooch, but if you hurt yourself further, you won’t be able to help your fur baby. Adrenaline can make it hard to pinpoint any pain, but a quick once-over can usually spot any bleeding or serious injury that you need to address.
Check your pet. In most cases, pet carriers protect your dog from serious harm but you’ll still need to check her for injuries when it’s safe to do so. Keep the car door closed behind you if possible, as a frightened pup is prone to bolting after an accident. Look for signs of obvious pain like a stiff posture, whimpering, or limping. You also want to check for blood or a misaligned limb. Dogs who aren’t properly secured in a carrier or with a harness are more susceptible to severe injury.
Use caution. A dog in pain may act aggressively, so don’t feel offended if your best friend is snappy or fearful of you. Your feelings need to take a backseat, but your safety shouldn’t so use caution when handling an injured dog.
Render emergency aid . If your dog is bleeding, apply pressure with a clean towel or clothing item. If she isn’t responsive and appears not to be breathing, proceed with dog CPR .
Secure your pet. Make sure your dog is properly leashed before exiting the vehicle. This is critical, as even dogs with the best recall may run away after an accident.
Call the police. Report the accident to proper authorities as soon as you’re sure you and your dog are OK and secured. If you or your dog are injured, relay this information as well. This ensures the proper help arrives informed of the situation.
Seek veterinary care. Bleeding, fractures, or signs of pain require emergency treatment by a vet. If you need care and can’t go with your dog, emergency professionals will likely be able to transport your canine to receive treatment. We’d also recommend getting your doggy copilot checked over by your vet from head to tail even after a minor accident.
Contact your insurance company. Pet injuries suffered during a car accident are covered by some insurance companies. It’s worth giving your insurer a call to check on your status. This is a good feature for all pet owners to look for while insurance shopping.

Automobile accidents are traumatic for both humans and dogs. What once was a safe space suddenly isn’t, so you both may have residual anxieties about riding in the car. A good way to overcome this is by having driveway hangouts, where you reintroduce sitting in the car in a fun, stress-free way. Bring treats and offer praise as you relax in the backseat. Over time, you can work up to turning on the car and driving around the block, making the car fun again.

Packing up the car and taking a road trip with your best (dog) friend can seem like a great idea. But there are a lot of places dogs aren’t allowed, and that’s where a travel crate can come into play, especially if you’re staying in hotels.

I personally have taken 5-6 trips across the United States with two dogs. We’ve used multiple types of crates, starting with the traditional house crate (hard wired metal) and finally settling on a foldable soft crate.

Soft Crate vs. Hard Crate

You could not pay me to take a road trip with a metal crate, with one exception: I was driving a truck and the dog was comfortable or preferred the bed of the truck as opposed to the inside floor. Other than that I’m taking a soft crate every single time.

The primary reason is weight. Lugging in 1, 2, 3 or more hard crates into a hotel room is pure torture, especially if you have large dogs, which means large crates.

It’s true that hard crates are easier to clean up, so if you have an older dog or a younger dog prone to accidents then a hard crate may be worth it, but even then it’s a close call.

Travel Crate

While cars are made for human safety, they are not always the safest for pups, especially because they cannot wear a traditional seat-belt ( although there are dog specific seat-belts and harnesses ) as we can. Some (not all) travel crates make sure that your dog is secure and in the event of a crash, they stay inside the vehicle instead of being ejected.

However, most travel crates are simply meant for hotels or overnight stays where you can’t leave the dog in the room to roam about. We almost never use crates inside cars (occasionally in a truck bed). Instead we’ll set up our soft crates in the hotel room so we can visit a local museum, restaurant, or another attraction where dogs aren’t allowed.

My detailed travel crate setup

For the past several years we’ve used the same two Noz2Noz Soft-Krater without a single issue.

Unfortunately we didn’t start out using soft crates. We started with the traditional metal crates (that way a ton!).

Our first road trip was about 3 weeks across the U.S. and I will never, ever, ever again use metal crates. Holy cow was that a pain.

Our car is packed exactly the same, except we now use soft crates, which pack down even smaller than the picture below. Once we reach the hotel, if we need to leave the dogs for an excursion or something, we’ll unpack the crates and set them up like below.

You can see the 2 soft crates setup in the hotel room, and I also left the laptop in the picture because we use a program called iCam that streams the laptop camera to our phone. That way we can check on the dogs while we’re out.

The crates break down super quick, and we pack up the following day (or whenever we’re done at that hotel).

We don’t even own the metal crates anymore. We used to keep them around in case we needed to crate them in the house, but now we just use the soft crates for that as well.

Nice info … however, never leave your dog unattended in a hotel room. In fact, in most places it’s a policy and in some municipalities, it’s against the law.

How to shop for a dog travel carrier

Carriers and crates are the most secure type of enclosure when traveling with your dog because they prevent them from escaping and minimize distraction while you’re traveling (especially while driving), says Wolko. But the right carrier for your dog will depend on what type of trip you’re taking, your method of transportation and their temperament.

When shopping for the right carrier for your dog, our experts recommend considering the size and fit of the enclosure, whether it’s crash-tested, if it meets airline requirements and more.

Your dog or cat should be able to easily stand up, turn around and lay comfortably in their carrier. That means the length of your carrier from front to back should measure about the same, or one or two inches more than the tip of your dog’s nose to the base of their tail, says Nelson. You should add a few more inches for brachycephalic breeds like pugs, pekingese and French bulldogs, though experts don’t recommend taking these breeds on flights because their shorter noses increase the risk of overheating and oxygen deprivation, says Nelson (some airlines even ban this breed from flying in the cargo hold , according to the American Veterinary Medical Association). To determine the right height of your carrier, make sure it measures the same or larger than the height of your pet from the floor to the top of their shoulders, says Carlo.

Place a mat or bed in the carrier to make the space more comfortable for your pet, says Carlo (though you should avoid this if your dog usually destroys their bedding because they might eat the pieces and cause intestinal obstruction). Putting soft blankets or their favorite toy in the carrier can also help them feel familiar and safe, according to our experts.

Whether your dog can see out of their carrier is a matter of personal preference, though our experts recommend mesh so the outside is visible, which prevents your dog from feeling threatened or confused while they’re traveling, says Wolko.

Materials and structure

Most carriers are soft-sided and made from materials like polyester, mesh and nylon fabric. Consider whether the carrier has structure, meaning it can stand up on its own and won’t automatically collapse around your pet, according to Carlo. You should also look for carriers that have pockets, so you have room for your pet supplies.

You can take a hard-sided, non-collapsible crate or kennel on an airplane, but they must be able to fit under the passenger’s seat, according to Hauser (this might be harder to do compared to soft-sided carriers since they don’t mold to a different size). Plastic hard-sided crates are usually good for transporting your pet in an airplane cargo hold and the cargo area of a car — they’re considered to be the safest option since they won’t lose their shape and provide impact protection in case of a crash, turbulence or hard fall, according to our experts. However, you should avoid metal wire crates because pets might be able to stick their feet or limbs out, which can be a safety hazard while traveling, says Karwacki.

Safety considerations

For car travel, look for carriers and crates that have undergone crash testing by the Center for Pet Safety, a registered nonprofit and advocacy organization that crash tests car restraints and containment devices. This provides an extra layer of safety when traveling with your pet, our experts say.

“Most carriers on the market only prevent distractions [for the driver], which is important, but in a crash, they may not perform as you would expect them to,” says Wolko. The CPS certification tests carriers as an unaffiliated third party. This is important when considering that many brands subjectively “pass” their carriers if they test them in their own labs, which can ultimately give pet owners a false sense of security, according to Wolko.

Though the CPS does not specifically test carriers and crates for airline travel, you can use most carriers that meet the airline’s size requirements and have ample ventilation, according to Wolko.

A CPS-certified crate usually has backup door latches and locking mechanisms to prevent your pet from escaping, which is especially useful if they travel in the aircraft’s cargo hold. “So, if something tumbles, the kennel is so robust that the pet is not getting out,” says Wolko. Most airlines have certain regulations for what carriers to use when transporting an animal in the cargo area of a plane. The International Air Transport Association, a globally recognized trade association for the world’s airlines, details specific requirements for crates to transport animals in the cargo hold, including construction and adequate ventilation (more on that below).

Frequently Asked Questions

For air travel, always check with your airline to see what type and size of carrier it allows. The approved dimensions of your carrier vary from airline to airline but, in most cases, carriers can’t exceed 11 inches in height, which allows it to fit under the seat in front of the passenger, according to Hauser. Also, the carrier will likely count as your carry-on luggage on most airlines, and in-cabin travel will usually require you to make a reservation or reserve a seat specifically for your dog.

Certain airlines might also have specific pet size and weight requirements for in-cabin travel. Typically, pets must weigh 20 pounds or less, though this varies by airline, and most larger dogs can’t ride in-cabin unless they’re a trained service animal, says Wolko. If your pet exceeds that limit, they’ll need to travel in the cargo area of the plane.

Most airlines will allow trained service dogs on board at no cost. However, some airlines like Delta Air Lines, Southwest, American Airlines and Alaska Air are no longer accepting emotional support animals on board.

Carriers and crates for dogs are usually used interchangeably, but there are a few key differences. The CPS defines crates as enclosures that are secured in the cargo area of a plane or tethered securely to the floor of a vehicle like a van or SUV. They’re usually constructed of thick molded plastic or metal and designed for larger dogs, according to our experts.

Carriers, on the other hand, are usually designed for smaller dogs and made of a soft-sided fabric (though some are constructed of a harder plastic or nylon to prevent them from collapsing on your pet). When traveling in a car, the carrier usually goes in the backseat and is strapped in using the seatbelt system of your vehicle.

Yes, it is generally safe and common to travel with your dog in the cargo hold (also known as the lower deck) of an airplane, which also holds baggage. However, experts recommend only flying your pet in the cargo hold when it’s absolutely necessary because it can be a very stressful experience for them.

“There’s a lot of weird noises, not much light down there — it’d be scary for anyone to go in the [cargo hold], ” says Karwacki. And, most handling risks come before they even board the plane: Dogs usually endure the most force when being transported across the rough, uneven tarmac to get to the plane, says Wolko.

The International Air Transport Association (IATA) lists specific requirements for crates, including construction and ventilation, to keep your pet safe when flying in the cargo hold. For example, the trade association specifies that crates must be sturdy and inescapable and adequately ventilated on three sides, with the majority of the ventilation being provided on the upper part of the container.

Most aircraft cargo holds are temperature-controlled and pressurized, according to the U.S. Department of Agriculture . Animals can’t be exposed to temperatures above 85 degrees Fahrenheit or below 45 degrees Fahrenheit for more than 4 hours, per the USDA’s website. Most airlines won’t transport dogs altogether if ground temperatures reach those extremes.

How to help your dog feel calm in a travel carrier

Your pet’s comfort level in their carrier can determine how smooth your travels are. Below, we list a few expert tips about how to get your dog adjusted to their carrier and how to keep them comfortable during long trips.

Know your dog’s safety and security preferences. Some dogs prefer more open-sided kennels with better airflow and visibility, while others feel safer with the cave-like security of a molded plastic carrier with smaller windows, says Hauser.
Make the carrier or crate their “happy spot.” Allowing your pet to build a positive association with their carrier helps them feel calm and safe while traveling, according to our experts. In your home and before traveling, leave the door open so that your pup can explore the enclosure on their own terms, which demystifies it, says Hauser. After some time, it isn’t uncommon to find pets that preferentially sleep in their enclosures,” she says. Once they get acclimated to the crate or carrier at home, you can then graduate to car trips and, later on, plane rides. Start off with brief trips that increase in duration over time.
Make the carrier feel familiar. As we mentioned, putting their favorite bed, blankets or toys in the carrier can help make them feel more comfortable.
Avoid any safety risks while on the plane. For example, if you’re traveling with your pet in-cabin, never put the carrier in the overhead compartment of the plane with your pet inside because it poses a suffocation risk, says Wolko. Also, feed your pet before you get on the plane — if they choke or get something lodged in their throat while you’re in the air, they likely won’t get help in time, according to Wolko.

A traveler's guide to Novosibirsk, the unofficial capital of Siberia

Trans-Siberian heritage

Residents of Novosibirsk love trains and are proud of the fact that their city played a significant role in the history of the grand Trans-Siberian railway, which spans the breadth of Russia. The railway is such a part of Novosibirsk identity that it is even depicted on the city’s emblem, along with the bridge that crosses the Ob river and two Siberian sables standing on their hind legs.

In the city, there are as many as five monuments to trains, and an open-air locomotive museum is located in the vicinity of the train station Seyatel’. The museum has more than 100 steam locomotives, diesel locomotives and carriages, reflecting the history of rail transportation in Russia from pre-revolutionary times to the present day. Wondering around the stationary trains and comparing your height with the diameter of the gigantic iron wheels of the first steam locomotives is all very well, but why not climb inside the carriages and see how the nobility once traveled across Russia in pre-revolutionary times? These tours will however need to be booked in advance. The museum opens from 11:00 until 17:00 every day except Mondays.

Novosibirsk spans both sides of the river Ob. In the early twentieth century, the border of two different timezones passed right through the city which led to a strange situation- morning on the east bank started one hour earlier than on the west bank! The two-kilometer covered metro bridge that crosses the river is considered the longest in the world. Due to the fluctuations in temperature across the year (on average +30 °C to -30 °C), during the summer the metro bridge expands, and in the winter it contracts by half a meter. To counter these effects, the bridge’s supports are equipped with special rollers that allow it to move.

The cultural center of Siberia

The repertoire of the theatre can be viewed on its official website . The theatre season runs from September to July, and comprises mainly classical performances, like the ballet “The Nutcracker” by Tchaikovsky, Borodin’s opera “Prince Igor” and Verdi’s “La Traviata”.

The large Siberian sea and ligers

Weekends are best spent at the Novosibirsk zoo . The zoo is known for breeding big cats, although surrounded by controversy, hosts a successful crossing of a tiger and lion, which of course would not otherwise breed in wildlife. Ligers, or exotic cubs of an African lion and Bengal tigress, feel quite comfortable in the Siberian climate and even produce offspring. The zoo is open to visitors year-round, seven days a week, and even has its own free mobile app, Zoo Nsk .

Every year at the beginning of January, the festival of snow culture takes place bringing together artists from across Russia and around the world to participate in a snow sculpting competition. The tradition started in 2000 inspired by the snow festival in Sapporo, Novosibirsk’s twin-city.

Siberian Silicon Valley

Despite the fact that Akademgorodok was built half a century ago in the middle of the uninhabited Siberian taiga, architecturally it was ahead of its time. No trees were destroyed for its construction, and houses were built right in the middle of the forest. A man walking through the woods would seemingly stumble upon these structures. At that time, no one had built anything similar in the world and ecovillages only became fashionable much later.

For residents of the Novosibirsk Akademgorodok is a different world. When you step out the bus or car, you are immediately on one of the hiking paths through the forest, between the scientific buildings and clubs. On a walk through Akademgorodok, it is possible to unexpectedly encounter art-like objects handmade by residents of the city which have been erected as monuments and some monuments fixed up by city authorities. For example, the monument to the laboratory mice, which knits a strand of DNA on to some needles, can be found in the square alongside the Institute of Cytology and Genetics. In Akademgorodok there are many cafes and restaurants, in which it is possible to rest after a long walk. Grab a coffee and go to eat at Traveler’s Coffee , or eat lunch at the grille and bar People’s or Clover .

Winters in the Akademgorodok are slightly colder than in the city, so wrap up. Spring and summer are usually wetter, so waterproof boots are recommended. In the summer the Ob sea provides respite from the heat, so do not forget your swimsuit to go for a dip.

Memento Mori

Among the exhibits of the museum is one dedicated to world funeral culture — hearses, memorial jewellery from the hair of the deceased, samples from a specific photo-genre of "post mortem", a collection of funeral wear from the Victorian era, deathmasks, statues and monuments. There’s also an impressive collection of coffins. One of them, resembling a fish, was manufactured on a special visit to Novosibirsk by a designer coffin-maker from Africa, Eric Adjetey Anang, who specializes in the production of unusual coffins.

Surprisingly, the crematorium itself does not look at all gloomy in appearance and definitely does not look like infernal scenes from movies, or like crematoriums of other cities that gravitate towards gloomy temple aesthetics. The Novosibirsk crematorium is decorated in “cheerful” orange tones and is surrounded by a park with a children’s playground nearby. A visit to the museum then leaves you with mixed feelings.

Novosibirsk underground

Tourists from all over the world go down into the Moscow metro to take a ride and a few selfies in the most famous underground museum. The Novosibirsk metro is also quite a museum in itself — it has 13 stations, the most beautiful of which is Gagarinskaya, Sibirskaya and Rechnoy Vokzal.

The ultramodern Gagarinskaya station is like a real cosmos underground. Its technologically themed design includes marble walls with metallic elements, dark blue backlighting and portraits of Yuri Gagarin. The Sibirskaya station looks like an underground treasure trove, decorated by Altai masters craftsmen with mosaics of precious Siberian stones. The Rechnoy Vokzal station is framed with ten glowing stained glass windows depicting the largest cities of Siberia, including Novosibirsk itself, Omsk, Barnaul and others. The platform resembles a big ship sailing on the Ob, from which ancient Siberian cities are visible through its windows.

How to get there

The easiest way to get to Novosibirsk is by plane with Aeroflot or Novosibirsk airline S7 with one-way tickets from Moscow costing from 200-250 USD. If you decide to take from the train from Moscow, you’ll have to travel approximately a third of the Trans-Siberian Railway. That’s 3,300 kilometers over almost a three-day journey.

Where to stay

There are many great hotels in Novosibirsk. Amongst the best include a four-star Doubletree hotel by Hilton , which is located near Lenin Square (per room from $200). After renovations and repairs, the congress-hotel Novosibirsk has improved (per room from $100) and is located across from the train station. Less expensive but of a similar standard is the four-star River Park hotel near Rechnoy Vokzal metro station, which costs $80 per night.

How Does Mpox Spread, and Who Is Most at Risk?

Here’s what scientists have learned about the virus, which was recently declared a global health emergency.

This month, the World Health Organization declared mpox a global health emergency. The virus, formerly known as monkeypox, is spreading quickly in parts of Africa, particularly the Democratic Republic of Congo. The outbreak there has been fueled by a new version of the virus that has also been discovered in Sweden and Thailand.

The fast-evolving situation has led to anxiety and confusion about who is at risk of infection, and how the virus spreads. “I can understand why there’s concern,” said Dr. Taimur Khan, associate medical research director at Fenway Health, a medical center in Boston. But, he added, “it’s not like we’re being caught off guard in the same way that we were with Covid-19. It’s a virus that we are familiar with, to a certain extent, and we have tools already.”

We asked Dr. Khan and other experts to answer common questions about the virus.

What are we learning about how mpox spreads?

As the virus has evolved, so has our understanding about how it circulates, said Dr. Rosamund Lewis, technical lead of the World Health Organization’s global mpox response team.

In the 2022 outbreak, many cases were caused by sexual contact. The newer version of the virus continues to spread through sex, but experts said it is also circulating in other ways. Those could potentially include skin-to-skin interactions, contact with infected animals and touching contaminated surfaces, objects or fabrics, like bedding and clothes. Researchers are working to understand how the virus may spread through respiratory droplets and prolonged face-to-face interactions.

“We don’t always know exactly what was the mode of transmission in any given situation,” Dr. Lewis said.

Scientists are continuing to investigate when people are contagious. Some people can spread mpox days before they feel ill. No evidence to date indicates that people who never develop symptoms can spread the virus, according to the Centers for Disease Control and Prevention.

Who is at most at risk?

The risk is greatest in countries in central and eastern Africa, especially the Democratic Republic of Congo and bordering nations.

“The reality right now is the risk for Americans is exceedingly small,” said Dr. Carlos del Rio, an infectious disease specialist at Emory University.

Health care workers and people in the same household as someone with mpox are susceptible to infection. Because the virus spreads so efficiently through intimate contact, people with multiple sexual partners are at higher risk for contracting the virus.

Why do some people get more severe cases than others?

Mpox can cause painful rashes, fevers, head and muscle aches, swollen lymph nodes and other symptoms. Most people recover from mpox within a month, but the virus can be fatal. The version currently spreading in Africa appears to cause more severe illness, and be deadlier, than the version that spread in 2022.

Infants and children are at higher risk for getting seriously sick, in part because their immune systems are still developing. “Children become much more ill, much more quickly,” Dr. Lewis said. A majority of deaths in the Democratic Republic of Congo have been among children under 15 .

People who are immunocompromised, particularly those with untreated H.I.V., are also more likely to become seriously ill because their immune systems can’t fight off the virus effectively. Contracting the virus during pregnancy can lead to complications, including pregnancy loss.

What’s the situation in the United States?

The newer version of mpox spreading in Africa has not been detected yet in the United States. But people are still getting infected with the version that spread widely in 2022. While American cases are currently lower than they were during that outbreak, there have still been over 1,700 cases nationwide this year — more than double the count at this time last year.

“People are still getting sick, and people are actually coming forward less to talk about their experience of getting sick, because it’s sort of fallen out of the public perception,” said Joseph Osmundson, a clinical associate professor of biology at New York University.

Who should get vaccinated? How long does the vaccine protect you for?

Global health officials have raised concerns about gaps in vaccine access: Even though the Democratic Republic of Congo is the epicenter of the current outbreak, for example, no vaccines are available there. The shots are more accessible in wealthy, Western countries.

“Our major role right now is honestly to try to keep the outbreak contained to Africa and send vaccines over there,” Dr. del Rio said.

But the renewed attention on mpox may also encourage eligible people in the United States to get vaccinated. The Centers for Disease Control and Prevention recommends that some men who have sex with men, transgender people and nonbinary individuals get vaccinated, including those with multiple sexual partners or who have had sexually transmitted infections. People who know or suspect they were exposed to someone with mpox should also get vaccinated.

Experts said that some other groups may also want to get the shots, including women who have sex with bisexual men. “If you are in queer sexual networks, regardless of your identity, you are able to get vaccinated,” Dr. Osmundson said.

The C.D.C. has an online directory people can use to find mpox vaccines near them. People should get two doses, at least 28 days apart; if someone has received only one shot, it is never too late for a second. Studies have shown that two doses of the vaccine can reduce the risk of infection between 66 percent to 88 percent.

Scientists are now studying how long that protection lasts. “We can’t promise that the vaccine will be effective forever,” said Dr. Kelly Johnson, an infectious disease specialist at the University of California, San Francisco. People can get mpox even if they’ve been vaccinated, she said, but those cases tend to be less severe. She compared mpox vaccines to Covid shots.

“There’s a good chance that if you do get Covid and you’re vaccinated, you’re not going to be one of those people who gets super sick,” she said. “I think it’s a very similar message with mpox.”

Immigrants’ rights clinic—significant achievements for 2023-24.

The Immigrants’ Rights Clinic (IRC) had a busy year with several federal lawsuits and multiple victories for our clients. As always, IRC took on a variety of immigration-related cases, including individual representations, federal impact litigation, challenges to immigration detention, national security-related cases, and applications for humanitarian relief. In addition, IRC welcomed staff attorney Melissa Segarra, an Immigrant Justice Corps fellow. IRC enrolled twenty students, most of whom remained in the clinic for the entire year.

In re Nizar Trabelsi

Nizar Trabelsi is a Tunisian national who was arrested on September 13, 2001, for plotting an attack against a US military base in Belgium. He claims that he is innocent and that he confessed because his interrogators told him if he did not, he would be sent to Guantanamo and tortured. After being convicted in Belgium and serving his ten-year sentence, he was extradited to the United States to be prosecuted for the same crime. During this process, the United States promised Belgium that it would not return Mr. Trabelsi to Tunisia but would instead return him to Belgium due to the risk of torture and the fact that he had been sentenced to a ten-year sentence in absentia for his alleged crime. Belgium presumably believed that he would be convicted and sentenced to life in the United States and it would not have to accept him back.

The European Court of Human Rights subsequently declared his extradition illegal and awarded his family EUR 150,000 in damages and ordered the Belgium government to demand his return after his prosecution. To comply with the court order, Belgium sent a diplomatic note in 2022 demanding his return.

In a shocking turn of events, in July 2023, Mr. Trabelsi was acquitted by a jury in Washington, DC. He was immediately transferred to ICE custody and issued a notice to appear. It appears that the government intends to send him to Tunisia despite the fact that Belgium is required to accept him. IRC was brought in by his federal defender, who sought our experience in national security-related immigration cases.

IRC represented Mr. Trabelsi in his removal proceedings over five days of trial in December 2023 and January 2024 and is awaiting a decision from the immigration judge on whether Mr. Trabelsi can be returned to Tunisia. IRC is also co-counseling with the ACLU National Security Project to bring a habeas petition and challenge to his detention conditions in the Eastern District of Virginia.

Navarro v. Will County , N.D.I.L.

In March 2022, IRC filed a motion seeking the release of a Chicago resident being held by Will County on a material witness warrant as an end run around the Illinois Way Forward Act, which prohibits local jurisdictions from detaining non-citizens for civil immigration violations. After the Illinois Attorney General Office intervened, Will County agreed not to turn him over to ICE and released him instead. He has now reunited with his family.

In March 2023, IRC filed a lawsuit against Will County under Section 1983 for the unlawful detention. Centro de Trabajadores Unidos (CTU), one of IRC’s community partners, held a press conference to draw attention to the issue of local non-compliance with Illinois sanctuary laws.

The case is currently in discovery and motions to dismiss are pending. This year, IRC students drafted initial disclosures, served and responded to discovery requests, handled meetings with opposing counsel, and filed status reports with the court. Beginning in the summer of 2024, IRC has begun to take depositions of the defendants and other parties.

Caal v. United States , N.D.I.L.

IRC represents a father and son who were separated at the US-Mexico border during the Trump Administration’s Zero Tolerance Policy. Under this policy, the government separated thousands of migrant families as a means of deterring migration and penalizing asylum seekers. Although President Biden officially rescinded this policy in 2021, these families continue to suffer from long-lasting trauma.

Selvin, Sr. and his then sixteen-year-old son, Selvin, Jr., fled Guatemala after receiving multiple credible death threats from local gangs that wanted to force Selvin, Jr. to join their gangs. After an arduous eighteen-day journey on foot, car, and bus to the border to lawfully seek asylum, they were quickly separated and put into different detention facilities in horrendous and inhumane conditions.

The first facility was known as a hielera , or “icebox” in English. The last time they would see each other for twenty-one months was through a window that divided the rooms in this facility. Amongst the crying, yelling, and even fighting within the enclosures, this facility was freezing and provided minimal food and water, no blankets, and no opportunity to brush their teeth or take a shower.

Eventually, they were both transferred separately to what was known as a perrera , or “dog kennel” in English. The smell had grown so foul that people were covering their noses and mouths with their clothing. Soon, Selvin, Sr. had to ask for a new pair of pants because he had lost so much weight from the lack of food. Selvin, Jr. and other children were also physically assaulted by immigration officers who would kick them awake and loudly drag their batons against the chain link fences.

Selvin, Jr. found out about his father’s deportation when he called his family in Guatemala and heard his father’s voice. Selvin, Sr. had been deported after being told by a government official that if he signed a document, his son would get to stay in the United States. The paper was in English, with no Spanish translation, and the official threatened Selvin, Sr. that he would be deported if he did not sign the paper. After Selvin, Sr. signed the paper, he was put on multiple flights and was eventually deported back to Guatemala.

After nearly two years of separation, Selvin, Sr. reunited with his son in Chicago in 2020 after a federal court found his deportation unlawful and permitted him to return to the United States. However, the father and son still suffer from long-lasting physical and emotional trauma.

IRC filed a federal lawsuit in February 2023 under the Federal Tort Claims Act seeking compensation for their extended separation. The parties entered into a settlement in January 2024 for $250,000, which will allow father and son to recover from their trauma and begin their life in the United States. IRC is now representing both father and son in their removal proceedings with the goal of obtaining permanent immigration status for the family so that they can remain in the United States.

Ameen v. Jennings , Ninth Circuit

Omar Ameen came to the United States as a refugee from Iraq in 2014 and settled in Sacramento with his wife and children. Then, in 2018, he was arrested by the FBI-DHS Joint Terrorism Task Force (JTTF) and placed into extradition proceedings for the murder of a police officer in Iraq. The proceedings, which spanned three years, ended with the magistrate judge refusing to certify the extradition request and ordering Omar released. The court concluded that there was no evidence that he was a member of ISIS as the government alleged and that the evidence incontrovertibly showed that he had been in Turkey applying for refugee status at the time of the murder and could not have committed it. The court further found that the government’s key witnesses were not credible.

The case garnered national attention because of its importance to the Trump Administration’s position that terrorists were entering the United States through the refugee resettlement program. In January 2020, the New York ran a piece called “The Fight to Save an Innocent Refugee from Almost Certain Death,” which reported on how the investigation into Omar had come about and why the government’s witness in Iraq might have had a motive to lie.

After losing the extradition case, the government did not release Omar, but instead placed him in removal proceedings, arguing that he lied on his refugee application and that he had connections to ISIS, which rendered him deportable. After almost a year of removal proceedings, the immigration judge (IJ) found Omar removable on several non-terrorism related misrepresentations on his refugee application (while rejecting the terrorism allegations) and granted him relief under the Convention Against Torture. Both sides have appealed to the BIA.

In January 2022, IRC and Immigrant Legal Defense (ILD) filed a habeas petition challenging Omar’s detention after the IJ denied bond. In April 2022, Judge William Orrick granted the habeas petition in part and ordered the government to give Omar another bond hearing at which the government would bear the burden of proving dangerousness and flight risk by clear and convincing evidence.

Unfortunately, the IJ denied bond a second time and Judge Orrick denied our motion to enforce, in which we had argued that the second bond hearing was also constitutionally deficient. Both sides appealed to the Ninth Circuit. After a lengthy mediation, the parties agreed to a settlement which limited the amount of time that Mr. Ameen will be forced to remain in detention and provided for secure immigration status for his wife and three children. The government is currently looking for a country other than Iraq where Mr. Ameen can be transferred to begin a new life after his ordeal.

Mwendapeke v. Garland , Seventh Circuit

IRC represents Kibambe Mwendapeke, who came to the United States as a refugee from the Democratic Republic of the Congo (DRC) as a child and later became a lawful permanent resident. In 2016, he was convicted of “complicity to robbery in the first degree” under Ky. Rev. Stat. § 515.020 and sentenced to ten years’ imprisonment (and served eight and a half years). DHS put him in removal proceedings, arguing his conviction was an aggravated felony crime of violence, theft offense, and attempt or conspiracy offense.

In fall 2021, IRC filed a motion to terminate removal proceedings on the grounds that his conviction was overbroad for three different grounds of removability. IRC won on two of the three grounds. However, the immigration judge (IJ) found that Kibambe had been convicted of an aggravated felony crime of violence. Because the IJ found him removable, we had a trial to determine whether Kibambe had any relief from removal. In February 2022, we won our claim of deferral of removal under the Convention Against Torture. We appealed the IJ’s finding that he had been convicted of an aggravated felony crime of violence. The case raises important issues related to how overbroad complicity offenses

IRC students briefed a petition for review in spring 2023 and Brantley Butcher, ’24 , argued the case at the Seventh Circuit in September 2023. While the petition was denied, Mr. Mwendapeke can remain in the United States because he was granted relief under the Convention Against Torture.

Afghanistan Humanitarian Parole Project

IRC continues to represent over forty Afghans who were left behind after the US evacuation from Afghanistan in August 2021. In 2021 and 2022, IRC filed applications for humanitarian parole on their behalf, but for several years the government sat on the applications and did not grant or deny them. Just recently, however, six of the applications have been approved and those individuals are in the process of getting travel documents to the United States. IRC anxiously awaits to hear about the applications filed on behalf of the other families.

Reyes-Herrera v. Flaitz , W.D.N.Y. and “A Chance to Come Home Campaign”

IRC represents Macario Reyes-Herrera, a former long-time resident of the United States who was arrested and turned over to Customs and Border Protection (CBP) in 2017 as a result of a racially motivated traffic stop. He was subsequently deported to Mexico and separated from his three US citizen children. In 2019, IRC brought a civil action against the state troopers who arrested him under Section 1983 for violations of the Fourth and Fourteenth Amendments of the US Constitution. Shortly before the trial was set to begin in August 2022, New York state offered a generous settlement to Mr. Reyes-Herrera to settle his claims. The settlement will allow him to send his youngest child to college.

Although Mr. Reyes-Herrera was able to successfully settle his civil lawsuit, he and his wife Isabel, who returned to Mexico to care for him after he was deported, are still in Mexico separated from their children. Their children could sponsor them to come back to the United States. Unfortunately, they are not eligible due to their prior undocumented status and previous deportations. IRC continues to advocate for them to be allowed to return to the United States on humanitarian parole.

IRC has collaborated with the National Immigrant Justice Center (NIJC) on their “A Chance to Come Home” campaign, which asks the Biden Administration to set up an administrative process to allow deported individuals to apply to return to the United States. NIJC has profiled Mr. Reyes-Herrera as part of this campaign and IRC continues to do advocacy with elected officials and political appointees within the Department of Homeland Security.

In addition, IRC is collaborating with Pulitzer-prize winning journalist Caitlin Dickerson of the Atlantic on a book about the subject of deported people. Tentatively titled, The Deported: An American Story , the book will profile Mr. Reyes-Herrera, his family, and the work of IRC.

Individual Representations

IRC represents many individuals whose cases cannot be shared in detail due to safety and privacy concerns. In the past year, IRC represented a lawful permanent resident from Somalia who was placed in removal proceedings after receiving several criminal convictions. The student team spent months identifying and working with experts, gathering evidence, drafting declarations, drafting a pre-trial brief, and preparing witnesses. In May 2024, after a two-day trial, IRC won Convention Against Torture relief for the client, who will be able to avoid deportation to Somalia.

IRC represented a refugee from the Democratic Republic of Congo in his application for asylum. Students prepared the case, identified and worked with experts and drafted declarations. The client is now awaiting an interview at the asylum office.

IRC represented an Afghan family in their applications for asylum and for a special immigrant visa. In December 2023, the family were interviewed by the United States Citizenship and Immigration Services (USCIS) and in May 2024, every member of the family was granted lawful permanent residence.

IRC represented a crime victim from Mexico in her application for a U-visa, a special visa available for victims of certain violent crimes. In May 2024, she received a bona fide determination and grant of deferred action that will allow her to get work authorization while she is waiting in the queue for a U visa.

IRC represented a man in Nicaragua in his bond hearing in immigration court. IRC students were successful in convincing the immigration court to grant bond and then facilitated help from a bond fund so that he could post bond. He is now home with his family.

Finally, IRC represented a woman from Haiti who won asylum in September 2021 to bring her nine-year-old daughter to the United States as a derivative refugee. The unrest in Haiti, as well as custody issues, has complicated the process. However, her application for humanitarian parole was just approved and she is in the process of getting travel documents to come to the United States.

VOICES Ignored Report

U-nonimmigrant status, also known as the “U-visa,” was created by Congress in 2000 as part of the Victims of Trafficking and Violence Protection Act. The visa is meant to encourage “victims of certain crimes who have suffered mental or physical abuse” to cooperate with law enforcement in the “investigation or prosecution of criminal activity.” Applicants are required to submit a form that has been signed and approved by their local law enforcement agency, certifying that they are a qualifying victim of a crime aiding law enforcement. With a U-visa, victims are eligible for work authorization and after three years, they can apply for lawful permanent residence.

The Voices of Immigrant Communities Empowering Survivors (VOICES) Act is an Illinois law that directs Illinois law enforcement agencies on how to certify victims of crimes for federal immigration benefits. The VOICES Act was passed by the Illinois state legislature on November 30, 2018 with bipartisan support after consistent advocacy from a coalition of immigrant rights organizations, the Campaign for a Welcoming Illinois (CWI). CWI pushed for the VOICES Act because of perceived issues with how law enforcement agencies were handling requests for U-visa certifications, including lack of accountability and uniformity. Before the act was passed, law enforcement agencies could take numerous weeks in responding to victims’ certification form requests, while others refused to complete the form or provide explanations for denial. Some offices did not make changes to policy or certifying officials publicly available, or referred applicants to other agencies, such as the state’s attorney’s office. The VOICES Act attempted to solve these problems by requiring law enforcement agencies in Illinois to designate a certifying official and removing discretion to certify U-visas, requiring that they certify eligible victims within ninety days.

In 2022, at the request of Centro de Trabajadores Unidos (CTU), IRC began putting together a guide for victims detailing how to apply for U-visas in each county. To our surprise, we learned that most law enforcement agencies had never heard of the VOICES Act and definitely were not complying with it. In summer 2023, we set out to more systematically determine whether law enforcement agencies were in compliance, submitting Freedom of Information Act (FOIA) requests to every Sheriff’s Office, State’s Attorney Office, and the largest police department of every county in Illinois. We discovered that non-compliance was systematic and practically universal. In May 2024, IRC published a policy report entitled “Voices Ignored: Illinois’s Failure to Protect Immigrant Victims of Crime.”

Missing Migrants (with the Global Human Rights Clinic)

Thousands of Africans go missing each year attempting to cross international borders in search of safety and better opportunities. Despite the broad recognition among states of the importance and need to address the situation of missing migrants, there is a lack of formal coordination and procedures among all relevant stakeholders relating to missing migrants, and in some instances, even within countries, there is a lack of information sharing. Moreover, fragmentation, lack of a coordinated and standardized investigative/forensic approach, mistrust, and lack of contextual knowledge impair the effective identification of missing migrants from Africa.

Groundbreaking initiatives such as the Border Project (Proyecto Frontera) have sought to identify missing migrants from Central America. However, there have been very few efforts to understand migration routes from sub-Saharan Africa to Southwest Europe, and to develop a systematic framework for tracing and sharing information about missing and deceased migrants. As a result, families searching for their loved ones spend years waiting for answers. This project seeks to fill that vital gap and jumpstart work developing a comprehensive framework to address the needs of missing and deceased migrants.

This year, IRC and the Global Human Rights Clinic (GHRC) worked with our partner, the Argentine Forensic Anthropology Team (EAAF), to pilot the Border Project in parts of Africa. Students spent the year learning about the issue and drafting a lengthy legal memo that identified the gaps in legal protection for missing migrants and their families. A planned trip to Tunisia to meet with local partners was cancelled because of domestic unrest in the country. However, other trips are being planned. IRC and GHRC are also collaborating on a workshop that will be held in Addis Ababa, Ethiopia in fall 2024.

Migrant Rapid Response Clinics

IRC responded to the overwhelming need of Venezuelan migrants who have arrived in Chicago since September 2022 and conducted four legal clinics during the 2023-2024 academic year. At these clinics, law students assisted migrants living in Hyde Park and Woodlawn with applications for work authorization, Temporary Protected Status, and asylum. The latter two clinics were done in partnership with the Hyde Park Refugee Project, which has been providing support to recently arrived families in Hyde Park. IRC was also able to take on the full representation of several people who had particularly strong claims for asylum.

CTU Legal Clinic

IRC and Centro de Trabajadores Unidos (CTU) run a weekly legal clinic during the academic year that provides brief legal advice and assistance to community members from the south side of Chicago. To date, the clinic has assisted over 200 community members with their immigration issues. This clinic helps CTU recruit new members and organize around issues related to immigration in the city and more broadly.
