Heritage Management and Cultural Heritage Tourism : Challenges of Building up a Sound Strategy for India

Profile image of Biswajit Mohapatra

In case of India, it is strongly emphasized that both heritage management and cultural heritage tourism hold huge potential for national development and also will reemphasize the shared relationships, values of cultural tourism, sustainability besides building the capacity for their preservation .In my paper, I have analyzed these two areas so as to make out a case for incorporation of a realistic strategy for encouragement of cultural heritage tourism activities and also to ensure their due protection.

Since the international community recognized the importance of heritage conservation as a key to cultural identity, numerous charters and conventions aim to set out international standards for conservation and global conservation policies. But the validity and applicability of such global approaches on the large variety of expressions of cultural creativity and identity remain questionable, particularly with regard to sacred heritage. Based on a discourse analysis of international charters, unpublished reports and a wide range of other documents, this thesis elaborates on potential and apparent conflicts in the establishment and implementation of conservation policies for sacred Islamic heritage in the Arab States. The analysis of the conflicts between various levels—on the one hand the international, represented by organisations like UNESCO and ICOMOS, and on the other hand the trans-national, national and local community levels—puts emphasis on authenticity as an elementary concept of any conservation policy. International and local approaches for assessing the significance of a sacred heritage site and its values aimed to be preserved are compared and discussed; thereby different interpretations and evaluations of authenticity are identified. Conservation policies and their implementation in two sacred Islamic sites—the al-Azhar mosque in Cairo and the Umayyad Mosque in Damascus—are closely observed. They illustrate the wide range of conflicts but also provide ideas how to improve the current situation.

Will the possible future inscription to the World Heritage List bring recognition of Viminacium’s true significance? In Egypt, the definition of Heritage buildings varies than that issued by the UNESCO, as the Egyptian authorities perception to heritage buildings divide them into two categories, monumental and heritage buildings. Each category has its own law and different procedures of conservation. This research deals with two main approaches, the first is meant by the strategy of preserving heritage buildings and areas in Egypt, starting the registration criteria and conservation methods. While the second, deals with the impact of this strategy to the economic and social levels, and its capability to fulfill the real actual needs. The research then shall conduct an analytical criticism approach in studying the global trend of conserving heritage in terms of management methods, partnership, role of society and finance. This research will conclude adequate set of recommendations to the Egyptian socioeconomic reality, derived from a comparative analytical study based on two main axes. The first is meant by the comparison between the Egyptian and global strategies of conservation, while the second, represents the role of the community's interaction in formulating these strategies.

This paper highlights the different ideologies in the history of the conservation movement. It shows a long progress of theories implied through history since it started in early classical ages until the modern globalisation era, and highlights certain points as optimistic strategy to be applied in the conservation of historic city. The ideologies' reviews both the material-based approaches in conservation applied in the beginning of the conservation movement in Europe and the later values-based approaches developed internationally. After reviewing history of ideologies, the methodology used in this paper is carrying an evaluation for the contemporary approaches-in the first part of the research-by analysing them according to three factors: selectivity, authenticity/integrity and sustainability, in order to find the optimum ideology that counters the challenges of the 21st century in historic city's cores. As a result of the analysis carried out, the Historic Urban Landscape approach was verified to be that optimum ideology. The application will be in the form of recommendations that address each step considered by the theory. The second part of the paper focuses on The Historic Urban Landscape Approach, and it includes its application specifically on a Mediterranean historic city (the old city of Tyre-Lebanon) and favours it as the optimum conservation ideology. The research aims to validate the progress in the conservation approaches by examining its historic evolution. The evaluation of the actual approaches in conservation projects demonstrates the positivism of the communal ideology to sustain these projects. Ó 2017 Housing and Building National Research Center.
