Mohammad approves Cabinet decision granting Russians visa on arrival at all UAE entry points

Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, approved the Cabinet Decision No. 24 for 2017 on granting citizens of Russia an entry visa at all UAE entry points.

The decision states that citizens of the Russian Federation are granted an entry visa for 30 days for the first time, renewable one time only for another 30 days, as per UAE regulations.

The decision will enhance strategic cooperation and the common ambitions of the two countries. It will also create new horizons of economic and touristic cooperation serving common interests and goals, as it strengthen the UAE’s international competitiveness as a vibrant economic, commercial, and tourist hub in the region.

Official information shows that Russia and the UAE have always benefitted from a strong bilateral relationship in all aspects. This can be seen through the strategic partnerships between the two countries, and the various agreements covering economy, tourism, and clean energy cooperation. The UAE ranks first in the GCC states as Russia’s most important business partner, and is considered the tenth largest foreign investor in Russia, with projects valued at Dh66 billion up to 2014.

During 2015, the non-oil trade between the UAE and Russia reached Dh9 billion, and the UAE is investing around Dh18 billion in infrastructures in Russia. The average growth of foreign non-oil trade between the UAE and Russia over the past 5 years is 31 per cent.

The UAE has received more than 600,000 Russian tourists in the past two years, and there are 56 weekly flights between the two countries by UAE national carriers. This number is expected to rise after the issuance of the decision and its positive impact on trade and tourism.

UAE visa on arrival

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random visual screening for visitors to Dubai.

Visitors asked to proceed for visual screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy of your visa with you, a charge of AED 30 per copy applies, payable only in AED.

Important information

Before you travel to the UAE, check visa requirements and make sure you have a valid visa if needed and that your passport is valid for the minimum required period. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of April 29, 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From January 7, 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

• Indian passport holder with USA visa valid for a minimum of six months
• Indian passport holder with USA green card valid for a minimum of six months
• Indian passport holder with UK residence card valid for a minimum of six months
• Indian passport holder with EU residence card from the following countries valid for a minimum of six months

* Extensions can be made at the airport office only.

• Color photograph of applicant
• Color copy of applicant's passport. The passport must be valid for at least six months
• The original application form (available at all Emirates ticketing offices) can be accessed in Arabic or English, depending on the applicant’s nationality. Download the English  or Arabic  application form

• Proof of relationship if applying for family member: birth certificate, marriage certificate and family book

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of the date of travel to Dubai and must be machine-readable; handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that itineraries including flights to or from Dubai on other carriers are not eligible for online visa service.

If a citizen of EAU (Dubai) travels with a purpose to visit his/her relatives or friends, he/she should file an application for obtaining a private visa. However, the accepting party must arrange private invitation in form of a letter and mail it out to the visa applicant. A designated government body called FMS (Federal Migration Service) is entitled to issue this type of invitation letters following an application which must be written and then submitted by the inviting party.

If a foreign person receives invitation from an individual, that person is expected to claim an invitation letter at the FMS office at the place of his/her residence (or registration). If a citizen of Dubai is offered invitation from a legal entity or corporate body, the application documents should be submitted by its representatives to the FMS office located at the place of its accreditation. It shall be issued on a specific government-approved form with an individual number indicated on it. The document includes passport information of the Dubai citizen, the inviting party’s personal information, the duration of the visa and the number of entries requested.
