To obtain a passport for the first time, you need to go in person to one of over 9,000 passport offices. You must bring passport photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver's license. You'll also need to apply in person if:

  • your expired U.S. passport is not in your possession
  • your previous U.S. passport has expired and was issued more than 15 years ago
  • your previous U.S. passport was issued when you were under age 16
  • your currently valid U.S. passport has been lost or stolen. 

All family members traveling outside the U.S. must obtain a passport prior to travel. Active duty cannot travel leisurely on an official passport. Active duty soldiers planning to travel to foreign countries for R & R should visit the DoD Foreign Clearance Guide HERE  for required documents for that particular country.

The World Leisure Organization’s most prized partnership is its recognition as a consultive organization with the Economic and Social Council of the United Nations. This recognition provides WLO with a platform to support the work of the United Nations by reflecting its goals in the organization’s programs and services. The World Leisure Organization is committed to the belief that well selected leisure experiences improve quality of life for all – from childhood to later life. We draw our members from all parts of the world and from diverse areas of interest including travel and tourism, parks and recreation services, the arts and culture, sport, health and fitness, theme and entertainment centers and educational institutions.

The World Leisure Organization promotes leisure as integral to social, cultural, economic and sustainable environmental development. We are committed to enlarging choice, affirming and enriching cultural identities, activating the human spirit and promoting sustainable and well distributed economic growth through leisure.

The World Leisure Organization believes that leisure is …

…a unique human activity born from enlightened personal freedom depending upon goodwill among all people. Leisure is characterized by the quest for satisfaction, pleasure, discovery and socialization. As a pro-social public policy, leisure is a means of achieving a happy and good life and is consistent with the aims of environmental sustainability.

Leisure plays an essential role in individual, community and national development, contributing to the quality of life and well-being, the enhancement of social relationships and social capital and as a place of expression and engagement in democratic life. Leisure is an important place for social and voluntary involvement as well as the expression of solidarity and a sense of belonging.

Viewing leisure in its broadest context, includes:

  • festivals and celebrations
  • health and fitness
  • travel and tourism

How are we organized

World Leisure Organization is a  member driven organization with a worldwide representation. The governing body is comprised of up to 20 persons, the Board of Directors , that are elected or appointed in accordance with procedures outlined in the Bylaws. They provide leadership in advancing leisure as a central force in enhancing the human condition through advocacy, research, and education that promotes socio-cultural development, encourages sustainable economic growth, and improves the quality of life for every person world-wide. Additionally, the  Executive Committee , works as the steering committee of WLO, and is composed of the officers of WLO (Board Chair, Board Vice-Chair and the Treasurer), the Chief Operating Officer and up to 5 members of the Board and are elected by the Board. The Board of Directors shall contribute to the organization´s general strategic plan development, through the different annually stablished  ad-hoc committees  that work as one of the main task force of the organization.

Furthermore, the WLO counts with a distinguished group of individuals including academics and practitioners, the  WLO Academy . Passionate to promote and contribute to the advance of social justice and sustainable civil society by actualizing the values inherent in leisure. Moreover, and with special interest in the future scholars and practitioner´s generations, WLO enhances and promotes  Youth Ambassadors  projects and activities through its different programmes.

In addition, WLO collaborates and works together with different  strategic partnership , NGO’s, public and private sector organizations, towards common objectives, leisure advocacy and social, cultural and economic development. The WLO Chapters Programme  offers an affiliation opportunity for individuals at the community/city, state/provincial, regional or national level and to link their efforts with the broader vision, priorities and themes of the organization. On the other hand, the  World Leisure Affiliate Programme  seeks affiliate collaborative relationships with other organizations throughth the world. An affiliate can be thought of as a preexisting educational institution, government, or non-government organization wishing to associate with the World Leisure Organization. Some of our current Strategic Partnerships are: The United Nations; The World Tourism Organization; The American Academy for Leisure; the International Council of Sport Science and Physical Education (ICSSPE); Australian and New Zealand Association for Leisure Studies (ANZALS); and Organisation Internationale du Tourisme Social (OITS – ISTO), etc.

At last but not least,  WLO Scientific and Technical Secretariat   located in Bilbao, Spain and led by the Chief Operating Officer, manages the overall affairs of WLO, coordinating the general scientific strategy and implementing the different WLO programmes and activities. It functions as an agency for implementing and monitoring board approved policy and initiatives.

The World Leisure Organization has a decentralized governance model, with the scientific and technical secretariat working as an engine from Bilbao, Spain and academic and professionals task forces spread all over the world. To be mentioned the leadership of the WLO Chair in Canada, the Vice Chair in Hong Kong and the Treasurer in the Netherlands. Also, in permanent international communication and collaboration with stable local teams that work towards the organization of the WLO biggest events (congresses, expos, games and festivals). Before hitting the area’s theme parks or planning your next vacation, stop by the Leisure Travel Service office at the Fort Belvoir Community Center for discounted tickets and hotels. The LTS office offers tickets to parks, movie theaters, and attractions across the United States. Military discounted rates are available to Active Duty, Retirees, DoD Civilians, Reservists and Family Members with a military ID card.

2024 Disneyland Resort Military Salute Park Hopper Tickets (January 2 - December 13, 2024) (PDF)

*Ticket price is per person for anyone three (3) years and older.

The Disneyland Resort Military Salute Park Hopper ticket, with applicable park reservation, is valid for admission to both Disneyland Resort theme parks on the same day!  A valid and active U.S. Military (or family member) ID is required for admission. Each day of use of a Disneyland Resort ticket constitutes 1 full day of use. Admission is subject to capacity, closures, other restrictions, and is not guaranteed. Proceed directly to the applicable park entrance on the applicable date, and present your theme park reservation and ticket; or have them scanned from your mobile device with Internet access. You will not need to wait in Will Call or Ticket Purchase queues. Tickets expire December 13, 2024 .

Regular Season tickets must be prepaid and ordered based on the availability with the Nationals.  Tickets must be ordered at least 5 full business days in advance not including the day of purchase or the day of the game. For groups of 8 or more, order at least 2 weeks in advance.  Requested sections are not guaranteed.

LTS only sells tickets for home games.

American Forces Travel American Forces Travel is a new Morale, Welfare and Recreation (MWR) program arising out of a joint service initiative combining the efforts of each of the five branches of service (Army, Marine Corps, Navy, Air Force and Coast Guard) and the Office of the Deputy Assistant Secretary of Defense for Military Community & Family Policy.

Participants will  meet at the Community Center at 7 a.m . the day of the trip and depart at 7:30 a.m.

There will be a restroom break at a rest stop on the way up and back about two hours into the trip.

All seats are a first-come, first-served basis on our 55-passenger luxury motor coach.

All patrons must register and pay at the Community Center Leisure Travel Services (LTS) Office. The cost is per person, for all ages.

*LTS needs to secure a minimum number of participants  two weeks  before the trip date. Please register as soon as possible to ensure availability and minimum passenger count requirements.

Eligibility:  Active Duty (including Guard and Reserve), Retirees, DoD Civilians, eligible contractors, and all their Dependents.

Each eligible ID Card holder can sponsor non-ID card holder, so grab your friends and family and reserve your seats soon!

Please note: There is no guided tour associated with this bus trip and p rices do not include entry into attractions. Ticket can be purchased at Leisure Travel Services (LTS) at the time of bus reservation. Date may be subject to change based on park availability.

A: Leisure Travel Services Does not offer "Pre-Made" Packages as seen on the internet or TV. We customize packages to suit your individual needs and wants. For this reason, the prices we quote are more accurate for exactly the vacation you are asking for.  Q: "What forms of payment do you accept?" A: We take cash, check. Q: "What do you have for "FREE"?" A: Leisure Travel Services does from time to time offer complimentary tickets for Military Appreciation to various events. Please check with us periodically for any Military Appreciation tickets we may have to offer. These complimentary tickets are handled as per Standard Operating Procedures for Distribution of Complimentary Tickets.   Q: "Why don't you put out event information sooner?" A: With some of the Military Appreciation tickets we get, we are not notified until as little as I or 2 days prior to the event. We do our best to get information out as quickly as possible through social media and our website when possible.

Q: "Do you sell or offer any concert tickets or events for Kansas City or the surrounding areas?" A: We may be able to get special military discounts for a few events; however most concerts and shows will only be available through the venue box office or Ticketmaster online. Please check with us for any possible discounts. Q: "Why can we sometimes get a better rate if we deal with the vendor directly rather than going through Leisure Travel Services?  A: Leisure Travel Services strives to offer our Military community the best pricing possible. It is true some vendors may have a "better deal" however we encourage our clients to research all components of the package and all policies involved. We are here in person to answer and questions regarding your booking and handle any issues that may come up. We do have a convenience surcharge on our attraction tickets, however all monies do go towards the MWR program and the Soldiers Quality of Life here on Fort Leavenworth. In addition due to contract negotiations, some attractions may have a better Military discount at the door rather than our rate here in the office. We do let our clients know how to get the best rate for them. Q: "Is my purchasing through the Leisure Travel Services Office really better for the military Family?" A: Purchasing through the Leisure Travel Services Office insures you have someone working to get you the best rate and all components of your purchase are accurate. Also all income from packages, tickets, etc is returned to support your MWR Activities here at Fort Leavenworth. Special events such as, the annual 4 of of July event and Fireworks, PAIR Day and, KidsFest, are all part of the MWR Events put on throughout the year for Military Families to enjoy.

What is the MWR Card, who is eligible for it, and how much does it cost?

The MWR Card is a program that affords eligible patrons the opportunity to participate in the various Family and MWR programs on this installation, on an annual basis.

Eligible patrons include the following:

  • Family Members of DoD employees
  • Contract Workers on this installation
  • Postal Workers on this installation
  • AAFES Employees
  • Dependent Parents that have lost their military privileges, due to a divorce, but still have custody of the child.

MWR Cards are $25 for the primary card holder and $10 for each family member, and are valid for 1 year. They can be purchased at LTS.

Who is eligible to purchase the Disney special tickets?

Disney’s policy is that only Active Duty, Retired, Reserves and 100% disabled may purchase tickets.

As a DoD employee, can I purchase discounted tickets at LTS?

Yes, but not military specials.

How old do you have to be to purchase tickets?

You must be at least 18 yrs old and have a Military or DoD ID card to purchase tickets.

Can I purchase tickets for friends?

Yes, as long as there will be at least 1 ID card holder in the group.

Why can’t I get quotes for airline, cruise or any travel over the phone?

LTS cannot give quotes over the phone because we must verify current ID card status. Also, due to constant fluctuations in travel pricing, we cannot guarantee that the price quoted will be correct when you come in to the office.

The British royals were out in full force to attend the service today, with the exception of King Charles and Kate Middleton, who are still absent from public duties, and Prince William—who bowed out at the last minute , citing personal matters. (He was scheduled to attend, and do a reading at the service; Constantine was his godfather.) However, Queen Camilla was joined by Princess Anne, Prince Andrew, and many royals from around the world, including King Felipe and Queen Letizia of Spain, Princess Benedikte of Denmark, and Queen Noor of Jordan. Also in attendance were the Greek royal family—Constantine was survived by his wife, former Queen Anne-Marie of Greece, five children, and nine grandchildren. After the service, Queen Camilla hosted a reception at Windsor Castle for all the guests.

The Eiffel Tower — or, la Tour Eiffel — has long been one of the world's most recognizable landmarks, symbolizing the romance and ingenuity of the City of Light . 

Designed as the centerpiece of the 1889 World's Fair, the Tower was meant to commemorate the centennial of the French Revolution and to show off France's modern industrial prowess on a world stage. 

And that it did. The tower's construction, finished after two years, two months, and five days, was considered a marvel of precision and speed. Gustave Eiffel's civil engineering firm used 7,300 tons of iron and 2.5 million rivets , and the result stood triumphant over the Champs de Mars, receiving more than two million visitors during the fair. 

The Tower’s now-famous silhouette has been  emulated around the world  in places like Las Vegas, Prague, Tianducheng, China, and, of course, Paris, Texas. The design wasn’t without its detractors , however — a "Protest against the Tower of Monsieur Eiffel,” signed by the likes of Guy de Maupassant, Alexandre Dumas fils , and other well-known artists, was published in the newspaper Le Temps before the project’s completion. The letter argued that the tower would be “a gigantic black factory chimney, its barbarous mass overwhelming and humiliating all our monuments and belittling our works of architecture, which will just disappear before this stupefying folly.”

In defiance of such protests, the Eiffel Tower did see the light of day and has stood the test of time. It remains one of the most visited monuments in the world, welcoming almost seven million visitors a year and more than 300 million people since its debut. It has changed over the years, with the addition of lighting, fresh coats of paint, and numerous installations that have come and gone. 

And there’s still more to this landmark than meets the eye. Despite the incredible number of people who have visited since it opened, La Dame de Fer still has a few secrets to share.  

There’s a penthouse apartment at the top.

Gustave Eiffel reserved the uppermost level of the tower for himself, where he hosted famous guests like Thomas Edison in a private apartment that he designed. The space has since been transformed into a recreation of Eiffel's office, complete with wax figures of himself, his daughter, and Edison, and it's open for the public to tour.

While the tower is named for Eiffel, it was actually Maurice Koechlin and Emile Nouguier — two engineers who worked for his company — who designed the structure. They also commissioned French architect Stephen Sauvestre to work on the appearance of the project in order to quell public concerns about the harsh, utilitarian nature of the original design. They ultimately beat out more than 100 other projects in a contest to choose the main attraction of the World's Fair.  

The Eiffel Tower was supposed to be torn down after 20 years.

The tower was built with the intent of showing off France's industrial prowess during the World's Fair, but the plan was to tear it down after 20 years. However, Eiffel cleverly put a radio antenna and wireless telegraph transmitter in the tower. After proving radio’s usefulness to the government in 1910, Eiffel was granted a 70-year extension to his lease. By 1980, of course, the tower had become an indelible symbol of both Paris and France, and it was in no danger of demolition.

The Eiffel Tower was almost destroyed during World War II.

In August 1944, as the Nazis were losing control of occupied Paris, Adolf Hitler commanded his generals to level the city. Plans were drawn up to mine the Eiffel Tower with explosives. Thankfully, Allied troops swooped in before the order could be carried out. Subsequent air raids over Paris caused significant damage, but the Eiffel Tower survived the war intact.

The Eiffel Tower is a cousin of sorts to the Statue of Liberty.

As sculptor Frédéric-Auguste Bartholdi was designing “Liberty Enlightening the World”, he called upon his mentor, Eugène Viollet-le-Duc, to design the statue’s internal framework. After Viollet-le-Duc died in 1879, Bartholdi turned to Eiffel and Koechlin. They proved their iron expertise with Lady Liberty before moving on to the Iron Lady.

The Eiffel Tower has been home to both a post office and a theater. 

The tower has been home to several businesses throughout the years, many of which are now gone. These include the newspaper “Le Figaro”, which had an office on the second floor for six months during the 1889 World's Fair, a post office tucked into the first floor, and a wooden theater on the first floor designed by Sauvestre.

The Eiffel Tower doubled as a scientific laboratory.

Eiffel, an avid scientist, housed a meteorology lab on the tower's third floor. He was known to perform studies in physics and aerodynamics there, even building a wind tunnel at the foot of the structure. Eiffel opened the doors of the laboratory for other scientists to use for their experiments as well.

The Eiffel Tower moves.

The massive iron structure is wind resistant and will sway during a storm. Wind isn't the only thing that can make the enormous tower move, though — the heat of the sun causes the iron to expand , making the Tower grow a few centimeters during the summer months. The tower will also lean an average of six inches away from the sun, as the one side facing the direct light heats up faster than the other three sides.

The Eiffel Tower is covered in the names of scientists.

The names of French scientists and engineers working in the 19th century were not forgotten by history — not only are they attached to several Parisian streets, but 72 of them are also engraved on the Eiffel Tower. The tributes were painted over in the early 20th century, but thanks to a restoration effort in the late 1980s, they are once again visible. Eagle-eyed visitors can see names like Foucault, Dumas, and Perrier cut into the iron surrounding the tower's first floor.

It takes a lot of work to keep the Eiffel Tower looking good.

Every seven years, workers apply around 60 tons of paint to the tower. This not only keeps La Dame de Fer looking good, but it also helps keep the iron from rusting.

The Eiffel Tower’s sparkling lights are copyrighted art. 

The Tower’s first light show coincided with the International Exhibition of Modern Decorative and Industrial Arts in 1925. Automaker Andre Citröen financed a 200,000-bulb show that featured a shower of stars, alternating Zodiac symbols, comets, and (naturally) his car brand’s name at the finale. Another show, featuring 336 yellow-orange spotlights, came sixty years later , but the now-famous sparkling light show, consisting of 20,000 bulbs, first lit up the night sky New Year’s Eve 1999 to ring in the new millennium. While the Tower itself is in the public domain , its illumination is protected by copyright under French law . However, don’t call your lawyer just yet — this only applies to pictures taken for professional use. You’re free to share any personal pictures of the Eiffel Tower and its lights as you please.

To Protect Your Miles, Be Careful How You Book

American Airlines recently announced new restrictions on point allocation based on how you book a flight. What does that mean for loyalty members?

Earlier this month, American Airlines announced that beginning May 1, it will require travelers to book directly with the airline, partner airlines or “preferred travel agencies” in order to receive points in its loyalty program.

The unprecedented move confused many travelers eager to protect their mileage currency, prompting posts like this one on X: “@AmericanAir your news about earning miles/loyalty points is a bit concerning — we’re loyal to you no matter who we book through!”

In an email, a representative of the airline said that the approved list of travel agencies would not be published until April.

While there is much to be determined about the new policy, a battle for customers between the airline and third-party ticket sellers, which includes online travel agencies like Orbitz, has emerged. Here’s what travelers should know before booking their next flight.

What are the new points rules at American?

Currently, the biggest domestic carriers — including Delta Air Lines , United Airlines , Southwest Airlines and American — award points and miles to members of their loyalty programs on most tickets regardless of where they are sold.

American’s new rules state that in order to receive miles and points, travelers must book through its website, a Oneworld partner airline or approved travel agencies (with exceptions for those enrolled in its business program, which targets small companies, or with a corporate contract).

Also beginning May 1, fliers booking basic economy fares, the airline’s cheapest fares, may only earn points by booking through American’s website or its airline partners.

What’s behind the switch?

According to analysts, this is largely a behind-the-scenes fight over technology.

Travel agencies have long used distribution systems like Sabre and Amadeus to sell airline tickets. But many airlines are interested in using an emerging channel developed by the International Air Transport Association called New Distribution Capability . It offers airlines a more direct means of communicating with passengers, whom they can target with personalized fares or bundled offers not available in the traditional systems, providing opportunities to sell more services.

The “preferred” agencies that American said it will announce in April will be those making a substantial number of bookings on the new platform.

“American is dead set on being a more efficient airline and reducing its cost of sales, so they have issued this new edict and travel agents who choose not to follow along will find themselves on the losing end of the battle,” said Henry Harteveldt, a travel industry analyst and the founder of the Atmosphere Research Group.

Many travel agents object to the speed of adopting a technology they say still has bugs. In a recent letter to the 18,000 member agencies of the American Society of Travel Advisors , the president and chief executive of the trade organization Zane Kerby called it “an underdeveloped technology,” with “basic servicing” issues that include problems with cancellations, booking multiple people on the same itinerary and rebooking.

Mr. Kerby cited a heightened risk to most business travelers using external agencies to make their bookings. “It feels like American Airlines is disenfranchising or willing to disenfranchise its most profitable and lucrative segment, which is the frequent business traveler,” he said.

In American’s new requirement that basic economy fliers book directly with the airline to earn miles, Brian Sumers, who writes the Airline Observer newsletter, sees a play for greater loyalty from thrifty travelers at a time when many airlines have abandoned them. Delta , for instance, no longer awards points to its basic economy passengers. United restricts basic economy fliers to one personal item carried aboard when flying domestically.

American wants those basic economy passengers, Mr. Sumers said. “The end goal is to get people so excited about having AAdvantage points and using them all the time, because that’s where they’re making money.”

How should I book to ensure I’m awarded miles for American flights?

If you are accustomed to booking online with the airline directly, earning miles is not endangered.

If you use a travel agency, including online sites like Expedia or Orbitz, check the list of approved agencies when it is published in April.

But even for travelers who are accustomed to D.I.Y. bookings, the new American policy poses some threat to earning miles. If you use a travel agent to plan a more complicated trip — say, an African safari or a trek to Machu Picchu in Peru — make sure the agent is approved by American or be prepared to make the booking yourself to earn miles.

“American is counting on the fact that travelers engaged with AAdvantage will want to remain engaged, so that if their travel agent is not onboard, the customer will find a different travel agent or opt to book directly,” Mr. Harteveldt said.

Will other airlines follow suit?

Experts say commercial aviation is a copycat industry; if a policy is successful, others are likely to follow. But it may not happen quickly in this case.

“There are some very expensive tickets that go through using the older system,” Mr. Sumers said, describing other airlines as “taking a watch-and-wait approach” to see if any defections from former American customers boost their business.

“By no means has this play reached its conclusions,” Mr. Harteveldt said. “We are in the first part of the first act.”
