Readers had high praise for the incredible service and interesting itineraries on these river cruise lines in our annual "World’s Best Awards" survey for 2023.

A river cruise might just be the best way to see the world. Though many well-traveled readers have yet to hop aboard a river ship, those that have return home with high praise for this unique style of exploring. It makes sense: river cruises allow for slow and thoughtful enjoyment of a destination, while onboard amenities offer the kind of luxury found in five-star hotels. And it’s not just Europe: this year’s award winners have a global outlook, with operations on the Continent, yes, but also in Egypt, Southeast Asia, South America, and even closer to home in the U.S.

Every year for our World's Best Awards survey, Travel + Leisure asks readers to weigh in on travel experiences around the globe — to share their opinions on the top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more. Nearly 165,000 T+L readers completed the 2023 survey, an increase of nearly 25 percent over pre-pandemic voting levels. A total of more than 685,000 votes were cast across over 8,500 unique properties (hotels, cities, cruise lines, etc.).

For the cruise category, respondents were asked to rate individual ships; the results were separated by ocean cruises and river cruises. 

Ships were specifically rated on the criteria below:

  • Cabins/facilities
  • Itineraries/destinations
  • Excursions/activities

For each characteristic, respondents could choose a rating of excellent, above average, average, below average, or poor. The final scores are averages of these responses. 

No. 2 Tauck held steady compared to last year, as voters praised the line for its faultless service and interesting itineraries. Its newest ship, Andorinha, launched in 2021 on the Douro River of Portugal, which is in huge demand among travelers these days. Another line that’s making waves is No. 4 Viking, which added a couple of intriguing river ships in 2022: one, Viking Osiris, sails Egypt’s Nile River; another, Viking Mississippi, travels between St. Paul, Minnesota, and New Orleans. “We loved our trip with Viking,” one voter wrote. “My husband had resisted going on a cruise for years, but now, after our sail on the Danube River, he’s hooked.”

Moving up several spots from its 2022 ranking was No. 3 Grand Circle Cruise Line, which offers value-minded itineraries across Europe. “My wife and I have been on seven of their ships on 10 different trips since 2004,” said one devotee. “Like all of those ships, River Aria is comfortable, clean, serves fantastic food, and has a great staff.”

Another surprise was this year’s top river cruise line: Aqua Expeditions rose from the fourth spot in 2022 to take the crown as the world’s best river cruise line this year. Read on for more on why it impressed.

The brand’s three river ships are anything but ordinary: Aqua Mekong takes travelers on epic adventures in Cambodia and Vietnam, with temple touring and more recent history both on the agenda. Meanwhile Aqua Nera and Aria Amazon navigate the Peruvian stretch of this legendary river. All three vessels, none with more than 20 suites, offer a sense of privacy and exclusivity that’s nearly impossible to find short of chartering one’s own yacht . “It was just amazing,” marveled one guest, who traveled aboard the Aqua Nera , which entered service in 2021. Food is another focus for the line, which has partnered with the Peruvian chef Pedro Miguel Schiaffino, an expert on Amazonian ingredients, for culinary-minded voyages this year.

Exploring the local culture and observing the deep connection the Egyptian people have to their religion, beliefs, and traditions was a highlight for me. Their kindness and friendliness were truly remarkable. I also loved the concept of free food on tables in the streets across every city in Egypt—it's a beautiful display of community spirit. Our trip to Egypt was outstanding. We arrived early on check in day. We paid 20.00 to check in early and found our room at Tolip to be very nice. We checked out the pool and eating options that were very close. We felt safe. They scan everything through metal detectors everywhere you go. We changed our tour order and started with Alexandria. It’s a long bus ride with a nice stop to stretch in the middle. We had a delicious lunch at the fish place. The view over the sea was 10/10. The next day we went to Giza. We had Gabe as our Egyptologist. He was phenomenal. This was an advanced collegiate level tour - his knowledge was second to none. We learned so much and loved every single second of it. We were sad not to have him for the rest of our trip; however, when we transferred to Luxor we were met by Saladino and we were not disappointed. He also was very knowledgeable and went above and beyond to ensure everyone was taken care of. Our group was a tough one. My husband and I were the youngest by 26 years. This tour is NOT for those who need wheel chairs or can’t walk on very tough terrain. We spent a lot of our time helping the other elderly couples. Some tips - make sure you have 10 Egyptian pounds on you any time you need to use the restroom. It’s not free just about anywhere. Take your own bathroom paper. Most of them have none. Or they touch it and expect you to use it. We packed small toiletries in our day bags and took it everywhere. Bottled water in your BFF. Do not drink the water. Sunblock and bug spray are also a must. I didn’t love the boat. I know we were upgraded but it felt dated. Our cabin flooded in the bathroom. We were very quickly moved. The food was decent - but the people were fantastic. Every single one of them went above and beyond. My husband was hurt at Karnack by some guy who ran into his heel while pushing someone in our group in a wheelchair. I brought a first aid kit. I highly recommend taking one with you. Overall, it was an incredible trip. It was safe, we saw the most amazing temples and sites. It marked a huge check off of our bucket list.

Brilliantly organised trip by Getaways Egypt..its fast paced and a good few early morning starts. This is really a 5 day trip with so much great adventures on the schedule. Getaways looked after us with great care thanks to Harry's great organisation. Only downside is..as time is limited I would recommend skipping the Nubian Village tour and definitely the terrible Karnak night light show.

We had a great day with our guide Mahmoud to temple Habu and the valley of the Queens as well as Nefratar’s tomb. Mahmoud was extremely knowledgeable about the Egyptian history and walked through the monuments explaining all the interesting points and stories of the hieroglyphs and monuments. My Wife injured her knee and needed more time to walk the monuments but Mahmoud slowed the tour down and accommodated Jeanne so she had a great time. I would highly recommend Mahmoud as a great guide. The Driver was great as well and he got us the airport with lots of time to spare.

We were extremely satisfied with the booking, which can be done online or with very friendly and experienced staff on the phone. The travel group consisted of just the two of us and all of our extra requests were fulfilled. Even the arrival at the airport in Cairo was perfectly organized and an SUV with a very friendly and very safe driver and a travel companion took us to the hotel. Everything was perfectly organized and carried out throughout the entire trip. Both tour guides from Beyond The Nile Tours in Cairo and during the Nile cruise were studied experts (languages, history, tourism) and explained everything in a very friendly, passionate and understandable way. The cruise ship was equipped with large cabins, was modern and had friendly staff and good food, mostly in buffet form. Abu Simbel is a must, we had 2 drivers in a small coach for the long journey and here too, despite our extra requests, everything was perfect and on time. We always had the same drivers, tour guides and contact persons during the trip, which is very pleasant. So people, go to Egypt, fantastic

This was a action packed tour from start to end and we wished we had factored in a few days in Sham or Hurghada at the end just for dome down time. We spent one night in Cairo before visiting the pyramids and the splinx on day 2. Amazing. Also flew to luxor on day 2 to board the cruise. The nile cruise was magical. The boat was Ok but a little dated. Unfortunately you don't get to chose which boat you would like. The staff were friendly and helpful and you are expected to tip for everything and every where. Food was also good.
We were a group of 7 people from Switzerland and did the "Enchanting Egypt Tours - Internal Flights Included" with the organizer "Beyond The Nile Tours". Everything was very well organized and the guides did a very good job. We would especially like to praise Mahmoud Noby. He fulfilled all of our wishes, even on the last day, when the tour was already over, he organized a boat and taxi for us. Mahmoud - THANK YOU SO MUCH. In Cairo we stayed in the “Tulip Golden Plaza” hotel and on the Nile in the “Princess Sarah” cruise ship. Both accommodations were fine, clean and with good meals. We didn't eat salad on the trip for fear of diarrhea. At the end of the trip we learned that in the kitchen the food was only washed with water from "controlled bottles". So we could have easily eaten the salad. Nobody in our group had diarrhea, and we didn't meet anyone else with diarrhea either. For us the highlights were: the pyramids, hot air balloon flight and the Valley of the Kings. We were surprised that photography is now allowed in the Valley of the Kings. When we were there in 2017, it was still strictly forbidden. The hot air balloon flight must be booked in addition. It will remain an unforgettable experience for us and we would repeat it at any time. Although the war in Egypt is close, we felt safe at all times. We love Egypt and the Nile and hope to come back soon.

Sailing on board one of Silversea's 13 ultra-luxury cruise or expedition ships commences with the line's new chauffeur experience. This door-to-door service transports guests from home to the airport and back home on the return trip. The line's all-inclusive pricing also encompasses international or domestic flights (with business class upgrades in certain destinations), pre- and post-cruise hotel accommodations, butler service in every suite, all gratuities, gourmet dining, and complimentary alcoholic and nonalcoholic beverages, including Champagne.

Guests will also enjoy a staff-to-guest ratio of nearly 1-to-1 – and with no more than 728 guests. Seabourn's seven purpose-built expedition vessels and intimate luxury cruise ships accommodate between 264 and 600 guests. Viking's ocean fleet of nine 930-passenger all-veranda ships offers a nearly all-inclusive experience for guests. Ukraine war latest updates: Russia launches surprise advance on Ukraine - but why has Moscow opened up second front in war?

Russia has launched an attack in Kharkiv away from recent battlegrounds, Ukraine has said - as Volodymyr Zelenskyy insists his forces were "prepared" for the assault. Two civilians have been killed in the attack, a local governor has said.

In our previous post, we told you about a reported Ukrainian strike on the occupied region of Luhansk. 

Now, Russian news agencies have quoted officials as saying three people have been killed and seven others have been injured. 

According to Russian state media, the attack triggered a large fire at an oil storage depot in the region.

"The enemy opened fire on the peaceful city of Rovenky," Russia installed regional Governor Leonid Pasechnik wrote on Telegram. 

"Because of the shelling, the oil depot was engulfed by flames and nearby houses were damaged."

Ukrainian bloggers and Telegram channels reported the strike, saying the oil depot was directly hit. 

It was the second such attack in three days.

On Wednesday, an attack on an oil depot in the regional centre of Luhansk injured five people.

Mr Pasechnik reported at least one of the dead was an employee at the depot. 

The Ukrainian military has launched a strike and triggered a fire near an oil storage depot in the occupied Luhansk region, Russian state news agency TASS has reported. 

Ukrainian bloggers and Telegram channels said the depot in the town of Rovenky was hit. 

Several photos have emerged online appearing to show a large blaze, but these have not been verified by Sky News. 

In Vovchansk, Ukrainian officials have been helping civilians evacuate due to the heavy shelling.

The border town in the Kharkiv region came under intense attacks. 

In his evening address, Volodymyr Zelenskyy said his top commander Oleksandr Syrskyi had reported to him that "heavy fighting" was taking place all along the more than 1,000-km (600-mile) front line.

Ukraine chased Russian troops out of most of the Kharkiv region in 2022, following Russia's full-scale invasion in February of that year.

But after weathering a Ukrainian counteroffensive last year, Russian forces are back on the offensive and slowly advancing in the Donetsk region that lies further south. 

Volodymyr Zelenskyy has issued an updated statement on the situation in Kharkiv. 

In a post on  Telegram , the Ukrainian president said Russian troops have tried to expand their operations. 

But he added that Ukraine understands the "scope of the occupier's forces". 

"We see his plan," he said. "Our soldiers, our artillery, our drones respond to the occupier." 

He also said Ukrainian forces were adding their "strength" along the state border and the entire frontline near Kharkiv. 

"We will invariably destroy the occupier in such a way as to thwart any Russian offensive intentions," the 46-year-old leader wrote. 

"Everything depends on the stability of our soldiers, and everyone who holds a position now protects the position of all of Ukraine.

"It is important that partners support our soldiers and Ukrainian stability with timely supplies. Really timely. The package that really helps is the weapons brought to Ukraine, not just the announcement of the package." 

Volodymyr Zelenskyy has thanked Joe Biden after a $400m military aid package was announced by the US. 

The Ukrainian president said the assistance will "help save civilian lives" and strengthen troops on the frontline. 

"The United States maintains its leadership role in supporting Ukraine and this has historic significance," he added. 

This is the third tranche of aid for Ukraine since Congress passed supplemental funding in late April after months of gridlock.

The package includes: 

  • High Mobility Artillery Rocket Systems and rockets for them
  • Munitions for Patriot and National Advanced Surface-to-Air Missile Systems
  • Anti-aircraft and anti-tank munitions
  • An array of armoured vehicles, such as Bradley and Mine Resistant Ambush Protected vehicles
  • Coastal and riverine patrol boats
  • Demolition munitions
  • High-speed anti-radiation missiles
  • Protective gear, spare parts and other weapons and equipment

The weapons are being sent through presidential drawdown authority, which pulls systems and munitions from existing US stockpiles so they can go quickly to the war front.

Terror and grief were the overwhelming emotions from dozens of mainly elderly men and women who fled the Ukrainian border town of Vovchansk after Russian forces attacked.

Gathered at an evacuation point just outside the town, they said it had been the fiercest fighting they had ever experienced since the full-scale invasion.

Sky News followed a pair of volunteer rescuers, who drove a white van into the tow to help residents evacuate.

Smoke hung over the road on the way – we were told all roads into Vovchansk were being targeted by Russian artillery, rockets and drones.

One of the attacks had ignited a fire in a forest that lined the road, sending clouds of smoke into the air.

The streets of the part of the town we entered were almost completely empty.

We pulled into a residential area of bungalows.

A group of five elderly men and women sat or stood on a bench on the side of the road, seemingly happy to stay put.

The rescue team pulled up outside an address where they had been told four residents wanted to be evacuated.

They knocked on the door, but no one replied. Instead, a petite, grey-haired woman who lives in the next door house pushed open her green gate and told the rescuers that her neighbours had already gone.

Distraught, Valentina, 74, had no plans to leave, but the rescuers managed to persuade her.

"Let's go, don’t stay here, it is dangerous," they said.

Suddenly there was a boom – it seemed to change her mind.

Gathering a few simple belongings, she was led out of her home and into the minibus.

The mayor said some 500 people from the town have been evacuated since the attack began, but he said the town’s population was 3,000, with many more yet to leave.

Evacuation operations are set to continue.

At 5am, the Russians launched a surprise attack on the Kharkiv region of northeastern Ukraine, killing two civilians and injuring at least five others. 

The Ukrainian border community of Vovchansk was one of the targets - this community is only 5km away from the Russian border, and the attack led to the evacuation of 3,000 residents. 

Russian forces are reported to have advanced around 1km, before Ukrainian reinforcements were deployed.

So why has Russia opened up a second front in the war?

There are probably two key reasons for this latest Russian attack.

First, the Russian border town of Belgorod is a logistics hub for Russian military activity, and is regularly targeted by artillery from Ukrainian territory.

President Putin has long promised to create a buffer zone to push Ukrainian forces out of artillery range, which would limit the attacks on this frontier town. 

Secondly, although most analysts believe Russia would struggle to seize Kharkiv, the attack does force Ukraine to spread its limited resources across a broader front, leaving it more vulnerable to further attacks.

Russian's priority still appears to be the Donbas - a primary objective of what it calls its special military operation. 

Russia's military are evidently exploiting the window of opportunity created by Ukraine's current shortage of weapons, and are reported to be preparing for a major summer offensive. 

Ukraine's strategy appears to be to trade territory for time, making Russia pay a high price for every metre of ground seized, pending the arrival of the West's next delivery of military aid.

But, momentum and initiative are vital commodities in war, and Russia has both at this crucial juncture.  Ukraine is on the back foot, and could face a very difficult next few weeks on the battlefield.

The UK's foreign secretary, Lord Cameron, said last week Ukraine has a right to use British-supplied weapons against targets inside Russia.

Referring to those comments, senior Russian security official Dmitry Medvedev warned the West against greenlighting Ukrainian attacks on its territory using Western-supplied weapons.

After what Moscow said were threats from France, Britain and the US, Russia said earlier this week it would practise the deployment of tactical nuclear weapons as part of a military exercise.

These exercises are to work out Russia's response to any attacks on the country using weapons supplied by the West, Mr Medvedev claims.

He said the Russian response would "be aimed not only at Kyiv" - and took personal aim at Lord Cameron.

"I remember this guy quite well. I worked with him when he became prime minister. An ordinary dull Brit. At that time, he was joyfully stupid and looked like a young devil who was revelling in his unexpectedly acquired position," he wrote on the Telegram messaging app, which has been translated.

"Under certain circumstances, the response [to such attacks] will be aimed not only at Kyiv," he added.

He added: "And not just with conventional explosives, but also with a special kind of arms."

As we have been reporting throughout the day, Russian forces gave started the first stage of an operation in Kharkiv. 

Fierce fighting has been taking place in parts of the northeastern region, and Ukrainian officials have claimed Russian troops have advanced by 1km. 

Leading US thinktank the Institute for the Study of War has said evidence indicates the initial Russian attacks have been carried out for reconnaissance and not as a major drive to seize Kharkiv city. 

It has also suggested five objectives Russia might be trying to achieve with the operation: 

  • To thin out Ukrainian forces along the 600-mile frontline, and create opportunities in Donetsk in eastern Ukraine.
  • Draw Ukraine forces towards Vovchansk in Kharkiv to facilitate Russia's efforts to seize Kupyansk - another city in Kharkiv. 
  • Create a demilitarised or sanitary buffer zone in Ukraine.
  • Instil panic in Ukraine.
  • Set conditions for a larger future offensive on Kharkiv. 

The ISW added that Russia was unlikely to take control of Kharkiv city. 

Open source data suggests Moscow's forces have an insufficient number of troops in nearby areas to seize it, the thinktank added. 

"If the Russian command intended to seize Kharkiv city, then Russian forces would have likely also attacked to the west and northwest of Kharkiv city as well," it said. 

It also explained that Russia's use of its airspace for the Kharkiv attacks highlights the "urgent need" for the US to provide more long-range air defences to Ukraine. 

"Ukraine would be better able to defend Kharkiv oblast if Ukrainian air defenders could intercept Russian aircraft in Russian airspace before they drop their glide bombs," it added.

Russia’s Defense Ministry said Monday that the military would hold drills involving tactical nuclear weapons — the first time such an exercise has been publicly announced by Moscow .

A look at tactical nuclear weapons and the part they play in the Kremlin’s political messaging.

WHAT ARE TACTICAL NUCLEAR WEAPONS?

Unlike nuclear-tipped intercontinental ballistic missiles that can destroy entire cities, tactical nuclear weapons for use against troops on the battlefield are less powerful and can have a yield as small as about 1 kiloton. The U.S. bomb dropped on Hiroshima during World War II was 15 kilotons.

Such battlefield nuclear weapons — aerial bombs, warheads for short-range missiles or artillery munitions — can be very compact. Their small size allows them to be discreetly carried on a truck or plane.

Unlike strategic weapons, which have been subject to arms control agreements between Moscow and Washington, tactical weapons never have been limited by any such pacts, and Russia hasn’t released their numbers or any other specifics related to them.

WHAT HAS PUTIN SAID ABOUT NUCLEAR WEAPONS?

Since launching the full-scale invasion of Ukraine on Feb. 24, 2022, Russian President Vladimir Putin has repeatedly reminded Western nations about Moscow’s nuclear might in a bid to discourage them from increasing military support to Kyiv.

Early on in the war, Putin frequently referenced Moscow’s nuclear arsenal by vowing repeatedly to use “all means” necessary to protect Russia. But he later toned down his statements as Ukraine’s offensive last summer failed to reach its goals and Russia scored more gains on the battlefield.

Moscow’s defense doctrine envisages a nuclear response to an atomic strike or even an attack with conventional weapons that “threaten the very existence of the Russian state.” That vague wording has led some pro-Kremlin Russian experts to urge Putin to sharpen it to force the West to take the warnings more seriously.

Putin said last fall that he sees no reason for such a change.

“There is no situation in which anything would threaten Russian statehood and the existence of the Russian state,” he said. “I think that no person of sober mind and clear memory could have an idea to use nuclear weapons against Russia.”

WHY DID RUSSIA SEND NUCLEAR WEAPONS TO BELARUS?

Last year, Russia moved some of its tactical nuclear weapons into the territory of Belarus , an ally that neighbors Ukraine and NATO members Poland, Latvia and Lithuania.

Belarus’ authoritarian president, Alexander Lukashenko , had long urged Moscow to station nuclear weapons in his country, which has close military ties with Russia and served as a staging ground for the war in Ukraine.

Both Putin and Lukashenko said that nuclear weapons deployment to Belarus was intended to counter perceived Western threats. Last year, Putin specifically linked the move to the U.K. government’s decision to provide Ukraine with armor-piercing shells containing depleted uranium.

Neither leader said how many were moved — only that Soviet-era facilities in the country were readied to accommodate them, and that Belarusian pilots and missile crews were trained to use them. The weapons have remained under Russian military control.

The deployment of tactical nuclear weapons to Belarus, which has a 1,084-kilometer (673-mile) border with Ukraine, would allow Russian aircraft and missiles to reach potential targets there more easily and quickly, if Moscow decides to use them. It has also extended Russia’s capability to target several NATO allies in Eastern and Central Europe.
